Facing fallout from the deadly listeria outbreak over plans to let the food industry police itself, the federal agriculture minister responded to what he called an "off the wall" interpretation of the government's intentions.

Agriculture Minister Gerry Ritz told Canada AM on Friday that criticism from members of the federal Liberals, including leader Stephane Dion, over a leaked document that reportedly considered handing over inspection duties to the processing companies is groundless.

"It came out of a strategic review document that came out of the CFIA and my department last fall," said Ritz. "There are no cuts, no changes anticipated other than doing a better job with the resources that we have."

Ritz said the document was outdated and never went forward. He said the government has actually gone the opposite way of what's alleged -- they've added 200-plus inspectors and another $113 million into product safety and recall powers for Health Canada.

Dion told reporters in Toronto on Thursday that the Conservatives backing the alleged self-inspection plan are the same ones who were in Ontario's provincial Conservative government during the tainted water crisis in Walkerton, Ont. that killed seven people and more than 2,000 seriously ill.

Dion pointed out Finance Minister Jim Flaherty, Environment Minister John Baird and Health Minister Tony Clement as "the same people . . . who are responsible (for) what happened in Walkerton."

More cases expected

Ontario's Chief Medical Officer of Health said more cases of listeriosis will likely be reported as the result of a nationwide outbreak of the potentially dangerous bacterial infection.

At a press conference at the Ontario legislature on Thursday afternoon, Dr. David C. Williams said he expects more cases to be reported in the coming weeks because listeriosis has an average incubation period of three weeks.

Williams said at the press conference that the government first became aware of a problem with the bacteria on July 25 thanks to the province's post-SARS tracking system.

He credits the system put in place following SARS with detecting the current listeriosis outbreak after he said a pattern began to emerge from health units across southern Ontario.

"When we got up to eight or nine in the later part of July that's when we started asking health units, 'could you go back and get us some more information," Williams said.

But the opposition is criticizing the government for taking too long to inform the public.

"There's been some sort of failure to communicate in a timely manner so that the public could be made aware, so that we could make the choices to make ourselves safe," NDP MPP Gilles Bisson said Thursday.

Bacteria confirmed at Toronto plant

Williams confirmed that listeriosis was the underlying cause of death of one person in Ontario, but cannot say for sure where the outbreak started.

The person who died from the outbreak was an elderly woman from Hamilton, Ont.

Williams said he could not confirm a direct link with the recall at the Maple Leaf Foods plant in Toronto.

The bacteria has been discovered at the Toronto plant but it has not been confirmed if it is the same one that caused the outbreak.

Regardless, Maple Leaf has recalled about 500,000 kilograms of meat.

Sanitization efforts continue at the plant, believed to be the "probable source" of the listeria outbreak.

"We have about 80 employees working 24 hours a day under the supervision of a microbiologist and a sanitation expert to do three complete cycles of sanitation," Maple Leaf Foods representative Linda Smith told Canada AM on Friday.

On Sunday, Maple Leaf issued a recall of its Sure Slice roast beef and corn beef products, which are produced at the Toronto plant, after they tested positive for low levels of listeria.

The products that were recalled came from the two specific production lines at its Toronto plant.

The lines in question, lines 8 and 9 have been dismantled as are many of the other lines as various cleaning procedures that taking place, said Smith. The plant will remain closed over the weekend for an additional fogging spray.

Eight cases have been ruled out, said Williams, but 17 cases of listeriosis have been confirmed: 13 in Ontario, two in British Columbia and one each in Saskatchewan and Quebec.

One case involves a pregnant woman in her 40s, but Williams could not provide details of her condition.

The two cases in B.C. are hospital patients, one in Fort St. John and the other in Prince George, who said they were served the deli meats as part of the regular meal service.

Dr. David Bowering, the chief medical officer for Northern Health in B.C., said the two patients contracted the same strain of the bacteria found in the Toronto plant while they were being treated in hospital for more serious conditions.

Symptoms of listeriosis include nausea, vomiting, cramps and fever.

The recalled products were produced from June 2 onward.

The 23 Maple Leaf products have an establishment number of 97B and have best before dates ranging from Sept. 30 to Jan. 1, 2009.

What does this quote mean? Does it mean that the government is adding 200 + more inspectors at the Canadian Food Inspection Agency to reduce the chances of events like this happening again... or 200 Health Canada inspectors to scramble around during recalls? Is this initiative proactive or reactive in nature?

Harris' cuts to everything in Ontario caused serious problems. Let's hope that this document coming public at this time has indeed put an end to the intended policy shift. We do not need another Walkerton.

The systems are only as good as the Inspectors In Charge. I know of two cases of Listeria Monocytogene detected in Federal Establishments in Nova Scotia that were reported, and dealt with internally, never being reported to the public, even though unsafe product was on shelves.

Big business cannot be trusted to serve the public interest. Big business sole purpose is to give comsumers as little as possible for as much as possible. If big business were in charge of monotoring themselves, this self monitoring would be the first thing cut by big business when economic times were tight. Do you think big business would voluntarily tell consumers when the meat was bad or the car was faulty. Keep inspections in the hands of government where there is at least a small chance of impartiality. "Big business, keep your germs and hands to yourself!!

Woulda,Coulda, Shoulda, Dion is desperate to try and drag some mud into the political arena. The best thing for Canada and the Liberal party would be to get rid of this "Dion Buffoon". The time to take action against the government is when they try to bring a plan like this forward not a year after a paper has been shelved and not acted upon. Talk about desperate. Now having said that I do think that Clement is probably the worst health minister Canada has ever had and Harper would be wise to sit this clown in the backbenches somewhere.

