$100M for poor nations fighting climate change: PM

Prime Minister Stephen Harper closed the Sommet de la Francophonie in Quebec City on Sunday by announcing $100 million in aid for developing countries to fight climate change.
Harper said his government has always been committed to finding a solution to global warming and understands that some poorer countries don't have enough resources to do the same.
"That's why I'm announcing that the government of Canada will add $100 million of aid to developing countries particularly vulnerable to climate change," Harper said.
"This help will go to the countries that are least advanced and small insular states, especially in Africa, the Caribbean and the South Pacific."
Harper also said he has been working with world leaders to "minimize the effects" of the global economic crisis.
"Now we have to start our follow-up work ... concerning our commitments," he said.
At a press conference afterwards, Quebec Premier Jean Charest said solutions to the financial crisis "must take into account the countries of the south."
French Prime Minister Francois Fillon also said the summit was a key instrument in bringing up issues important to those nations.
Harper met privately Saturday with world leaders at the summit to discuss the financial crisis that has sent stock markets tumbling worldwide.
On Friday, French President Nicolas Sarkozy said Francophone countries can take a lead role in helping to calm the economic turmoil by proposing new economic models for the world.
Sarkozy left the summit Saturday to meet with U.S. President George Bush to discuss the ongoing turmoil.
CTV's Rosemary Thompson told CTV Newsnet from the summit on Sunday morning that Sarkozy said reforms to capitalist system are needed to protect investors. He said he believes speculators have been able to do whatever they want.
"Interestingly enough, the Canadian government is saying 'we don't want to rethink capitalism, we think that our banking sector is fine,'" Thompson said.
After a day of talks about the global economic crisis, world leaders discussed the health of the French language Sunday during the final day of the summit.
Charest said the summit showed the necessity of protecting and "affirming" the French language.
"Our language defines who we are," he said. "It is a value that we share."
The Francophonie is the French-language equivalent of the Commonwealth and meetings occur every two years.
Representatives from 52 member nations and 13 observer countries attended this year's meeting, and discussions covered topics such as human rights, democracy and the environment.

I applaud the budget, even though Health Care and education may stay unscathed. Sadly this cannot last and I worry to later this year where cuts will become enviable. If anything, this provides the Wildrose Alliance plenty of ammo when an election is called.

Regardless of what the Prime Minister does he is chastised by these endless whiners whose views are in the minority opinion.
Mr. Harper is addressing important issues and putting up the funds to make a difference where it will count.
Conservatives believe in being compassionate and helping other less fortunate countries not being self centered like Liberals appear to be by their comments.

The truth is he has constantly expressed bitter outrage against third world polluters and that has contributed to his government's refusal to have Canada do anything about climate change.
One of his key reasons for backing out of the Kyoto accord was that developing nations weren't going to do anything so why should we.
Read the public record on this subject it will bear out an absolutely opposite position than the one he claims in this statement.

Harper's climate change plan is going to put a cap on emissions and fine the companies that go over the cap. A method of putting money in the government coffers without directly hitting the little guy. That is not to say the fines won't be passed on to us but the Liberals Green Shift would also have costs passed on to us, the taxpayers.
Keep in mind the countries that were mentioned in the article are already in dire need of help. What with droughts, hurricanes etc. It is a lot of countries and really, not very much money.

In the context of both the economic,and environmental challenges we face,both this story,and the amount of money are miniscule here.But $100 million can do a lot in impovershed societies.
There are people in this world who would gladly trade places with even the poorest in Canada.Yes,we must manage a finite number of dollars in tough times.But to suggest we eliminate all aid to the planets poorest until we have resolved all of our problems at home simply smacks of greed and ignorance.We must continue to take small steps on all issues of importance,rather than throwing all of our resources at one issue,while ignoring others.
Shutting down the entire economy of Canada would do something,but still have very little impact on the GLOBAL environment.
Perhaps those opposed to this would prefer us to ignore the rest of the planet until we satisfy everyone in Canada.Perhaps cancel all foreign aid until we have no poor people here.
This just looks like more dribble from people who don't like Harper.In the days of Liberals,it was the left screaming for MORE foreign aid.
So much for a fairer and kinder Canada.Losing an election seems to have put that idea on hold.

The next artificial Xmas tree you buy will be made in China (made for approx $5, and sold to you for $150) that includeds wages, shipping and profit). This Xmas tree was made from a coal/oil fired plant that produces quickly and ineffiently so China makes maximum profit on the cheap, and produce cheap energy contributing to green house emmissions.
Now if you would buy a real Xmas Tree from Ns etc. that one lost will replant 4 Xmas trees for everyone lost from (a Canadian province Economy) for every one lost. Recycle the old one for composting or to the paper comanies.
Over time you pay more but in so many ways you help the enviroment. Better than a carbon tax and helps Canadian business and reduces Green house emissions.
All without the help from China an puts money back into Canada.
So the question is " Where can we find the money" This is just one example.

honestly folks, here we are left with a PM who will not deal with the factual immediate issues in our own country. we are dealing with homelessness in not only major centers but in small towns as well, health care and public schooling are in hard times. fuel taxes are through the roof and like to think so or not, we will be dealing with a credit crunch our selves. notice how the Canadian dollar took a nose dive after the USA printed that $700 billion.
it should be agreed to take control of the problems in our own back yard before we go walking into some other country. ask your self how much of that money would actually go to the problem? i can almost guarantee that it would go in to the hands of greedy politicians instead of into the programs that is would be destined to go.

