Canadian auto parts magnate Frank Stronach, chairman of Magna International Inc., hopes to mass produce electric cars and motors in Canada within three years.

"The electric car is top priority at Magna," Stronach told CTV's Power Play on Tuesday during a day of meetings with officials in Ottawa.

While Ottawa and Washington have spent billions in bailing out General Motors and Chrysler, Stronach said his plan doesn't include any government handouts.

"Let me put it this way, I would never ask for grants," he said of his ambitious electric car plan.

Stronach said the plan would benefit from some public involvement, but will go forward no matter what role Ottawa or Ontario plays in the final scheme.

"If we would get a favourable loan, I think we could accelerate job creation; if not, we would just go (forward), as we always have done."

Stronach's comments came during a policy blitz in Ottawa where the Austrian-born businessman sketched out a plan for a green-friendly automobile.

"We just wanted to let the government know we are very serious, we have a serious commitment and we'd like to sit down and we'd like to operate in manufacturing in Canada."

According to Stronach, a number of European countries, as well as the United States, have expressed interest in manufacturing the electric compact, which Magna developed with Ford.

Stronach said he has not yet been approached about meeting with Prime Minister Stephen Harper about setting up new plants, but said "if the prime minister wants to see me I'm always available."

If the car does go into production, Magna would stand to profit from a growing consumer demand for more environmentally friendly vehicles.

Stronach estimated that in about six years, 15 per cent of cars sold will be electric or hybrid, a figure that he expects to jump to 30 per cent by 2021.

His company is investing $300 million into the car and hopes the federal government will provide low-interest loans to fund half the cost.

An official at Magna told The Canadian Press that the vehicle could travel as far as 160 kilometres without needing to be recharged.

The electric car would join General Motors' Volt, a fully electric vehicle the company intends to produce in the United States to appear in dealerships by the end of next year.

Stronach to expand Opel

Stronach returned to Canada on Sunday after making a major deal in Germany to purchase a 20 per cent stake in General Motors' European division, Opel.

The deal is expected to close in about two months.

Stronach indicated he expects Opel to break even in three years and turn a profit in four. The car company is currently a money-losing operation.

He also hopes to expand Opel's business to Russia and other parts of the world.

Stronach, father of former MP Belinda Stronach, told the Toronto Star he also wants to import Opel cars to Canada by the end of this year, a move that would lead to eventually building the vehicles in Canada.

He said the deal for Opel comes with a condition from GM that the European brand can't be sold in the U.S.

But he suggested that the terms aren't iron-clad and could eventually change, noting Magna and GM have been partners for 50 years, and GM will still own 35 per cent of Opel under the arrangement.

"I'm a great believer that if you come forward with a good program, which makes a lot of common sense, that you can always change a few things. I'm not worried about that. If it makes economic sense you can always change the contracts."

Meanwhile, Stronach took the opportunity to comment on the massive government bailouts of GM and Chrysler, calling them necessary due to the number of jobs that would be lost and the impact on the worldwide economy if the companies failed.

"If it were only the car industry and the rest of the world economy was functioning, then it wouldn't have been right to bail out the car companies," he said.

"But if they had gone bankrupt and were sold in bits and pieces, the spin-off effects would have been a few million jobs (lost) between Canada and the United States."

Magna, which has its headquarters north of Toronto in Aurora, Ont., is the third largest auto-parts maker in the world.

The company has been hard hit by sluggish sales among GM, Ford and Chrysler, which are Magna's primary customers.

He should have bought Chrysler. Now, this is going to be more tough for Opel to operate in Canada.

It's the reason FIAT bought into Chrysler, instead of starting from zero like Opel will try and initiate. I know they make parts, but infrastructure is more important or you can't sell your product.

What is green about an electric car? Tires are oil products, metal comes from mining and smelting, plastics are from oil etc. oh ya, electricity is from coal fired hydro-electric plants or from damming rivers. Who these days is pro-damming rivers? While I agree the cars don't belch out toxic fumes, what happens when the battery needs replacing? It is full of chemicals and plastics. The better way to "green" ourselves, is to walk or make less of ourselves. Even bicycles aren't green. Look what it takes to make one.

This is a fantastic idea. For years people wanted the government to allow our domestically made electric cars to be allowed on Canadian roads. We export them all over the world if you didn't know.

Now that a Stronach has a financial stake in it the government will finally DO SOMETHING.

Too bad the pioneers who were doing this years ago will likely be absorbed or crushed by it.

If Magna is going with the new solid-state battery technology that was being talked about at the Auto21 conference a few days ago, this is going to be a Canadian gold mine.

Wonderful. Now just make sure you don't enlist a conservative government to help develop it. Likely as not, they'll pull the plug on it at the Nth hour and it'll fade into history. Also, keep GM out of it. As much as I realize it would be very devastating, perhaps GM should be allowed to die a quiet death, since they historically have been awful at managing their enterprise. Moreover, I hope the oil industry doesn't put mega-obstacles in his path.

This is a great move by a great entrepreneur. frank was chasing electric vehicles in 1984 and spent millions on R&D. He knows this industry more than most and has the ability to pull off a huge market upset. PM Harper and Opposition Leader Ignatieff should both sit up and take notice and work with him. He can do a lot for Southern Ontario.

Had GM hired Frank Stronach to run GM a few years ago, I'm pretty sure that the company wouldn't be in the situation it is in today. He seems to be one of the few people out there who really have a handle on running a business.

