Canada and other Commonwealth countries have agreed to create a fund to help nations that have become especially vulnerable to climate change.

At the Commonwealth Summit in Trinidad and Tobago, the group of 53 countries agreed to support a fund they say would be worth $10 billion annually by 2012.

"We believe an internationally legally binding agreement is essential," the text of the Commonwealth Climate Change Declaration says. The fund will begin next year.

It will help countries most at risk to adapt to climate change, and will set aside at least 10 per cent towards smaller island and low-lying countries.

It's "basically an attempt to win the support of small island nations in the Commonwealth who feel they are going to be swamped as global warming continues," CTV's Roger Smith, who is in Trinidad and Tobago, told CTV News Channel.

One of the countries most at risk is the Maldives, a chain of islands south of India that sits only about 2 metres above sea level. It could be completely submerged if sea levels rise.

In September, Maldivian cabinet ministers held a meeting underwater to make a point that the country could soon be wiped out.

Smith reported that there have been rumours at the Commonwealth conference that Canada was resisting a strong statement on the climate change fund.

He said that Canada has not yet held a news conference, and reporters have had little access to Prime Minister Stephen Harper.

On Friday, Ban Ki-Moon, Secretary-General of the United Nations, urged Canada to set an example on climate change ahead of next month's summit in Copenhagen, Denmark. He specifically mentioned Canada because it will host the G20 and G8 meetings in Ontario next year.

"Many countries, developed and developing countries, have come out with ambitious targets," Ban said Friday.

"Therefore, it is only natural that Canada should come out with ambitious mid-term targets as soon as possible."

On Friday, Peter Kent, Canada's minister of state for foreign affairs, told reporters that "a deal in Copenhagen is a long shot."

But on Saturday, Harper seemed to back off on statements that success in Denmark is unlikely.

"I look forward to seeing a comprehensive agreement in Copenhagen, to actually get on with actually reducing emissions as opposed to just setting abstract targets," he said.

The Commonwealth declaration also says that countries need to take action to reduce emissions, but said that leaders still can't agree on whether an increase in global temperatures should be capped at less than 1.5 degrees Celsius, or 2 degrees above pre-industrial levels.

The Commonwealth agreement builds on what French President Nicolas Sarkozy -- who was invited to the talks earlier this week -- described as renewed momentum for a global climate deal in Copenhagen.

The prospect of a binding greenhouse-gas deal in the Danish capital has become more likely in recent days now that countries are starting to break deadlocks over key issues.

The Commonwealth countries represent one third of all nations that will be at the table in Copenhagen.

In order for Canadians to pay for our share, I think we should cut our financial aid to current recipients of our cash. Why should Canadians, who are already under financial strain, pay for corrupt countries. We know the money will be stolen by the leaders in those regimes, and not spent on climate change initiatives. There is no doubt that man has added to the cause of climate change; efforts to reverse a global phenomena of nature by man, are akin to an ant trying to push an elephant. The earth had drastic climate changes long before man had any real affect on it. The future will prove our efforts to be futile - just like the ant.

Anyone that had any ideas other than a distribution of wealth can now relax, because that's exactly what it is. Don't Canadians realise that for every dollar blown on global warming will leave every Canadian poorer, and so, if not many Canadians can't afford to be any poorer. It's not like we are rolling in cash, and when our standard of living is lowered because of this myth, we will need to spend even more cash to help out our own citizens. Cash we don't have. If Mr. Harper wants his majority, stay off this bandwagon and help Canadians. Be a mythbuster.

I guess this headline should really read " UK, Canada, Australia and New Zealand Getting Ready To Give Away Billions". Lets face it, those are the only 4 who are going to be able to contribute, but I guess that didn't stop the rest of the "Commonwealth" from signing with one hand, while holding out the other, waiting for their doomsday handout from their rich cousins!It is truly amazing that the press is not tearing the "scientific community" to shreds over those hacked emails, there is barely a peep in the mainstream media.

