The Liberals have tabled a confidence motion to trigger an election, with a vote likely set for Thursday, but NDP Leader Jack Layton says his party will continue to support the Conservative government.

That means there is little chance the government will fall; the Liberals need the support of both the NDP and Bloc Quebecois to bring down the Tories.

The confidence motion came hours after after Prime Minister Stephen Harper touted his government's record on the economy in Saint John, N.B.

Harper said Ottawa had already committed 90 per cent of the stimulus funding for this fiscal year, giving the green light to some 7,500 infrastructure and housing projects. More than 4,000 of these projects have started during the first six months of the two-year plan.

"Our efforts are starting to bear fruit. We see stabilization and the early beginning of a recovery," Harper said.

But during Question Period in the House of Commons, Liberal Leader Michael Ignatieff disputed Harper's claims about how much stimulus money has been doled out.

"If you ask all the premiers and mayors around the country they will answer that this is not the case. It is false," Ignatieff said in French. "We know now that only 12 per cent of the projects are now underway. Why is this information being given then? How can Canadians believe this report that came out today?"

Ignatieff also criticized the government for a January promise to create 190,000 jobs, when 450,000 jobs have been lost.

"Mr. Speaker this dog won't hunt," Ignatieff said. "When will Canadians be able to trust a government that doesn't tell the truth?"

Transportation Minister John Baird disputed Ignatieff's claims.

"Infrastructure projects are being tendered, contracts are being issued, shovels are in the ground, engineers, architects are at work," Baird said. "We're working hard with the provinces, with the territories, and with the municipalities in every corner of this country to get the job done."

Meanwhile, Layton continued his calls for employment insurance reform, saying the economic downturn continues to impact thousands of Canadian families.

"We're pleased that the government has finally brought forward $1 billion of extra help for the unemployed, but we have to look for the next step here," Layton said. "We still have 800,000 people out of work who can't get help from the EI system. What is the government proposing to do about that, the real economic crisis?"

Baird responded by saying the Conservatives will continue to work on EI reform if the opposition parties continue to support the government.

'Not out of the woods'

Harper warned against an election, saying Canada needed stability as it emerged from a worldwide recession.

He said Canada has a solid, long-term fiscal position, which allowed the government to bring in "one of the largest stimulus packages in the G7 and to do so while retaining the lowest debt and deficit levels."

But he stressed that Canada "was not out of the woods yet."

"Far too many Canadians are still out of work, too many families are suffering hardship, and just as Canada was dragged into the global recession through no fault of our own, our recovery could be derailed by events beyond our borders," Harper said.

The prime minister said Canada must stay the course with the government's Economic Action Plan to ensure recovery. And Harper suggested that an "unnecessary and wasteful election" could derail plans for recovery.

"That is why it is crucial that we continue to implement our action plan, that we continue to stay the course," he said.

The government agreed to provide frequent updates on the economy when it cut a deal with the Liberals to avoid an election last January.

Here is Steve afraid to even address Parliament arranging his little fiscal update miles from accountability. Perhaps he will tell us that we are now in a technical recovery, like his technical deficit of 10 months ago that turned into $55Billion.

Harper has to show that he is the boss That's the reason he is delivering report card in NB. He has to twist any instruction given to him in order to show a lack of respect for the opposition. He will not nor can't except that he speaks for a minority of the Canadian people. Anyway he just gave Jack Layton a reason to vote agains't him.

The spin will say the recovery is happening because of the conservatives, but if they are brought down, the recovery will stop because no one can spend money like the cons.

The credibility of Mr Harper and his party is so low it will be hard to believe anything he says. He is also unwise to use Mr Baird as a spokesman - he comes across as a bully and a blowhard.

