Ottawa is providing up to $185 million to guarantee warranties on vehicles sold by General Motors and Chrysler, as the companies attempt to restructure, and another $700 million to protect hard-hit auto parts suppliers.

Industry Minister Tony Clement said consumers do not have to do anything to receive the federal warranty commitment -- if either company were to go bankrupt.

However, Clement said it only applies to new vehicles sold as of Tuesday until the restructuring period is over.

"This is a new program. It matches, very clearly, what the United States has been doing," Clement said.

"On a go-forward basis, as things become less stable, we felt that this was a way to assure the buyer that if you buy a GM product, or if you buy a Chrysler product, your 5-year warranty for parts and labour and service will be acted upon."

The program is expected to cost the government $185.3 million.

General Motors Canada welcomed the announcement, and said in a press release, "We remain focused on taking all necessary steps, working with the governments and all our stakeholders to quickly and successfully complete our restructuring in this challenging market."

Canadian Auto Workers president Ken Lewenza also backed the move.

"There seems to be a pattern -- that the Canadian is following whatever the U.S. government does," Lewenza told CTV's Power Play on Tuesday. "I would suggest that's appropriate for them to do that, in terms of the warranty support."

Last week, U.S. President Barack Obama announced a similar measure saying his government would help consumers by backstopping auto warranties.

Earlier Tuesday, Reuters reported that GM was in intense and earnest preparations for a bankruptcy filing. The move, which would likely also occur in Canada, would allow the company to restructure.

"There used to be a phrase in the auto sector: Too big to fail," Clement said when asked about the report. "I don't think that phrase exists anymore in this sector."

If the company does file for bankruptcy, one analyst says assembly line workers would likely be safe, but not suppliers and dealers.

Bill Pochiluk, president of industry adviser AutomotiveCompass, told The Canadian Press that GM's assembly plants may be safe because, "from a production standpoint, the product mix in Canada really is quite excellent."

But he added that filing for bankruptcy may damage the company's brand and cut into sales.

"One of the reasons to try and keep these companies around as long as possible is the impact that would have on the supply chain," he said. "It would be dissolving before our very eyes and it might be difficult for anyone to produce vehicles."

About 12,500 people in Canada work for GM, mostly at assembly plants in southern Ontario.

Clement also announced $700 million in additional help for struggling auto parts manufacturers.

The money will be given to Export Development Canada's Accounts Receivable Insurance program, which is available to parts suppliers.

Accounts receivable can be one of the largest assets on a supplier's balance sheet and the recent global credit situation has pinched these companies' cash flow to a trickle, Clement said.

Canada has more than 650 auto parts suppliers which shipped a combined total of nearly $33 billion worth of supplies in 2007.

I find it funny that I haven't seen any NA news makers report that Ford managed to reduce their debt by $9.9 Billion and is the only auto maker who HAS NOT asked for a bailout.

These guys couldn't figure out how to pay for rebates on 'Green' cars so they canned the program leaving people who bought the cars in the hopes of obtaining the very incentive promised without getting a dime.

I can understand where people are getting fed up with the government bailing out the auto sector, but this helps the people that have already bought a vehicle from one of the companies in trouble.

I know I would not be able to afford repairs if my new vehicle needed major work, why should I suffer further if an automaker fails. This will help the automakers, but it will also help the consumer, and the money is only spent IF the automaker fails and IF the vehicle needs repairs under warranty.

To all those who ask, "Where's my bailout?", I have one thing to say: How about you go & create an automobile engineering dynasty that has vastly influenced & changed the world (to all our benefit) and then we'll talk about whether you deserve a bailout.

To all those who complain of Detroit-3 quality: Restructuring doesn't happen within several months but rather several years, which is the truth. Drive a Chevrolet Malibu, drive a Ford Fusion, drive a Buick (that just dethroned Lexus for ultimate quality), etc. And look out for the first mass-produced electric-powertrain vehicle, Chevrolet Volt, next year. But want to bet that majority of people will complain of the rather incredible $40k price tag, even if they consider themselves "green"?