I'm not going to stand up and say I know beyond any reasonable amount of doubt that climate change is not happening, or if man is responsible for how much of what. However,I am going to suggest,that even if a warmer earth is coming,we don't have the technolgy to do much about it.AT THIS TIME.If my tax dollars are going to build something,I want them to be something we know for certain,is going to actually work,be affordable,and be done by ALL nations on the planet.The one thing I do know,is that sending truckloads of money to foreign nations is not going to reduce green house gases by one single molecule.I totally agree with "allans" suggestion.If we are going to send money,take it out of our foreign aid budget. Even as a skeptic,I stand ready to help us move to cleaner energy.What I do not stand for,is massive expenditures on technology that has not been shown to work.Failure,after sepnd that much of our resources,would be difficult enough for us right now.But that amount of debt would be crippling t the next generation of Canadians.A generation that might actually find real solutions that can be implemented at costs they can afford. I have lots of issues with Mr.Harper.But I have to say,standing firm and demanding real solutions is exactly the right thing to do.His target suggestions for Canada are identical to those of the USA.And now,China and India are talking about doing something. If it comes to it,I'm up for the fight.North America against the socialists from the EU,and a whole litany of nations who want more money to squander in the same way corrupt regimes squander our foreign aid dollars.

What a sad state people are in here. Weak minds keep repeating their pablum "climate change happened without man before, so this is the same." They say it with amazed condescension as if any idiot should accept their idiot logic. Our own senior climatologist, on the Harper payroll, tells us that past causes of climate change - volcanism, orbital tilt, solar activity - are understood and that our current warming can't be attributed to them as they can to past events. Keep repeating it if it makes you feel better, I guess. You're smarter than scientists, quite obviously.

Didn't the truth already come out directly from the CRU that there has been no temperature increase since 1968 and that they were basically directed to make it look like there was an increase to further the WTO's global agenda? Its almost ridiculas that it is trying to be ignored so it will go away. Too late, too many people know. This is the information age. I'm so sick of all this climate change talk. If AGW is true, then why don't we just plant billions of trees all over the world? Trees absorb CO2. I don't want to sacrifice my suburban home, my car, my large suburban roads, my local Wal-Mart, and my green lawn (in other words, a high standard of living) just like many other Canadians for lies that Al Gore and his green maniac cronies spread all over the world.The IPCC and the UN are pushing a political agenda through false climate science. Also, we saw a rise in global temperatures in the 1990s and we humans, stupid as we are, react emotionally to this and we try to bring a blame to this as fast as we can by skewing data like the CRU in order to make us feel good that this is a problem that can be solved by humans because we are all powerful and almighty. In other words, CO2 and temperatures rising at the same time were only a coincidence.

I hope our PM does not sign this bill, as what has already been said it will just make canadians poorer and our standard of living will suffer. Does it not surprise you that the ones who are pushing for this climate cap and trade are the ones who are going to get rich off it. Al gore is going to make so much money from this but some people think he is really trying to save the planet. Are you serious? People please think about this. Do not forget about the medieval warming period where it was warmer in the past than it is now, and they were fine! There are plenty of scientists that disagree with this global warming trend and saying that earth is in fact in a cooling trend! Do your research, find out the frauds. The scientists that are pushing for this climate change are the ones that are being paid to change the data!Why is the media not paying more attention to the leaked emails that were from the UN scientists on climate change where there is proof that they tampered with the evidence for their own agendas! All others who opposed were discredited and their funding was taken away. More Canadians need to open their eyes and realize what is going on. To those who say wheres the proof, there is tons just do your research!

Several here are asking for proof that climate change is a fraud. OK, here it is: The CRU "hacked" emails have been proven to be real, by the admission of those who wrote them. The emails chart a conspiracy to suppress findings that don't agree with the CRU and its hypothesis of human caused global warming. The police in the UK are investigating the hack, AND the CRU for possible criinal fraud. While the police probably won't find enough evidence to support criminal charges, the scientific community is different. The CRU's proven attempt to hijack the peer review process has been proven, and admitted to by the perpetrators. Reputable scientists have come forward to support the "skeptics". What is neccessary is for the political types to dial back the rhetoric a few dozen notches and address the simple fact that the hypothesis is WRONG. The conference can, and should, create an international agreement to clean up pollution but the so-called "greenhouse gases" aren't pollution. Also, we need responsible research with a fully accountable science staff with decent funding to address many different areas of concern. But "climate change" isn't one of them.

