Kenney fires back at U.S. security boss over remarks

The U.S. Homeland Security chief has made controversial comments about Canada's immigration policy that are being slammed as "factually inaccurate" and "wrong" north of the border.
Speaking in Washington Tuesday, Homeland Security Secretary Janet Napolitano seemingly slammed Canada's immigration policy saying, "Canada is allowing people into our country that we do not allow into ours."
She made the comments hot on the heels of another contentious remark she made, where she mistakenly suggested that the 9-11 terrorists entered the U.S. through Canada.
Immigration Minister Jason Kenney fired back at Napolitano on CTV Newsnet's Power Play Wednesday.
"That's absolutely wrong. Ever since 9-11, and before 9-11, Canada has co-operated with the United States on issues of continental security, including as it relates to immigration. As the prime minister said when President (Barack) Obama was here, we view any threat to the United States as a threat to Canada," he said.
Liberal MP John McKay attended Napolitano's speech in Washington and called the comment an "eye roller and a little distressing."
"Apparently, our trade policy is going to be dependent on our immigration policy," he told Power Play Wednesday.
McKay also criticized Napolitano, a former Arizona governor, for not visiting the U.S-Canadian border in the first 90 days of taking her job, and for focusing more on security than on trade.
He also extended his criticism to include Obama, something few Canadian politicians have yet dared to do.
"If this is change to believe in, well, I think we better review our belief in President Obama," he charged. "We still hold a candle for President Obama and wish him every success, but to include these types of comments 90 days into the administration and such gross, factual errors, we half expected it out of the Bush administration, but it means we have a lot further to go than we ever thought before."
Liberal Leader Michael Ignatieff is set to hold private meetings with Obama's inner circle this week.
9-11 comments
Earlier this week, Napolitano seemed to say during a media interview that the 9-11 terrorists came from the Canadian side of the border, much to the chagrin of Canadians on both sides of the border.
In a release Tuesday night following the interview, she called Canada a "close ally and an important partner" and said she was simply misunderstood.
"I know that the September 11th hijackers did not come through Canada to the United States," she said in the statement.
"There are other instances, however, when suspected terrorists have attempted to enter our country from Canada to the United States. Some of these are well-known to the public -- such as the Millennium Bomber -- while others are not due to security reasons."
Ottawa rushed to defend its border security on Tuesday amid the diplomatic scuffle that broke out over Napolitano's earlier remarks.
In recent years, Ottawa has invested a great deal of effort into dispelling perceptions among Americans that Canada's border is an easy entry point for terrorists planning attacks on U.S. soil.
"Unfortunately, misconceptions arise on something as fundamental as where the 9-11 terrorists came from," said Michael Wilson, Canada's ambassador in Washington.
"As the 9-11 commission reported in 2004, all of the 9-11 terrorists arrived in the United States from outside North America. They flew to major U.S. airports. They entered the U.S. with documents issued by the United States government and no 9-11 terrorists came from Canada."
Wilson, who was the keynote speaker at the Border Trade Alliance meeting in Washington on Tuesday, said Napolitano's staff attempted to tamp down the controversy by blaming the comments on a simple misunderstanding.
"Her comment from her people is that she misunderstood," Wilson said, adding that he was planning a personal meeting with Napolitano in the near future.
The furor began when Napolitano was asked to clarify statements she had made about equal treatment for the Mexican and Canadian borders, despite the fact that a flood of illegal immigrants and a massive drug war are two serious issues on the southern border.
"Yes, Canada is not Mexico, it doesn't have a drug war going on, it didn't have 6,000 homicides that were drug-related last year," she said.
"Nonetheless, to the extent that terrorists have come into our country or suspected or known terrorists have entered our country across a border, it's been across the Canadian border. There are real issues there."
When asked if she was referring to the 9-11 terrorists, Napolitano added: "Not just those but others as well."
However, Public Safety Minister Peter Van Loan downplayed the comments and said that Napolitano is well aware that Canada was not the source of the 9-11 terrorists.
"We spoke about it back in March, and we were sharing a chuckle at the fact that the urban myth does circulate," he told CTV's Power Play Tuesday.
"Ms. Napolitano understood quite clearly, then and now, that none of the September 11 terrorists came through Canada, as the 9-11 Commission found."
Still, that positive outlook wasn't shared by other Canadian officials.
On Tuesday afternoon, RCMP Commissioner William Elliot expressed frustration with the comments during an interview on CTV's Power Play.
"I was somewhat surprised and disappointed," he said, adding he hopes the misconception has been cleared up.
"I understand and am happy to hear that she has issued a statement acknowledging that that didn't happen."
But Thomas d'Aquino, president of the Canadian Council of Chief Executives, decried Napolitano's comments on Tuesday.
"I am a longstanding friend and ally of the United States, but sometimes failures in our two-way dialogue cause me to shake my head in sadness and dismay," he said in a press release.
"The claim that some of the 9/11 terrorists entered the United States from Canada is, quite simply, a myth - an urban legend that began with a handful of erroneous media reports in the days following the terrorist strikes."

