UNITED NATIONS — The UN Security Council on Friday punished North Korea for its second nuclear test, imposing tough new sanctions, expanding an arms embargo and authorizing ship searches on the high seas.

In a sign of growing global anger at Pyongyang's pursuit of nuclear weapons in defiance of the council, the North's closest allies Russia and China joined Western powers and nations from every region in unanimously approving the sanctions resolution.

U.S. Deputy Ambassador Rosemary DiCarlo said the resolution provides "a strong and united international response" to North Korea's test in defiance of a ban imposed after its first underground atomic blast in October 2006.

"The message of this resolution is clear: North Korea's behavior is unacceptable to the international community and the international community is determined to respond," DiCarlo said. "North Korea should return without conditions to a process of peaceful dialogue."

China's UN Ambassador Zhang Yesui said the nuclear test had affected regional peace and security and strongly urged Pyongyang to promote the denuclearization of the Korean peninsula.

He said the resolution demonstrates the international community's "firm opposition" to the atomic blast, "but also sends a positive signal" by calling for the resumption of six-party talks aimed at dismantling North Korea's nuclear program.

He also said it showed the council's determination to resolve the issue "peacefully through dialogue and negotiations."

The resolution seeks to deprive North Korea of financing and material for its weapons program and bans the country's lucrative arms exports, especially missiles.

It does not ban normal trade, but does call on international financial institutions not to provide the North with grants, aid or loans except for humanitarian, development and denuclearization programs.

North Korea reiterated Monday in its main newspaper that the country will consider any sanctions a declaration of war and will respond with "due corresponding self-defense measures." On Tuesday, the North said it would use nuclear weapons in a "merciless offensive" if provoked.

The provision most likely to anger the North Koreans calls on countries to inspect all suspect cargo heading to or from North Korea -- and to stop ships carrying suspect material if the country whose flag the vessel is flying gives approval.

If the country refuses to give approval, it must direct the vessel "to an appropriate and convenient port for the required inspection by the local authorities."

The resolution does not authorize the use of force. But if a flag country refuses an inspection at sea -- and refuses to direct the vessel to a port for inspection, a report must be made to the Security Council which could take action against the country, including sanctions.

China's Zhang cautioned that "countries have to act prudently, with sufficient grounds," and he stressed that "under no circumstances should there be use or threat of force."

The resolution condemns "in the strongest terms" the North's May 25 nuclear test "in violation and flagrant disregard" of the 2006 sanctions resolution.

It demands a halt to any further nuclear tests or missile launches and reiterates the council's demand that the North abandon all nuclear weapons, return to the Nuclear Nonproliferation Treaty, allow UN nuclear inspections, and rejoin six-party talks.

The 2006 resolution imposed an arms embargo on heavy weapons, a ban on material that could be used in missiles or weapons of mass destruction and a ban on luxury goods favored by North Korea's ruling elite. It also ordered an asset freeze and travel ban on companies and individuals involved in the country's nuclear and weapons programs.

The resolution calls on the 192 UN member states to implement these measures and asks the council committee monitoring sanctions to designate additional companies and individuals within 30 days that could face an asset freeze and travel ban.

It also expands the arms embargo, banning North Korea from exporting all weapons -- which would eliminate a significant source of revenue for the country -- and banning the import of all arms except light weapons.

The resolution also calls on all countries to prevent financial institutions or individuals in their countries from providing financing or resources that could contribute to North Korea's "nuclear-related, ballistic missile-related, or other weapons of mass destruction-related programs or activities."

As a spoiled child that is given a 'inheritance' to live off of, North Korea acts in the same manner.

Cut off all financial dealings with this country and 'force' them to act civilized so that they may open their country to trade is the only way they will grow up.

Essentially force them to act human, not give them money to 'bribe' them into acting human.

This is the same old garbage. Each time they provoke the rest of the world offers them money and aid in order to stop. Thsi will only stop when any aid or other assistance stops for good. If North Korea acts with force against another country then they should feel the full force of the other countries. If the UN had any spine that is how they would act.

Whats the point of these sanctions? North Korea really doens`t seemed too concerned with them, they didnt seem to mind in 2006 and I doubt this will be any better.

