OPP to restart ground search for missing girl

The Ontario Provincial Police will be conducting an "intensified" ground search and house-to-house canvass Saturday for a missing eight-year-old Ontario girl.
Victoria (Tori) Stafford of Woodstock, Ontario went missing nine days ago. The case only officially was called an abduction Friday morning.
The OPP will be conducting a search of local water ways and will be reexamining many of the areas previously searched by local police.
"This is normal procedure to ensure that we don't miss out on any pieces of evidence that will lead us closer to Victoria's whereabouts," OPP Inspector Bill Renton, who has taken over the investigation, said in a news release Friday night.
The OPP officially took over the case Friday morning.
The Oxford police have been criticized for their handling of Tori's disappearance. Some have said they should have immediately issued an Amber Alert -- an urgent bulletin notifying the public and the media when a child has been abducted.
Oxford police say they acted as quickly as possible with the facts they had. They say they were notified of the girl's disappearance at around 6 p.m. on Wednesday, April 8. Before midnight that day, police in other jurisdictions were notified, and by 3 a.m., a notice went out to the media.
Oxford Police Chief Ron Fraser told reporters Friday that no Amber Alert was issued because they had no evidence of a possible abduction on the day of her disappearance.
The day after Tori's disappearance, police obtained a surveillance video from a nearby high school that showed Tori walking with an unidentified woman in a white coat. The third grader appears comfortable with the woman and seems to go with her willingly.
No one, including Tori's estranged parents, has been able to identify the woman in the grainy video, who has long, dark hair and appears to be in her early 20s.
Mother hopeful
The mother of missing girl says she has a feeling that her daughter is alive and that something has shifted for the better in the investigation.
"I think they are closer," Tara McDonald told reporters in Woodstock, Ont. on Friday of the police's efforts. "I don't know why, I don't know what the reasoning is. But I do have a feeling that they know something. They just can't let it out ..."
Renton told a news conference Friday that after analyzing all of the evidence they have found so far, "we are now considering this case a child abduction.
"This will have no bearing on how we deploy our resources or change the focus of the investigation. Our focus remains to find Tori," Renton said.
"To the person or persons responsible for this horrendous crime, I want you to know that the Oxford Community Police are committed to finding Tori. The OPP, along with all police services across this province and nation, are following the evidence that will lead us to Victoria Stafford. I encourage you to do the right thing and bring her home."
Renton wouldn't be specific about what evidence had led his team to upgrade the investigation from a missing person's case to an abduction.
"To try and articulate to you now the evidence that has taken us there would certainly hamper the integrity of the investigation and any subsequent action we might take," Renton said.
McDonald was happy to see the case considered an abduction and to see the OPP involved, but said she didn't think the Oxford Community Police have done a bad job.
McDonald said she had "no idea whatsoever" why someone would target her child.
"In Woodstock, it's a small town, so not everyone's going to like you. But I don't feel like I have any vindictive enemies," she said.
Renton said Friday they are closer to identifying the woman in the video.
"We have a pretty substantial direction in that regard," he said, "but to say anything more would be rather irresponsible."
McDonald said: "I hope it's a stranger. Because I don't think I would let anybody into my life or into my circle that would do something like this."
Rebecca Stafford -- sister of Rodney, Tori's father -- has said her side of the family thinks Tori was taken by someone the little girl knows.
Following a massive search effort by volunteers and police, Oxford police called off the ground search Monday.
Fraser defended his team's investigation.
"Our job is to follow every evidence and to take it where it leads us, and whether described as a missing person or abduction, it makes no matter; the investigation is the same process," he said.
"Either way, the matter has been investigated appropriately from the outset."

I applaud the budget, even though Health Care and education may stay unscathed. Sadly this cannot last and I worry to later this year where cuts will become enviable. If anything, this provides the Wildrose Alliance plenty of ammo when an election is called.

That being said, lets pray that this is not the case and the girl is doing fine and that the morons who took her realize how despicable their crime truely is and simply return her unharmed to the police and her parents immediately.

The Woodstock police sound like a bunch of keystone cops, with there well we looked around, didn’t find anything, O’well lets go for a donut.
Canada should have a competent investigative arm of the RCMP for missing children.

Back to the issue. When I watch cases like this,, all too often I see our keystone cops wasting those first precious hours investigating the close family,, while the criminal gets away!!
We had a murder here not long ago, the keystone cops wasted VALUABLE time investigating the husband of the victim, while the trail got cold.
The case remains unsolved, and likely will for a long time yet.

