Prime Minister Stephen Harper will announce new cabinet appointments Wednesday in what is expected to be a minor shuffle. Sources say David Emerson will remain as foreign affairs minister.
A swearing-in ceremony will be held at 11 a.m. in Rideau Hall and will be broadcast live on CTV Newsnet.
"I believe that most of our ministers are just beginning to hit their stride in their portfolios," Harper told reporters Tuesday in Huntsville, Ont.
"I don't believe this would be the time for major changes to cabinet. ... I see no need for a comprehensive overhaul now."
Reports of the impending shuffle first surfaced in May, soon after Maxime Bernier resigned as foreign affairs minister. He was quickly replaced by David Emerson.
Bernier was forced to step down after he left classified government documents in the home of his former girlfriend Julie Couillard, who has had personal connections with people involved in the biker underworld.
Harper quickly named Emerson as Bernier's interim replacement, and sources told CTV News on Tuesday that Emerson will keep that appointment.
The Department of Foreign Affairs issued a press release Tuesday saying Emerson is scheduled to attend an upcoming G8 meeting in Japan.
Possible candidates to take over Emerson's trade portfolio are junior minister Christian Paradis and Public Works Minister Michael Fortier, who has worked as an international business lawyer.
Paradis, who is currently secretary of state for agriculture, would add another Quebec MP to Harper's cabinet, filling a void left by Bernier's departure.
There is speculation Paradis may be named as the new public works minister, leaving Fortier to take over the international trade file.
Despite earlier reports, sources told CTV News that Finance Minister Jim Flaherty and Industry Minister Jim Prentice will keep their respective appointments.

This is a moral test for voters in the municipal election. Electing him will be a stamp of approval for his actions. I strongly believe that the first thoughts should be for the person he has publicly humiliated, his partner. By his conduct he has made of himself, merely, a footnote in the election.

When is Harper going to realize that shuffling around incompetence still leaves you with incompetence?

i'm glad that the PM is getting people out of positions they obviously can't handle.
Switch Mackay with a Soldier
said
How about switching Peter Mackay with a Canadian soldier who knows full well that the Afghanistan mission is a misled mess, a mess that continues under constantly shifting goalposts that always evaporate and reappear under different political guises that involve a deliberately vague notion of "winning". At least Mackay wouldn't have to participate in combat for very long if that kind of switch happened.
Why? Because anyone with any sense can see that this US-spearheaded Afghanistan "mission" (which has already gone on far too long) is at best a waste of time and resources, at worst an ongoing degradation of Canada, once known more for peacekeeping, into a country needlessly at war with people who never attacked them, at the increasing cost of Canadian and Afghanistan lives.
No more needless international enemy making missions! No Canadian military acting as security for a US spearheaded oil pipeline!
Canada out of Afghanistan NOW!

The anti conservative wonks are out in full force today.
Almost every day the Liberals or the NDP vehemently request that some cabinet official be forced to resign or be fired. When one does resign, then it's : Oh look how unstable they are, they are moving people around to fill the vacant position.

We are tired of the American dominating all the scandals: JFK - Marilynn Monroe Scandal and Bill Clinton Monica Lewinsky scandal. Thanks to Bernier we have our own scanadals, we are becoming a super power.
He good at local affairs give him foreign Affiars too.

I trust Harper's pick he exercises caution but is firm in the fact Quebec will have a say too in the country.
This could be an election Cabinet he picks as Dion Green Shift flopped he may want to go get the majority before the Liberals dump Dion.
The Liberals seem to have left overs from other parties and Harper has fresh honest hard working men and women who now have a couple of yrs experience and are ready for more.

Unlike the liberals who are arrogant and continue to keep the same people who make the same mistakes over and over because they never want to admit to wrong doing.

Many Canadians, particularly those in Quebec, still see the current Liberals as still corrupt.

Despite senators waking from their sleep too often to block progress, the government has acted on its promises. A welcome relief from the all-talk, no action, anti-American, we're entitled Liberals.
Now's the time for a reality check. A Conservative government needs to be conservative - smaller government, lower taxes, less interference in the lives of Canadians, and in the jurisdiction of provinces.

Let's hope the junior minister is up to the challenge.
I'm thinking that Harper put Bernier into a portfolio that he wasn't qualified or interested in. Is he exercising any better judgement this time? I guess we'll know soon enough.

Harper's front bench has to be the weakest in Canadian history - they don't know their portfolios and can never learn them for they're getting moved around all the time.
Keeping Flaherty in Finance is a huge mistake.
