Two groups of Canadians in China are being held in quarantine in hotel rooms as a precaution against the H1N1 flu, Canada's Department of Foreign Affairs confirmed Monday.

One group consists of tourists, who are being placed under "preventative medical surveillance" at the Metro Park Hotel in the Wanchia district of Hong Kong.

Foreign Affairs spokesperson Alain Cacchione told The Canadian Press that, according to Chinese authorities, it was confirmed one of the guests tested positive for the H1N1 influenza virus.

"Consular officials have been assured by local authorities that all guests are being well cared for and have access to amenities including food and communications," Cacchione said from Ottawa.

"We have no indication at this time that any of them are showing flu-like symptoms."

Meanwhile, Sophie Langlois, director of media relations for the Universite de Montreal, confirmed to CTV.ca that students with the university's Centre for Studies in East Asia have also been quarantined.

Langlois said the professor leading the students on the trip said they are being held at a hotel in the northern city of Changchun.

The students are in China to study Mandarin and are taking part in a language exchange program.

On Saturday, they had flown from Beijing to Changchun, where they were met by health officials at the airport and taken to a room to have their temperatures taken.

Peter Kent, the minister responsible for overseas consular services, confirmed Monday that 22 students out of a class of 28 are currently in quarantine.

"They were originally quarantined in a university dorm, but after complaints, Chinese authorities moved them to a hotel," Kent told CTV's Power Play on Monday.

Kent noted that the students say they have been treated well and are free to move around the hotel.

"That said, we have asked Chinese authorities for an explanation of why this happened here," he said. "They passed through Beijing with no complications."

While no one in the group has a fever or is showing signs of illness, they were told they would have to be quarantined for seven days.

The group must have medical examinations in which their temperatures are taken, four times a day.

China has not reported any cases of H1N1 flu. The only person in east Asia to have been diagnosed with the virus is a Mexican traveller who was identified last week in Hong Kong.

Dr. Keiji Fukuda, acting assistant director-general of for Health Security and Environment at the World Health Organization, was asked about such quarantines at Monday morning's daily news conference.

"I don't want to comment on the disease control actions of specific countries," Fukuda said.

"I do want to point out that quarantine, in certain situations, can be a quite reasonable action to take in specific situations. There are times when it would be reasonable and other times when it would not.

"But as we've mentioned over and over again, situations differ and countries' approaches to disease control measures are choices. There is no set recipe for how you approach disease control."

Why are they only doing this to these students? Were they in Mexico prior to this? Are they isolating other tourists etc from countries that have suspected H1N1 virus? There has to be more to this story, the students aren't sick yet they are being isolated - odd!

Watch and see if Canada sends a charted plane to go pick them up.... of course not. I will be greatly surprised if they do. Perhaps with the next outbreak of the bird flu we should show the same courtesy that they have shown, lock them up too. No if's and or buts about it!!
See their reaction!! I get it if they are sick but even then they are human and deserve to treated accordingly. Do they lock their people up when there is an outbreak of H5N1 Bird Flu which is far deadlier than this H1N1 flu going around now... not!!!

I am with those that think this goes deeper than concern about the flu virus. I wonder how closely they are being monitored and I don't just mean medically. Is the Canadian embassy involved to make sure they are not being denied basic freedoms? What right do they have to seclude perfectly healthy people? It is ridiculous.

I'm not surprised.

If they're banning pork imports and all travel to our country, then we should assume they don't want people from our country traveling into theirs. Dido for the quarantine of Mexicans in China. China does not want their own people traveling to Mexico. It should be clear that they wouldn't want Mexicans traveling into their country.

Obviously there's a lot of fear out there. There's also a lot of skeptics. Nobody is RIGHT in this type of situation.

There will always be over reactors and under reactors. But even those definitions are relative and our opinions of various reactions are bound to change as time goes by and we learn more about this virus.

This isn't just a China over reaction. People all over the world and the governments have gone off the deep end over this scare. As the saying goes "The road to Hell is paved with good intentions".

China has had problems with bird flu and the concern is what if the current swine flu h1n1 mutates once it meet with the bird flu. WHO still says we should be cautious and not let our guard down yet.
China cannot afford an outbreak, they have to take extra precautions because they don't have the resources to manage another strain of flu virus spreading throughout China.
Here in canada in less then 24 hours its the cases of the flu virus doubled.
As the cases increase the higher the chances of this strain turning into something worse.

