Well what a surprise the auditor General figures the government can be better organized! Nothing new there big corporations need to examine the organizational systems regularly as well.

What a change from the Liberal days when they lost billions through the human resources department, couldn't explain why the gun registry cost 2 billion dollars nearly triple what was allocated and of course when the Auditor General discovered the 100's of millions doled out to friends of the liberals through advertising companies. I say all and all not a bad report!

The federal government is ill-prepared to deal with national emergencies, the auditor general says, just as the country is gripped by an H1N1 flu pandemic.

In her fall report to Parliament, Sheila Fraser says Public Safety Canada, the agency tasked with co-ordinating the government's response to emergencies, has yet to establish a formal plan for dealing with pandemics, floods, blackouts or terror attacks.

Fraser said the agency's goal should be to facilitate communication between various federal departments to ensure an effective approach to any crisis.

"The aim is to eliminate the potential for confusion when responding in a crisis and provide a federal point for co-ordination," Fraser says in the report.

"Until it is clearly established how Public Safety Canada will work with other departments, it will be difficult for it to truly co-ordinate the federal response to emergency situations."

While much of her work on the report was done before the H1N1 crisis broke out, Fraser did say a flu outbreak falls under the framework her audit covered.

"H1N1 would certainly fall into the category of events for which Public Safety should play a role," Fraser told CTV News Channel's Power Play Tuesday evening. "We are aware there is a pandemic plan but that is really a plan that has been developed by Health Canada and the overall federal coordination would be the responsibility of Public Safety."

However, Public Safety has yet to establish itself as the main agency tasked with leading the way in emergency situations.

She also says the department, which she found to have a number of staff vacancies, has more work to do on cybersecurity and setting up protections for important sites such as pipelines and power plants.

"We found that Public Safety Canada has not exercised the leadership necessary to co-ordinate emergency management activities, including protection of critical infrastructure," Fraser said.

Public Safety Minister Peter Van Loan told Power Play that the government is still using its existing Health Canada pandemic plan for H1N1, and this does not fall under the Federal Emergency Response Program.

"Under that pandemic plan, things are working very well," he said.

Under-spending an issue?

According to the report, the agency had a $17.1 million budget to conduct emergency exercises over the last three years. However, only half that money has been spent.

In addition to emergency preparedness, the auditor general also recommended updates to streamline the Income Tax Act.

She criticized non-compete agreements, in which a company's sale price is related to the seller's agreeing not to compete with the company's new owner.

These payments are supposed to be subject to tax, but court cases in the early 2000s found that not to be the case. In 2003, the Department of Finance said it would make the tax regulations more clear. However, that has not yet happened, Fraser said.

In total, the Finance Department has 400 changes to tax legislation in the works that it has failed to get approved.

Other problems the report outlines include:

  • Health Canada is powerless to enforce recalls of children's toys found to contain lead.
  • Canada's temporary foreign worker program is open to abuse due to lack of government oversight.
  • The Canadian International Development Agency's process for approving foreign aid takes too long, and the agency has yet to follow through on its goal of reducing the number of countries it provides aid to in order to make that aid more effective.

The auditor general also investigated how the Department of National Defence fast-tracked the approval of military equipment for the mission in Afghanistan, "basically saying that National Defence broke all its own rules to get the equipment there," CTV's Roger Smith told News Channel on Tuesday afternoon.

"But in the end, she says, the end justifies the means, they needed that equipment. Most of it's working. She just wants National Defence to come up with a better plan for making sure there is an approval process when they need equipment quickly."

Fraser also said the non-profit organization created to implement a national electronic health record system, Canada Health Infoway, is "very well-run," Smith said.

Overall, Fraser criticized the government for failing to properly plan out new programs and policies, without first looking at the risks, and resources needed including money and time.

"Having a complete picture of what needs to be done, by whom, how other programs will be affected and what risks are involved can make the difference between a program that delivers results for Canadians and one that does not," Fraser said.

The funny thing is that Tony Clement is regarded as handling the SARS emergency very well when he was Ontario’s Minister of Health. Perhaps if Mr. Harper utilized his talent more effectively and didn’t keep such a tight leash on his minister’s they might be able to actually to some good things. We’ve known about H1N1 since last spring, there’s no excuse to not be prepared.

It is time for the Auditor General to have a reality check. She seems intent on destroying what ever government we have, but her comments "to establish a formal plan for dealing with pandemics, floods, blackouts or terror attacks" are way out of line. Since when are all disasters the same and must have a formal plan. Each case is going to be different and the government would be stupid if it was set on a pre arranged PLAN and the bureaucrats stuck to it to cover their own behinds. Emergency plans must be flexible and change according to the situations and circumstances. Her comments this time is jsut to rouse the rabble even more.

