Less than a day after the U.S. House of Representatives passed a historic health-care reform bill, President Barack Obama urged the U.S. Senate to follow suit.

Speaking at the White House on Sunday, Obama asked Senators to act like runners on a relay team.

"Take the baton and bring this effort to the finish line on behalf of the American people," he said.

However, moderate Democratic Senators oppose the bill. Without their support, the proposed health insurance plan will not pass the second hurdle in the race to become law.

The bill needs 60 of 100 Senators to support it. If it's passed, it would then have to be reconciled with the House version by a Congressional panel before going to final debate.

The historic bill would extend coverage to tens of millions Americans who are currently uninsured.

But one of the most contentious aspects of the legislation is the fact that the federal government would also sell insurance. According to the Congressional Budget Office, premiums for government plans would likely be higher than private plans.

That didn't stop Congress from passing the bill late on Saturday. Obama called the vote "courageous." The bill passed with a 220-215 vote tally.

"I am grateful to them and the rest of their colleagues," Obama said.

If the law passes, he said the U.S. will be able to protect Americans from "abuses" by insurance companies who deny or revoke coverage for people who have preexisting conditions, or reach a lifetime maximum.

The House bill is projected to expand coverage to 36 million people who don't have insurance. The United States is the only developed nation that does not have a comprehensive national health care plan.

But in the Senate, more than a simple majority is needed for passage, and it will be a tough fight.

Several centrist Democrats still have reservations, particularly about establishing a government-sponsored insurance program, or public option, to compete with private insurers.

"The House bill is dead on arrival in the Senate," Republican Sen. Lindsey Graham of South Carolina said Sunday. "It was a bill written by liberals for liberals."

Nearly all of Congress' Republicans opposed the contentious legislation, which they say amounts to a government takeover of health care.

Rep. John Dingell, 83, who has attempted to introduce national health insurance legislation in Congress since 1955, said the bill is good for Americans.

"It provides coverage for 96 percent of Americans," Dingell said of the bill. "It offers everyone, regardless of health or income, the peace of mind that comes from knowing they will have access to affordable health care when they need it."

In several hours of debate in the House, a number of Republicans voiced their displeasure.

"We are going to have a complete government takeover of our health care system faster than you can say, `this is making me sick,'" said Rep. Candice Miller of Michigan.

Only one Republican, Rep. Joseph Cao of New Orleans, voted for the bill, while another 176 opposed it. Thirty-nine Democrats opposed the bill.

Before the vote, conservatives from both sides of the floor pushed through new restrictions on abortion coverage in insurance policies for individuals and small groups.

Other stipulations in the $1.2 trillion legislation include:

  • Most Americans would be required to have insurance. Federal subsidies would assist those who cannot afford coverage.
  • Large employers would be required to offer health coverage to their employees.
  • Insurance companies would no longer be allowed to deny coverage due to pre-existing conditions, and they would have to stop the practice of charging higher premiums due to gender or medical history.
  • Insurers would also no longer be exempt from federal antitrust regulations that govern price fixing and market allocation.

The staggering cost of the legislation is to be paid for by more than $400 billion in cuts to Medicare over a 10-year period, as well as a 5.4 per cent tax on individuals who earn more than $500,000 and families that earn more than $1 million.

People who cannot afford health care will now be able to get the treatments they need to live a healthy life in America - if the Senate passes it. It's easy for those who can afford health care to say this bill is "bad" for America. For Canadians who are against the American government from passing this, think about how much you would have to pay the next time you get a check up at your doctor's office. Imagine how horrible it would be if you needed to choose between putting food on the table or going to the doctor's office to examine your illness...why, in today's society, should a family or individual ever have to make this kind of decision? Oh, I know, the Republicans would just say...."survival of the fittest."

While it is noble to want to change the system for the betterment of the majority, quite a few people seem to forget that there is 12 to 15 MILLION illegals living in the US and they will not be turned away with this health care bill. The facts are this wil cost every single legal individual in the usa many more thousands each and every year to administer. The United States of America is on it's way to being a bankurpt nation needing the help of foreign nations to sustain a spending addicted government. That is what the Obama government wil be remembered by in history books.

Actually, the plan passed by the House is only marginally better than what they currently call healthcare in the States. It will offer improved care to only a fracation of the American population, because in order to get the bill past the "blue dog" Democrats, many qualifications had to be added which favour the health insurance companies. So although we'd like to offer our American friends congratulations today, this legislation only further demonstrates the extent to which their country is really controlled by corporations and lobbyists.

