Careless mail delivery prompts investigation

Identity theft has been a huge problem throughout British Columbia. Thieves have corrupted thousands of identities by accessing information from stolen mail.

So when a Langley businessman found a bundle of undelivered mail left on a sidewalk, he wanted some action, and he turned to CTV for help.

"I found it right beside the mail boxes," says Dr. Todd Sorbo.

A photo taken by Sorbo shows the bundle of mail left on the sidewalk. It's mail that belongs to the residents and businesses in a Langley industrial complex, including Sorbo's office.

"We receive a lot of important insurance information, a lot of confidential patient information, there is no other way to get the mail, other than to change our address and use a private box service," says Sorbo.

CTV took the mail he found to some of the businesses, delivering abandoned medical records and payments to one medical clinic in the complex.

"People's medical records are coming here, payment of invoices -- we can't have it out there for anybody to rifle through," says Dr. Shannon Dutchyn.

Not everyone was home to receive their mail, so CTV took it down to Canada Post's main sorting centre in Vancouver.

But Canada Post spokesperson Lillian Au was not available for comment.

Langley resident Brian Jones says he's not surprised about the situation.

"You have to be proactive about paying your bills because you don't know if they are coming or not," says Jones.

The mail box in question is serviced by a private delivery service contracted by Canada Post.

Merchants say they've been complaining to Canada Post about the service for years -- with little consequence.

"(They've said) nothing we can do we will look into it," says Dr. Shannon Dutchyn.

"If they are going to contract the mail to independent contractors, at least there should be quality control mechanisms to deal with inconsistencies," says Dr Sorbo.

Canada Post did not respond to repeated requests for an interview, but released a statement saying they will conduct a "thorough investigation" and follow up with the affected customers.

In the statement, the company says the situation appears to be a case of human error by a delivery person, explaining that a different carrier was filling in for the person who regularly covers the route.

Through their initial investigation, Canada Post says it found that the mail appears to have been prepared for delivery to a shared building, but did not make it.

In Langley, those who count on the mail say security of the mail seems to be undervalued by our national carrier.

They must have some new staff in the system.
We put in a change of address and have been getting other peoples mail with our new address on the yellow sticker. We stuck it back in the mail with a little note on it and still got it back. After the third time they got it right, mind you the notes got a little stronger each time!
Also getting other people's mail and the address isn't even close.
Somebody not paying attention somewhere and that needs to change I would think or is reading english an issue?

Mail delivery has been a problem for quite a few years..we get other peoples mail and others get ours. Delivery people are very careless and don't care and it is useless to complain to Canada Post as they don't do anything anyhow.We can be thankful for email

we moved to a house 10 minutes away from our old condo 4 months ago in port coquitlam. we had our first experience with mail theft in July. We operate a small business and receive mail everyday, mostly bills of course! so even 1 day without mail is odd and always noticed. we went 5 days without mail and so did our neighbours. we called canada post and they gave us the # to our canada post outlet in Port Coquitlam. I got home early that day so i just went in person instead of calling. The lady at the counter automatically blurted out 'oh it must be getting stolen!' way to add fuel to my fire and not try to calm me down at all. She kindly looked in the back for our mail and couldn't find any. She then gave us the name and # of the manager for our delivery route. I contacted her around 6am the next morning and she explained to me that our delivery person had noticed our mailbox had been tampered with the week earlier, so she was holding onto all of the mail until the mailbox was fixed. It was somehow opened from the backside? and she also mentioned that our area is a 'hot spot' for mail theft and other mailboxes in our area have been tampered with several times and are under investigation. we got all our mail that day with a letter from canada post explaining the situation!

although it took a week to find all this out i really appreciated all of our local canada post employees help. and am officially on mailbox tampering watch!!

I can say this is not an isolated incident. My neigbour was away for an extended period of time and his mail began to pile up. When his mailbox was full, the carrier put all his mail into my mailbox. I don't even know if my mail was placed in someone else's mailbox since my mailbox is completely filled with my neighbour's mail - which happens to include his bank statements, tax returns, utility bills, and credit card statements. I can't understand how the letter carrier can lack such basic common sense when identity theft is a widely known problem. The worst part of this is when I contacted Canada Post, they responded as if this was no big deal.

In the olden days, there was something called the honour system. If you come across someone else's mail, you forward it or give it to them. I don't want anyone else's mail because i have enough of my own! I must admit, I have been guilty of reading someone else's mail when I was young and foolish. I really do hope we can be good citizens and go back to the honour system and trusting one another. It makes life so much more enjoyable.