There WERE electric cars being made here, the ZENN car. Thanks to Dalton's hypocrisy and lack of leadership, they packed up and moved to Quebec where they're actually allowed to opertate these vehicles on provincial roads. I hope the tax and lie Liberal fraudsters are long gone by the time Frank starts to produce.

The electric car manufactering market will soon experience a significant challenge from China. BYD (check byd.com)is constructing its latest electric model the e6. Specifications stated on the web site indicate a range of over 400 kms per charge; 0 to 160 kph in 8 seconds; 50% recharge within 10 minutes by using your home plug-in.

BYD (Build Your Dreams) has developed a battery based on using iron (Fe) a cheaper element than the Ni Can most battery proponents are using. BYD also states that the battery life is about 6 years and then its components are completely recyclable.

Coming to North America in 2012.

If all this proves to be true, there is nothing currently on the market that competes with BYD's e6.

Just two major stumbling blocks though-
the unions, who will stop at nothing to enhance thier power and Transport Canada's bureaucrats who actively resist anything "new"

I disagree with Frank on the issue of bailing out the car companies. I say let them go. Magna can still buy the plants, hire the out of work auto workers and buy the names if they want. And probably at a cheaper price with no restrictions like not selling opels in the US. Now with GM and Chrysler owned by the government and the unions it is going to be good money after bad.

Canada is already building electric cars in Quebec, oops wait a minute too many people don't consider Quebec to be Canadian? Great! The problem is these cars can not be sold in Canada so they are being built for export only! WOW now that's a novel idea.
Stronach will begin building a "truly Canadian electric car" in 3 years. Am I the only one that sees something wrong with all of the above?
If our tax dollars had gone to support the new electric car industry in CANADA jobs lost from GM could be picked up by expansion of our own electric car industry across the country... oh yes I forgot Mr. SHarper doesn't want to further our economy, it's more fun to throw money away to GM who has not a hope in haities of ever paying it back. A good reason for saving GM's neck since Canada has outlawed the sale of electric cars here, our own plants for such can only export their product... Wonderful so will those laws change in 3 years when Stronach starts building electric cars? Why not NOW?

Oh, and yes, before you jump to any conclusions, I drive a "Canadian plant made" car albeit a Ford! I've only ever owned one GM product and I will never again buy such a thing!

Frankie baby, the more successful you are, the more the unions have over you. Since you cannot afford a strike, you are toast. Prepare to give them 4-5 weeks of vacations, two weeks of misc/sick/personal days/spa days plus 14 days of paid holidays. Don't forget a bonus to supplement their vacation pay on top of another bonus during Christmas. Put away reserves for the layoff sub pay around $550+ per week without working. And don't forget to hire me!

Unless and until an electric car can have a range comparable to gas/diesel cars (700-1000km) AND be recharged as quickly as easily as filling a gas tank, there is no future for them.

How much does it cost to charge one of these cars up at peak demand when you are on a smart meter? Does anyone know? I am just curious. Also I can only imagine everyone driving an electric car. The infrastructure that we have in place for our grid is so dated and in need of a facelift. What about power demand in the middle of the summer with AC running and people plugging the cars in. Rolling brown/blackouts anyone?!?!

I wish this man well,I really do.But I have serious doubts about electric cars being much of a solution.I gues for some,not buying gas makes them look like a perfect solution.But they are very limited in range at this time.There is also the matter of very expensive batteries that can cost more than a new gas engine.And of course,who is going to pay for all the new electrical capacity we will have to build to re-charge these cars every day?
Beside,no one can build a major manufacturing plant in Canada,if Canada is the only market for the product.If it can't be exported,he will lose his shirt.Just as 70% of the cars built here now are for the US market,he will need to seel there as well.Our market is just to small to sustain a major investment like that.We only need so many cars,no matter who builds them.
My guess is that electric cars will be very limited in numbers.Useless for long trips,not powerful enough for heavy work,and there will still be a shortage of the electricity we need to charge them up.Strictly a city dwellars puddle jumper.

Electric cars seem to be the latest trendy eco-fad these days. What has not been thought through is how our current electrical generation and distribution systems would handle the added electrical load if everyone suddenly went 'electric green' with their cars. Instant electrical grid brown-outs would likely result, even with over-night charging schemes. What we need are complete, well engineered, economically viable 'end-to-end' solutions for any alternate vehicle power technology, which address most of the ancillary infrastructure and economic issues. Focussing on any technology, without having a good plan for ‘the big picture’ just wastes valuable time, money and turns consumers off in the long run. It can even be non-beneficial for the environment. We need to reduce our dependency on foreign oil, however, let’s give some serious thought to this electric vehicle strategy before we get too far down the proverbial road. Let’s be ‘eco-smart’!

OK, i'll be buying one at least 2 yrs after everyone else, thats after they solve the small bugs that then to appear,we all will save money because we won't be held hostage by big oil (opec), wait till the provincial govt. of Quebec builds the new hydro projects, then the money we spend and tax we pay for this will stay here and mabey they will lower our taxes lol then we will have more money to spend etc. etc. so on so on get the drift.... better sooner than later 2011 most of the population will be over 60 yrs of age....

Get real; in the REAL world, people have to travel, whether by electric car, or fume-belching bus or train.

People like you would have us give up EVERYTHING just to salve YOUR ego. Get a life - more importantly, emerge from your self-righteous shell and accept that the world is what it is, and that Mr. Stronach is DOING something, not just talking about doing something. All you do is complain about what IS without offering -or better yet CREATING - solutions.