I booked a vasectomy this this week - I have to wait until June 2010! They shut down the emergency room in my town (Fort Erie, Ontario) and the hospital is sure to follow. My grandfather has Lung Cancer - and has been deemed, too old to treat. (hmmmmm - death panel?) Welcome to socialized health care USA - maybe not as great as it is cracked up to be.

I am a ex-resident of Canada,, like 40yrs ago, but I follow and support a lot of the Canadian ways. I supported the just somewhat passed health care bill here in the US. This country is so divided that it really can't support a health care bill or universal health care. I think Canada has a great health care system, may not be the best, but a lot better than we have. I think the Scandanavian countries are on top as well.Any commnets I would like to pass onto the American public. They seem to know a lot about Canada, but they really don't.

What a shame! In this 21st century, the US remains the only industrialized country without Universal Health care coverage. This has left over forty-million Americans (depending on whose figures one refers to) without health insurance.As expected, the Republicans will take money over life any time. They continue to ague that the overwhelming costs and potential ‘government take over’ of the health care system is unsustainable. They are no free lunches out there. Yet many citizens of the industrialized world will bet anything to maintain their respective current health care programs. Some (if not most) of the neo-cons tend to use the Canadian health care system as a case fiasco of socialized medical care. What they fail to realize is that (some glitches not withstanding), our quality of life and major health indicators are significantly better than the Americans. An example is the 2008 Global Development Index. The Canadian life-expectancy for both males and females is better that of the Americans; though our GDP is about two-thirds theirs.There is no doubt in my mind (if current dynamics remain unchanged) that there remains a uphill battle when this bill gets into the Senate. Weather with a modified (compromise) version or otherwise, red-state senators (and some democrats for that matter) will remain unyielding and defiant. The reasons as one might speculate range from constituent pressures (with significant input from lobbyists) to ideological believes. My sympathy goes to the mainstream American who continues to try to maintain a better quality of life with continuously diminishing financial resources. Hence my request to the Republicans is please suppress your human feelings and give fair play a chance. This is a historic moment in the Health Care System history of The USA. In that regard, failure to pass this bill should not be an option!

No wonder the Health Care companies are upset their Self-Interest lobby groups have spent a lot of money trying to stop Health Care. They try to tell the American people that it's too expensive.Why don't the people complain about the Trillions of dollars spent on the Wars. The answer is "the Self-Interest lobby groups have spent a lot of money persuading the American people that the Wars are necessary." I say take every penny spent on Wars and use it to give the people without Health Care the Care they need so they don't go to the poor house to stay alive. "Americans wake-up" what's more important your own people or those in other countries oversees.Use the American tax money to support American people not corporations.

The government can spend an agreed % of GNP on public health care.* Prevention: voluntary and non-voluntary (via taxes) on smoking, fast food...* Limit lawsuit award on malpractice.* State-of-the-art treatments are less effective than prevention such as a low-dosage aspirin for all over 50 years of age.* Outsourcing expensive treatments to foreign countries and drug development/clinical tests.* Cut down expensive drug marketing (like giving money/goodies to doctors).* Stop illegals and foreigners from using our medical systems free.Import foreign doctors and nurses is the worst we can do to a poor country.Before we send soldiers abroad or explore space, should we solve our home problems such as health care first?

What a sad day for America! WE have had the best health care in the world for many years, but now the government is strong-arming us to emulate the rest fo the world instead of leading it. If anybody really believes this bill is good for America, then you are NOT using the good sense God gave to you!Health costs will now skyrocket and care will plunge into a never-ending abyss!Just look at the numbers; half the country is opposed to this gavernment takeover of health care which is also Unconstitutional!

I am U.S. born but came to B.C. at 15. My friend just about died from an appendicitus attack at 12 because her parents had to prove they could afford her surgery.....since I came to Canada I have never had to worry about whether or not I could afford to see a Dr. or go to the hospital for treatment, hallelujah! Everything though that the government here has let be privatised has gone downhill and to the dogs and costs taxpayers more. Way to go U.S.A. Its about time your country looked after you instead of their pockets!

I have to wonder just how many people commenting have actually read what's in this bill. If we were building a Canadian style health care system, I don't think there would be as many Americans objecting to it. Aside from what you hear in the mainstream media, what many Americans object to is a 2-tier system - one for the rich, and one for the poor. From polls I've seen in the past, this is something Canadians wouldn't want either. So I don't understand why people here are hailing Obama as some sort of health care savior of the people. If the Canadian government tried to set up a 2-tier health care system, I have a feeling Canadians would be protesting in the streets.