China has the right to protect it's people however they see fit. I think Canada should have been quicker with posting the travel advisories. As a Mexican/Canadian currently spending a year in China i feel rather safe knowing that measures are being taken no matter how excessive they might seem. Also had Canada placed some quarantines, maybe the Alberta pig farmers wouldn't be having the problems they are getting now...

I think Canada must send a strong message to the Chinese and stop targeting Canadian pork and citizens for no legitimate reason.

First step is to impose trade sanctions and embargoes against China for over-reacting and targeting Canadians though they test negative for H1N1.

China, food for thought, did we quarantine Chinese citizens during the SARS epidemic which originated in China? No we didn't.

Therefore, during the Swine Influenza epidemic, you have to right to quarantine Canadian citizens.

Stop over-reacting China.

We treated your citizens fairly during the SARS Epidemic, now its your turn to treat Canadian citizens in your country fairly. Remember, what goes around, comes around.

Look at what these narrow mind people are talking about. These students are only quarantined for 7 days and not forever. Langlois says the students and their professor are being treated well, have Internet and email access and are being provided with meals.

GOOD Move.....since our Gov't has done much to stop the spread China should take the lead in quarantine all travellers.

If our Gov't had done a better job perhaps the cases wouldn't have jumped from 13 to over 100.....

China is taking the right steps and swift unlike many other countries who are dragging and spreading it around.

How can you blame the Media. Just look at the fiction other posters are creating over the fact that some students are being treated well in a hotel in China. And i would imagine that they are still learning the Chinese language. Why protest a working vacation.

Not enough detail in this story at all... Did they recently arrive in China? Have any of them been home to Canada in the last 14-21 days? Standard stoke-up by the media to raise their hit rates online and ratings for their broadcasts. There are constant context and omission problems and when it comes to capitalizing on racial ignorance and anger by this and other outlets.
Also, China has a lot of pig-chicken-duck households that present a huge problem when it comes to a brand new strain of swine flu. I think they are simply taking no chances and applying a policy across the board to eliminate ANY possibility of error given the possible consequences. Every situation like this has 12 things that can go wrong you are able to predict and 50 you can't foresee. (eg. Pig herd infection in Alberta) That is really the reason for any and all precautions.

It seems the Canadian government decided some time ago that this is nothing to get too excited about and will wait to be proven wrong... where as the Chinese have decided they will take the strongest response and wait for further information.... I'd bet there will be many more cases in Canada than in Mexico or China in 3 to 6 months. I just hope for our sake it stays mainly in the routine seasonal flu domain -- not the deadly flu domain.

There have been swine flu cases in Canada, even some involving Canadians who haven't been to Mexico. If Canada had adopted the approach to infectious diseases that China is using, there might not have been.

One of these student is a friend of mine and he says they're well treated... and I doubt he was saying that while being threatened or blackmailed... As been already written about China's salubrity standards, If the virus starts to spread over there, it is gonna be a matter of days before millions of people are infected.

Canadian in forgein countries - they are their own.

I think it is fair since our Harper Government didn't try to help some Canadian oversea in past.

Harper's government recently stated that Canadian should educated themselves that once they left Canada they are on their own.

So if your in China and flu outbreak so you are on your own and you must respect China communist's decision whether to quarantined you for time being.

At least it isn't bad as being stuck in Mexico prison.

If the Canadians are not showing any signs of the flu why are they being held in quarantine in China? It is not a bad precaution, they are just trying to prevent it from spreading into China. I think that the government should rethink this and think if they are being reasonable about this. I think that the Chinese government is being a little overreactive. A concerned Canadian. I hope that the Canadians are well.

Well, the population density in China is about 40 times higher than Canada, if anything were to spread it would have spread much faster. In the earlier stages of the outbreak the Asia media had compared the flu to SARS, so there was much panic across Asia especially since the virus can mutate into a new strain. 7 days might not be too big of a price to pay to avoid a global outbreak.

If the Canadian travellers weren't asymptomatic, I'd be more sympathetic to this ridiculous situation. Is there something we don't know? Is China also quarantining US travellers where there are more cases or is this just because an Alberta worker gave a pig the sniffles? (See 'mad cow')

I don't necessarily disagree with Chinese authorities over their actions. One must remember how populated China is. If H1N1 evolves to spread between people more quickly (once it finds its foot hole) China would feel the impact very quick. We should all know this circa SARS's outbreak in China.

