Ignatieff says Canada needs cap-and-trade system

QUEBEC — Liberal Leader Michael Ignatieff has unveiled a climate-change plan that doesn't include any targets for greenhouse-gas emissions but instead seeks to keep the temperature of Planet Earth in check.

With the start of the UN convention on climate change in Copenhagen just days away, most nations are basing their climate-change plans on meeting emissions targets by a certain date.

The Liberals' wide-ranging proposal, presented Thursday in Quebec City, takes a global approach, aiming to limit the planet's temperature from warming by two degrees Celsius from pre-industrial levels.

It also includes a cap-and-trade system that would reward green businesses and punish polluters, and Ignatieff hopes his plan might eventually be integrated into a continental system with the U.S.

During a news conference after his speech, Ignatieff insisted that keeping world temperatures in check qualifies as a target.

"We've said very clearly there is a scientific target and we must, as a planet, as Canada, in conjunction with our allies make sure that the planet does not heat more than two degrees," Ignatieff told reporters at Universite de Laval.

"And then I've laid out a huge agenda of things that we need to do to hit that target -- it's a target."

Environment Minister Jim Prentice pounced to deride the Liberal plan as an empty shell.

"It has no target in it whatsoever so I don't know how one could call it a plan under any stretch of the imagination," Prentice said in Ottawa following question period.

"Everyone else in the world has been arriving at commitments on targets. That's what Copenhagen is all about."

The Conservative government wasted so little time launching an offensive against Ignatieff's plan that, in fact, they began trying to thwart it right in the middle of the Liberal leader's speech.

At the precise moment that Ignatieff was laying out his vision of a greener Canada, Prime Minister Stephen Harper let it be known that he would attend the upcoming UN convention on climate change in Copenhagen.

Harper had said as recently as Wednesday that he would not attend.

"What a coincidence," Ignatieff told a news conference, shortly after his speech to several hundred people.

"I think it's essential that the prime minister should be there and I'm a little surprised that it took him so long to get there, but he should be there, he must be there."

Ignatieff demanded that Harper do more than simply show up in Copenhagen, urging the prime minister take an active role in the negotiations.

In his speech, he highlighted what a Liberal government would do to reach its target of keeping the planetary thermometer under control.

Ignatieff said the centrepiece of his environmental plan would be a cap-and-trade system -- where companies must buy credits if they pass a certain emissions level while greener companies collect credits for under-polluting.

The policy moved the party farther away from former Liberal leader Stephane Dion's so-called Green Shift proposal -- a plan that included a carbon tax on greenhouse gas emissions -- which flopped with the Canadian public during the 2008 election campaign.

Ignatieff said the cap-and-trade system must be compatible with the U.S. plan to reduce greenhouse gases -- even if no U.S. cap-and-trade system actually exists.

He said he hoped such a plan would fit into a global system, and work in conjunction with any plan set up in the U.S.

But he said that Canada should go ahead and create the system -- and make it equitable across all regions of the country -- even before the Americans have established theirs.

"Provinces are beginning to take action and what I'm saying is let's not wait for the Americans," said Ignatieff, adding that British Columbia, Alberta, Ontario and Quebec are already moving ahead.

"That's the Harper excuse: 'We can't do anything until the Americans act.' "

Ignatieff believes that Canada would generate quick results from the U.S. if it established a cap-and-trade system that would ultimately be compatible with any eventual American system.

"What is more likely to get action on climate change in the United States than if you have a workable model in Canada?" asked Ignatieff, who did not explain how a compatible system could be created in advance.

Ignatieff also said he supports using the stricter baseline year of 1990 -- favoured by most developed countries and the backbone of the international Kyoto accord -- to calculate emissions cuts.

The Harper government prefers using the more lax baseline of 2006.

Ignatieff said his plan would benefit provinces, like Quebec and Manitoba, that have already been working over the last decade and a half to reduce their emissions.

The Liberal leader also laid down a number of other markers in his wide-ranging speech on the environment.

He joked that even the oil industry is ahead of the Harper government on the need for a green economy.

He said he wanted to quadruple the amount of renewable energy used in Canada by 2017 -- Canada's 150th birthday -- and that Ottawa should invest more heavily in solar, wind and geothermal energy.

Ignatieff also said Canada should adopt the toughest vehicle-emissions standards on the continent.

He also wants Canada to be a better steward of the Arctic and the Northwest Passage, and to lay down rules about what other countries can do there.

A spokesman for the environmental group Equiterre praised Ignatieff's plan for recognizing the efforts of provinces and industrial sectors that have already begun reducing their greenhouse-gas emissions.

"The Quebec industrial sector has achieved and surpassed the Kyoto targets," said Steven Guilbeault, who attended the Liberal leader's speech.

"And quite in opposition to what the Conservative speech would have us believe, they didn't do that by closing down shops or laying off people.

"They doubled their production since 1990 while reducing their greenhouse-gas emissions ... I think there is a recognition here today that this can be done in Canada."

If it doesn't exist Ignatieff, what would it be compatible with? Right, I get it now. "Companies will make money". Yes and you have a cousin no doubt, who's related to Al Gore? You have no clue what cap and trade is, but it sounds like a good buzz phrase doesn't it? I'll bet you can buy it at Starbucks.