Remember every poll shows that 40% of the country claims to be conservative, while only 12% claim to be liberals and 20% claim to be republicans and the rest independants. The conservatives are the ones rising this time and we will not stop until every one of you marxist turncoats are out of office. This COULD be the first step in the downfall of the American empire! I certainly do not begrudge any person of decent health care, but now there will need to be BILLIONS of dollars diverted from the American defence budget to the health care scheme [TEN times what Canada 's taxpayers spend].I fear that from now on we as Canadians will not have the luxury of living under the safe umbrella of the mighty American defence system.In fact OUR health care system will likely suffer[or at the very least our taxes will have to increase], as we will have to increase our defence spending to protect our borders, now that the Americans will not or can not help us much..

I can wait to see what happens in a year or two when the US finds out what "free" health care really cost. Currently the average American pays about 1/4 the taxes we do here in Canada. I spent the last 4 yrs living in the US and they all believe their taxes won't go up...... Any bets on how wrong they are?

@David SawkiSo let me get this straight Dave- Canadian taxes will increase to fund our military because the Americans won't be sending as much on defense because of health care? What absolute nonsense. In the first place, this will cost nowhere near as much as Republican fear-mongers are threatening- cuts to Medicare and increased taxes on the very wealthy will fund this health care plan. Secondly, the Americans spend more that the next five nations combined on defense already- they could stand to cut their defense spending by billions and not feel it. They could have paid for this several times over just by not invading Iraq for no good reason. Furthermore, they already spend more on health care than any other nation- a truly universal system would have saved them money, but the Republicans wouldn`t go along with it! Finally, we are unlikely to need to increase our military spending for any reason- who exactly do you think is about to iinvade us- the Taliban? Using what- their navy?

This was forced on the American people by their government. Their taxes will go up by about 2.5% and each person will have to get a minimum $15,000 insurance policy or......they will be fined and go to jail; this is in the bill. This is wrong. Period.

I find it hard to believe that so many egotistical, self centered people think only of themselves when it comes to health care. They use the cost of universal medicare as a reason to object to its implementation, yet they spend more in one day on the military and it misguided wars and involvement in other nations business than it would cost to provide for it citizens. Get rid of the Insurance companies that are ripping of Americans people and put the money into a true and honest healt care system. They complain about Canada's health care system. What a bunch of hiprocates! Thank God for Canada. No guns, no mass murders. No billions/ trillions wasted on wars they cannot win.Good for you Obama! The thing that bothered me was the protestors that argued that falsley reported that Canadians die younger than Americans. The CIA Factbook (online) clearly shows that we Canadians outlive Americans SEVERAL years while our child mortality rate remains significantly lower than Americans. I mean, the proof is in the pudding. Socialized medicince vs for-profit medicine will always result in a healthy population. Forget the anecdotal stories of wait times - that happens in an imperfect world in which we all live in, but we Canadians and Europeans will outlive Americans...that is even using their own statistics. And today that life longevity is climbing as 14,000 Americans lose their benifits every single day and 45,000 Americans die from lack of care every year.

@ ARJAY: Contrary to your ideologic assertion that the only thing standing in the way of a glorious universal, public healthcare system in the U.S. are Republicans, boisterous right-wing fundamentalists, and neo-cons, the fact of the matter is that Americans, to their great credit, are trying to discern and determine (by sensible political means) what the BEST healthcare system is. They are collectively "resisting" a purely public system because they are residents of the most successful, prosperous, and envied nation on Earth and, as such, aren't interested in copying some Swedish or Canadian model that has many seriously compromising aspects. Market capitalism and private enterprise built America and, rationally (and rightly), they're trying to figure out how to incorporate the private sector, because they know full-well (unlike stubborn and foolishly smug Canadians) that this "private" involved assistance yields a superior system. You're drinking the Kool-Aid from the well of socialism, again. Americans are smarter than that. "Free" healthcare isn't anywhere close to being free, my friend. Taxation and spending matters. Americans, rightly, embody an inherent distrust of the bloated, inefficient, and incompetent ways of federal government. They're not willing to simply toss such a weighty issue into the hands of Washington, and cross their fingers. You're witnessing an important DEBATE that isn't just a "silly" battle of ideology. As it stands, in terms of world healthcare ranking, the U.S. is currently only marginally behind Canada (37th vs. 30th). Fact. Watch your southern neighbors create a system that outranks Canada. Americans know that they have a great opportunity before them now. Your perspective is misguided.
