Former prime minister Brian Mulroney said he tried to fully disclose his business dealings with Karlheinz Schreiber after he left office, but the RCMP turned his offer down.

In 1996, as the government made its case against him in the Airbus affair, Mulroney instructed his lawyer to travel to Ottawa to meet with the minister of justice and RCMP officials.

"He would volunteer that I would come to Ottawa with all of the documents," Mulroney told the Oliphant inquiry Wednesday.

"They could interrogate me on anything they wished. They turned us down cold, and proceeded, as you know now, in a very hostile and aggressive and extremely costly manner for the taxpayers of Canada."

He also said that the nine lawyers representing the Government of Canada never once asked him about his full business dealings with the German-Canadian arms dealer.

Mulroney also gave his explanation for another key issue: Why it took him several years to declare the $225,000 he received from Schreiber, rather than report the payments as income for 1993-1994.

He said the money was a retainer and he did not consider it to be part of his taxable income at the time. He paid taxes on the money in 1999, when it became part of his income stream.

"I had practiced law for 13 years. I wasn't a tax lawyer, but my understanding of the tax law ... was that a retainer is not declarable as income until it's used that way, and therefore I treated it in that manner," said Mulroney.

He said he only used the money after it had been declared to the Quebec and federal tax department. Before then, the cash had been placed in safes in Montreal and New York.

At the end of his testimony Wednesday, which also marked the end of questioning from his own lawyer, he said he regretted accepting the money in cash.

"All I can tell you is that what transpired represented a significant error in judgment -- one that I deeply regret, and one for which I've paid dearly," said Mulroney.

"It would be my hope one day to encounter a Canadian who, through the course of a long and busy life, has not made some error of judgment of some kind. I haven't yet."

Mulroney blames media for high emotions

The inquiry continued Wednesday afternoon, after Mulroney fought back tears in a discussion over the Airbus affair -- specifically, the impact of a letter that wrongly linked him to kickbacks.

Mulroney, recounting the impact on his family, took a long pause to compose himself on the stand.

He said the ordeal sullied his "father's good name" and was devastating to his family.

"Commissioner, Nicolas was 10 years old," a choked-up Mulroney told Justice Oliphant in reference to his son.

During the intermission, a statement on an online blog produced by Mulroney's media team claimed that a reporter and broadcast producer had laughed during the exchange, and that was what had unsettled Mulroney.

"It was that sight -- not captured by the cameras -- that caused Mr. Mulroney to break down," the post reads.

The two members of the media denied the claim.

The Airbus affair dates back to the 1988 sale of 34 Airbus jets to Air Canada -- then a Crown corporation.

In 1995, Mulroney sued for defamation after a letter from the RCMP that linked him to kickbacks in the deal was leaked.

In 1997, Jean Chretien's Liberal government paid Mulroney a $2.1-million settlement.

The Liberals apologized to Mulroney for the "letter of request" but not for the actual RCMP investigation, which ended six years later without charges.

Mulroney explains work

The purpose of the inquiry is to probe the business dealings between Mulroney and Schreiber.

Earlier Wednesday, Mulroney explained the work he did for Schreiber, who paid him cash to promote a plan to build light-armoured vehicles.

Schreiber says he negotiated a deal with Mulroney not long before he resigned as prime minister in June 1993.

He wanted Mulroney to lobby on behalf of a proposal by Thyssen AG to build light-armoured vehicles in Canada.

Mulroney told the Oliphant inquiry that he had promoted the vehicles for UN use.

"When I examined more carefully the documentation that Mr. Schreiber had given me, including the merchandising documentation with the United Nations splashed all over it... I thought that I might usefully explore the concept with the leading members of the United Nations, in particular the P5 countries," Mulroney told the inquiry, referring to the five permanent countries.

Mulroney said he mentioned the concept during an October 1993 meeting with a senior Chinese official in Beijing.

He said it wasn't the purpose of his trip but that he mentioned the idea because he was already meeting with high-level officials.