It is obvious that this woman had access to the girl somehow, for Tori to trust her. Has anyone checked out the computers Tori may have used and her friends and messenger contacts? This woman may have posed as a child on the internet, gained Tori's trust, and then went to get her after school, saying she was the fake child's mother, who Tori had been talking to...
Maybe she is a woman who lost her child and Tori reminds her of her own, and she is having a mental breakdown...
Someone out there knows someone who has a white jacket and boots...I don't think she bought these clothes just for that day? Come on people, somebody knows this lady, I doubt she has lived her life "incognito".
Abduction? What else would you call it? The child is not with her parents or family members, where she is supposed to be...of course she has been abducted!

The Oxford Community Police force has now, rightly, been put on the defensive in this case. Their assertion that they jumped all over this with an IMMEDIATE and proper sense of urgency still remains in question...despite this morning's press conference (which I have just listened to).
The Chief of the OCP force has indicated that whether they initially treated the disappearance as a "missing persons" case or an "abduction" is immaterial, as both are handled exactly the same. Hmm. Interesting.
Why, then, has the OPP indicated that they believe the disappearance rises to the level of an "abduction," and will be treated as such, now that they are finally fully aiding in the search? Odd. Interesting.
The Chief of the OCP force has stated that their initial assessment of the girl's disappearance did not warrant (or meet the criteria of) an "Amber Alert." Very interesting.
I'm no expert in such matters, however, it seems to me that TIME IS OF THE CRITICAL ESSENCE in disappearances of children, and that police CANNOT be overzealous given the awful consequences always at hand.
Something, unfortunately, just doesn't smell right here. Maybe I'm missing something, or getting something wrong...but, I don't think so. The press conference seemed a bit like damage-control PR.

Apparently, an "Amber Alert" requires that a child is determined to be in serious/imminent danger. It could be argued, I think, that when a child goes missing it is REASONABLE to assume that the child is in serious/imminent danger.
As a society, would we get all angry and upset if it turned out that this girl was not abducted after all? Doubtful.

I still have to question why her disappearance wasn't reported to police until 6:00pm. Woodstock is only 2 1/2 hours away from the US border. Whoever took her could have already been in the USA before the police were even notified.

I hope they find this young child unharmed and unit her with her parents as soon as possible. However, there must be some police internal investigation or review to not only determine what went wrong but to punish anyone who dropped the ball on this case. How can an average person trust police to help them with these kinds of results? Why weren’t there any amber alerts? Why was this case not made national through media and all other venues? WHO WERE THEY REALLY PROTECTING …
I pry this child is brought back in good health and spirit. May God help us all.

If non custodial parents take children away from their guardians without the permission of the legal guardians, it is considered an abduction (i think), so how could this have possibly not been seen as a possible abduction just because she appeared to go willingly with this subject (no.#1 suspect).
Is trickery not one of the classic approaches that are taken by abductors of children?
I am considering the deep emotional pain that this must be causing many people.

The girl was seen to be with someone the parents couldn't identify; where was the Amber Alert? Why didn't they check transportation hubs and border points?

As long as these things happen parents should watch carefully .
To who ever has Tori please return her to her home and family. no family should have to go through such a thing.

In the U.S. the F.B.I. is notified after the two hour mark if the child is not found by then. It would be a good thing to notify and involve the R.C.M.P. too as they can also deal with any additional far-reaching juristictions and mobilize police in a broader base even internationally.

None of us have been given all the evidence the police have. So none of us can comment on why an amber alert should or should not have been put out. If all they have for a descriptor of the female is a white coat then that is not suffice to issue an amber alert. How many people own white coats and have a little girls. EXACTLY too many to count.
So again, why dont we all focus on the good and positive instead of the negative. Everyone is so quick to point blame... the person to blame here is the person who has Tori. Not the people who are giving up time with their friends and their own families to help find this little girl. They need your support, not your blame and accusations.

Appropriate measures are finally occurring in this case. And chances are she isn't anywhere in the world, crossing seas would be difficult for the abductor and Tori to cross because of security and passport regulations, same goes for crossing boarders into the States. The abductor would have been questioned at the boarder, and would have been asked for proof regarding to who the child is, and why the child is with them.
I also agree with the fact that maybe Canada should take advice from their neighboring country in their protocols of missing children. Even if a Amber Alert was sent out, and later Tori was found to be safe it's way better to be SAFE than SORRY. Which is what is occurring now. Legislation should consider revamping protocol for these situations.
AND Woodstock Police were only following their protocol, there should be no blame put on them!

Obviously they have no clue whatsoever of how to carry on an investigation of this type. Have any of you heard of "keeping your cards hidden" from the other player? But no, you would rather the police show their hand on national TV to the person responsible to aid this kidnapper to know their every move. DUHHHHHHH!!!!

I was born and raised in Oxford County. I hope the old and tired attitude that folks in this and other rural Ontario regions maintain, ie that they don't need anyone from the big city sticking their noses in their business, didnt cause delays in this investigation. We can hope that they have and are doing all the right things, but when you don't have experience, admit it- and God forbid) in future cases--admit it right away!

