Prime Minister Stephen Harper says he's found a partner in Barack Obama when it comes to green policies, on the eve of the president's arrival in Ottawa.

Harper defended his environmental record Wednesday on CNN, going so far as to blame former president George W. Bush for blocking efforts to fight climate change, and said Obama looks to be a much more willing partner.

"We've been trying to do so in an integrated economy when the United States has not been willing to do so. I think quite frankly that we have the present administration that wants to see some kind of regulation in this is an encouragement," Harper said Wednesday.

But environmentalists say that Harper is only acting now because Obama has made a number of green moves only weeks into his presidency.

Mike Hudema of Greenpeace told CTV News that his organization has seen more positive environmental signs in the "first three weeks of Obama than in three years of a Harper legacy."

Obama and Harper are expected to start the framework for negotiations for a common North American strategy to cut greenhouse gas emissions.

Environment Minister Jim Prentice said that the two countries need to "to clean up the way we produce energy whether its coal or oil sands or other forms of hydro carbon."

But there are worries among the Canadian oil sector because the Obama administration has said it wants to cut down on "dirty oil," which may include Alberta's oil sands. That topic is expected to come up Thursday.

Harper issues warning

Harper also issued dire warning that U.S. protectionism could turn a recession into a depression Wednesday.

He said that any effort to close the U.S. border to trade would be a "huge risk to the world."

Harper also made mention of a topic he doesn't want to discuss with Obama - reopening the North America Free Trade Agreement to debate.

He said reopening NAFTA could mean never-ending re-negotiations. Obama raised fears of re-negotiating NAFTA during his campaign for president, but has since then quietly backed off that initiative.

Obama's talk of reopening NAFTA was believed to be mostly aimed at Mexico, but Harper said that even by putting one part of the agreement under the microscope could put the entire deal in jeopardy.

When asked by CNN's Wolf Blitzer about what advice he could give the U.S. on the economy, Harper declined to do so.

But he did tout Canada's strong banking system and said that his country's economic issues were nowhere near as significant as the U.S.'s.

'Fruitful' discussion expected

Harper said he expects to have "fruitful" discussions tomorrow with U.S. President Barack Obama on the economy, international affairs, the environment and energy issues.

"All of those things along with the border, the great border we share that is obviously the transitway for the largest trade flows in history -- those will all be very important topics we will be discussing," Harper told CTV Toronto in an interview that aired Tuesday night.

Obama's much-anticipated visit will also be the first international state trip he has made since his inauguration, and thousands of people are expected to gather on Parliament Hill in hopes of seeing him.

"I'm hoping it will be the beginning of many fruitful discussions between the two of us and obviously between our governments," Harper said.

Obama and Harper are expected to talk about the recent developments in the struggling auto sector and how their respective governments will respond.

Charles Doran, director of Canadian Studies at John Hopkins University, told CTV Newsnet that North America's integrated auto sector requires an integrated governmental response.

"They want to be sure they don't get in each other's way (with an auto bailout), they want to be sure there isn't a lot of resistance on each side in terms of protectionism," Doran said Wednesday. "A lot of things need to be discussed to make this work."

Doran said that Obama's visit will demonstrate a significant change in foreign policy from the previous U.S. administration.

"What we see here is a difference in tone. This is a new administration in the U.S. that takes the position that Canada and other countries are part of world order . . . and (Obama's) government is listening," he said.

Obama visit excites Canadians, Harper included

Even though Obama's visit will be brief and crammed with official events, busloads of well-wishers are expected to come from Montreal, Toronto and Kitchener, Ont.

Groups plan to line the fenced-in lawn at Parliament Hill as well as the route Obama's motorcade will follow. Also, a "Yes We Span" march is planned for the Laurier bridge.

Harper's staff were anxious this week to point out that the two leaders have a lot in common, saying they are similar in age, both have young families and neither had been in elected office for long when they became their nation's leader.

"They really, at a basic level, have quite a bit in common," Harper spokesman Kory Teneycke told The Canadian Press, pointing out that both come from "outside the political establishment."

