The Ontario Provincial Police will be conducting an "intensified" ground search and house-to-house canvass Saturday for a missing eight-year-old Ontario girl.

Victoria (Tori) Stafford of Woodstock, Ontario went missing nine days ago. The case only officially was called an abduction Friday morning.

The OPP will be conducting a search of local water ways and will be reexamining many of the areas previously searched by local police.

"This is normal procedure to ensure that we don't miss out on any pieces of evidence that will lead us closer to Victoria's whereabouts," OPP Inspector Bill Renton, who has taken over the investigation, said in a news release Friday night.

The OPP officially took over the case Friday morning.

The Oxford police have been criticized for their handling of Tori's disappearance. Some have said they should have immediately issued an Amber Alert -- an urgent bulletin notifying the public and the media when a child has been abducted.

Oxford police say they acted as quickly as possible with the facts they had. They say they were notified of the girl's disappearance at around 6 p.m. on Wednesday, April 8. Before midnight that day, police in other jurisdictions were notified, and by 3 a.m., a notice went out to the media.

Oxford Police Chief Ron Fraser told reporters Friday that no Amber Alert was issued because they had no evidence of a possible abduction on the day of her disappearance.

The day after Tori's disappearance, police obtained a surveillance video from a nearby high school that showed Tori walking with an unidentified woman in a white coat. The third grader appears comfortable with the woman and seems to go with her willingly.

No one, including Tori's estranged parents, has been able to identify the woman in the grainy video, who has long, dark hair and appears to be in her early 20s.

Mother hopeful

The mother of missing girl says she has a feeling that her daughter is alive and that something has shifted for the better in the investigation.

"I think they are closer," Tara McDonald told reporters in Woodstock, Ont. on Friday of the police's efforts. "I don't know why, I don't know what the reasoning is. But I do have a feeling that they know something. They just can't let it out ..."

Renton told a news conference Friday that after analyzing all of the evidence they have found so far, "we are now considering this case a child abduction.

"This will have no bearing on how we deploy our resources or change the focus of the investigation. Our focus remains to find Tori," Renton said.

"To the person or persons responsible for this horrendous crime, I want you to know that the Oxford Community Police are committed to finding Tori. The OPP, along with all police services across this province and nation, are following the evidence that will lead us to Victoria Stafford. I encourage you to do the right thing and bring her home."

Renton wouldn't be specific about what evidence had led his team to upgrade the investigation from a missing person's case to an abduction.

"To try and articulate to you now the evidence that has taken us there would certainly hamper the integrity of the investigation and any subsequent action we might take," Renton said.

McDonald was happy to see the case considered an abduction and to see the OPP involved, but said she didn't think the Oxford Community Police have done a bad job.

McDonald said she had "no idea whatsoever" why someone would target her child.

"In Woodstock, it's a small town, so not everyone's going to like you. But I don't feel like I have any vindictive enemies," she said.

Renton said Friday they are closer to identifying the woman in the video.

"We have a pretty substantial direction in that regard," he said, "but to say anything more would be rather irresponsible."

McDonald said: "I hope it's a stranger. Because I don't think I would let anybody into my life or into my circle that would do something like this."

Rebecca Stafford -- sister of Rodney, Tori's father -- has said her side of the family thinks Tori was taken by someone the little girl knows.

Following a massive search effort by volunteers and police, Oxford police called off the ground search Monday. 

Fraser defended his team's investigation.

"Our job is to follow every evidence and to take it where it leads us, and whether described as a missing person or abduction, it makes no matter; the investigation is the same process," he said.

"Either way, the matter has been investigated appropriately from the outset."

Were there no other video surveilance cameras working anywhere else? The women is wearing a white coat and white boots which makes her stand out just a bit, for pete's sake! She must recognize herself so why not come forward? Britain is on the right track with public surveilance cameras

This case should have been treated as an abduction in the first place. An eight year old that does not come home from school after being seen leaving with someone she obviously trusted is not a "missing person". This Mystery Woman surely gained her trust and then betrayed her.
My heart goes out to Tory's family. I can't imagine what they are going through.

Unfortunately, Tori could be anywhere in the world by now. The OPP should have been in charge within the first hour of her disappearance. They obviously have a far greater reach, more resources and an expertise superior to that of a small city police department. We should all pray that this is not a matter of "too little, too late". As a grandparent of similarly aged children, I can only remotely imagine what Tori's family is feeling right now - a nightmare that doesn't go away when they wake up.