Mulroney said "nothing came to pass at the time" of his talks with the Chinese regarding the vehicles.

Mulroney said he also raised the idea during a meeting with then-Russian president Boris Yeltsin.

"He (Yeltsin) misunderstood what I had said, then when I said 'I'm not trying to sell anything, I'm trying to explore the possibility of what you might think of the concept and whether you think it's a worthy one,'" Mulroney said.

"And he said 'Yes.'"

Mulroney said he also spoke to former French president Francois Mitterrand about the idea after he received a surprise phone call from him during a stay in Paris.

"(Mitterrand said) at the time when the project could come to fruition within the United Nations he would give us his support," Mulroney said.

He said he again discussed the idea with Mitterrand at a Colorado Springs at an event organized by former U.S. president George Bush in October 1995.

Mulroney also said had long conversations with former U.S. secretary of defence Caspar Weinberger so that he could be better informed on the technical issues.

"I had discussions with him because he had long experience on the military side, I also had discussions with James Baker, who had been secretary of the treasury and secretary of state," Mulroney said.

However, Mulroney said he wasn't sure if he talked specifically to Baker about the vehicles.

Cash payments

Mulroney admits to having received cash payments from Schreiber, but maintains they were made after he left office.

Mulroney said he received his first cash payment in August 1993 from Schreiber as part of a deal that he would promote his business interests.

He said Schreiber gave him a second cash payment of $75,000 after the China trip when the pair met up at a Montreal hotel.

Mulroney said he received the final payment of $75,000 in New York in December 1994.

Although Schreiber said he paid Mulroney $300,000, the former prime minister claims to only have been paid $225,000.

Schreiber attended the proceedings on Tuesday but, after complaining of pains, was taken to hospital where he had surgery to remove his gall bladder.

Schreiber's wife, Barbel, told The Canadian Press that her husband has been in pain since last Friday.

She said her husband had "terrible" pain on Monday night but he did not want to miss Mulroney's testimony the following morning.

On Tuesday, at the inquiry, Schreiber called his wife and said he wanted to be taken to his doctor.

However, the doctor wasn't available so Schreiber was taken to hospital where he had surgery Tuesday night.

Schreiber's wife said he was recovering well but she didn't know when he'd be released from hospital.

Schreiber is wanted in Germany on a list of charges that includes fraud, extortion and tax evasion. He has been allowed to remain in Canada to participate in the inquiry.

He is scheduled to take the stand for a sixth time at the inquiry next week.

What the heck is going on. How does a non-canadian get to jump the queue and get gall bladder surgery in just a few days? I personally have been waiting 8 weeks, been in and out of ERs and stil I am waiting. I hear it can be up to 3 months of painful waiting for some Canadians.

The current story doesnt mention infection, or billary obstruction, only some inflammation.

I had gall bladder pain for months! In fact I was getting attacks daily! I still had to wait!

As for this guy...nothing new is happening in this....Mulroney was smart enough to cover any or all tracks linking him to anything. He said he "misjudged". Doubtful Mulroney will run for PM again and this had nothing to do with the current Harper Regime....so who cares!?!

I'd take $300K to lobby on behalf of some company gladly! ex-politicians, retired beaurcrats do it all the time. Should we have an inquiry everytime? Funny part is the darn vehicles were never built! So looks like Mr.Shreiber is just mad he's out of pocket.

Now he is the scumbag who is wanted in Germany on charges and as the lying con artist he is he is doing EVERYTHING he can to stall his inevitable extradition.

16 years after the fact, the political left of this country is still trying to smear a former prime minister who has been through every process imagineable. Face it people. While Mulroney's judgement (after leaving office) was deplorable, and his accounting practises poor at best, his dealings with Schreiber broke no laws. That's why he's never been to trial. (Still think he should be heavily fined, and charged interest for failing to declare the Schreiber $$$$ to the tax man, however)
So tell me again why Canadians have to ponie up $14 million to reveal "NO NEW INFORMATION"? Lets let Mulroney spend his golden years living with a damaged reputation. And lets turn Schreiber over to German authorities, and end this Liberal/NDP farse.

