OTTAWA — The Harper government is plastering signs promoting its economic action plan on federal buildings that are receiving what Liberals say is routine maintenance.

Liberal MP Wayne Easter says a huge "propaganda" sign has been posted outside an RCMP building in Charlottetown, where "internal door hardware" -- otherwise known as door knobs -- are being installed.

"That seems to me like it should be regular maintenance," Easter told a news conference Monday.

"Do you think this is stimulus, putting a door knob in an RCMP building in this country? (Prime Minister) Stephen Harper calls this stimulus?" he said, holding up a door knob for emphasis.

"For every (time) he screws a light bulb in a building, he'll probably have a sign out in front of it and it's your money."

Liberals contend the door knobs are further proof that the Conservatives are using taxpayer-funded stimulus programs to promote their partisan interests.

They've filed complaints with Parliament's ethics commissioner against 55 Tory MPs who have presented personalized cheques or used the Conservative party logo while announcing government funding.

And they've accused the Harper government of ensuring that infrastructure funding disproportionately benefits Conservative ridings.

They pounced Monday on a report that the government spent $108,000 to stage a carefully scripted town-hall style meeting to unveil its second progress report on the economic action plan. The June event in Cambridge, Ont., replaced a simple tabling of the report in Parliament at little or no cost

"The partisan abuse which is going on around Canada is now completely out of control in that it represents the single largest propaganda effort in Canadian political history,"said Liberal MP David McGuinty.

Easter pointed out that the economic action plan website was initially salted with photos of the prime minister and included a link to a video of Harper playing the piano and crooning a Beatles tune at a recent National Arts Centre gala. After media reports, many of the Harper photos were removed and the link to the video disappeared over the weekend.

"So I believe clearly that the prime minister knows he was over the line," said Easter. "It's an admission of guilt of abusing taxpayers' money."

The generic signs posted on projects trumpet the economic action plan but don't specify the work being done, which Liberals said violates Treasury Board rules. McGuinty suggested the ploy is aimed more at boosting the governing party's popularity than informing taxpayers how their money is being spent.

Easter said federal officials have told him that more than $800,000 has been allocated for repair and restoration of federal buildings and facilities in Prince Edward Island -- each of which features large signs advertising the action plan.

The projects include installation of a boiler room door in one building, an air-exchange system in another and elevator upgrades in a third.

They also include moving an iron fence at one site and modifying walkways, ramps and washroom doors to make another building more accessible.

Easter said the latter improvements are particularly hard to understand because they're in a building that opened only a few years ago and should have been accessible in the first place.

The Prime Minister is now rubbing my nose in his contempt for voters and taxpayers. He simply doesn't care what individual Canadians think about his spending 50 to 100 million taxpayer dollars on advertising of a clearly, clearly partisan nature. And I surely don't care for Baird's justification; "the other guy did it". There's a recession on with 1/2 million unemployed, idiot.Finally, McCallum's note that spending taxpayer dollars promoting the current reigning party is OK, is equally contemptuous of voters and, it is not OK.

Why does everyone sound so surprised? I have been saying the cons (conservatives or con artists, you choose) have been playing fast and loose with the financial truth ever since they first got elected with their $100/month Beer and popcorn bribe for families with children under 6. As a parent with young children, the cancellation of the subsidized day care program was a devestating financial blow to our family. I hope that this is one pigeon that comes home to roost on Harper's head when the next election is called.

So I'm to believe that if the Liberals were in power they would not be slapping their brand on everything?Bottom line folks, the question that needs to be asked: is this infrastructure stimulus package designed to improve the economic environment in the country, (allowing business to flourish with better roads for transportation, water and sewer services, telephone internet etc), or is this stimulus a make work program for construction workers?Put another way, will Canada really recover faster because of our "stimulated infrastructure", or are we just padding jobs?It's your tax dollars.

The boundary between routine maintenance and capital expenditures for "repair" is nebulous, and people don't mind "your tax dollars at work" signs for this kind of work. But taxpayers don't appreciate it when their tax dollars are used to promote the political agenda of one party. Not that long ago the Chretien Liberals were siphoning money into their ridings, leaving the rest of the country bare. Back then in Victoria's Times Colonist one letter to the editor said that "If you can't beat `em, vote for them".Seems the shoe's on the other foot and the Liberals are feeling the squeeze. Since when is replacing door knobs routine maintenance? I've been in the engineering/construction industry for years, and I have never heard of replacing door knobs as routine maintenance like replacing a light bulb. I've seen countless buildings with door knobs that are 40 to 50 years old. Economic stimulus? Maybe... not a very good one, but definately not routine maintenance. The media is no better than the Liberal party for reporting this kind of crap. Find something to actually hang the Conservatives on, and I will listen. But I won't listen to the partisan crap, and partisan crap it is.

After all the ballyhoo from the media and opposition parties as to where the stimulus is being spent (in spite of all the reports of thousands of listed projects all over the country) the PM is placing signs where money is going. Please people. This is not a boondoggle or a scandal like the Liberal's are making it out to be. A real scandal is when the ruling party (like the Liberals at the time) scams millions of taxpayer dollars directly to their own Liberal Party coffers. It should have actually been called theft. Gee.Let me think.Would I prefer to see my tax dollars,the "stimulus" package,be spent to replace door knobs,put up signs,or whatever else the people do to EARN their money,or would I prefer the Liberal/NDP plan to simpluy mail out cheques to people who are busy staying at home to watch TV???? Frankly,I'd be thrilled to see some effort at doing anything useful as requirement for all people who want to live on the taxpayers dime.And,while I'm at it,and as much as I detest Premier Gordon Campbell of BC,I congratulate him today for introducing legislation that would deny welfare and "free" provincial government programs to anyone who has outstanding arrest warrants in ANY part of Canada.That,my friends,is the VERY LEAST that hard working taxpayers should expect. And finally,what I look forward to from the Liberal Party,is NOT more complaing about what Harper is doing,but actual policies about what they would be doing.Besides stealing more of our money,that is.If "we the people" are ever to get good government,we MUST evolve past the point where the ONLY role of the opposition is to oppose EVERYTHING.SInce we pay them too,we have a right to expect pragmatic alternatives when they oppose government policy.Anyone with more than half a brain can oppose anything they want.Presenting an alternative is the real challenge.

Peter MacKay owes Canada an apology for merging a respectable Canadian political party with the Harper clown show. Stephen Harper would never have become Prime Minister without Peter MacKay's help. Although, I could be mistaken and Peter didn't know "anything" about the two parties merging.