Kidnapping and harming a child and destroying the family and ruining their lives without conscience esp. if for some demented purpose is the worse type of crime any human can commit. Anyone who kidnaps a child needs to be severely punished. If its for exploitation then that punishment should be the death penalty... this is why they need to bring back the rope! It makes me recall the terrible loss of that British girl in Portugal.
That being said, lets pray that this is not the case and the girl is doing fine and that the morons who took her realize how despicable their crime truely is and simply return her unharmed to the police and her parents immediately.

The Woodstock police sound like a bunch of keystone cops, with there well we looked around, didn’t find anything, O’well lets go for a donut.
Canada should have a competent investigative arm of the RCMP for missing children.

The public alert was released at 3:00 a.m. so no one probably saw it until the next morning, more than 12 hours after the fact. That's way too long.

As a father of a 6 year old, I still can not believe what the Woodstock Police has done in this case..

- late response;

- improper assessment of the case from the beginning;

- failure to issue the popper alert;

- refusal to admit fault and correct their action instead they're desperately trying to defend their "lack of" action.

Back to the issue. When I watch cases like this,, all too often I see our keystone cops wasting those first precious hours investigating the close family,, while the criminal gets away!!

We had a murder here not long ago, the keystone cops wasted VALUABLE time investigating the husband of the victim, while the trail got cold.
The case remains unsolved, and likely will for a long time yet.

I was thinking what Steve Patterson was thinking about other surveillance cameras being in the area, and also about Google and other satellites, is it possible they were pointed in that direction at the time?
It is obvious that this woman had access to the girl somehow, for Tori to trust her. Has anyone checked out the computers Tori may have used and her friends and messenger contacts? This woman may have posed as a child on the internet, gained Tori's trust, and then went to get her after school, saying she was the fake child's mother, who Tori had been talking to...

Maybe she is a woman who lost her child and Tori reminds her of her own, and she is having a mental breakdown...

Someone out there knows someone who has a white jacket and boots...I don't think she bought these clothes just for that day? Come on people, somebody knows this lady, I doubt she has lived her life "incognito".

Abduction? What else would you call it? The child is not with her parents or family members, where she is supposed to be...of course she has been abducted!

Only a custodial parent has the right to determine where a minor should be at any given time. That parent allows the child to be with a teacher for several hours. After that, the parent has the right to determine who the child is with. Tori's mother did NOT give permission for this woman to take her child despite Tori's implied consent. It is easy to fool a child, and that's why they don't have legal right to make decisions about their welfare. This is an abduction clear and simple.

An Amber Alert should have been issued. It is not true that Amber Alerts can only be issued within a certain period of time that a child is missing. The point and impact of an Amber Alert is to get the word out to the public. The regular media notification does not come close to an Amber Alert in terms of coverage. Shame on the Oxford Police for not reacting properly in this case.

We can blame everything on the police but we don't know what has been happening behind the scene. It is a sad thing when I child goes missing but why were the police not called until after 6 p.m. by the family? If my 8 year old didn't come home at 3:30 I would not wait until 6 ... lets not blame anyone, lets pray that Tori comes home safe and sound.

KEYSTONE COPS?

The Oxford Community Police force has now, rightly, been put on the defensive in this case. Their assertion that they jumped all over this with an IMMEDIATE and proper sense of urgency still remains in question...despite this morning's press conference (which I have just listened to).

The Chief of the OCP force has indicated that whether they initially treated the disappearance as a "missing persons" case or an "abduction" is immaterial, as both are handled exactly the same. Hmm. Interesting.

Why, then, has the OPP indicated that they believe the disappearance rises to the level of an "abduction," and will be treated as such, now that they are finally fully aiding in the search? Odd. Interesting.

The Chief of the OCP force has stated that their initial assessment of the girl's disappearance did not warrant (or meet the criteria of) an "Amber Alert." Very interesting.

I'm no expert in such matters, however, it seems to me that TIME IS OF THE CRITICAL ESSENCE in disappearances of children, and that police CANNOT be overzealous given the awful consequences always at hand.

Something, unfortunately, just doesn't smell right here. Maybe I'm missing something, or getting something wrong...but, I don't think so. The press conference seemed a bit like damage-control PR.

Apparently, an "Amber Alert" requires that a child is determined to be in serious/imminent danger. It could be argued, I think, that when a child goes missing it is REASONABLE to assume that the child is in serious/imminent danger.

As a society, would we get all angry and upset if it turned out that this girl was not abducted after all? Doubtful.

As a resident of Woodstock I'm happy to hear they have bumped up the case to an Abduction. Hearing this confirms that we aren't dealing with a little girl who can't find her way home. I also believe that the Police know or have a good idea who the person is in the video. We see blurred video online. Police can enhance video to see her eyelashes and count her teeth. Watch out "woman in white coat", Police will go easy on you compared to the citizens of WOODSTOCK.