I am not a criminal investigation expert but I can clearly see that many mistakes were made from the beginning of this investigation.

Whether or not she "seemed comfortable" with the woman on the surveilance is absolutely irrelevant since upwards of 90% of sexual assaults against children are perpetrated by someone the child knows and trusts.
The police sure dropped the ball on this one.
If she is harmed they must bear some of the responsibility for not acting quickly enough to treat this as a crime.
I can't imagine how betrayed the family of this girl must feel not just by the person who took their beautiful daughter but by the Police who failed to act to help her.

I could not have said this better myself. My sentiments exactly. If the small town police service isn't used to dealing with this kind of crime, as Alex has stated in his post, then they need to set aside their pride, admit they can't, or don't know how to deal with an abduction of an innocent child, and CALL THE OPP IN IMMEDIATELY.
My heart goes out to Tory's family, friends and neighbours. Please let her be found and brought home safely to them.

What I do want to say is that as soon as a parent/guardian notifies the authority that they do not know where their child is then the police should issue an ambert alert IMMEDIATELY. Even if there is not enough info on the supposed abductor...give out the description of the child at least!
Better to have issued an amber alert only to find out that the child was playing somewhere than to have the child go missing for hours.

The police seem to be working very well, at least based on CTV's updates. The withholding of more specific information is what will prevent the perpetrators from knowing what evidence they may have left behind that would point the finger at them.

These days, it's hard to question why the parents called in at 6pm, and blaming the parents.
For the Amber Alert, I also wished it was called out fast. If the alert went on and Tori really did come back home safely after a few hours, it's better than not calling it. Sometimes police can be helpful, but I will say that they're not always that. I had to deal with police recently with a friend. the police officer in one station was just negative and didn't help us, and said there's nothing we can do.
We went to the main police station in Toronto, though that police officer said the same thing, he offered us other routes we can take to solve the reason why we turned to them. He was helpful.
with the search and etc. that was done, I know they did their best now to find her, and still are finding her.
I really hope and pray that Tori will be returned safely back home. Praying for the family.

This school and the area that the family live in is almost completely residential, therefore there are no video cameras which you might find in the parking lots of such things as gas stations, variety stores, shops and other commercial buildings. I hope that explains things better.

You watch way too much CSI.
You can't generate a higher resolution images from a low quality security camera CCD. You're not going to be able to see her face, teeth, and eyes.
You can remove a certain amount of blur and noise from images, but the "enhancement" you see on television is not possible.

As for the Amber Alert, this did not even come close to meeting the criteria, there was no information to be given on billboards and the media supplied everything they were given. An AA needs a perpetrator description and a vehicle description, otherwise it will just cause panic.

While you're intentions are good, the idea of non-stop supervision and escorts is an overreaction.
A child has a better chance of being seriously injured in a car crash than abducted. Should we ban children from cars? They also have a greater chance of being seriously injured on a playground. Should we stop them from playing?
Most child abductions involve someone the child knows, so even teaching "stranger danger" can be a detriment if the child is raised in a climate of fear that prevents them from getting help from a person they don't know.
The simplest and most effective way to protect kids is to teach them common sense.
No methodology is flawless.

I believe the current criteria for the AMBER ALERT is approriate. It was designed for the "known" abduction of a child when the investigation is in its infancy and likelyhood of the child being found in transit with his/her abductor is probable. In this case, the child had not been reported missing until several hours after school AND the video had not been located until much later, negating the possibility of the AMBER ALERT with it's current guidelines. If an AMBER ALERT were issued with the report of every missing child, it would most certainly loose the impact for which it was designed.
Oxford Community Police utilized specialized resources for Waterloo Region, London City, London Search and Rescue as well as the O.P.P from the outset of this investigation. I'm sure that the expertise which OCPS has recruited from the outset of this investigation will result in a positive outcome.

I would be curious how your "RCMP friend" would have written a description of the vehicle or the person the child left with when the police didn't have that information in the requisite amount of time. Would he have risked giving a fake description of the suspect or car, thereby compromising the investigation? Would he have circumvented the rules of use that are put there to keep this tool at a highly effective level (NEVER issued when there is little to no chance to have the public identify the suspect)? What is it that you people think the Amber Alert, when no car description was possible, would accomplish that the hundreds of news agencies -- online, television, radio -- could not?

Why Tori's parents never taught Tori that way ? Is it hard or is it something stupidly considered as too protective ?? Wake up, people, not doing so you create problems not only for your family, but also for many others around.

When a child is missing and a police department seems to have not done a good of a job as it should have, it's got nothing to do with where that police department is from, rather it has to do with holding the individuals responsible that may have prevented a more effective search for this missing child.
I'm just praying this all turns out okay... for this little girl, her family, the people of Woodstock, and the rest of us.