It isn't just the Chinese who are overreacting. Canadians too are treating each other poorly. We returned from Mexico over two weeks ago. We have shown no signs of being ill. Yet yesterday while playing ball, my 11 year old daughter casually mentioned Mexico, a child becoming instantly afraid, phoned their father who told her to get herself, her brother, and the other children away from my daughter. The girl went to each child and they all ran away in fear, leaving my daughter standing alone in the field with no explanation. When I called the parents to inquire what happened, I was told they are afraid of the flu. I explained we had been back for over two weeks and had no signs of being ill. It didn't seem to matter. Later, the girl called my daughter informing her she could play with her in two weeks! Hysteria? Poor treatment of another? Over reaction? I think so!

There is not enough information to even comment on this story, as it is more sensationalism than factual news. With strained relations with the world, I doubt that China would take this measure without just cause. It does seem out there, but all it takes is one person to start an outbreak.

Yes, I think this story needs more detail. There must be hundreds or perhaps a few thousand people from North America in China at any point in time -- tourists, businessmen, acedemics, etc. Why is this group of tourists more dangerous than the hundreds of other North Americans who are in China at this time. Or is it the local officials in the northern city of Changchun who are over-reacting, since they dont have many foreigners there ?

The Canadian students that are being held in quarantine are not in prison, or a cramped hospital or any of the other horrifying images you'd think when you hear the word quarantine.

These students are being held as the only GUESTS in a great hotel where they are being fed and treated well.

This whole situation has been completely blown out of proportion. The worst thing these students have to deal with is a little bit of boredom.

Wow we have a bunch of whiners in this weeks comments. They are being held as a PRECAUTION. Just because they are not showing any signs or symptoms yet, doesn't not mean they can't and will not spread this to others. Lets take chicken pox for example, you are most contagious 7-10 days BEFORE you break out into all those spots, then people start freaking out, but yet it has already been spread. Ya it sucks that these students are being quarantined, but their basic needs are being met and then some. So people.....quite whining and learn how diseases and illnesses are transmitted first before coming here and asking why "healthy" people are being watched.

For those Canadian who never travel to Asia - especially China, there is a note to take in this case.

It might sound terrible for Chinese to "lock up" our Canadian students at the hotel.

But China has such a big population and crowded density plus the climate is getting hotter now, they just don't want to take a chance!

This is only a 7 days stay. Take the most out of it. Relax, enjoy! It will soon be over with!

I truly feel for you. Back on 2003 when the SARS was breaking, I was in line at the check out of Dominion.

I started to cough and everybody turned their head towards me. I am Asian. I immediately had to tell them that "No, I did not go to China. My Canadian passport got expired! I was in Toronto for the whole time."

Yes, people are very over react nowsdays! Because we all only live ONCE! Nobody wants to get sick or even die! Can't blame them.

Be patient. It will be over with. Then something stronger will come out again! Never ends. Do your best to protect yourself and your family.

I believe Canada should have done the same when there is a virus propagating. Putting on quarantine everyone with symptoms arriving from the outside in addition to isolating people with symptoms inside for a few days and everyone who has been in close contact. Not only arriving from Mexico. Unfortunately I believe it is all about money. China can afford doing so, but Canada I am not convinced. So far the only measures we have seen in Canada were cleaning tourist shoes and asking to wash hands.

I was in China working for 5 years, during SARS, where WHO tried 4 times to get in to China, but was not allowed, as they "did not have any problems", they said. However we -the foreigners- were stopped frequently on busses and trains, because people had been told by the Chinese government that we all had it. Some of my friends are doctors, and was told by the government that if they said anything to the foreigners about SARS being in China,
they would loose their jobs. China most always look good, so if any other country has annything like the swine flue, they want to show the world that they are pro-acting. Shame on them for quaintine the Canadians- but not one bit suprised

Those that decide to travel during this time of uncertainty should be aware that they will be subjected to the visiting country's decision on how to protect it's citizens. Overreaction?? Maybe yes, maybe no.....WHO was considering a level 6 today but decided against it at this time. So who is to argue with WHO's concerns. The flu is not a big deal, then please go to Mexico for a week. Don't wash your hands, brace the children there. Try it out and see how strong your body is. Let's do it and prove it to the work H1N1 is not deadly at all.