OMG.... This case should have been treated as an abduction from the start. The criteria for issuing an amber alert must change.

A child disappears and her parents don't know where she is and there is a video of her with someone else? Clearly an abduction!

I still have to question why her disappearance wasn't reported to police until 6:00pm. Woodstock is only 2 1/2 hours away from the US border. Whoever took her could have already been in the USA before the police were even notified.

To insult the woodstock is kinda harsh. I have been witnessing the turn of events since the day she has been reported missing and I find it horrible that you people seem to have the right to insult a police force that has done so much in searching for Tori. They even called in the London Search and rescue. And Woodstock is not an overly large town, and public surveillance is not something that the community is concerned about when it can go towards something else to better the town and it's people.
Prehaps those who are not in the town and do not know what is actually happening besides in the news, keeping your comments about the police to yourself would be nicer.
And I hope they find the little girl, Woodstock's heart goes out to the family.

Well, it's about time. What a stupid rule. A child goes missing and it's not given Amber Alert status immediately regardless of the circumstances? I'm sure if a policeman's own child went missing, he'd feel differently about the anal way these situations are handled.

What about Tori's friends? Didn't anyone of her friends see her leaving with this unidentified woman? Maybe Tori told a friend who this woman might be and about the meeting after school?
What school releases a child to an unknown person for pickup?

As the spouse of a Woodstock police officer it angers, frustrates and saddens me that people are so quick to judge what the officers have been doing. Police officers do not make laws they enforce them. I know that watching a season of CSI makes everyone an "expert" on law enforcement but let's try giving our officers the support they need to bring Tori home safely. If you don't agree with the stipulations for an Amber Alert I suggest you lobby your local MP's office for a change. While we are all curious as to what the police may or may not know, releasing that information would be detrimental to a serious case like this. Please remember that while we are sleeping safely in our beds police officers are working around the clock to try and keep our cities and towns safe.

It is really sad situation but I cannot come to understand police actions. How could they wait and sit idle while an 8-year old is missing. Even if an 8 year old leaves willingly it cannot be allowed and at least not by police (To Server and Protect).

I hope they find this young child unharmed and unit her with her parents as soon as possible. However, there must be some police internal investigation or review to not only determine what went wrong but to punish anyone who dropped the ball on this case. How can an average person trust police to help them with these kinds of results? Why weren’t there any amber alerts? Why was this case not made national through media and all other venues? WHO WERE THEY REALLY PROTECTING …

I pry this child is brought back in good health and spirit. May God help us all.

How could the evidence that they had in the first place, not have been of a possible abduction if the parents had no clue of who the person was on the videotape?
If non custodial parents take children away from their guardians without the permission of the legal guardians, it is considered an abduction (i think), so how could this have possibly not been seen as a possible abduction just because she appeared to go willingly with this subject (no.#1 suspect).
Is trickery not one of the classic approaches that are taken by abductors of children?
I am considering the deep emotional pain that this must be causing many people.

I hope that OPP can pick up the slack after the time lapse.When the female member from woodstock said that it was not an abduction because there was no apparent struggle, I thought it very odd to come out with a statement like that, seeing as we don't know what threat the young girl was under???

I really do not understand the way this has been handled. It shows on the video that the child is with someone and has not been seen since the video recorded them. Does this not mean she was abducted? Is it not common sense that she did not run away but was led away by someone that did not take her home. This case has been made into a farce at the expense of this childs life. Is she missing or has she been abducted. It took them over 10 days to figure this out. What a sad situation.

1. no child under 12 should be left to walk home alone .
2. no child should be left unattened. even in the back yard of their home.

As long as these things happen parents should watch carefully .

There should be a rule that an Amber Alert be called within two hours or less when a child goes missing.
In the U.S. the F.B.I. is notified after the two hour mark if the child is not found by then. It would be a good thing to notify and involve the R.C.M.P. too as they can also deal with any additional far-reaching juristictions and mobilize police in a broader base even internationally.

It would seem to me that one should not simply follow a policy where missing children are concerned. Common sense would indicate that given the circumstances, they were dealing with a child abduction, any and all appropriate action should have been taken immediately. We can only hope that this little girl is returned safely home.

I'd like to know what took so long in calling it an abduction...an eight year old doesn't run away from home, and she doesn't leave for more than a few hours without checking in regardless of knowing the person they left with or not. You would think that after the first day of not hearing from her that they would think something was wrong, and it wasn't a simple case of a little girl gone with a "friend".