My entire family were Liberals for decades and even during the Mulroney years.

However, I always agreed with his stance on the GST and Free Trade.

Mulroney had the guts to introduce the GST. Eventhough, the PMs since WWII knew they needed a federal tax no other Conservative or Liberal PM had the nerve to introduce the GST.

It would have been suicide for any PM to introduce the GST, AND it was.

Remember our country got stronger in the world when we increased our taxes. It affords us with more money to do things on a social and infrastructure level.

Mulroney’s a business man; has always been a business man and will always be a business man. Seems to me he was doing business man stuff and nothing more. Who cares? If his testimony is needed any further, he can give it via webcam. When did Mr. Schreiber bedome a Canadian citizen? As I recall, a few months ago he fought successfully to delay his deportation (or extradition) to Germany. It was abvious that he would do anything to avoid this. Then after giving his testimony, he gained yet another delay, on the grounds that his presence was still important to the enquiry. I was really surprised that the authorities fell for this ploy. Now, scant days later, he is quite casually described as a German-Canadian. Does this mean he does not have to return to Germany to face charges there? I think if Mr. Schreiber now has Canadian citizenship, there ought to be full disclosure as to how he acquired it.
Also note the comments of those who have had to wait months for surgery.

Whether Mr. Mulroney was right or wrong, the idea that political corruption is not a matter of public interest is absurd. People who are entrusted with power over public spending should not be taking piles of thousand-dollar bills from arms dealers. The public has an interest both in knowing what the government was up to and to ensure that any wrongdoing is revealed and submitted to the justice system.

The more Conservative spin-meisters claim there's no story here, the more it looks like they want to cover things up. There may not be a lot of results from the inquiry, but it should be allowed to run its course.

questions I would like answered:
If Mulroney wanted to avoid the same Airbus suspicions people had of him, then why didn’t he make sure everything was documented?
Any consultant working for any company would have a signed contract. Where is it?
The amount of money paid or received is irrelevant. No above board company would deal in cash. Why didn’t Mulroney realize this immediately?
If this was legitimate business dealings, then why did it take so long for Mulroney to declare it on his income tax?
If Schreiber is a legit business person, where are his records?

Listening the live broadcast this morning, I was once again dismayed at the constant references Mulroney makes to his family for what seems to be an attempt to gain sympathy. Mulroney has been around the political arena for quite a while and is not naive. Whatever he did or did not do, he alone has to answer to it.

This inquiry also highlights the financial significance to politicians to lobby for a manufacturer. A fiscally disadvantaged Province has a tank manufacturer opening a new manufacturing plant there and it is described as a big win (jobs) for the Province! Apparently not as much of a win for the Province as for the consultants and other "promoters". They stood to gain so much more.

It's true that we're spending millions (not billions, Margaret) on this, but it's money well spent if we can send a message to all politicians that they can't take cash in brown bags for influence peddling and expect to get away with it.

Even if Mr. Mulroney is innocent, the message is clear: you must not only be honest, but be seen to be honest as well, if you expect to lead this country.

We busted the Liberals for Ad Scam, as we should have. Now we're showing that corruption exists in both parties, and that the Canadian people won't put up with it.

Because if you're willing to use your "bordom" as an excuse not to pursue this matter, then please never complain about the political system or politicians again.

If Mr. Mulroney had recieved a cheque instead of cash and had reported it as income the year he recieved it, we wouldn't be shelling out tax payers money for these inquires. Why would a well educated man and former pimie mister deal in cash only with no paper trail? That's why all the suspitions. For those who try to excuse their partisan support for the Cons smear campaign of Dhalla, then be aware that you have lost any credibility when discussing Mulroney. Either the inquiry into ethics is legitimate or not. You can't pick and choose based on party affiliation.