If it's about the election I think it's to late.We voted last week.
If it's environment,Kyoto has been shown to be a failure.And Mr.Dion,who was part of a team that negotiated a very poor deal for Canada,then failed to implement the plan,has been held accountable for that by the voters.
If it's the money,I think we are being petty.The 100 million will do little to our budget,but will help a lot in poor countries.A single dollar can buy nothing i Canada.But quite a lot in other parts of the world.
During difficult economic times it is the poor who suffer more than most.The rich don't even notice.The middle class pays more taxes and gives up some of life's icer things.But the poor get even hungrier and sicker.Not only do they have little or no chance of getting a job,but the middle class have fewer dollars to make charitable donations with.
Even conservatives,who think the best answer to poverty is a decent job,are able to recognize that we cannot turn away from poor people with no ability to help themselves any time soon.
We should also help the poor at home.But many of them can help themselves to some extent.There are still "help wanted" signs all over BC.

All western countries give money to 3rd world countries for aid for food and health and if necessary climate change.
For your information at my age I have more than one loved one needing medical attention on a continual basis and Canada is one of the better places to be when you don't have lots of money and do have a medical problem. And let us not forget that the provinces are responsible for their own medical services.

You do know that Alberta is one of the worse polluting provinces in the last decade thanks to the oil rush right? You know when Albertans all received a nice fat payout from the surplus of your province? Instead of cashing that and spending it, did you ever give thought of donating it? Did you ever give thought that hey, just maybe, this extra money could go towards buying a new furnace? Oh wait...that would be the smart thing to do! Sorry for asking

We give to other countries, why? Because it makes Canada look good. Why do we want Canada to look good? So we can attract foreign investment. Why do we want foreign investment? So it can keep our stock markets afloat, our investments secured, and our pensions growing. Why do we want that security? So we can live the CANADIAN dream and be comfortable in our lives. Sure, there are poor people that could use help, we could invest it in our own "greener" initiatives (which are b.s. but that's another subject), we could spend the money on one free lollipop for every man, woman and child on our soil. Will that get us AHEAD on the world stage? Nope.
So when you start wondering why your RRSP's and Mutual Funds aren't growing and we can't attract foreign doctors/skilled labourers, you can think back to the time you wrote on ctv.ca that you'd rather the money be saved towards Canadians rather than promoting our country on the world stage.

As for acknowledging his poor habit towards Human Rights, I doubt he will mention the 'right to vote' he has obviously taken away from the homeless for the last election; I believe Canada is going backward in Human Rights as we just gave them that right in 2000; but a bully will always find a victim, the littlest the easiest...
And the poor economist does not even realise that to help other bank in and out of the country, he has to create a loan with the international bank therefore producing a bigger debt for all of us; or is it just Canadians that do not realise it?
As for his treatment of his poor at home it is shameful; more people are joining the rank of the unemployed and the re-located for short term everyday while there is no low-income housing project being introduced; there is more homeless everyday as the BC provincial now put them on the street after two years,(part-time) jobs or no jobs at all.
As for charity, I believe that the churches and community center should be used to house the poor specially in the winter; create a dorm like room with mats lined up you sign in, sleep eight hours and go back to look for work until you find it, not for two years or your out cold... Jobs are scarce, shelter cost is too high in most large city center, where the job are likely to be created.
And I agree that charity should start at home, where else?

I find this rather insulting because of the fact that Harper, when first elected as PM, quietly cut about 90% of the funding on every environmental program our country had running. And why has nobody brought this up?!

In this case, my money staying here in Canada would still help those developing countries. Climate change is global.
Maybe if we can avoid another election in the next 2 years we will have an extra 100 mil or so to throw around.
I am 22 and have already been to the polls 3 times since I was eligible. Guinness book of records here I come...

2nd, how much pollution do these tiny countries produce that we are sending them $100 Million? I'd expect much less than Canada's! The only countries polluting a lot are China, India, USA & Russia - these are the ones that must limit emissions to make a difference in the world. 3rd, Harper cares very little about lowering emissions in Canada but has NOW taken a BIG interest in getting, low-polluting countries to lower their pollution right after winning the election.
Harper is sending money now b/c we're in a surplus that will turn into deficits for the next 2 to 3 years. You'll see less jobs, etc. & Harper is eyeing social program cutbacks. 4th, it makes NO logical sense to do this now with a recession coming and better to be used fixing the economy. I'm certain Harper has devised a 6 point plan to transfer part of this money into the secret Harper fund - like Mulroney/Airbus. Harper's cover story of helping SMALL developing countries to reduce their pollution ( this money is not for India or China folks ) is the funniest thing I've heard yet b/c they produce WAY LESS than us. I guess Canadians must be foolish, blind or both!