I wasnt around in 1864, and yet, this was one of the hotest days we have had.JayWe were up north.The inuit are telling us that the polar bears are over poulated, but that agenda doesn't suit the greenies.There is going to be a huge backlash on this, the UK and others are reporting on it.

We pay out enough money to these countries why the H, should we be giving them more for something that is a complete scam. There is plenty going on in Canada.BC has a carbon tax,and new.clean hydro ower isa being built even as I speak.Plans are under way in other parts of Canada.McGuinty is looking for ways to shut down coal fired generators,Quebec is looking to expand hyro power genration,there are plans for carbon sequestration,I think the're in Saskatchewan.Alberta is working to find cleaner power to extract oil,hydrogen and fuel cell research continues.Wind power is being built in many locations. Give me a break Ivan.You may not like the progress,but your suggestion that Harpers answer it to do nothing is ludicrous.What he is not doing,is throwing the entire GDP of Canada into projects that may prove not to work.THe cost of this conversion will be so massive,that a sparsely populated,nation,with a lot of debt,can ill afford to make a lot of mistakes. Governments can't change what people in those countries don't want to change, no matter how many pieces of paper are signed. Posts like the one by John Harding totally miss the real point of the debate.We could go on for years befire there is any way of really proving anything beyond the shadow of a doubt.Not all people who oppose plans like this are in the state of denial or ignorance he claims to know they are.SOme are,for sure.But not all. There are many skeptics,and many who actually believe global waming may be partially caused by human activities. .What many of the people you love to hate are saying is,that even if you are totally right,YOU HAVE NO PRAGMATIC SOLUTIONS.It's not always the science that is being challenged.It is the boneheaded solutions put forward.Sending money to impoverished nations will not reduce the problem as you see it. If it makes youfeel better,or more enlightened to stand up and scream about global warming,I am OK with that.But don't get all seflf rightous with your holier than thou attitude until you actually have a way to do something about it.As many have said,Canada is better off spending money to find ways to deal with a warmer planet than it is spending precious dollars on science and thechnology that may do no good at all. I find it interesting that anyone who questions the Green/Global Warming Mantra is labelled an idiot. What I find interesting is that while those who agree that Global Warming is an issue have failed to recognize a very simple observation. Science typically throws out theories which are supposed to looked at with skepticism and be looked at from many differing perspectives in order to prove the theory as fact. Problem here is that this 'decision' of Global Warming has been presented like a business or political mandate that everyone must adhere to and not ask questions. No wonder that Al Gore is an Eco-Billionaire. I wonder why he and Mr. Clinton chose to do nothing regarding Kyoto when they had the authority in the USA to get something done. I guess money talks and with Gore and the rest of the Eco-Financiers getting $500 a plate to talk up Global Warming they go to where the trough that has the best slop.

I guess in my old age I am becoming more and more cynical,but one thing is for certain,no matter what side of the Global Warming debate you are on.....Follow the money....Either now or in the near future a bunch of people are going to be making a pile of money out of all this. It will be used as an excuse to tax us all out of existance, to reduce fossil fuel use so the rich can live a comfortable life or the military can continue in it's policy of guzzling gas and diesel like there's no tomorrow.We all should realise that regardless of global warming being true or false,it will be the working man trying to support his family that will end up paying more and more into some corporations deep pocketsAs with most crimes,this can be solved by just following the money!

A balanced and informed approach to climate discussions from politicians and the scientific community would help calm the rhetoric. Unfortunately, the stridency of media and special interest groups will make the possibility of informed decision difficult to nigh onto impossible.Committing untold billions and "dis-employing" millions around the globe in the name of "saving the planet" without balanced consideration of a science that truly is only coming to grips seems very premature.Meteorology is a very complex science with untold regional variations. Think of your local weather forecast that is likely wrong 40 to 50 percent of the time. If we cannot be more accurate than that for a daily forecast, how can we mere mortals think our climatology forecasting can be so accurate as to commit the globe down a very unenlightened path?We need to take a few deep breaths and give this subject deeper thought than so far given.