Pre-cautionary is good. These students are treated well, Chinese gov't contact Canada embassy first for this. The students are allowed to call home, well fed, have the whole hotel to enjoy. They can play cards, read a book, watch TV (there is English channel in china's hotel). China is much better than before. Their action is excellent in terms of protecting their citizens.

FACTS:

1.All Chinese passengers from Beijing or Shanghai were quarantined in Vancouver for three days during SARS.

2.In Canada, the confirmed cases jumped from 13 to 101 in 5 days.

3.The action is done by a Chinese provincial government, not national wide

4.One passenger from Mexico was confirmed with H1N1 in Hong Kong. Two days later, all passengers who had boaded on that plane were put in quarantine. So they are not just do this to Canadians.

You can ask Harper, see he will send a plane to pick up all Canadian under quarantine.

I don't understand why you are criticizing Hong Kong for their actions. They take infections extremely seriously and these travelers would have known that if they read up on their destination.

Before I visited Hong Kong I was well aware that if I entered the airport with a fever, I would be quarantined.

If you are aware what actions the country you are vacationing practice than this would not be a big surprise.

This is not something new and the media is blowing this out of proportion.

The top official from "WHO" she is from China.

In the interests of fairness and equality we should start treating China the same way they treat us. When they send poisoned food or children's toys to our country we should immediately quarantine all Chinese goods and send them back to China at their expense. When sick Chinese show up on our shores we should quarantine all Chinese in Canada at nice hotels and give them a bill for it all. When disease shows up in China we should ban imports and visitors until we are satisfied the danger has passed. When they disrespect us we should disrespect them. At the end of the day we don't really need anything produced in China. We all got along fine without their cheap crap before.

It seems whatever China do will incur complains. I think we should be objective.The facts is here:
1.All Chinese passengers from China were quarantined in Vancouver for three days during SARS.
2.The Mexican in Hongkong has be confirmed with H1N1 flu. What do you want the local authority to do? Let him shopping round the streets?
China did right action to deal with the flu. All the people in the hotel potentially will infect the public.
What the Mexico's reaction is definely overreact. Why there are other countries doing the same quarantine measures and Mexico just complain China? This is really interesting.

I keep hearing the use of communism in China. There are no more communisms in China than in Canada or for that matter USA. We are live in mixed economies.
And then there is the freedom of speech. During the Bush post 911 era, there may still be democracy but there is no freedom of speech. So please cut this nonsense out.
I also sense that some of those who disagree with the quarantine in China will be more than eager to quarantine the Mexican.

To be held in a stinky hotel for 7 days isn't being treated well. Why are they systematically taking these vacationers to a hotel and holding them there? Why not just bar travellers to China before they depart? A dozen Mexican were held as they got off their plane and although none are showing signs of this flu they nevertheless have to languish in a hotel in china. 7 days - $2500 for a flight to China only to sit in a hotel? Only a communist mouth piece would see nothing wrong with that. Cancel the flights to Mexico for gods sakes!!

CTV News Staff clearly know nothing about China and couldn't provide anymore background information.

The facts are:

The quarantine is a provincial measure and not part of a national plan by the Chinese government. The quarantine doesn't target Canadians.

Jilin Province has a large Korean population and has close economic ties with Korea.

South Korean has recently confirmed first H1N1 case.

The city of Changchun is very friendly to Canada. They even have a college named after Canadian Doctor Henry Norman Bethune.

Canadians shouldn't fan the flame of hate towards anyone.

who is over reaction? The chinese government or the people that think there are something under the disease or this action reflected how bad or lack of human right chinese government is? Let me just point out several facts:

1. Chines have more than 40 times population than Canada, Beijing is even more crowed. If the disease spread, that would be a disaster (both china and world)
2. China is still a developing country, who can not afford a outbreak.
3. Swine flu could spread even people without any symptoms.
4. Chinese suffered from 2003 SARS, they learned lesson from it and awared they should do whatever they could to prevent spread.
5. Student are in luxious hotel and treat well just in 7 days.

Please be nice, and take off your colorful glasses. Don't put any thing in the wrong categories just because done by Chinese government.

China is not the mindless dictatorship it once was, but human rights progress in that country will remain slow, partly as result of local culture and tradition. And over coming decades, China will throw its weight, money and buying power around, so get used to it. The powerful alliances of the west will not prevail against this megapower. The abduction of foreign nationals for health reasons is only the tip of the iceberg.

On the upside, with close to 20% of world population, the Chinese cannot be blamed for being a tad over-careful.