I applaud the budget, even though Health Care and education may stay unscathed. Sadly this cannot last and I worry to later this year where cuts will become enviable. If anything, this provides the Wildrose Alliance plenty of ammo when an election is called.

I have no problem with a proactive, intelligent security system. However, when the head of the security agency displays such ignorance, one can only surmise that the system is riddled with misinformation.
The consequence will inevitably be inefficiency in our cross-border dealings as the US compensates for the deficiencies in their knowledge.
In other words, instead of them having to learn the facts, we will pay the price of their continued ignorance in continued and increasing delays and outright screw-ups at the border.
And forget about those wrongfully placed on the no-fly list - there is no way that an organization so allergic to facts will ever make the effort to right its wrongs.
That said, I just love Americans as individuals. It is remarkable, though, that such wonderful, intelligent and inventive people can coexist with such institutionalized inefficiencies.

Ms. Napolitano as head of this organization showcases my best example of this.
This department has been nothing more than a white elephant department set up to give the illusion that a special organization has been tasked with protecting the lives of Americans.
In reality they have trodden on the rights and freedoms of Americans, all the while insisting on creating a climate of fear with visual tools relayed through mass media. (color bars for the level of heightened awareness over the possibility of some general attack that may or may not be imminent)
This joke of an organization I thought would be eliminated when the Bush cartel left office.
They have FBI, CIA, DEA etc etc etc etc and none of these organizations can get their security in order...
I say it's time Canada zipped up it's border and moved!! Tired of having neurotic, paranoid, undereducated (in Texas case) plain dark age thinking, rednecked neighbors.

Incorrect statements at key points can never be erased from collective memory -- no matter how wrong prove to be. For example 90% of respondents still believe key elements in initial news accounts which proved false. The false Canada 9-11 connection will live on and perhaps even grow more widely believed is because of stories such as these. One has to wonder if this is just stupidity -- or if there's an agenda to this rhetoric.
Perhaps the Obama administration fears appearing "soft" on National Security and to prove more toughness has decided to take some cheap shots at an easy target -- rather than go after a much harder one. Notice there's been no action on the bring Bin Laden to justice campaign promise.

Uh, as far as I know Canada is not in charge of allowing people into the United States of America. Now, if the quote was supposed to be "Canada is allowing people into into Canada that we do not allow into ours", she would be correct. Castro, for example, is not allowed into the US unless it is to attend a UN function.