PROOF? SURE: Google for "climategate" - the full word. Do NOT use Google's Suggest feature - in 24 hours it stopped listing ClimateGate articles and now deflects "climate guatemala". Or try those radical blogging newspapers like the Wall Street Journal, Ottawa Times, etc. Or you can read the actual files - the emails, the data, and the comments in the computer programs - the WSJ even has a link.

Greg ....The forest's ABSORPTION of CO2 is NOT included in the statistics - something about the scientists not being able to account for the CO2 released during forest fires. The CO2 RELEASED by decaying trees IS included in the statistics. The science behind this reasoning is way, way too complex for me to understand - anyway, planting trees doesn't help but hinders CO2.

Rumors and the Caribbean go together, when I lived there rumors of all sorts used to fly around and in 99.9% of the they were wrong. I suggest that if this fund comea bout that it be monitored very carefully as some of the people to which the funds would go have very very sticky fingers and I would hate to think that my tax dollars were going to support someones high life style. I agree with most of the posters on here that climate change is haappening ,however mankind is only causing a small amount, the people like Gore etc are making themselves very rich and new companies are springing up which will make billions off our backs. Think before you jump in head first and hit a rock

Many people still don't believe that programs such as this and Cap & Trade will eventually cost every household in Canada more money through higher taxes and/or higher prices for all consumer goods. If a company is incurring increased costs, it will pass them on to the consumer...then we'll see how strong the support is.

Just because the Canadian mainstream media doesn't report on it, doesn't mean it didn't happen. Mainstream media all over the world is reporting on ClimateGate (do a search on it if you want the truth - but evidently you don't because that would mean you'd have to admit that you've been suckered into believing a lie). Unless we find ways to curb the swelling population of this planet, NOTHING will be accomplished. It's so obvious they'd target pollution since that's the easiest of the big problems of this planet. One of the solutions would be to attack the poor worker who's forced to commute by car from the suburbs to the city by charging him more taxes for entering the city while the elite can travel in and out at will. The rich are immune to anything that's thrown at their feet because polluting the planet is now becoming an industry that few of us can afford and to the minority it's a non-issue. Water shortage? No problem...charge more!!! Do the rich care about a few dollars extra? Well, they certainly would if we start to peg that water, pollution bill commensurate with their T4 tax filing. It's like speeding tickets. In Europe they peg your speeding tickets to the wage you earn. When this climate change bill gets passed, could we have everybody equally accountable this time by basing it on the PERCENTAGE of your salary? - of course not. And while I'm ranting, I might add that I don't even recycle my pop cans. I throw them into the trash bin. Why? Because the soft drink companies pollute in other parts of the planet. Ya think they don't laugh watching you recycling your can while they are a party to horrific damage to planet earth in China? You guys are all wasting your time and energy. This planet is being destroyed by China and India and WE Canadians are to blame along with Americans? Really? Is that why dirty corporations go to India and China to ply their filthy trades and wouldnt dare out here?

ReidJr.... Please provide proof that Climate Change is being caused by mankind! And please, do leave "An Inconvenient Truth" out of this... upside-down, faked graphs and charts are not considered "proof".How is it that the other planets around us are increasing in temperature at the rate of Earth if it is not a natural progression/systematic occurrence? Please do your research yourself instead of relying on people like Al Gore to do it for you. These types of people have set themselves up to profit, pure and simple, if "Global Warming" is manmade. One simply has to look at the recent emails made public of the British climate researchers since the '90's to see that they have been fraudulently working hard to think-up false data and stories to make the world believe it is true. This does not, however, absolve everyone from doing their part in ensuring our beautiful planet is kept clean and green!

Surely not every government leader in the west is so drunk on the Al Gore Kool Aid as to obliterate their own economies and mire their electorate in debt simply to prop up a fraudulent house of cards built on the foundation of far left eco-extremists. When the theoretical sea level rises, who pays Canada's bills to fight coastline flooding, seeing how we are paying to save 6 foot high Atlantis from sinking. Vancouver under water is gonna cost a lot, but I guess Canada's problems don't matter in this international social re-engineering scam.