Stephan Dion had better watch his mouth! None of the people he refers to were responsible for Walkerton. It was due to a municipal inspector who was untrained and didn't do his job. He failed to tell anyone that he had found e. coli in the Walkerton water system until it was too late.

I remember when in power, Mike Harris made the very public comment that one of his mandates was to "bust unions". Harris met his mandate by cutting civil service jobs. He did so at our very own health and safety risks. Are ya proud of meeting your mandate after Walkerton and now you crones follow suit with lack of inspectors out in field to cover jobs that used to employ so many more. Shame on the conservative government or any govern,ent for that matter to put our elderly and our babies and our sick at such high risk

It's funny how short Ontario residents memories are. They blame Harris for all the cuts he made. I guess they forgot about the record defecits Harris government was left with after 4 years of Rae in charge. Serious cuts HAD to be made after Rae figured that throwing money we didn't have at every problem would make them go away.

And then our "saviour" Dalton McGuinty comes in, promising not to raise taxes, and Ontario eats it up. And what't he first thing Dalton does? Put in a health care premium, that we can't even track, because it's just added to provincial income tax on our pay. Just the first of many broken promises by McGuinty.

And what does Ontario do? Give him another majority because the liberal ontario media made us afraid of publicly funded catholic schools! Oh the humanity!

Lets not be so naive as to blame Wlakerton on Harris, remember Rae and Peterson almost bankrupted Ontario.

It is also naive to take a policy review paper and suggest that there is somehow a relationship or even backing by the same people from a different circumstance.

Policy review papers are created by bureaucrats and presented to the particular minister and deputy ministers (also bureaucrats), on a regular basis in every area of government. Only after exhaustive review from different perspectives, including legal, are they put forward to caucus for consideration, and that only in areas that will require new legislation.

Putting forth opinion here and elsewhere that have a modicum of consideration and research might make them a little bit more credible.

It comes to show that no watch dogs can catch every single safety corners. With all the lastest technologies and still consumers are still at risk. It is the responsibilities of the plant and the Gov't to safe guard consumer food products. Can't really blame Maple Leaf for their part but our Gov't by not placing focus on food safety top priority.

And here is me thinking that incompetent employees of the Walkerton water treatment system were responsible for the tainted water deaths a few years ago while all the while provincial cabinet ministers were travelling up from Queen's Park in Toronto to look after the system. Oh by the way, I got sick last weekend after consuming a large quantity of beer. Who can I hook for that? Harper or MacKay?

The Liberal Leader is correct; what was done in Onario with the massive cuts in everything was immoral. The results of the cut backs, less inspections and safety for Ontarians.

Now these same men want to do the same in Canada. Massive cuts while buying our votes with so called tax breaks. Don't believe these guys Ontarians, the evidence is there.

Premier Mike Harris and his gang of merry men destroyed what was once a great Province under the former great Progressive Conservative Premier of Ontario Bill Davis. Conservatives these days are nothing compared to Bill Davis. We need Progressive Conservatives not right wing fundamentalist. Even though the inspector at Walkerton did not do his job the environment was put in place by the government. The dominoes were set in place.

I wonder how many of the pro-conservative statements on this list were put there by hired students?

We have serious environmental and social issues that are federal responsibility. But what do we see on the legislative adgenda, Copyright, and pharma laws.

Who is in the conservative constituency that they are helping?

Certainly not children in poverty. Certainly not kids who go to school hungry.

I can't believe all the socialist nonsense suggesting capitalism caused the problem. Take a look at the track records of the socialist countries in protecting their citizens from danger. Anyone ever hear of Chernobyl? Now that was a great example of how a socialist nation protects its people. Thousands are still dying every year from radioactivity left over from the meltdown.

China is another shining example of protecting human rights. That's why the government has tanks in its streets. Yes we all want to earn $100 a week and live in squalor. Get Real!

DW is right. It's not a high enough priority on the radar. Walkerton is out of most people's minds. You get the right that wants to deregulate everything, and the left that wants to regulate everything. There needs to be a happy medium, but nobody is willing to work together in order to make it right. We can blame whoever we want, but that's not going to help things. We need a plan. This is why it's important to get some new faces on the political scene that can somehow bring people together, rather than drive them apart. We're at least a few years away from that.

It seems to me that an inspector in the public service is quite the cushy job. Rarely are they named specifically and blame for failed inspections quickly goes up the chain to the agency and the minister responsible for it. They are highly paid, have good benefits and a wonderful pension.
This particular event looks like specific contamination issue traced to a single plant and only two lines that probably had some of the same contaminated animal on it. Sounds like one person not being too thorough, not a level of government failing to administer.

To Chris, Harris left us 5-6 billion in deficit. Me thinks it may be your memory that is short. With Harper's new Chief of Staff being Harris' old Chief of Staff, I suspect we will continue to be reminded of the damage of the Harris years.

This policy was already in place to add the 200+ inspectors so cannot be said to be reactive.

I find it disheartening that the Liberals, including Dion, would try and make people panic in order to make the Conservatives look bad.

Hey guys could you please stop the political finger pointing. This is about a serious medical problem. There could be hundreds of infected people running around that don't realize it.
I don't know where Dr. Williams got his three week incubation period. The reserch i have done says the incubation could be up to 90 days.
So it doesn't matter who was health minister when Walkerton happened or who is the health minister now. This bug can lead to listeriosis and can be deadly for the elderly, those with weakened immune systems and pregnant mothers.
Its scary to think how many people are out there with the possiblity of dying. There will be all kinds of subjects that will allow you to do your political duty and lie for whatever party you support.
