Barack Obama has begun what is arguably the most difficult task of his young presidency, launching his long-awaited new strategy for the war in Afghanistan and selling it to the public and U.S. allies.

The U.S. president to set to deliver a nationally broadcast speech Tuesday night, in which he will lay out why his country is in Afghanistan and how they will disengage from the conflict.

Obama has already issued orders for more troops for the campaign, believed to be in the 30,000 range, which would put more than 100,000 American soldiers in Afghanistan at a cost of about $75 billion a year.

Obama was to spend Monday personally talking to foreign leaders from France, Britain, China, Russia, India, Afghanistan and Pakistan.

Vice-President Joe Biden called Prime Minister Stephen Harper Monday evening to notify him of the U.S. plans, the Prime Minister's Office said.

"The prime minister and the president have had on several occasions, extensive conversations on Afghanistan, as recently as the most recent APEC Summit," spokesperson Dimitri Soudas said in an email.

Foreign Minister Lawrence Cannon told CTV News Channel's Power Play he would be meeting with U.S. Secretary of State Hillary Clinton on Friday to discuss the Afghan mission.

Cannon said Clinton informed him of "general principles" of the American plan in a discussion last week.

Obama informed Clinton of his decision in a telephone conversation Sunday afternoon and then discussed the plan with other important administration players, such as Defense Secretary Robert Gates, in an Oval Office meeting in the evening.

The order for new deployments for the military became official at that time, White House Press Secretary Roberts Gibbs told reporters Monday.

He added that the goal of Obama's new strategy is to train Afghan forces to take over from the U.S., and that the president is not going to allow an open-ended commitment.

The president is not expected to announce a firm date for a withdrawal, but wants a gradual pullout over three to five years.

U.S. Army Gen. Stanley McChrystal wants an Afghan security force of about 400,000, along with 160,000 police officers, in place by October 2013.

Obama is also looking for more help from regional allies.

"Without partners willing to do stuff in both Afghanistan and Pakistan, no number of American troops can solve all of those problems," Gibbs said.

Britain confirmed on Monday it was sending 500 more troops to Afghanistan, putting 9,500 British soldiers in total in the country.

Canada has pledged to end its combat mission in Afghanistan in 2011.

President Obama is caught between a rock and a hard place, neither of which are of his making. Recently released information shows that the U.S could have captured bin Laden in Tora Bora years ago, but that Cheney allowed him to escape into Pakistan. The reasons for this are unclear, but now Mr. Obama has to find a way to gradually withdraw from Afghanistan while keeping the Taliban at bay. But watch the right wing in the States try to paint this as somehow Obama's "failure". If he doesn't increase troop levels, and if the Taliban make a resurgence, then it will be his fault. If the U.S. gets stuck there, and he can't withdraw the troops, it'll be his fault. In reality, if the Republicans had been more competent,, this would have been over a long time ago. But people have short memories, and no doubt during the 20109 midterm election, the Republicans will blame the Democrats for "losing" Afghanistan. Obama will have to increase troop levels, but in the end, the U.S. will have to withdraw. Remember Vietnam? Same scenario, folks.

Harper didn't even even receive a direct call from Obama, despite Canada's military presence Afghanistan. So much for the fallacy that Harper has any type of relationship with US leadership.

Exactly right Carl. The US is going to be bankrupt very soon...Harper will not follow, he is not a socialo-marxist. But if the libs come back we will be in trouble. But after insulting our troops once gain today we are ok for a long long time.

Obama is a flash in the pan as was Carter, the man has people around him who don't know what they are doing and how to do it, sad, but come the next election he will be out. Harper is doing a great job and God help us if Iggy gets in, then it is time to pull up stakes and leave this country. Liberals why don't you admit that you have a failure on your hands and replace him with someone else who is more capable

I wonder if he'll keep his campaign promises to end the war in Iraq and Afghanistan. Unlikely since he has broken almost every promise he has made thus far.

To Carl: There were quite a few of us (Americans) who knew Obama was a scammer (those of us who researched his past) but you are right, a lot of Americans were scammed by his charm and preacher-like mannerism.

@Carl So the Americans were "scammed" by Obama because of the bailouts, the increase in troop levels, and the health care reforms? Really Carl?1. Without the bailouts, the American -and probably Canadian- economies would not be in recovery mode. The Dow would not be in the 10,000 range (it was 6,500 when Obama took office, remember?) and unemployment would not be diminishing in growth, but accelerating. The bailout were a necessary evil, acording to almost all professional economists. And don't forget that the economic meltdown happened because of Republican free-market economic policies.2. Obama has more troops on foreign soil because he has to clean up the mess left behind by Bush. He was the one who lied about WMD in Iraq, and so cost 5,000 American lives, over 100,000 Iraqi lives, and a half-trillion dollars, money that would have paid for the health care bill. Remember?3. The health care bill has been compromised because Republicans refuse to suppoprt anything that does not favour the health care industry, from which most of them take money. But without reform, 46,000,000 Amercians have no coverage, others are screwed over by "pre-existing condition" clauses, and there are life-time limits on coverage. All of this will be fixed by the proposed bill. And without reform, American will be bankrupt by health care (read "insuranace company profits) within 15 years. Remember?But the right wing continues the drumbeat of silliness: Obama is a terrorist, a Muslim, a socialist, a fascist, a Kenyan. Death squads will kill your grandmother if there is health care reform. He is "dithering" over Afghanistan rather than committing more troops immediately. He actually bowed to a Japanese head of state (as opposed to kissing him and holding his hand, like Bush did with his Saudi master).Remember?

What can Obama do? The US tore Afghanistan down with the intent of starting over. What they didn't realize was how long they would need to be there. Research on democratization of countries suggests that 20 years will be needed to fix the war-torn country.Stop looking at short-term. This is a project that the US, for better or worse, already undertook. Leaving now would leave the citizens of that country in more dire straits than they were in before the US moved in. They need to stay, and Canada needs to support them.

@Dr. m,,,, yeah sure doc, obama is between a rock and a hard place ,, not his fault.. When are you going to admit , his honeymoon is over?? Maybe it is time for him to actually DO something instead of just talk !! Talk is cheap.What do you recommend he do, my learned friend?? Increase the troops,, when is the next deadline for Nobel prize nominations??You can't just keep feeling sorry for the guy,, sure some tough decisions need to be made.That's a big part of the Presidents job. He wanted the job ,, he best start DOING it.Like I said the honeymoon is over,, time for some action.............

Tough decision to make. As a Canadian, I would support the United States no matter how many troops will be sent to war in Afghanistan and Iraq.I believe he is well informed and it will be a good sell to the American people. Someone has to stand up to the fanatics and the Insurgency and the United States and her allies have and need to continue the war on terror.

instead of sending more troops US should train more afghan army and police and they should find who is behind taliban who is helping them!instead of 30000 troops they should send only 15000 !!

Nice to see Obama pick up on Harpers idea of training more Afgan soldiers so they can take of thier own security.