"Adscam" that the Cons jumped all over was an "after the fact" inquiry as well, but apparently it was very relevant at the time, according to Con supporters.

Sorry folks, you either believe in transparent government or not. You can't draw the line between parties or risk becoming irrelevant to this discussion and marginalized as hacks...

Mulroney's policies gave the Liberals the tools needed to put Canada in a good fiscal position.

Remember the GST? The Liberal's promised to scrap it to get elected then realized that it was needed and didn't.

Mulroney inherited a big deficit from Trudeau. True, it grew under Mulroney but in ratio of the GDP, much lower when Mulroney left than when he came in.

Mulroney enacted tough policy during tough times. The Liberal's stole money from EI to manufacture surpluses.

If any normal citizen neglected to claim $250,000.00 until after the person who gave it to him was begining to be investigated and had actually been arested something is up. This whole situation is very very fishy. This whole thing drips with conflicts of interest and special interests. And we wonder why no one votes. They are all crook who would sell out our country in a heartbeat to make a profit. Down with all political parties. They only lead to corruption and partisanship.

For all those who think it is a waste of money to pursue this old war lord think again. It's not the misdeeds of the past that we seek to avenge but rather those of the future that we hope to avoid. However, dissatisfied people may be with the present government the fact is the latter day Conservatives have now governed for over three years and, though try as they may, the opposition and media have not been able to find any real dirt on them. Wow...6 years of RCMP investigation an no wrong doing found....if the RCMP could not find anything what makes anyone think an inquiry will???

Waste of time and money not to mention additional and unecessary grief to a former PM.

People, please read before you comment! Mulroney was no longer PM when he accepted the money, if this is true then it has nothing to do with him as a politician, it is about him as a general Canadian citizen. It is not how he "dealt with public funds", these were not public funds!! And he was not PM at the time. Was it wrong of him to not pay his taxes right away? YES, but is this a reason to spend millions of tax dollars on finding out what a private citizen did in a legal business transaction (legal minus the avoidance of declaring the money that is), NO.


He did declare the money finally and paid his taxes. So why are we still holding this inquiry? And why is Schreiber still allowed to stay here when he's wanted in Germany to face charges? In these tough economic times this is a HUGE waste of money, whether you are liberal or conservative or NDP, you have to be able to see that. If Mulroney was PM at the time, then that is relevant, but he wasn't so enough already, stop wasting tax-payers dollars on this, we have better things to spend our money on, like health care for example as the people posting about wait times in hospitals demonstrate.

The mulroney and shreiber affair was serious and needed to be investigated despite what the conservatives have to say about it. Harper's strategy of disallowing any of his caucus to communicate with Mulroney, a long standing and conservative PM is absurd at best. They like to sweep things under the rug. Not the case however with the Dhalla case that is brewing. From statements made by some cabinet members, strategists etc, it looks like they have already started a smear campaign.

To Steve in Manotick: I'm not a red-neck, I still don't think that the Canadian health care system should pay for non-Canadians to have surgery here. If he is a Canadian citizen, then yes, our health care system pays, if he's not then it shouldn't. To claim that all people that have commented on the surgery are "red-neck" is ridiculous, and labelling people this way is offensive.

And if people would read this article properly, he was approaching the Russians and Chinese not as purchasers for themselves, but as part of the permanent 5 members of the UN to purchase these for the UN. Read before you comment!

Well Mulroney served as PM in Parliament until June 1993 and was then remained as an MP until the PC defeat on October, 25 of 93.

When did he meet with Schreiber again? Keep in mind that only 2 months remained in '93....

Did he or did he not commit a conflict of interest while sitting in the house? That is the purpose of the inquiry.

Unfortunately Con Hacks refuse to look at history and therefore are doomed to repeat it...

As for the one comment that the Harpos are squeeky clean, one only has to look back at the election spending scandal of 2006 to debunk that statement...