After 13 years and a 30% increase in green house gases from Canada I don't think Ignatieff has much credibility on this issue. First the Liberals criticize the Harper govt for being like the US and now he wants them to be like the US.

I am not an environmentalist, but cap-and-trade is a BS approach to managing environmental issues. It results in no appreciable changes, and simply shifts money as poorer nations/regions sell their unused carbon capacity to wealthier ones. I accept that the environment is important, and have to question anyone who thinks this sort of shell game is valid. Even if i don't believe man is the primary cause of the climate changing, I still find this kind of manipulative status quo approach deeply offensive.

Man made global warming and global warming period has been put into question after the emails that were hacked. I'm weary of anything that will make people rich. Al Gore is the first eco-billionaire. We need more talk and research into the mid-evil warming period in which their temperatures were warmer then ours. I usualy vote Liberal but our politicians are looking more and more like snakes helping plan for world government. It's heppening before our eyes. Good luck to us.

So Count Draula-Iggy is looking for yet another issue to blather on about. Guess the torture inquiry is blowing up in his face so lets try the envirment. Canadians don't want to be taxed on that issue!! All well and good to tax gas etc for people who live in cities who have alternate transportation. But most of Canada does not have a bus running by there front door.Yes, we need to look at green alternatives without effecting our economy especially at these times.Also, what;s with those dyed eyebrows?

Karl marx could not have come up with a better system for world communism if he tried. Tax the polluting rich (you know the nations who have productive economies) and send the wealth to the poor. (you know the nations with unproductive economies) That is what cap and trade is. As a system it will continually provide disincentive to efficient production and incentive to inefficient production. Having said all that it will be a great system for those of us that have fond and romantic notions about how life was in the stone age.

I haven't had my coffie yet,so I may be a bit slow to understanding this. But,if our system needs to be compatible with the USA system,wouldn't that require that we know what the USA system really is? Would there also not be a huge economic risk by developing our system first,only to find out that it isn't compatible after the US develops there system? If w did that,we could easily be required to spend even more to make our system work with the US system.And,we'd be doing that with even less money in the bank On this issue,I think the "be not the first by whom the new is tried,nor the last to lay the old aside" approach.Investing now,in unproven technology or incompatible programs could easily bankrupt us,and make it harder to funance real solutions as they become available. Obama and the USA have the means to move both China and India on this.Canada has no such influence.If we want real reductions in greenhouse gases,we should stand together to get ALL the big emitters on board.Acting on our own is political suicide for a nation already carrying a lot of debt,and paying big taxes.A lot more foolish when you realize that Canada alone,can not even make a dent on the real problem.China MUST get off of it's assertion that they will move ONLY when the people of China are as wealthy as the people of the USA.If the west moves alone,there will be no motivation for China to da anything.Then,they will have all the jobs,hold all of the west's IOU's,and have a massive miltary build up behind them.To those in China,I would say that if you can afford the military,and a space program,you can afford to do your part on this issue. Harper and Obama MUST not cave.

Iggy is taking a page from Harper's book. Harper is off to Copenhagen to talk about Climate Change and to form a working agreement on a carbon trading system (of sorts) with other leaders - so Ignatieff wants to be out in front. It's the first good move he's made in a couple of months. Well, the second good move (he shook up his inner-circles).

What a crock! Instead of just moving money from one place to another, or punishing production, why doesn't the government give major tax incentives to companies that reduce their waste whether it be solid, liquid or gaseous? It's not just the air we breathe thats being polluted, but the land and water. I am all for helping reduce our impact on the environment but not at the expense of production or economy. We just need to adapt smarter policies that will curb businesses to go greener by their own choice by way of introducing an award (tax incentive). Tax rebates for buying cars that consume a low L/100km, water treatment, and recycling programs, etc etc is the way to curb businesses into a higher efficiency. I am not in favour of Cap and Trade, Greenshift, any of it.

Ignatieff needs to do his homework regarding the Kyoto commitment levels. First, the Cdn delegation to the Rio Conference committed Canada to levels that were twice as high that they were supposed to make. Secondly the 1990 start year places Canada at a disadvantage. The country was in a deep recession that year so economic output was curtailed. On the other side, Russia was thriving, however with the subsequent fall of the Soviet Union, their factories etc closed down so the emission cuts were linked to that (economic downturn and the split of the union) and not to any environmental policy designed to curtail emissions. Hence their current emission level is below what they produced in 1990 as a larger country.There is only so much was can do as a country. The majority of our emissions is linked to economic output that is mostly exported and not consumed internally.If Canada was to commit to the 1990 cuts, each and every Canadian would feel the impact and we would be the laughing stock of the rest of the world

The Liberals try to put on a good front about being loyal to the leader and that he's the best man for the job but I bet behind the scenes the leadership race is begining. Two months ago at the liberal Sudbury caucus, Ignatieff said a Liberal government would not wait for the USA. Now he says we need to work with the USA on a cap and trade system? Yet another flip flop from the pretend Prime Minister. He claims not enough is being done for Canadians TODAY, yet all his plans revolve around 2017.