The only thing they understand is force, but invading them is far too risky, so I guess we`re stuck with resolutions for now.

Yup, THAT will most certainly scare them into doing what they have refused to do since the last sanctions were imposed.

Naturally THESE are TOUGHER sanctions than the last ones.
THAT makes all the difference.

What a joke, the UN declares and threatens and the North Koreans just ignore the PAPER TIGER and do what they want.

I'm sure glad they (the UN)are not mad at me!!!!!!!!!!!!

Ooh... that will have them shaking in their boots!

A rogue nation led by a madman is not going to be stopped by weak-kneed UN sanctions. Only a coup or war - civil or international - will end this. The UN should seriously consider putting a bounty on Kim Jong Il's head; otherwise, the death tolls could be huge.

The leader of North Korea is just laughing at us. He does not care what we say or do, he thinks he is a god and he will whatever he wants to do. The only way to make sure North Korea doesn't have such weapons is to go in there and remove those in power for good. The US did that to Iraq, why not North Korea?

UN doesn't work. Let NATO take care of this... "stop your nuclear weapons programs, stop your hostility to the rest of the world, if you don't, we'll use force to stop you." Easy. We did it in the Balkans to end the war there, because the UN was ineffective, we need to do it again. Anyone pandering against going to war over this should be reminded that in the mid 1930's after Hitler got into power, Churchill and Roosevelt wanted to go to war to stop him (would have prevented the deaths of millions) and all the little tea granny's and peace lovers wouldn't let them. What happened? 6 years of wars, and countless lives lost. We need to stop this despotic leader NOW or we may face the same fate of the early 1940's.

After watching a North Korean documentary on National Geographic recently, I was reminded of Japan's Kamikazes of WWII and the carnage could've come with this type of thinking via nuclear weapons. Kim Jong-il has effectively brainwashed his people in this manner and, himself, is getting old with uncertain health. One can only imagine what kind of legacy he wants to leave behind, especially with his seemingly ramped-up ambition for long-range missiles for the purpose of delivering mass destruction. Read between the lines China and Russia: you are being used! I don't think that the North Korean leadership gives a damn whether or not your country fell victim to a nuclear strike. Still, despite your feeble cooperation with the international community in this case, it's a start...

Let's see, we've had a second Gulf war...it looks like a second Korean war is on the way soon...I guess that means US troops should be re-invading Vietnam any day now?

If we don't learn from the mistakes of the past, the same things will keep happening. Declaring war on North Kores didn't help in the fifties, and it won't help now.

STOP!! Or I say STOP again!! Without the full backing of China and Russia these sanctions are useless and only people that are going to suffer is the ordinary citizens of NK. Unfortunately the only solution to this problem is to remove MR. Pyongyang from power and hope his son will not be that irrational. Already China is undermining the sanctions by cautioning quote "countries have to act prudently, with sufficient grounds," and "under no circumstances should there be use or threat of force. That is just like sending someone to war and telling not to use their weapons. It be interesting to see where China would stand if North Korea follow through with their threats.

How can you isolate one country for not obtaining nuclear weapons while to others we promote. Israel has received nuclear arsenal from both US and European countries. They are actively engaged in making as many nukes as they can and yet no one says anything to them. The US, China, Russia, France, UK, and the list goes on can make as many weapons as they seem fit yet to North Korea, Iran and Iraq and many others we stop them. Why is this double standard!

This double standard exists, so the powerful countries maintain their status and if wanting to annihilate the others, but only if they do not posses nuclear arsenal. Ask yourself a question, had Iraq or Afghanistan possessed nuclear weapons would US have gone to invade them. NO …. NOP …

In our current global affairs there is no sanctuary or safe-hood for any country. US invade Iraq despite the fact the UN did not sanction it. Within international law Iraq war is an illegal war, but no one says anything regarding it. Israel continues to occupy and expand into Palestinian land despite UN’s objects but no one says anything regarding it.

Thus, in our current global affairs if a country wants to protect itself it must do so by its own. Develop nukes and biological warfare weapons and whatever else is out there to protect yourself.

The UN and NATO have failed severely and actually created perfect atmosphere for World War III. Both of these organizations serve the interest of most powerful and veto yielding countries, US, Russia, China, UK, Canada, France, …