One of the main things they share, Harper said, is the challenge of fixing the crippled global economy, achieving success in Afghanistan and addressing environmental and energy concerns

Harper has spoken with Obama three times and described him as "very easy to talk to."

He said he is looking forward to meeting the president in person for a more extended visit.

"The conversations I have had with him haven't been lengthy, but we've covered a lot of ground. He's been very focused on what his agenda for the fall is, what he wants to achieve. Obviously we're going to have many more hours when he's here on Thursday."

Harper said he believes the Obama administration has a "great sense" of the importance of the Canada-U.S. relationship, and the potential to build on it.

Itinerary details

Obama's plane will be landing at Hangar 11 at Ottawa international airport at about 10:30 a.m., where he will be greeted by Gov. Gen. Michaelle Jean followed by a short, private meeting.

After that, Obama's motorcade will travel to Parliament Hill where thousands of well-wishers are expected to be waiting outside a security fence, hoping for a glimpse of the president.

The two leaders will have a 10-minute one-on-one meeting, then a "restricted" meeting with senior officials, followed by a working lunch with officials.

They will then make statements to the media and take a total of four questions before Obama returns to the airport, where he will meet briefly with Liberal Leader Michael Ignatieff.

Finally, Obama will climb aboard Air Force 1 and head home at about 4:30 p.m.

It now appears this "recession" is a "depression" with the flight to gold and gold stocks being the canary in the mine.

People are highly distrustfull of all politicians who got us here through poor financial regulation and poor monitoring that allowed for greed to crash our financial system. We still haven't seen ANY action to eliminate the fraud artists here in Canada.

Little doubt politicians are cooking up schemes to usher in the One World Government by prolonging this crises.

Open your eyes, take the ipod out of you ears and pay close attention to what is happening folks this is serious stuff.

While divided by ideology, they both have to lead the way for changes in our economies which are tied to each country's well-being. We all need to be good neighbours. I'm still waiting to see if the US government takes over the banks like other European countries have. Too much power by government is never a good sign. This meeting will set the stage for policy initiative's between the two country's for year's to come as each country need's the other to pursue their goal's.Whether these be international ,economical or environmental.This is a great opportunity for Canada to assist the U.S. on the world stage as their image has suffered as of late.

It make's much more sense to deal with environmental issue's as a continent as we share the same land mass we can effect a more progressive action plan.

Economically we are so intertwined financially and logistically that should one industry suffer it will impact the other country.
Protectionism is the worse thing that could happen to either country now as the impact will be felt by either side of the border this include's China.Whether you like it or not that $2.99 wrench you bought at Canadian Tire,the one that would have cost you $12.99 when made in Canada a few year's ago pale's in comparison to the huge trade in oil and potash we do with them now.Let's face it we cannot produce these product's for the realistic price Canadian's are willing to pay.Our cost to produce these item's has put us out of the market and blame whoever you want this is the reality.
There is not just resource good's being traded as there are other Canadian company's there involved in technology's to fuel the exploding consumer demand created by a growing economy.Let's face it these people only want the same lifestyle we take for granted.We can't say whether there have been big job losses due to China's export's as the import/export business and the other trade we do with them account's for a quite a bit.We have needed to look worldwide for skilled trade's due to shortage's.

The man had no definitive action plan for the next few years except to make a vague promise about 'family values' and 'gettin tough on crime'.

Here's a quote in regards to the increase in crime in Vancouver that has been steadily increasing since Stephen has been in power since 2006.

Quote: "Vancouver Mayor Gregor Robertson said the city's police department is too small to get a handle on the violence. He says it needs 475 more police officers to bring its staff in line with the Toronto police and 875 more to compare in size to Montreal's force."

Why should the Liberals be upset about Iggy not being in the spotlight with Obama? After all he is not the prime minister although I sometimes wonder if he belives he is or will be soon. Funny how this does not seem to be a problem in other countries. At least he gets to meet him although I'm sure with the many years he spent in the States and his many political friends there he has likely met him before or would in the future. there is something about that man who managed to get elected without a vote by his party, that turns me off. I for some reason do not trust him at all!!! I feel he may not be as tempered as his former leader but he certainly seems a lot sneakier to me.