I love how every reads the news articles and assumes they are 100% correct. Let's not assume the police service didnt do everything they should have when half of you dont even know the way the system works. the important thing is that all these officers are working to find Tori. Instead of bashing them we should all be trying to helping in anyway we can and pray for tori to come home safely.
None of us have been given all the evidence the police have. So none of us can comment on why an amber alert should or should not have been put out. If all they have for a descriptor of the female is a white coat then that is not suffice to issue an amber alert. How many people own white coats and have a little girls. EXACTLY too many to count.
So again, why dont we all focus on the good and positive instead of the negative. Everyone is so quick to point blame... the person to blame here is the person who has Tori. Not the people who are giving up time with their friends and their own families to help find this little girl. They need your support, not your blame and accusations.

Regarding to EW, Tori's case is on AMW, and her case can be found on the website.
Appropriate measures are finally occurring in this case. And chances are she isn't anywhere in the world, crossing seas would be difficult for the abductor and Tori to cross because of security and passport regulations, same goes for crossing boarders into the States. The abductor would have been questioned at the boarder, and would have been asked for proof regarding to who the child is, and why the child is with them.

I also agree with the fact that maybe Canada should take advice from their neighboring country in their protocols of missing children. Even if a Amber Alert was sent out, and later Tori was found to be safe it's way better to be SAFE than SORRY. Which is what is occurring now. Legislation should consider revamping protocol for these situations.
AND Woodstock Police were only following their protocol, there should be no blame put on them!

Was this Tori's usual route home from school? Have past days/weeks videos' been looked at to see if the girl in the white jacket also walks this route daily? just so many questions and very little info going out to the public, maybe they are on to something??

It is so very unfortunate that the vast majority of posters on this story are bashing the Woodstock police force.

Obviously they have no clue whatsoever of how to carry on an investigation of this type. Have any of you heard of "keeping your cards hidden" from the other player? But no, you would rather the police show their hand on national TV to the person responsible to aid this kidnapper to know their every move. DUHHHHHHH!!!!

The stranger walking with Victoria may have had a car waiting for her. Everyone knows that within the hour as police are being alerted in no less time a small city can be searched. This little girl may be in a city suburban with less visibility to others.

I support the police but really over a week to call it an abduction, we are not stupid. The "common joe" knew that the second she went missing. Involve the public do not say it is a police matter and we are investingating, lot of good that did.

I hope the old and tired attitude that folks in this and other rural Ontario regions maintain, ie that they don't need anyone from the big city sticking their noses in their business, didnt cause delays in this investigation. 9 days later: it is about time!!!

I am not a criminal investigation expert but I can clearly see that many mistakes were made from the beginning of this investigation.

Seemed pretty clear and obvious to everybody on the planet (since the story broke)this little girl was abducted. How can anyone justify it as being anything less. As someone who lives in Woodstock..it must be nice to have 20/20 hindsight and be able to sit and judge only what you get from media clips across the country. Like others have said, our police force has done everything the right way..insulting them isn't going to bring Tori home. This town has shown it's true colours as the 'friendly city' by the amount of support shown for her and her family...and as for the surveillance cameras...that camera was perched on the corner of a highschool, which is located in a residential neighbourhood. How many neighbourhoods do you know have cameras located on every corner? Give me a break! Come home home soon, Tori, we're all praying for you!

A friend of mine and I were talking about this the other day. An amber alert should have been issued in the beginning. It may have looked like she knew the person she was apparently walking away with in the video but that woman could have threatened her and Tori could have been scared.

The way this has all been dealt with is ridiculous and I feel for Tori's family.

I hope Tori is found safe and sound.

When I saw the video of Tori walking with that woman, it gave me goosbumps...This is an innocent child, I don't think she went with her willingly, that woman could have told her anything, to me that is considered abduction. I can't believe no one was able to recognize that woman, at one point it looks like if you can see her face in the video...I pray every day that they find her, I have 2 small children and it scares me to think if ever something like that would happen...What kind of world do we live in.!!!!!

I just read through most of the comments and find the bashing of the police department deplorable. You all want a scape goat because this type of situation scares you - it is a tragic state of affairs, and I sincerely hope that they find Tori safe and sound and that the "woman in the white coat" be brought to justice. That said, give the police a chance. This is a small community who are not used to this type of thing not Toronto or Vancouver for pete's sake where unfortunately these types of things take place more often. What a sad world we live in, full of depraved people who want to take advantage of the young and innocent. The most heinous of crimes out there. What is this world coming to and where is the justice system that seems them properly held accountable?

I support the police and know they have a tough job. Don't assume that people who have questions do not support the police. It is fair to question why certain things weren't done. They may have had legitimate reasons we don't know about and that's fine. But I don't see how issuing an Amber Alert immediately would be showing their cards or wrong.