I recently had a similar situation as Jim from Surrey. I got a letter for someone who doesn't live at my address, so I wrote "not at this address" on the envelope and put it in the mail. I got the letter back and my "not at this address" was still clearly written on the envelope. Also the way Canada Post delivers junk mail is annoying. I live in an apartment building, and they'll put one junk mail flyer in everyone's mailbox and then dump a big pile of the same flyers on the floor around the mailboxes. Wasteful and messy.

As with most government functions, the postal service is a dismal failure. Have had mail misdelivered for years, complain regularly and am told that in Oliver, a properly addressed letter with house number, street, and all other information is considered undeliverable. Lived in the same house in a small town for 25 years. Guess one of the benefits of union membership is that you are not required to do your job.

It is not only a Lower Mainland problem, they can't even get it right over on the Island, I get other peoples mail quite regularly and this is just a small city.

We had an interesting occurance several years ago at a super mailbox server by a Canada Post contractor. Nobody in the subdivision was getting mail on Fridays. We would only get delivery Monday to Thursday. This had been commented on, but nothing happened until a plant shipment arrived at post office on the Friday and the card to indicate it needed to be picked up didn't arrive until the Monday. That gave us the proof we needed, the plant was dead, and after we complained that time magically we started getting mail deliver five days a week.

I recieve mail for a differnt address consistently. The only thing similer in our address, is the house number, and city. Wrong street, postal code name etc. When I complained to the post office, I was told to just deliver it back if possible. When my credit card bill was delivered 3 streets away, I called Canada Post. They said we all make mistakes, and this is not an issue to them. Great then, why do we not just throw the mail at the bottom of the street, and whoever picks it up, its theirs.

Disgraceful.

Thank god that poorly run Crown Corporation is being reviewed by the Federal Govenrment.

They are all paid way too much and do way too little work.

It's time we start offering a more competitive service in that field and let the money train come to a stop!

A parcel I sent to Montreal via Canada Post was left on the floor outside the apartment it was to have been delivered to. Of course, the recipients didn't get it, they were at work. When Canada Post was contacted re: their delivery policy they as much as accused me and the recipient of lying, that the parcel was indeed delivered. I did however get my money back after an argument.

I put a permanent change of address and some of my mail still goes to the previous address. On inquiry Canada Post, thinks that it is not a big deal and they 'will notify' the carrier. Seems like they need to be accountable for a service they are paid !!!

I've complained a number of times to the local post office when I would get other people's bank statements in my mailbox and sometimes my neighbors deliver mail to my house because it was in their mailbox (VISA bill, etc).

I finally complained to Canada post and they forwarded my letter to the local postmaster, which appeared to resolve the matter for a few weeks.

However, we still get mail mix-ups and often only get a "final notice" (with no 1st, 2nd) when a package has arrived. Sometimes the post office has already returned the package to sender before they even deliver the final (and only) notice :/ And bills? They almost always arrive 1-2 days before it is due, or after it is due (if at all).

Canada post has gotten very sloppy in the last 10 years. When you try to bring it to their attention, they seem indifferent.

From Nova Scotia:
I have received bank statements,Christmas cards, bills and one time I received my neighbors mail from the Canada Revenue Agency. What I have not received is my BMO credit card and numerous statements and maybe a great letter or two.
**I contact Canada Post when I receive mail that should have been delivered to the proper address. When I contacted CRA about receiving my neighbors Income Tax Return-they gave me heck for having his mail. I didn't open the letter but they tell me I should not have this info in my possession.

Wow, I cant believe this story....amazing timing.
I went to Canada post here in Embrun to complain about the mail delivery. We get mail for other constantly and have been missing bills regularly. We told the canada post employee that we have been missing bills and her reply was, "well maybe whoever is getting them will pay them for you"!! NO HELP AT ALL. The very next day, we got mail in our box for TWO other people. Now we put them back in with a note attached....but where are my bills? I think whoever gets them is reading them or tossing them. Which leads too where is my name and info going? No wonder identity theft is such a big issue today.........WE CANT CONTROL IT IF SOMEONE ELSE IS GETTING OUR BILLS!
BRING BACK DOOR TO DOOR DELIVERY ... that will help

Canada post service is ridiculous and it's time we as Canadians avoided them when possible.

I've had packages just disappear and I have had books damaged because the lazy person doing the delivery just folded my package in half and then jammed it into my mail box.

I shut off paper billing where possible and I get as many bills as possible electronically. Even my mother gets a birthday email rather than a letter.