Here he goes again, just doing it his way........... this announcement should be made in the House of Commons, but no, Harper is on the campaign trail at taxpayers expense. Another photo-op and the taxpayers foot the bill......... Here is this Theo-Con PM, and people don't believe that, disrepecting the elected members of parliament by not making this announcement in Ottawa.With such a fine home on Sussex Drive, I would think that Mr. Harper would try to spend a bit more time there and save us all a lot of money with this unnecessary bit of staging for votes.. Is he actually campaigning already???Of course the Theo/Cons would all deny that..........again promoting a lack of trust we can have in our present government.

It is good for Prime Minister Harper to give the economic update away from Ottawa! It gives Canadians in other parts of Canada a chance to see and hear the welcome good news.The Conservatives have done an outstanding job handling the economic crisis.The Liberals have not helped Canadians during this time!Ignatieff seems to have a real problem being a leaderand does a poor job of controlling his people.Some say that Bob Rae is the real leader, I wonder?

Judging by these posts, the Liberals are hard at it attacking the Report and Mr Harper before the Report has been given. Even attacking the place the P.M has chosen to given the report.! Well Iggy went out to an empty field to talk about a non issue which the Mayor of Hamilton had to correct the info to the media afterwards..lol. And Iggy had people believing that he posed in a forest when he probably used a backdrop at Walmart for his 'ad campaign ' to the public! What do the Liberals say to this?Get a life folks!

Typical Liberal supporters. Attacking the PM even before he says anything. No different than Ignatieff who says that the update doesn't matter, he will introduce a motion of non-confidence anyway. These are the updates he (Iggy) asked for, and he doesn't have the decency to even listen to them.I hope we get an election so Iggy and his stooges can lose badly, and he can run off to retire in his villa in France.

The real issue here - the recession and the economic update - is being completely obscured.The fact that Canada's recovery is happening faster than anticipated, and that the government's banking rules prevented a LehmanBrothers type meltdown here, is obscured by an unfortunate illness.Not swine flu... but the game of spin and disrespect.Of spin... where most everyone is pleased to take credit for things they didn't do, deny responsibility for their actions, or smear those they don't like. This is coming through loud and clear here... but with an example set by those elected to represent us.Of disrespect... which is what Harper really has to answer for. He has done nothing to restore respect and honour to the halls of parliament, and in fact has done much to further erode respect and honour. Let's send a message for Harper and all the other leaders to fix this!

That's a great idea that he speaks from St John. We forget at times that life goes on in all parts of the country and everyone has gone through this turmoil. Perhaps by speaking from a Maritime province we might have some empathy for the issues that they have faced over these past 18 months.

If Harper really respected the constitution of this country, he would deliver the fiscal update to Parliament rather than to a hand-picked media well- handful - in New Brunswick. He is responsible to report to the elected representatives of this country, in Parliament.His decision to do otherwise and schedule the update far from Parliament only indicates what this goon and his thugs would do with a majority.

I am tired of all the smearing that Harper has faced. I respect this man as he is about to deliever this report to the people that matter, US. The liberals, ndp and bloc do not represent every person in this country, and I will add that the Conservatives do not also.

All I say is let the Prime Minister give his speech and lets see what it is all about. Lets not be like the power hunger liberal leader and automatically say that we are against it.

My remarks about where the PM makes his speech still stand. The place for this announcement is the House of Commons in Ottawa............. He can travel all over during election time and make speeches...........not now when this is a serious subject worthy of debate in the House........... So, please note that that is where parliamentarians work for the people of Canada.... again he is using money that could be better spent for the people of Canada, not on this photo-op that the taxpayers are paying for.

I for one am glad that Harper is not just speechifying in Ottawa. There is more to Canada than Ottawa and in point of fact if Iggy would take a lesson from Harper he would not have the problems with Quebec melting down right now for the LPT. Here we have D. Coderre loudly proclaiming to one and all that the LPC is actually the LPT as if anyone finds this news that the Lib's are run by the ol' bay St. Boys Club! Way to go Harper and all I have to say is thank god he is PM right now when we need someone just like him to take care of business until we are out of these ecconomic hard times as he has done an outstanding job as well as seems to know how to play whackamole' with oppostion leaders who spend all their times playing poltico games.