We all need perspective.

Am I the only smart one here? Does not the Finance MInster, Harper, or even Obama know that the big three no longer enjoy the marketshare that they used to have. Wit so many other choices, Honda, Toyota, Mazda, Nissan, Snart cars etc., that takes away more and more of marketshare, so its safe to conclude that the big 3 won't ever sell the amts of cars they used to, which means drastic scaling down, job loss, and retooling. Even if Gvt uses my tax $$$ to back up wty, where they going to get parts? This whole scenario not thought out with a wider perspective.One of the items for Chruysler was to work out a deal with Fiat, 2nd was to negotiate a deal with Lewenza..(who elected him pres?) Instead of wage cutback,CAW could join the ranks of unemployed with EI benefits that will run out eventually...Seems to me the union could have supported Chrysler in these troubled time..Lewenza wont have many friends soon.Parts suppliers seeing a slowdown also..need to rethink this thoroughly. Bancrupcy and start over!

Why in world people still buy that junk produced by big three? They have been in trouble since early last year - so if someone still prefers their product, knowing that the company can go out of business any moment - it's the ultimate responsibility of that someone. Last time I checked, there's no monopoly on our automarket - like the one we have in mobile telephony, for instance. Please, act responsibly, don't count on the government bailing you out every time you make a wrong decision! Let those companies fail, and let their competitors like Toyota take over their businesses and improve it! ALL of us will win at the end - including consumers AND workers!

Why must the Canadian taxpayer continually bail out these automakers who continue to produce vehicles that consumers do not want.

The big 3 automakers are failing for a reason. They build inferior products that the Canadian consumers,are not purchasing. Why not purchase a reliable import, which some are built in Ontario.

Why does our government continue to protect the automakers which have no long term plan to retain customers or improve the quality of their product. Now Canadian taxpayers must pay for warranties in the event of insolvency?

It is about time that every single Canadian taxpayer gets to input their opinion on where all of this bailout money is going. I say stop the bail out. These auto makers are always asking for help and yet still getting paid far more money than they are worth. Stop the bonus, stop the $35 an hour pay rate. Start making a good product it is that simple. And while we are at it stop bailing out Canadian Air/Air Canada. To bail out,or not to bail out.The one thing I know for sure is that i'm glad it's not my decision to make.It is absolutely the proverbial rock and a hard place.
However,it's clear that we will go roughly the same way as the USA does.That's where both of these companies have most of their operations.It is also where most of the cars are sold.So,our options are limited.
We can calculate the cost of helping them through this period,and the cost of letting them fail.Neither is a very attractive option,but someone has to make a choice.
"Jason in Kelowna" should know that Ford has enough moeny in the bank to operate for a couple more months,but they will be in the same position very soon.
One thing is clear.It will not be business as usual no matter what comes of this.I see no way taxpayers should be expected to subsidize any of these companies beyond the period of this credit crisis.I can offer tepid support for short term help for thse companies,but there is no way in heck I am going to stand by and watch tax dollars flow from a worker making $15 per hour,so auto workers can make $32 per and have more benefits than Carter has pills.NO WAY.
At this point,I think Canada still has a chance to be a key player in the auto industry.While now is not the time to give up,there must be viable plans for success fairly soon,or the support by taxpayers will have to end.

Let Ford buy up one of these floundering whales and keep the good and cut the rest out. Hell let's give Ford a loan to assist them do it. There are simply too many car manufactuers to offset the reduced demand and car dealerships will have to go or merge to survive. As an ex business manager at a GM dealership for nearly nine years I certainly recognize the value of a good warranty when purchasing a new or nearly new vehicle. That said it would be less risky to allow third party warranty companies who are well healed and with good track records to provide the warranties for GM and Chrysler if in fact they are going to restructure under bankruptcy protection. If the government is going to put everyday taxpayers money at risk then they should also consider the options and potential cost if everything goes down the toilet. Good luck with that!