In this context, the Auditor General examines the government’s financial records and draws attention to incidents of what s/he deems to be government waste or misuse of public funds. The Auditor General examines the procedures and oversight mechanisms the government has put into place regarding its finances, as well as precisely how and where the government is spending its money." Wow, looking at all the comments, everyone is a back seat sofa Prime Minister. If all of you know how to run a country better, get involved. As for her report, I have this to say: If any government politician can predict the EXACT mob mentality during a crisis, I will personally create a NOBEL prize for it and fund it with a million dollars. SARS was under the Liberal Government and H1N1 under the Conservative one. Too bad this is not a dictatorship as then, everyone would KNOW exactly what was expected of them. As it stands, nobody can read or understand when a health authority in their particular province says, "ONLY those who are in the HIGH risk category, should get their shorts now." Lets face it people, our Gov't is just useless when it comes to peparations and planning for any thing. What our Gov't is good at is quick to bash and focus on other nations while forgetting our internal problems. - city infrastructures crumbling- poor Olympics planning- SWINE out of control- crime rate up- Gov't in fightings- Social unjustice- Land claims- Quebec - Tainted Food Maple Leaf- Lack of doctors- lack of social services- cutbacks becuase the cities are broke- homeless etc....We've got SO MUCH problems here and yet they focus abroad rather than fixing and focusing on fixinf the problems here.

The AG may be right about planning for a natopnal emergency. But where is the national emergency? The federal government is providing vaccine for a mass immunization of the population against an influenza virus that has a miniscule mortality rate in certain segments of the population. This is not a flood, terrorist attack , blackout , SARS outbreak, or any other real emergency. Once again the Liberals are trying to create hysteria with sweeping generalizations devoid of facts. Also, why have the national media let Liberal MP Hedy Fry off the hook for her assertion that MPs should be given priority for the vaccine, while never missing an opportunity to rudely scold the federal health minister.

Whoa, hold on just a minute, all you Liberal posters. Steven Harper's supposed to fix in less than three years what your toadies like, Chretien, Martin et al had thirteen years to do something about and still it was left a mess.. Rome wasn't built in a day but according to Iggy et al, Canada that was let go for years should have all it's ills repaired overnight. Imagine if all the money the Liberals stole and put in their own coffers had been spent on these programs what good shape they would be in today.

Its amazing how the Federal Governemtn gets blamed for everything. Even if it's managed by the Provinces. The Fed's divided the vaccine up amoungst the provinces and each provincial health unit was in charge of delivering it. Also, how is the Federal Government responsible for a lying drug company that reassured everyone that the vaccine would be available, then says it cannot deliver as promised. az

Well Doug, Did you have any idea with what intensity the "second wave" would hit us with? Our fearless government knew about the Swine flu back in April/May. Do you call this prepared? I'm not even talking about the shot. I'm talking about informing and educating the population of all the best sanitisation measures, checking schools and other institutions where large amounts people congregate for fevers, I could go on forever. What would happen in the event of a major disaster? I shudder to think !If he spent as much money on preventing the Swine Flu's spread as he did on his re-election campaign. Maybe some of the more unfortunate souls would still be alive today.We must be vigilent and we must not be willing to accept a 3rd rate Government !

Both Gov'ts have done some amazing things, however that never seems to headline her reports. Or maybe it's the media dosen't feel that positive is good for the readership!!! ToConFLUsion: There was no vaccine for the h1n1 virus in the spring as it was not scientifically developed and trialled until late this year.It is surprising at all that there was one put in place in such a short time ,let's just hope there are no side effect's down the road!

Some people complained that it is unreasonable to tell Harper government that they should be prepare a guidline or plan for in event of disaster. Look, nothing is wrong with being prepared and she is 100% correct on that. For example, Paris is due for a major flooding as it is widely expected so their government draft an emergency plan. Example, routes for all motorist to take, who will be in charge of expanded EMS service from other cities as Paris going to need all of them, and which building will need to have sandbag wall up first?. These are a example and Texas did similar and that is why Texas is one of most safest place during hurriance because government know what to do. Yes, every situation will be different as natural take its own course however we can control flows of people or flows of supply needed to that city. Escape plan, special flooding refief conveny, army plans, and many more. Be prepared and create an national-wide emergency plan does save life. It is far cost-effective than having government scramble at last min and screwed people over. If Harper government is committed to think forward instead backward then they should be try to be an effective government that Canada will ever see. Always be prepared is a good thing. Sheila nailed it - good for her.

Well now everybody knows the truth that this govt needs to focus on developing new programs, and policies.On top of this, we now have a 56 billion deficit.CIDA, DND, need more oversight, and Emergency Preparedness is not set up to deal with an emergency situation. On top of that , there is programs that are not funded properly.

Most of what I’ve read is good, but you got to admit that some of this stuff is, well darn right ridiculous. The AG does a lot more good than bad and her report about having a national emergency plan is very well needed. Having previously worked for Public Safety Canada, most of time these people have no idea what to do; it takes a comity just to decide if they should upgrade their computers again every year. They need a wake up call and now. Stop wasting money and spend it on setting up different plans for different situations, obviously