I challenge the nay sayers to find a country that isn't struggling financially right now. If we didn't run a 55 billion dollar deficit then many more people would be out of jobs right now and many more companies would sink, making for a much slower recovery.

This recession is not the conservatives fault, neither is the deficit and nor is it Steven Harpers fault.

Not only was the report card briefing a good one with many positive aspects but it was endorsed by many economic gurus!! I especially liked the little shot he gave Iggy by saying at the end that no-one wants a needless election. Good one PM. Iggy, you're all done. Your faithful are deserting you and you have to look no farther then your own ex Quebec LT, Dennis Coderre and of course your good buddy, ex-NDP'er, Bob Rae. Bring on your election and you'll be relegated to the same liberal political scrapheap as your predicessor, Stephane Dion, who might I add, must lovin' every minute of this internal strife.....

A lot of canadians seem to FORGET we have a minority gov't trying to govern yhis great country. Imagine sitting on a board of a company and you constantly get out voted, how frustrating.Then we have J. Layton who is nieve, and Iggy who is in it ONLY for personal reasons, why he couldnt care one iota about us. Then we have the bloc fools who do not even represent Canada an openly say so. It is blatant hypocrisy for the liberals to demand parliamentary cooperation, then say, like a spoiled child, they will not even read important budgetary legislation! If I, and other working Canadians do not perform their duties for a job they are being paid, we are asked to leave. You liberals, by not even reading government budget legislation, are not doing the job you were hired by Canadians for. If you dont want to do your job, then get out and stop receiving your salary, paid by Canadian taxpayers. This is the ultimate arrogance, blatantly stating you will not do your job!! So sad the Liberal and NDP posters here have to slag Stephen Harper just for delivering the state of the economy away from Ottawa. The message is that we are in better shape than most countries in the G8 but Liberals including Iggy and Bob Rae don't really care.

Perhaps Harper should have gone to Toronto to deliver the news, since with the way Iggy is running his party, that might be the only place he ends up with seats. Even Denis Coderre had his eyes opened as to how the Libs are split down the middle and jumped from the ship before it totally sinks.

This statement by Harper means that the Conservatives are going to bring something to motion that the NDP and the Bloc cannot support. And an election will have to be called. It's very strategic but it's not creative. On the one hand to present yourself as opposing an election because it disrupts supposed good work, and on the other hand forcing the other parties to vote against, so appearing as though one didn't have anything to do with an election. Who wants to place their bets?

What exactly is wrong with the PM visiting New Brunswick to deliver an economic update? When I last checked New Brunswick was part of Canada. If the Liberals do vote non-confidence, on this economic update, then bring on an election! I don't want an election because I feel it's the wrong time with the economy just starting to show signs of recovery under PM Harper. However, having said that, it might just be worth 3 Million $ to give the Conservatives a majority, put an end to all the whining and threats of an election and send Ignatieff back to the USA.

He's the PM he can travel this wonderful country and make any announcement he likes. I hope Iggy's non-confidence vote blows up in his face, the Liberals are already starting to fall apart. The good thing about the PM delivering this update outside of the House of Commons is that there will be an audience that will actually listen to the report and then make their own decisions on it. There is no point delivering it to a house full of politicians that have have already made up their mind about it before hearing it. Looks like the Liberals are the new NDP. They will just vote against everything without giving it any thought. Talk about a waste of space in the house.

I think it is awesome that Mr Harper has the vision to deliver a report for the people to the people. We all know the card could be better, but he was forced to make concessions to the blackmailing opposition parties to float the budget in the first place (Canadians haven't forgotten this Iggy).

However, next election it would be nice to see a conservative majority, so that we can actually get something accomplished in the country without all the childish bickering, backstabbing and the embarrassing soap boxing of Iggy and co. It would be nice to see the self serving Layton and Iggy actually do something in the interest of the country instead of attempting to fulfill their own short sighted ambitions!