We need to stop questioning why the parents didn't contact the police until 6 p.m. Don't you think they are beating themselves up enough for this. Maybe that is their normal dinner time and they figured she would be home for sure for dinner. Who really knows what any one of us would do if we were in their shoes. I have an 8 year old girl and live in a rural area north of Toronto. This story has made us all pray for Tori and her parents and that her captors come to their senses, realize what they've done and let her go safely somewhere. I admit I have wondered why she was walking home alone - maybe I'm too protective, but I NEVER allow my 8 year old to go anywhere without me seeing her and I pick her up down the street from the bus every day, or make sure my teenage daughter does if I cannot. There don't seem to be any safe haven towns or cities anymore. What a nightmare for her parents and grandparents this is.

This is very good to finally hear. I hope and pray this means they will find Tori soon. The sad thing though, is that every day since her disappearance,I have seen little kids walking, runnning around the neighbourhood without parents watching them. Do parents care about their children I sometimes wonder? Im not saying that its the parents fault in these situations, but I definetly think that NO child should be left alone, even for a second. I'm not really sure why the child was allowed to leave school with this woman without either one of her parents giving their permission. I know that in our school district, any alternate arrangements for pick-up need to be communicated to the school office. My heart goes out to the little girl's family, what an awful thing to be going through. My prayers are with all of you.

I'm astonished that people who don't know all the facts of the case are so quick to assume that the police are incompetent. I work in security and know that the first rule of investigation is that you don't say anything that a suspect could use to further cover up evidence or on which some well-meaning citizen might choose to act and damage the case. Don't forget that police not only have the responsibility to find Tori, but to bring the person(s) responsible for this to justice, something they can only do with all evidence fully intact. We all know how the courts love to toss out evidence because it's been tainted. I'll reserve my judgment for now and just pray that this will be resolved as quickly as humanly possible.

I would like to take this moment to say to anyone who does not live in Woodstock, or have direct contact with someone who does, and whoe gets all their info from the news, to STOP blaming the police!!! NOW. They have done an amazing job. They came to my house 5 times,asking, searching for any site of Tori. Shame on all of you for focusing ALL your attention on the police and none on Tori and her family. Police were canvassing the neighborhoos hours after her disappearance, and a helicopter and K-nine unite were in town early the next morning. Bet most of you didnt know that eh. Well stop blaming people NOW and start praying for Tori and her family. Thank You, and please come home Tori.

Why are there so many laws and hoops to jump through when it comes down to an innocent person's life! Especially a child!!

A young child walking away with a stranger SCREAMS abduction!

Whether or not she "seemed comfortable" with the woman on the surveilance is absolutely irrelevant since upwards of 90% of sexual assaults against children are perpetrated by someone the child knows and trusts.

The police sure dropped the ball on this one.

If she is harmed they must bear some of the responsibility for not acting quickly enough to treat this as a crime.

I can't imagine how betrayed the family of this girl must feel not just by the person who took their beautiful daughter but by the Police who failed to act to help her.

I do not intend in anyway to point fingers but I hope that this has caused people to rethink what an appropriate age is for kids walking to school on their own. I thought it was common knowledge that an 8 year old is too young to be walking alone but I have learned not everyone feels that way. It is unfortunate that we can't trust that our kids are safe out there but that is the reality.

Thank God that OPP is now involved in Tory's abduction. I find it disgusting to hear Chief Fraser defending the actions, or should I say in-actions, of this small town police service. When a child is missing, and parents do not know where he/she is, Police need to mobilize all available resources immediately to locate the child and that should include all other police services including, and especially, the Ontario Provincial Police. If Chief Fraser has a problem with that then perhaps he might resign himself and his police service to mall security. I pray that Tory is found safe and returned to her family soon.

insulting the local police investigation is such a waste of time. all the speculation on here, jeesh. there are without a doubt, tons of things going on, about which the public has not been informed, leads they are probably following. that would do alot for their search, wouldnt it, to announce everything they know about the mystery woman? I am sure the police have followed up or are presently following up on alot of leads like friends who might have seen her, yada yada. it doesnt mean you find someone automatically. sometimes it just takes time and lots of checking out this and that. a more helpful comment would just be to express a wish that she is found soon, I would prefer seeing more comments like that. I find these ones so discouraging. really.

I have a 7 yr old daughter, and I can't imagine what her mother & father are going through right now. The local police in her town were incompetent and refuse to admit it or take responsibility for the great delay in announcing her disappearance amongst numerous other bungled items. This has cost the investigation precious time, I pray daily for this little girl until she returns to her Mom. The RCMP should be called in to assist as well as the Military, OPP is not much better equipped for this process than local police forces.