Enough with the Cap and Trade. This will not reduce the amount of carbon dioxide in the air, it will just shuffle money around. If any one person or organization or country can get out of cutting emissions by paying money then its nothing more than a wealth transfer scheme. The only way to reduced the amount of carbon in the air is to have everyone reduce by the same amount. No exceptions for those who can pay.

I can see it all now. P.M. Ignatieff and deputy P.M. Bob Rae running the show. If anyone thinks that this dynamic duo would solve a problem that most think does not exist and we'd continue having the same standard of living we enjoy now then you're eating too many roots and berries. Within the next months as the results of a data fixing inquiry cap and trade systems will come under enormous pressure. They will be shed because of the adverse impact on consumers and because they do not reduce the production of CO2.Ignatief and his party are out of step again sthe world marches on. The had beter soon follow or they will be heading in the direction of irrelevance if they are not already on that path!

I agree with Frank Buchan. Additionally Cap & Trade seems to be a Liberal approach to the environment. Ontario uses this approach for IERP. We have lived with IERP for a couple of years now and it has done nothing to help the environment. Our company has not changed the way it operates. IERP is essentially an environmental tax when you have to buy credits.

Stating the obvious.The same rhetoric spoken over and over.Even if we embark on some system, the only thing we know for certain is the middle class is going to pay for it.All the emissions measured dating to 1990 are not accurate and unproven. Remember everyone has their own agenda and will state anything that is their own favor. The politically thing to do is to implement environmental policies which cannot be measured. No one will ever be able to figure out if they are working or not its just for the appearance of doing something - no government can go wrong there.

Sheer Lunacy! Cap and trade has to be the most absurd idea ever conceived in the global qrming debate. Sure, it looks good to the undeeloped world since it really is a wealth transfer to the undeveloped world so they can get a leg up to become major league polluters (always necesary before you can go "green" :(.The one thing that this article proves is that Iggy understands that the primary value of hot air is to float trial balloons and this one won't get any farther than his other balloons that litter the landscape have travelled.

For the Liberal supporters that always want to quote statiistics to back up their party, perhaps they would like to count the people on this story that believe Iggy and company to be wrong on whatever he talks about. Looks like about 95% think he's wrong on this environment subject and who knows how many think he's wrong on a lot of counts. Cap and trade sounds a lot like "Green Tax".

While my personal opinion of Michael Ignatieff is that he's a bit of an elitist impractical thinker, I applaud anyone who is trying to make things better and if that means bringing new ideas that spur debate that is good.But did he really think this through?Can we expect the Americans, who can't even fix their own teetering health care system, to pass an environmental policy that taxes consumers? That's a really big uncertainty.Can we expect the Americans, who wouldn't even budge for passport problems (because according to Fox News all 911 hijackers came through Canada), find a meaningful way to cooperate on this issue for the "sake of the planet" instead of the "sake of the Americans"??? Again, a really bad assumption for a plan of this importance!!!!The Made in Canada plan the conservatives proposed was not so ideal and not so ambitious but at least we could make some progress without relying too much on the others. Relying on other governments is like asking for double the bureaucracy!!!The biggest problem with cap and trade is the same as OPEC cartel - people will cheat!!! And that means avoiding the system will BECOME the business and there will be little progress and little accountability....I argue that we focus on developing cheaper green sources of power and let simple economics do the work for us. When gas prices hit $4 a gallon in the States in 2008, it took more old clunkers off the road than Al Gore has....

I think if we get a cap and trade system, we run the risk of creating a carbon market and make that a business. The carbon tax idea was much more smart. It reduced income and corporate taxes while taxing carbon. It also offered credits to rural communities who would be more hit by the carbon tax. I think the reason why people were so against the carbon tax in 2008 was because Stephane Dion started focusing on the fact you will income tax breaks rather than the reason he wanted to implement it -to protect the environment.

I have a real problem with the trading of "carbon credits". It is a system that is wide open to abuse, manipulation, and profiteering. It also does little to reduce emmissions in the short term. There may be some long term benefit, but we may end up waiting for something that never comes. Instead of taking real action to reduce emmissions, most firms will just pay the penalty and add it to their cost structure. Competitive pressures may force some companies to waste money on scams that will fail to reduce emmissions. Caps fine, carbon trading no.

I'm just talking to hear myself again."Once again a plan based on no plan.... The new Liberal strategy....I had to laugh because this article said this policy moved the Liberals farther away from Dion's old plan. How numb does CTV news think Canadians are, this is the same plan just a different name. I am really tired of this guy getting a free ride in the press. The same with the torture issue, the news pounced well before anyone's testimony given besides Colvin. We see what the Liberal platform is, constantly blow smoke, divert and point fingers and the media ride along because it is "news." How about really coming up with an alternate plan that you have actually fleshed out all the details and let it stand on its own instead of treating Canadians like we are stupid and won't catch on to your no plan that is compatible with something that doesn't even exist. Really, Iggy and CTV give Canadians a little more credit we actually are capable of forming an opinion without needing Lloyd or Craig or Tom to do it for us. Maybe this is "news" for you but Canadians can actually think!!!!!