We see and hear Obama daily reassuring his people and telling them what he is up to. Where the hell is Harper - is he too high and mighty to talk to Canadians. I've yet to figure out why so many people call Harper "extreme' right wing, while Obama is the voice of the center.

Lets get our facts straight people.

Obama - In favor of escalating the war on terror. ie Afganistan.
Harper - Has repeatedly stated we are out of A-Stan in 2011.

Obama - has gone on record as saying Canada's health care system is "extreme socialism"
Harper - Since becoming P.M. has not even flirted with the idea of introducing privatized or two-tier health care.

Obama - as recently as 2008 has stated he is "not in favor of gay marriage."
Harper - allowed a free vote on the issue in the HOC, it failed to pass, dead issue in his mind.

Obama - supports continuation of death penalty for extreme crimes ie. mass murder, rape and murder of a child, ect.
Harper - hasn't even brought the issue up with respect to a free vote you conspiracy-minded left wing nutcases.


So get your facts straight before calling Harper a right-wing lunatic in the mold of George Bush.

Also get your facts straight before calling Obama the "voice from the left".

He's the president of our biggest trade partner.They have to meet.Neither the USA or Canada can expect these talks to be about much more than what direction our respective nations are going with respect to trade.
Obama has been telling Americans that NAFTA is over at the same time he's been telling Canadians our trade with them is not in jeopardy.
Frankly,if you followed Obama's rise to power from where it started,with his election to the Senate,you would quickly see he's quite a spin master,and in fact,I would say a liar.His message changes to suit the audience he's addressing.

Many of the comment's I read show a lack of knowledge regarding the belief's held by most member's of the conservative party of Canada.We believe in a socially responsible society and a fiscally accountable government.These are the two basic fundamental's that most Canadian's believe in unless your belief's are so far to the left of the spectrum that you feel the nanny state be expanded at the expense of economic growth.The only job's available would be government job's and industry would leave in drove's much like it did in the 1990's in Bob Rae's Ontario.
Many of us left the progressive conservative party and joined the reform party as we were disillusioned with the lack of fiscal accountability and the same old politic's of the past.The political pandering and huge social spending of the Mulroney government to buy vote's.There was no way to tell the difference between the two national party's as they were both corrupt.

We looked for accountability in government where the tax dollar's we sent to Ottawa meant something and were not wasted on frivolity.We still believe strongly in a triple "E" senate as a way to ensure regional fairness as it currently stand's this country is more divided than ever along a urban/rural divide.This has been worsened by the political landscape of the past few year's.Where the term ever came to compare us small "c" conservative's to right wing is an insult as the only right wing I have ever heard was when they talk about fascism.

We are a one person/one vote party ,that is how we elect our representative's and our leader.Our fundraising is done through small donation's by mostly member's.People really need to get there fact's straight as unlike the liberal's whose financing is primarily from big corporation's or government handout.

Glad to hear that the environment is on the agenda. Why shouldn't Canada and US be the world leaders when it comes to clean renewable energy and technology. It's embarrassing to hear that European countries are years ahead of us.

To the people who keep on saying: "Made in North America" and not "Made in China" should realise that it's economic suicide. Canada doesn't have a sizable population and our neighbours down south of the border have lower minimum wages with no Universal Health Care. Our culture is now ruled by Brand Culture and the Americans (and other countries) profited by having factories EVERYWHERE!
The GM failure is a grave warning for Canada if we were just content on being a manufacturing country. Thousands are laid off here in Canada yet millions are laid of in China. With wars, storms, and rising nations the market demands inexpensive products.
Our "Made in Canada" products tend to lose out to American Brands; our Canadian companies tend to be bought out by Americans; our new companies tend to thrive and then sold to an American. Being proud Canadians is not enough in the tough world of business and economics. Go to a trade show and you'll see Canada is not considered on par with America, England, Europe, etc....
Just to let everyone now, Canada made huge gains in our raw material exports to China.

Obama is REALLY concerned about the environment. He flies to 2 or 3 cities a day...one plane for him, one for his limos, not to mention the fighter- jets that follow Air Force One...anyone want to calculate that carbon footprint. Then there are all those coal-fired plants that won't be shut down because "coal" helped elect him...and he says our oil sands are dirty!!!
To those who feel bad about Iggy...please remember he is not the PM.
Can't wait for this trip to be over...maybe the media will finally get off their knees and stop drooling everytime Obama is mentioned.