The more this case goes on, the more upset I get about it. I find it hard to believe that no one saw anything. This was a time when kids were leaving school, from two different schools. There should have been people all around that area. This is a residential area with houses. No one saw anything?! Does she have no friends? No one saw her leave the school? No one walked near her or with her? Does anyone pay attention to anyone around them? Do they all just walk around with blinders on? Have the police even spoken to the other adult who appears to be waiting for a child in the released video? Tori and the unknown woman walked right by him/her. Come on people, there is an 8-year-old little girl missing!!! Step up and share what you may have seen. Somebody MUST have seen something!

The police screwed this up from day one. The PUBLIC should be allowed to issue an AMBER alert independent of police. The Police Chief looks like he has been living at Tim Horton's, and that's the tip of the iceberg in their incompetence. strangers (18%). Strangers make up a small percentage, it is unfortunate that the media only picks up on these stories making the public paranoid and creating unnecessary fear. If the small town police service isn't used to dealing with this kind of crime, as Alex has stated in his post, then they need to set aside their pride, admit they can't, or don't know how to deal with an abduction of an innocent child, and CALL THE OPP IN IMMEDIATELY.
My heart goes out to Tory's family, friends and neighbours. Please let her be found and brought home safely to them.

Just talked to my RCMP police friend in Prince Rupert. He said if he were in a local force he'd risk his police licence to get a missing child on AMBER ALERT.(Apparently by making a discription of events to fit the AMBER ALERT RULES) Too bad he wasn't the chief of woodstock detachment

Reading these posts is proof-positive that people have no idea what they are talking about when it comes to an Amber Alert. The police have been given a set of rules, determined by others, on when they can (and when they can't) issue an Amber Alert. They are used sparingly because our society has such an ADD problem that we become bored when we hear things too frequently -- if there is not a reasonable lead to use the Amber Alert (such as a license plate, or identifiable suspect), THEY CANNOT issue it. Contact your MPP if you would like to see that change, but acknowledge, then, that you run the risk of people beginning to ignore the alerts (much like they do the emails in their in-boxes, and similar to the way pictures on milk cartons worked in the beginning, but failed later).

I am not here to blame anyone...the police followed procedures. However, seeing how effective these procedures are, they should be reviewed and implemented!!!
What I do want to say is that as soon as a parent/guardian notifies the authority that they do not know where their child is then the police should issue an ambert alert IMMEDIATELY. Even if there is not enough info on the supposed abductor...give out the description of the child at least!
Better to have issued an amber alert only to find out that the child was playing somewhere than to have the child go missing for hours.
I pray that she is found soon and well :(

to Amanda, I am with you, I did not let my daughter walk home alone from school till she was around 11, and even then parameters were careful. However I also have noticed different parents have different standards in this regard, and I always felt a bit over protective but I wanted to be safe rather than sorry. even now that my daughter is 18 I wont get her get the bus after she finishes working at 9:30, because of gangs etc. you have to be so careful these days. it is an unfortunate reality. It is hard to judge a situation like this though, maybe picking up the girl after school was not an option for the mother, maybe she had to work and could not get away and she had no one else to pick her up at school. unfortunately stuff happens in situations like that, you would hope it didnt but it does. however that having been said I do hope this alerts parents to be a bit more careful with their under 10s. it is easier to spin a believable tale to an 8 year old as compared to an 11 year old. they are still pretty naive and innocent at that age. they mystery woman could have told her for example that her mom was in an accident and she was taking her to her, what 8 year old would question that unless she had been properly coached to ask for a safety word or something and not everyone thinks of preparing their kids like that. I hope and pray that they find her soon.

Re: David Sawkiw, it should never be considered a waste of valuable resources to investigate close family members of a missing person. The majority of violent crimes committed against an individual are perpetrated by someone the victim knows, rarely is it a complete stranger.

The police seem to be working very well, at least based on CTV's updates. The withholding of more specific information is what will prevent the perpetrators from knowing what evidence they may have left behind that would point the finger at them.

If you're not doing anything wrong, then you shouldn't mind being on CCTV. I'll take protection and investigative tools any day over my "personal liberties." Privacy is grossly overrated when you need help or justice. And, as is human nature, many people hate police until they need them. My thoughts go out to Tori and her family with the sincere hope that she comes home soon and this nightmare for them ends.

When I was a child, I was six and I had the keys to the house, and I was left unsupervised, but it's also because I was capable. My parents were all working, and no one was available to pick me up, so after school I always went home. Not normally at the same time everyday, but I still went home. and I never talked to strangers. I was taught that.

Most of my friends then weren't like that. Their parents were always around somewhere.

These days, it's hard to question why the parents called in at 6pm, and blaming the parents.

For the Amber Alert, I also wished it was called out fast. If the alert went on and Tori really did come back home safely after a few hours, it's better than not calling it. Sometimes police can be helpful, but I will say that they're not always that. I had to deal with police recently with a friend. the police officer in one station was just negative and didn't help us, and said there's nothing we can do.