This is truly ridiculous. I had to fight tooth and nail to get Chrysler and GM to honor their warranty commitments and now they have managed to put the Canadian taxpayer on the hook to fix their junk.

What a bunch of crap. As far as I can tell this is another good reason NOT to buy a Chrysler or GM. Your tax dollars will be paying to have your warranty work done. Some warranty! Will we ever stop paying for those Chysler and GM vehicles we bought. Bloody brilliant.

Enough is enough, The autosector should not recieve any more public funds. GM and Chrysler have been on a decline for many years now, this is nothing new. They had their chance to adapt to consumer demands.

So sorry, but if people have problems with their car warranties, I do not want to pay for it, it's their problem not mine. If said people cannot afford or budget for repairs, then don't buy that vehicle. I'm getting really sick of socialism spreading the pain around so that we can all chip in and pay for everybody else's mistakes and problems. How will this help the consumer, because taxes most likely will go up for everybody to pay for this.

The entire world knows that GM and Chrysler are having trouble and if the people choose to buy a product made by either manufacturer then I say "caviet imtar" let the buyer beware.

The money that the government is spending on the 2 auto makers (Ford did not ask for a bail out!!!!) should be used to bail out the guy/gal trying to put food on the table pay the mortgage/rent, pay the outrageous utility bills and now pay McGuinty's new tax.

I think backing the warranty on cars even if the makers fail is a good idea. I also like the idea of keeping the parts makers afloat so we can drive our cars for twenty years if we want.. Most cars are consigned to the junk pile because of the lack of parts, and you can drive an old car for twenty years and still not polute the world as much as you do when you build a new one...

Who cares, still doesn't make me want to rush out and spend what I don't have or what little I make.

If the Gov't backs the warrantee, it makes things worst cause they can change anytime and the gov't will make it hard for anyone who has problems with the car. Given that fact that it takes the Gov't SOOOOO long to do this, why would this surprise anyone buying a car. Long waits for rebates.

The cost out weights the rebates/savings. Why put yourself in debt just to buy something that is going to devalue once off the lot.

Besides, dealers are charging for every little upgrades rather than offering it for free. The finance is just a JOKE, 0% is shorten to 3yrs rather than 5yrs. Another marketing scheme that the dealers think that all consumers are blind to read beyond their marketing tools.

Saving comes before the economy!

The Conservatives are throwing good money after bad money. I for 1 think that Cerberus should look to their private investors for help given they're a private capital management firm.

The Risk is that one of the automakers WILL be going through Bankruptcy protection and the taxpayer is on the hook to bailout the failure.

Based on our experience with GM vehicles, I can't understand why anyone would buy one, no matter who was providing the warranty. That said, I am not pleased to see my tax dollars being spent to provide repair service for automobiles that can't be relied upon.