I have pictures of many
mail bags (+25)
being delivered
to I assume London.
Heaped onto a small open utility flat bed trailer
being towed down a
400 series highway.
I was shooked to see how
our mail was being handled
this way.
Having a camera with me I took some pictures to prove
what I saw.
My thinking at the time was
how can they treat my
mail in such a lax fashion.
Not to think of security issues involved with this
fashion of mail delivery.
But the mail must get through ...
so to speak

How much dependable services
can we get from our Postal Services? I mailed a letter to Montreal a number of weeks ago,and it took 10 days
before it was delivered.

I work for one of the courier companies and i can tell you there is a lot of pressure to get the job done.

if you make even one mistake you are suspended for it. we can handle 50,000 pieces a year and if one piece is delivered in error, you are in trouble. if you deliver four pieces in error within a year you are fired.

our jobs are not as easy as some people may think...

No surprise. Ours are contract "posties" Over the last year delivery is anywhere from 10:30am to 7:30pm, to none at all. Thejunk mail received daily, empty boxes makes you wonder if we had delivery that day. It's possible no mail for that day, but every day with no mail seems to be Friday or Monday with the next day getting extra amount of junk mail, along with more mail than average. Wish I could take long weekends and get paid. We are not getting what we are paying for

I was initially surprised that CTV did not show the entire tape of the Polish man being tortured to death. At least Maher Arar live to tell the story and live out his life with $10 million. I am particularly interested in what the blond haired officer we spearing the polish man for near the end of the video posted on utube. Canada is no better that Iran for torturing that woman; actually they are worse and they did in public. What I saw on the video were four Canadian cowards with no common sense.

The standard excuse from Canada Post when something gets done wrong is..."there was a relief carrier bacause the person that normally does the route was away." pretty much a no-brainer as it isn't like we watch for the mail deliverer to see who it is each day so disprove Canada Post if you can...

Me and my neighbours are way ahead of times forward here in Saskatchewan. When we need to send something to each other we use our cows as carriers. Never had a problem.

You know, CP may be all aloof about it now, but mark my words, one day something drastic is going to happen. In not dealing with the growing problem of mail theft Canada Post as a whole is effectively and deliberately invading Canadian's right to privacy.

I've had the same problem. Mail not being delivered or being intercepted/stolen while on route and Canada Post did nothing even after filing numerous police reports and letters from lawyers. Something has to be done to fix the lackadaisical attitude that permeates Canada Post!

well someone else with a complaint about our postal service,, here is a good one, and then they will increase postage for letters etc soon,, well i sent a sympathy card from saskatoon to winnipeg way back in feb, guess what it is september now and they still dont have it, and they want more money to ship the card by express post to make sure it arrives, ok right now we have complaints against gas gouging, so here is one for the record what about postal gouging,, hello nobody see a problem with that, then they do this ineffective delivery service, someone or somebody do something about this,, thank god we have emails,until they start charging extra for that service too. christ shame on the postal service, lower your heads this is bad pr for canada, who prides herself oh great service.what are our leaders gonna say about this one.. i am listening,,,,

Here's another thing. Canada Post is also giving priority to junk mail delivery, above that of regular mail delivery. Post office delivery staff is forced to give extra attention to delivering junk mail.

I think there may be a dangerous shift in the focus of Canada Post towards making money instead of providing accurate and secure essential mail services.

If it's news to anyone, JUNK MAIL IS NOT ESSENTIAL MAIL SERVICE!!!

There is a tremendous amount of turnover at Canada Post right now, and many new people working under a lot of pressure. These community mail boxes will become the norm across Canada if Canada Post is "Liberalized" as the current CEO plans. Read the September 2 strategic review from Canada Post and you will find that Canadians will not likely have door to door mail delivery in the near future, and many companies will be delivering your mail to these type of bundles to community mail boxes everywhere. It is likely that the mail delivered was in fact a Canada Post employee, not a contractor, but one who probably has over a thousand points of call because Langley is still considered rural, and still gets paid a fraction of the wages and benefits of a full letter carrier; even though they still have to provide their own car and fuel. Mistakes happen, workers are under pressure all over the place, surgeons make errors, fighter pilots make errors, postal workers make errors. Speaking as a postal worker who sorts and dispatches mail, not delivers, that my co-workers really do care about the quality of service we provide. I see how much pressure these former contractors are working under to provide quality service, and I feel they are overworked and doing the best anyone could do. Sometimes people are sick too, and finding a trained person willing to do this kind of work appears very difficult. Canada Post is hiring right now, so apply as either a manager or labourer and help us out please. Remember that house to house delivery may be a thing of the past soon, and we will all being going to community mailboxes rural or urban.