This woman is not well informed,is pandering to Mexican interests,and is expressing a view that Hillary Clinto also put forward.
That said,it is clear that Democrats will always be Democrats.Special interst groups and lobbyists in the USA demand theur due there in the same way they lobby Liberals here.
We need high level and very public responses to this kind of misinformation in the USA.But we have to do it without referring to the US administration as morons and we need to be as diplomaitc as is possible.I doubt that will get us all of what we would like,but we should not fan the fires of American protectionist forces.That only gives them more reason to start a real trade war.
Also,we should quietly go about reducing debt in Canada,looking for other markets,and building infrastructure to get our energy to other markets.A pipeline to the west coast would make Alberta oil very accessible to China.Another refinery would likely help too.Value added to crude oil before we sell it.
But be aware,the USA does not like to be labeled as protectionist.Democrats will go this route,but hide their protectionist tendencies by using non tariff barriers and by disguising trade barriers as environmental policies.These are tough times,and every industry there will be lobbying for borders closed to Canadian products,and Congress can be very creative with their excuses and their "spin".
Like it or not,we are in for a rough ride.They need China way more than they need us.

Honestly, how stupid is this? Why should the US even care whether Canada lets people into Canada that the US wouldn't let into the US? It is their own responsibility who they let in at their borders, and that includes the border with Canada. If their border guards aren't able to keep out the people they don't want then I believe they have an issue with their border guards, not our immigration policies. Who we let in through our borders should be irrelevant to them and they have no right to assume they can dictate our immigration policies to match their own.

There are serious issues on the US - CA border and Canada knows it. Our own international gateways are absolutely porous and we expose ourselves to hordes of unwanted economic migrants who show up here as refugee claimants. There is the inevitable spillover of some of these into the US. Until and unless we get a grip on ourselves it will be quite natural and reasonable for Uncle Sam to get a grip on ALL of us, no?

Oh, I also find it interesting that America has more "hate groups" and armed militias than anywhere else. I don't suppose they are terrorists. Must have come from Canada.
Lastly, when I go to the border, it is an AMERICAN border guard asking me questions and they seem to have access to my records and activity. What I can't wait for is seeing the 6000 to 10,000 or so troops walking, riding horseback, and flying over our border only to find it full of Bears, Beavers and Mosquitos.

You correctly comment that Americans are too America-centric and ignorant of the rest of the world; however, I've noticed from comments in news articles throughout the world that most Canadians never miss an opportunity to bash Americans. In the last 20 years, and especially in the terrible aftermath of 9/11, America has had to deal with various terror or illegal criminal groups, originating in Canada, seemingly with impunity!
The "Millenium bomber", Tamil, Muslim and Sikh terrorists, organized crime in the form of the "Hells Angels" and now, Mexican drug cartels operating with vicious intent in Vancouver BC!
If the Canadian Government, Ambassador Mike Wilson in Washington, DC , or Opposition politicians et al emit moral "outrage" or provide media spin regarding Napolitano's comments, its probably becuase they're focused on the next election and the necessity of capturing those immigrant votes in the Greater Toronto Area (GTA) to win a coveted majority in Ottawa!
Older generation Canadians, dealing with a cratering economy, rising unemployment and a dearth of jobs outside of the major cities, are collectively ill served by the politicians at Queens Park and Parliament Hill who pander to the immigrant vote rather than in looking after the rest of us, properly!!
Hence the porous border with our American neighbour,
"politically-correct" policies that allow 200,000 Asians into Southern Ontario each and every year, and the cynical dismissal and cries of "racism" by politicians and special interest groups regarding a debate on excessive immigration, crime, terrorism or any questionable policies, emanating from Queens Park or Parliament Hill!

As Mike stated in his talk its the US immigration how lets people into their country. How can Canada, Mexico, UK, France, ect... be responsible for the USA allowing persons into their own country.

My intention is to slam americans in general… after all americans in general refuse to learn any world politics, culture or even geographical locations, they continue to vote power hungry greed mongers into office that “in general” over throw and rape smaller counties of the natural resources and wealth (Canada included), and the fact that they are ignorant is no excuse. True that it may be some americans are nice… but the vast majority see themselves as superior to the world.
Personally if I was in charge of immigration laws the ONLY citizenship I would bar from immigrating to Canada would be the americans.

Anyone in the US not living near the border are under the impression our custom officers let the people into the US. We don't even see the Canadian custom officers until we return home...Going into the US we speak to the US officers and they decide whether to let us in or not ! Why don't they educate themselves before putting the blame on Canada !