Next thing you know the Government will be selling cars. Why not, they want to make everything else public. Let’s face it this is private business. Why is the government involved? We will all still buy cars just have the other car makers make the cars in Canada and employ Canadians. It’s the product that is the problem. The reason these guys are going under is because they have been selling junk for years. In the past 20 years we let competition in, which is a good thing, and has forced the big 3 to attempt to make a product that is worth buying however they are too late and one big problem is that it cost more to build the junk then it does the import because of greedy Union employees who gave wrong advise to their workers taking them for a long ride down a dead-end road. We bailed CN, we bailed CBC we bailed Air Canada, we bailed the steel workers and where has it taken us? Why can't government ever learn by their mistakes? If these no brains would think business rather than votes for awhile we would be a lot further ahead. Who do we get in government? People that the private sector doesn't want otherwise why would they be there? The pay sucks in comparison, the perks are scrutinized to death and their personal life is always on display. This may be a dumb suggestion because I don't know all the ins and outs, but if we have the ability to manufacture parts, and the ability to manufacture vehicles on a large scale, and the workforce in place to produce the parts and vehicles, why not create a Canadian brand of vehicles that are what the public want? If we are pouring billions into a failing U.S. company that will ultimately fail, why not invest into that market and do something that most others aren't (which would be fuel efficient, cost effective and green vehicles)? If the Canadian government would take that money they are throwing away into the US corporations, invest that into the Canadian workforce and keep those people employed at all those facilities, why not create a Canadian brand that is a ZEV or at least a more efficient hybrid? Oil is gone, let's just get over that hurdle. Hydrogen is decades away from cost effective, reliable and realistic (which will ultimately create another "oil company coporation" that will produce and sell, based on a supposed supply and demand market). There is a significant opportunity here to create something that will sell for decades as long as the core of the process is about the people and not about the oil companies. Let's face it, even the best vehicles out there today still rely heavily on oil. Let's invest our tax payer money into a golden opportunity here to help keep the Canadian economy going in these tough times and when all this crap blows over, let Canada be a leader in alternative technologies rather than a follower who relies so heavily on those south of the border.

The warranty work will be performed by the same dealerships that do it now, the government is simply to guarantee they get paid, nothing really changes for the consumer.

Quality at Frod and GM has consistently improved and is now ranked some of the best in the world.

Cry, cry... protect our jobs while you people go out and buy imports, kind of like planting your neihbors garden then wondering why you have no food?

Asia continues to sell us their stuff, take all the profit, and steal the jobs...

Go to most stores and you can't find anything not made in China, you complain its crap but buy it anyway because its cheap, and then complain about lost jobs.

I think lots of people need only look in the mirror to understand our problems.

That should be a good incentive to build reliable cars - since they don't have to be responsible for the cost of backing up their products.

This scheme is essentially no warranty at all given "we" (tax payers) will pay for warranty work. The only difference is you are forcing other people to help pay for that warranty work. Where's the benefit to the consumer?

I surely won't buy a new car now because now my money will be set aside in the form of increased taxes to repair other people's vehicles.

Here is a story last week i went to a GM dealer to buy a new car it was priced at 9999.00 They did financing on me and because my credit is not perfect they wanted me to pay 27% interest. The car with tax came to 12000 the financing was 14500 over 7 yrs. I told them to keep their car imagine that my credit is no good but i am willing to pay for a car. Well according to them their credit is no good they want a bailout. Well let them pay 27% like they want me to if they wont pay it....they to can go without a car. So BANKRUPT the big three make them start over they wont help the consumers buy cars lets not bail them out

Bad idea on so many levels:

- who is going to have more "confidence" to buy a vehicle from either of these manufacturers when the GOVERNMENT is backing the warranty? Having a bunch of bureaucrats managing my warranty is going to give me piece of mind? More like make me LOSE my mind!
- for most people, the warranty (or absence of) is not the "make-or-break" on ANY vehicle purchase; it's a mixture of reliability, desirability, fuel economy, performance, quality, resale value, dealer treatment... in short, all the things that customers perceive lacking from these companies (and their current market share is a direct measure of this)
- their problems are as a result of the last 3 decades, not the last 3 months; in the same way it takes a long time to ruin a reputation, it takes nearly as long to restore it. A handful of good cars and some decent quality scores isn't going to undo the perceptions that have become rooted through years of sub-standard offerings.

Let them go bankrupt and the market will figure it out; $185 million will cut a lot of unemployment cheques for displaced workers (of ANY industry, not just automotive)

I am very concerned about this guarantee for me because I bought a new car last summer and this report says the government is only backing new purchase as of this Tuesday??? What about the thousands of auto buyers like me who just bought a car and if these car makers go under... what is going to happen to my warranty which is suppose to be good for 160,000KM, 5 year and as of right now I only have 11,000 km on my car.