This is nothing but a witch hunt plain and simple. Many higher ups in the legal profession (life long Liberals) have a personal vendetta against Mr Mulroney. They are using his relative unpopularity with the Cdn public to further fan the flames under this controversy. And yes, even though it was the Harper gov't that called this inquiry, they had no choice but to or face opposition parties and general public outcry. What a colossal waste of taxpayer money!

Same as AirBus. Drag Mr. Mulroney and his family through years of stress for nothing. Same as AirBus, no charges were ever laid or will be. Airbus cost us 14 + million in damages, not including the millions spent on resources for that little persecution. What's the total cost of this one going to be in the end? All because of Liberals hoping to dig up dirt and smear reputations. Hope Ruby Dhalla gets the same treatment. The difference is she may have broken laws and Mr. Mulroney hasn't. Time for the Liberal Smear Machine to give it a rest and look in the mirror. They are a self-righteous lot when dishing it out, but they sure cry foul in a hurry when the smear is on them.

Now the public outcry comment is certainly valid. Harper has to listen to the "Boss" or face the unemployment line at the next election. If the public wants the inquiry, then ,in a democracy it is their right to spend "their" money on it.

I do agree that the Dhalla investigation is required, however does it actually merit a Parlimentary probe? Is this not a matter for the RCMP or a mere smear campaign? No charges have been laid against anyone involved (unlike Adscam and the Oliphant Inquiry), only allegations and the allegations are becoming questionable under the spotlight of investigation.

We certainly need answers, however does this Dhalla probe not interfere with what should be an RCMP investigation?

Makes a citizen wonder why a public probe is needed at this point...

I wish we could remember two things about this situation.
First of all, it was the Liberal's and NNP's purpose to sully the name of Mr Mulroney, in essence to try to discredit the Harper government. Secondly, and it has been updated in the last few days, it was also to allow Mr Schreiber to stay in Canada as long as possible. Lies and innuendos not withstanding. I'm sure this man's legal team doesn't want this golden goose to be whisked off to Germany and put an end to their paycheck. I believe Mr Mulroney has been through enough from this mob and it is time to move on to more important matters in this county.

I know I know! This reminds me of the American governor William Jefferson who was found keeping 90 thousand dollars in cash in his freezer in 1999. Why don't people butt out of our leaders business. Not everybody has a deck that needs renovating so they have to opt for cash (see Alaskan governor & former BC premier Glen Clark).

People, $300,000 in cash is nothing to be concerned about. The only concern is the benifactor of this cash is not smart enough to place it in a savings account to earn interest. THAT makes me sad (not suspicious).

This inquiry is just another Liberal blind attempt to smear the government. They are in fact merely a regional party (Que, Toronto and some other isolated areas) that is trying by any means to get back to their "rightful" role of governors of Canada (ha, ha). It is true they feel they are entitled to their entitlements.

Lets face it, even under the best circumstances, the Liberals would not form a majority party in Canada. They'll never represent the west, nor Canadians of rural locations.

So it is in their perceived interest to attack the government any way they can, regardless of costs to taxpayers, both political and financial.

What a bunch of losers.

Yes, Mulroney asked the PM for the inquiry to clear his name, after having it dragged through the mud on a daily basis by Lib & NDPers who used Parlaimentary privelege to avoid being dragged into court.
Harper, at the time, told us that while he knew it would be a huge waste of taxpayer money, he would grant Mulroney's wish and call the inquiry. Make no mistake, this was the Lib & ND's way of trying to tie Mulroney and the PC's to the Harper Conservatives, even though they are different people, parties, and different governments.
I'm not a fan of Mulroney. And I find his judgement shameful, but not illegal. Even more-so, I can't stand seeing my money flushed down the toilet for no other purpose than political smear.
And one other thing.... Can we get Schreiber on the next flight to Germany, where a country with a "real" case to be made, can finally get to it? Perhaps the Germans can uncover the "7 (8) scandals" this idiot promised the "gotcha" hungary Canadian media.