If it did I didn't catch it.

Are you suggesting that Harper made that only election promise but it shouldn't be expected to be kept at the municiple level...then where exactly does a vague general election promise such as 'gettin' tough on crime' get applied?

"We promise to get tough on crime...at the federal level?"

I didn't hear him promise that either.

What I'm pointing out as I've done before is Harper is an idealist, who deals in vague generalities because as a leader he is incompetant.

He can't run a country beyond the simple management style of a WalMart employee.

He cannot stand up and grow Canada because he's an in the box thinker, programmed to be your accountant at best.

So when crime increases, you would have me and everyone else believe that Harper can be let off the hook for the one and only pledge he was capable of making because that city hasn't handled their books properly?

Which one is it? He's either responsible for taking the initiative on crime that he pledged to do or he's not.

By the way. Harper is anything but centre...he is as right wing as rattlesnake preacher on a hot summer afternoon.

For the past three months, the only thing consistent about Prime Minister Stephen Harper's position on the economy has been its inconsistency.

During the fall election campaign, Harper pooh-poohed talk of an economic downturn and declared: "My own belief is if we were going to have some kind of crash or recession, we probably would have had it by now."

Last month, in a speech to business moguls in Peru for the Asia Pacific Economic Co-operation forum, Harper changed his tune: "The world is entering an economic period unlike, and potentially as dangerous as, anything we have faced since 1929." To address the crisis, he said, "it may well be necessary to take unprecedented fiscal stimulus."

A few days later, the Harper government produced an economic statement that contained no new stimulus, forecast balanced budgets into the next fiscal year, and suggested the economic crisis could be overcome "with prudence and restraint, combined with hard work."

Then in a TV interview, Harper warned: "The truth is I've never seen such uncertainty in terms of looking forward to the future. I'm very worried about the Canadian economy... Obviously we're going to have to run a deficit. We're talking about spending billions of dollars that was not planned."

I am heartened to think that we will have two serious people discussing the lay of the land in both their countries, and coming up with solutions that are beneficial to both. No subtle anti-Americanism thrown into the mix. It's been a long time since that has happened!

Harper did Canada proud today on CNN. He told the truth. HE spoke about the steel only in the buy american issue for govt project but noted Canada had to drop some tariffs itself.

Wow,just from reading these comments, some people are in for really hard time. People wake up, Bush is out. Canada is in for changes, rather you like it or not.

Obama is now the new USA President, have some respect for one of our biggest trading partners, and allies.

I hope they both come to the conclusion bailing out failing industries is a waste of tax payer money and instead focus on new technologies for the future and on retraining people to be able to compete in a new world. Spending money on the auto industry and other antiquated technology is stupid as China will soon wipe the floor with us anyway. Why not new technologies and a green economy where we can be inovators instead of followers. If we focus on new technology then we can't be outsourced so easily either.

Unbelievable to hear this turkey live on CNN, bragging that Canada had a surplus up until a year ago. What he should have said, is that we had a huge surplus until he squandered it for cheap political reasons. If this guy had even an ounce of honour, he would resign in shame. Fat chance of that.

Seriously, tell me, because I am trying desperately to understand. And what is the alternative - the Liberals who have made a mockery of the entire legal system in this country? And I'm very sure Stephen Harper saw it coming as well. Jack Layton's mindless soapboxing about the impending crash of the economy probably caused far more damage than if he'd kept his mouth shut.

Obama and Harper share a lot in common. They are both centrists by american standards. Harper may even be a little more liberal than Obama. American liberal is a lot more to the right than Canadian conservative.

Harper just a few short months ago was forecasting a budget surplus, and that the Canadian economic fundamentals were sound.

It’s unclear which direction the United States is headed to and maybe Obama will open up the US as a ‘friendlier’ country. Protectionism will always be a sacred value in the US. If the government had it their way, everything would be defined as American. And the people, well, some don’t even know what the capital of another country is and some don’t really care.