We went to the main police station in Toronto, though that police officer said the same thing, he offered us other routes we can take to solve the reason why we turned to them. He was helpful.

with the search and etc. that was done, I know they did their best now to find her, and still are finding her.

I really hope and pray that Tori will be returned safely back home. Praying for the family.

This school and the area that the family live in is almost completely residential, therefore there are no video cameras which you might find in the parking lots of such things as gas stations, variety stores, shops and other commercial buildings. I hope that explains things better.

You watch way too much CSI.
You can't generate a higher resolution images from a low quality security camera CCD. You're not going to be able to see her face, teeth, and eyes.
You can remove a certain amount of blur and noise from images, but the "enhancement" you see on television is not possible.

My commendations to the chief, the platform was not filled with one of every law enforcement officer/fireman/dogcatcher like the US does, he kept his mouth shut and let the public spokesman speak and he consulted with and then handed over authority to the OPP. That's the Canadian way, find the girl. Period.

As for the Amber Alert, this did not even come close to meeting the criteria, there was no information to be given on billboards and the media supplied everything they were given. An AA needs a perpetrator description and a vehicle description, otherwise it will just cause panic.

While you're intentions are good, the idea of non-stop supervision and escorts is an overreaction.
A child has a better chance of being seriously injured in a car crash than abducted. Should we ban children from cars? They also have a greater chance of being seriously injured on a playground. Should we stop them from playing?
Most child abductions involve someone the child knows, so even teaching "stranger danger" can be a detriment if the child is raised in a climate of fear that prevents them from getting help from a person they don't know.
The simplest and most effective way to protect kids is to teach them common sense.
No methodology is flawless.

Through all this I'm wondering if any adult at the school SAW her leave with someone other than her parent? Wouldn't they have questioned that?? I know at my kid's school the teachers and admin staff are all outside watching who kids leave with and which buses they get on....to AVOID such situations.

It's interesting that all the posters that are actually from the Woodstock area and have been directly affected by this case, are supporting the police, as they should. I work in Woodstock and was leaving work the night that this happened. Guess what, security at my plant was talking about the case, hours after Victoria went missing. Obviously the police got the news out. There were helicopters and police airplanes flying over Woodstock all day. Just because an amber alert wasn't issued, doesn't mean the media wasn't alerted. On the drive home I listened to the news report. Give the police a break. They have worked tirelessly around the clock with over 250 volunteers looking for this girl. But I guess when your reading the news from 100's of KMs away, it's easy to cast judgment.
And to the poster that suggested that America's Most Wanted air the case, hey already has and so has CNN.

It's very easy for us to sit at our computers and criticise the police department for what they should and shouldn’t do. We don’t know the whole story and obviously the police can’t give a blow-by-blow account to the media of the details of an open case. I think we have been watching too much CSI Miami if we think that cases like this can be turned around in a day. Comments about the surveillance video being enhanced and such show that there is still a chasm between fantasy and reality in our perception of police work. Let the police do their jobs and let’s do what we can do; hope and pray for this child’s safety.

Just because it appears that Tori is walking beside a woman, does not mean that she was WITH her.
And perhaps the woman does not want to come forward out of fear just because she is on the tape walking beside the last sighting of a missing child.
A lot of assumptions here.
I hate to place blame, but my young children would never walk home alone.

Having been involved in searching for missing persons and coordinating countless searches for missing people including children,...I can safely say that the majority of the comments made have come from people who are obviously ignorant to what transpires in the types of investigations. The absence of a child arriving home from school is "always" treated as a priority whether the child is missing or known to be abducted. Children not arriving home from school is an occurrence which tranpires more often than the general public would care to believe. In most cases the children are found in a safe condition at a friends, in a park or they just did not go home because of a fight with parents.
I believe the current criteria for the AMBER ALERT is approriate. It was designed for the "known" abduction of a child when the investigation is in its infancy and likelyhood of the child being found in transit with his/her abductor is probable. In this case, the child had not been reported missing until several hours after school AND the video had not been located until much later, negating the possibility of the AMBER ALERT with it's current guidelines. If an AMBER ALERT were issued with the report of every missing child, it would most certainly loose the impact for which it was designed.
Oxford Community Police utilized specialized resources for Waterloo Region, London City, London Search and Rescue as well as the O.P.P from the outset of this investigation. I'm sure that the expertise which OCPS has recruited from the outset of this investigation will result in a positive outcome.

The Amber Alert should be immediate and unconditional. As someone posted earlier, nobody gets particularly upset if it turns out to be a false alarm. We get to heave the old "collective sigh of relief," and life goes on, especially for the subject of the alert and the parents.