The Conservatives have now gone as far left as Mulroney did. The Liberals and NDP would be tens times as bad as the Conservatives, so I am now going to look into the Libertarian Party of Canada. Mr. Harper, those in the west have waited and waited for you to step up and be a Conservative. The waiting is over...this is the last straw. The Reform Party of Canada was born because of these types of policies. How ironic that one of the founders of that party is now going to be the one who pushes the west to create another right wing party. I've had enough of the appeasement for votes in the east. Bailouts, loans, retraining, now warranties for people who still wish to buy that garbage. What is this??? China??? The west has NEVER gotten bailouts like this. What about the ranchers...the farmers...the people that for decades had to basically roam around looking for work. No "retraining" out here. ENOUGH ALREADY!!! I bought a chrysler last summer if the company goes bankrupt does that mean that my waranty is no longer good.
But I will still have to pay for my car rightIn other words they are allowed to break contract but not us the strung high consumer.

Quick question... what about those of us who bought in the last year? as these warranty coverages are for vehicles bought after Tuesday! Do I lose my warranty if they go under? I love my truck, but if I had known that I was only going to get 1 year warranty (if GM goes under) I would have re-thought.

All the comments that are tired of hearing about government assistance for automakers and thinking the taxpayers money could be used in better places better wake up and understand what you are saying!!!if the government doesn't help these companies...you have no idea what that will do to our economy,45% of the population rely's on the auto industry! If it goes under 5 out of 10 of your neighbours will be affected and probably lose their job,which will forclose their house,the coffeshop that the parts manufacturer employee went to will close,the restaurant the gas station employee got his lunch at will close,the family business that supplied the knob for the radio that went in the dashboard will close,etc. therefore the economy will tailspin downwards and then the government will give the same bailout money in unemployment insurance and those of you who still have your job will get your income slashed bacause there will be many other people ready to take your job at a lessor wage and your house will only be worth half of what it is today. If your sick of hearing about government assistance go down to the states and see if you want to be in their shoes. What everyone should be doing is promoting the industry,and do what they can to keep our economy going!!! your neighbour would appreciate it!!

Yes we should have a say where our tax money goes.

I don't want my tax dollars going to ANY activity that isn't directly related to government responsibilities.

The billions of our tax dollars wasted by government on programs that they don't need is disgusting.

I don't like the government backing auto warranties.
However there is some admittedly weak justification, in that it might help stabilize the automotive industry.

How about wasting billions on the Olympics? A huge expense with no apparent benefit to the country.

How about guaranteeing me a job when I get laid off? Enough with these free gifts for GM/Chrysler. How about spending our money wisely on other job creations? It's hopeless to revive Chrysler. They're at the end of their line. As for GM, it may take them a few more years to hit rock bottom.

All of us on this responding to this situation are good natured middle class TAX PAYING Canadians. GM and Chrysler are about to get a whollup of OUR money. And they will most likely fail again. Something is definitely wrong with this government. Can we not overthrow this gov't? How about a revolution?
My second point: I have a small business (approx 2 million in sales) and I struggle to make ends meet, all the while paying my share of income taxes. My business might fall apart and fail anytime. i won't get a dime from the government because I'm not GM. They will throw me in jail though...quickly too, if I don't pay my taxes. What a country!

This announcment sounds like a great incentive for them to declare bankruptcy. Although the effect would be devastating and far-reaching if their warranty programs failed, I don't think this is the time for this announcement. Bankruptcy gets creditors off their backs, and the government takes care of their new car customers. Things are look up for the mis-managing overpaid executives and the cash-for-life auto workers.

Another misguided attempt by our government to keep companies going that have been run into the ground by their executives and their unions. Let them claim bankruptcy, SOMEONE will buy the assets, re-shape the company, and start over. Taxpayers money should NOT be used to repay idiocracy, stupidity or outright greed. If the government has enough money to bail these bozos out, send it back to me, I deserve it more, since they took it from me in the first place. I am facing very crippling economic times, losing my home, putting my kids out on the street, running out of groceries for us all, and noone from ANY government is bailing me out. When we all stop letting lawyers, economists, professors, and the already affluent run this country, then they might just understand, it's not just them that is suffering. I am thoroughly disgusted, as are a lot of those who just happen to pay the majority of the "freight" already.