If this is indeed the case then the man must give credit to the opposition parties for everything positive he has done (true, I find it hard to see any as of yet, but I press on...)? You can't have the glory without the blame.

This guy, as PM, called an inquiry on a former PC prime minister, who is the hero to many Eastern Conservatives. Like him or not, he has accomplished twice what the CPC has failed to do - form a majority government.

The Reform Cons can blame the opposition parties all they like, but the responsibility for this inquiry rests on the PM and his government. If they are loosing Eastern Con support it is by their own doing, no one elses.

If they were listening to the "boss" = the electorate, that is one thing, but spare us the tired old "No, it's Lib's and NDP's fault" line. It has no traction.

The tired old rhetoric about Liberal entitlement has gotten old as well. What the public is seeing on more than one occasion is an Alberta based Conservative government white knuckling on to power by all means necessary. Like the teenager who got the keys to the family car and stays out until 4:00AM because he doesn't want to bring it back.

The West deserves strong representation, but from responsible, accountable MPs, not these guys.

Honestly, Andy, I think it does. We expect that our elected parliamentarians conduct themselves in such a way as to render the requisite standard of moral and ethical behavior meaningful.

This high(er) standard for an elected PUBLIC official needs to be supported by a PUBLIC investigation of sorts. The electorate shouldn't accept anything less. I/we need to "see" what the allegations are and what the "defense" of those allegations is.

While you can surmise that I view the Inquiry into the "Mulroney-Schreiber Affair" as a bit of a farce (given the two principal witnesses and the longevity of the allegations), I fully support the objective.

Partisan politics aside, I want to know whether a sitting Prime Minister disgraced our highest office in Parliament. It matters, indeed.

Similarly, I want to know whether Ms. Dhalla abused vulnerable "immigrant" caregivers in her employ. Her refutation and defiance is entirely expected, just as Mr. Mulroney’s is (that’s politics in the Big League). Let’s see where it goes.

Transparency is key.

If it's for the German faud, etc charges, they'll have to make their own case.
If it's regarding my claim about Lib/ND smears, CPAC broadcast them everyday in member statements and question periods. It's on the public record. No further proof necessary.

Maybe in the future we can make money from these inquiries. If people want to watch them so much why don't they put it on pay per view so those of us who don't want to watch these people make fools of themselve don't have to. They all there Primadonnas. For one If I never saw KarlHeinz Schreiber or Mike Ignatieff for ten million years that would be ten million years too soon. Send Karl Heinz back to his berth place but don't charge the tax payers for keeping him here

It is disturbing that the RCMP turned down evidence being volunteered by Mr. Mulroney. It is disturbing that the Liberal government at the time deliberately denied a former Prime Minister the opportunity to present such evidence to the RCMP and launched a "witch hunt" that cost Canadians $2.5 Million. Canadians deserve better than this and the RCMP need to clean up their act before they become a law unto themselves.

How can anyone possibly insist things are above board,when you meet in hotel rooms and accept payment of thousands of dollars in a brown envelope.Also not to pay taxes on the money for years makes it even worse. How can a supposedly intelligent man who was our Prime Minister do something so stupid.There is a limit of money you are allowed to have in the States. On our trips to Arizona the limit was $10,000 dollars,so does this mean that the payment that was paid in New York was smuggled back into Canada,or different rules exist for the ordinary folks and the politians.Shame on Brian for behaving as he did,he will pay the price for the rest of his life.So goes a once respected man who thought himself above the law

One can imagine Canada is not an easy country to lead. Former Prime Minister Brian Mulroney is being raked over the coals because of a small oversight over a decade ago. Lets let this strong competent leader have some peace. It was because of him and his policies and leadership he clearly stood for is why he was elected. Some of us may have short memories. I see the progress and leadership he commanded while Prime Minister. Are our future Prime Ministers going to be treated like him because of an oversight. I would vote for him again if he threw his hat in the ring!