I would be curious how your "RCMP friend" would have written a description of the vehicle or the person the child left with when the police didn't have that information in the requisite amount of time. Would he have risked giving a fake description of the suspect or car, thereby compromising the investigation? Would he have circumvented the rules of use that are put there to keep this tool at a highly effective level (NEVER issued when there is little to no chance to have the public identify the suspect)? What is it that you people think the Amber Alert, when no car description was possible, would accomplish that the hundreds of news agencies -- online, television, radio -- could not?

Why are they saying this child went willingly? How do we know that? Just because she is not kicking and screaming, does not mean she went willingly. We have no idea what the women said to her, if she was threatened verbally or if the abductor showed Tori a weapon. I pray this child is returned safely!

Does Tori normally walk home alone? If so, do her parents therefore consider Tori "streetmart" enough to do that? You know..."don't talk to strangers, don't go with strangers. If a person is unknown, then he/she should know our "secret password." If so, would Tori have willingly gone with a stranger? It does not appear that the stranger is using physical force and there are too many people around. Where was the woman's car parked? Most abductions I have ever read involves the abductor taking a child while remaining close to the getaway vehicle instead of having to walk to it. She would have to get Tori in a vehicle to get away. If she forced Tori in, someone would have noticed. Notice that there are people on the street where they are walking.

My heart goes out to the family. I do hope that you are reunited with your loved one soon and she can hug you back. Now I have to say that there are many, many differences with the different police forces involved. Personally I beleive they should have a team that combines members from the OCP and OPP working together and none of the different terms that both forces use. She was abducted plain and simple now go from there. Its very easy, you look for a criminal that has stolen a person; the same way you look for a criminal that has stolen a car. Now get to it. You do notice I never included the RCMP in this as they have enough problems dealing with their own organization right now. I hope this all works out in a positive way. With all the negative news out there right now I would really like to hear something good for once.

A part of the blame should be on Tori's parents. While, certainly, we understand and share their concern, there are important things they possibly did not do right. For example, we always tell our kids - absolutely no matter what have been told to you and by whom, you should never ever go out of school with somebody (would it be a relative, a person you know or a teacher) without informing us by phone.
What was about this particular school - no phone service available ??
Why Tori's parents never taught Tori that way ? Is it hard or is it something stupidly considered as too protective ?? Wake up, people, not doing so you create problems not only for your family, but also for many others around.

It's my understanding that certain criteria must exist before an amber alert can be issued. The real problem exists in these criteria. The police need to have the necessary tools to do their jobs properly. We need to petition our MLA's and get these criteria changed.
My prayers are with Tori and her family as well as the Woodstock Police Dept. and everyone else involved in the search.

The bottom line the child is missing. Whether you call it a missing person or obduction the police where called and they will do all in their power to make it right. Unless you can walk a mile in the police steps or feel what this family is going through just give it a rest and maybe help out and try and find the child.

It seems to me that the people of Woodstock who post on this and other sites need to get the chip of their shoulder. This child is missing, and the police seemed not to have handled it properly, which doesn't add up to any insult against Woodstock itself or it's people.

When a child is missing and a police department seems to have not done a good of a job as it should have, it's got nothing to do with where that police department is from, rather it has to do with holding the individuals responsible that may have prevented a more effective search for this missing child.

I'm just praying this all turns out okay... for this little girl, her family, the people of Woodstock, and the rest of us.

It's about time the police in Woodstock, ON woke up. What were they doing? The dear child looks as though she is going with a person she know. She seems to be walking willingly. Don't they have experts that can't take the Video and make it so the person can be seen. Call up the Military they are good at it and maybe these police officers can learn something. I pray this child returns home unharmed in any way. God Bless.

I've read through all these comments, and I can see that a lot of them are based on misinformation, or just plain lack of knowledge. First off, an amber alert couldn't have been issued that first night based on the videotape of the mystery woman, because the tape was not seen until the next day. So the police had nothing to go on other than the fact that the child was missing. She could very well have been upset with someone at home and hiding somewhere. It doesn't happen often, but young kids have been known to run off. The police could not issue an amber alert without evidence of an abduction, plain and simple. Can you imagine the total chaos if an amber alert were issued every time a child arrived home late? And if, as one writer suggested, the public were to be allowed to issued amber alerts? Everytime a child argued with a parent and stormed out of the house, parents would be calling an alert. The police in Woodstock are not perfect, just as any other police force in this country makes their own of human errors, but they have searched day and night for this child, and have done everything humanly possible to find her. Why don't you folks just count your blessings, hug your kids, and pray for Tori's safe return. Your time would be better spent than it is now.