Here's an idea, lets promise the auto industry all the money it needs and use the EI to cover the cost. Reduce benefits to all people had hit but this recession and channel the money to overpaid assembly workers and their pension plans.

This is more than GM, Ford or Chrysler, this is about the thousands of workers and their families, not to mention the support industries. The incomes that are generated from the big 3 will be lost, in turn how many jobs will be affected by this looming collapse? We need to save the companies to save what we know as Canada! It stinks but we are on the edge of a potentially catastrophic hole and the only way out is to protect those jobs.

I am disgusted with this endless bailout buffet. Enough. It is time for these shoddy companies (and their greedy unions) to lie in the bed they have made for themselves. I resent my money being used in this manner, against my will, and will gladly endure some short-term economic pain for meaningful long-term gain.

I blame the Conservatives, but I also blame the other political parties who put this heat on them in the relentless pursuit of sound bites and votes. They are all making a bad situation worse.

The loss of 2 of the big three just opens the doors to lease out the plant space to Toyota, Nissan and Hyundai, as well as hiring already skilled auto builders in the same region.

The saddest thing is that if GM falls, all of its R&D on electric and alternative energy vehicles goes down with them.

It was political and corporate will (or lack thereof) that kept this technology unavailable until now.

There is a reason why GM can offer the electric "Volt" car within a year while the other two are still scrambling to market hybrids and bio-fuel vehicles.

I may not be a conservative, but bailing out short sighted failure is not something I want my tax dollars spent on.

Didn't anyone read this? they are doing this not to help the Big 3, but to help the innocent consumers that may get screwed. I've been reading these blogs and people keep saying "help the average Canadian, not the corporation", well, that is what this is doing!! Helping the consumer, the regular Canadian, GM and Chrysler won't benefit from this cause it only takes effect if they are BANKRUPT, that means it won't mean anything to them and won't help them in the least. It may help them avoid bankruptcy by offering this guarantee since people will still buy their cars, but the govt money won't kick in until bankruptcy is declared so its not giving any money to them at all, its giving money to consumers in the event of bankrutpcy. Read before you comment!
And we should help the auto sector, yes they need to restructure, but do we all want to pay for the EI for all these unemployed workers? Not just the union guys, but the people that work at car dealerships, parts stores, parts manufacturers, paint and repair shops, etc etc. This goes further than just GM and Chrysler, and they are both so big that the foreign cars will take YEARS if they can ever pick up the slack (that is to those that think all these people will just get hired by or provide product for the Japanese and European carmakers), and they won't do it at the expense of their own workers. Watch what you wish for!

I think a few people are confused here. This fund is for the customers of a bankrupt Corporation. If GM/Chrysler goes Bankrupt they don't get a penny and warrenties are backed. If GM/Chrysler don't go bankrupt and manage to convince US/Can governments to give billions this program will not be needed.

The idea is to convince people it's "safe" to buy a new car.

Treat them the same way they treated us when we tried to get our defective vehicles fixed under warranty. Why should my taxes subsidize corporate greed and inefficiency? GM and Chysler will always lose money until they get it!! Build a quality car like the Japanese do --I used to drive both brands--spent most of my time at the dealer with warranty repairs--after that expired had to pay for it myself. Switched to Honda--and Lexus--12 YEARS NOW--I ONLY PUT GAS AND OIL AND REGULAR MAINTENENCE--for all 12 years. I have 55k on my Lexus and still going on the first brake pads--how many k's with these guys--20-25k if you are lucky--been there done that--never again!
Unions put these guys in a position where they can't afford to put good parts in their cars--until that changes--they cannot compete
