Liberals accuse Tories of a Bernier affair 'cover-up'

The Opposition Liberals levelled allegations of a cover-up in the Maxime Bernier affair Wednesday, accusing the Conservative government of sitting on a "national security bomb."
Liberal Deputy Leader Michael Ignatieff said on CTV Newsnet's Mike Duffy Live that the timeline of events the Tories have given about the scandal over the misplaced classified documents doesn't make sense.
"We're talking cover-up here. The opposition simply does not believe the government's story," Ignatieff said.
The strongly-worded accusation came just hours after Liberal MP Ujjal Dosanjh suggested in question period that the Prime Minister's Office may have known about the missing documents well before Bernier's resignation on Monday.
Bernier resigned his post as foreign affairs minister after informing Prime Minister Stephen Harper that he had left classified documents at the home of an acquaintance. His ex-girlfriend, Julie Couillard, returned the documents to the government this past weekend -- apparently several weeks after they went missing.
Timeline questions
The Tories have insisted that Harper only learned of the missing documents when Bernier tendered his resignation. The Liberals say the Conservatives' timeline of events is raising questions.
"Can the public safety minister confirm that between May 1st and May 8th of this year there was a meeting of CSIS and the Prime Minister's Office to discuss the conduct of his foreign affairs minister," Dosanjh asked in the Commons Wednesday.
In the Commons, Public Safety Minister Stockwell Day said discussion of meetings between CSIS and the PMO were not a matter of public record. Dosanjh said later that "we didn't get a denial" regarding the premise of the question.
Day's office sent an email to CTV on Wednesday evening saying the meeting did not take place. The email quoted Day as saying that "The Opposition is just making wild allegations."
On Mike Duffy Live, Conservative MP Jason Kenney repeated the Tories' admission that Bernier made a "serious mistake." Kenney noted that the prime minister only learned of the missing documents "two days ago."
Ignatieff said "the idea that these documents floated around for three, four, five weeks without anybody realizing they were in Julie Couillard's apartment defies credibility."
Commons debate
The Tory scandal had earlier dominated question period in the House of Commons.
Accusing the Conservative government of giving Canada an "international black eye," the Liberal opposition called on the Tories to ask the Mounties to conduct an independent investigation into the scandal.
The Conservatives said that foreign affairs will conduct an internal investigation -- and department officials will call for outside help should it be required.
But the Liberal, NDP, and Bloc Quebecois MPs accused the Tories of ducking a thorough investigation. They demanded to know how wide-ranging the security lapses may have been.
"Have national secrets been forgotten at Starbucks or the gym," asked NDP Leader Jack Layton.
Dosanjh had said in the Commons that the RCMP should investigate, and added that another independent body also needs to look into the matter.
Also on Wednesday, Bernier released a statement saying he will stay in the Commons.
In the statement he took full responsibility for the events that led to his resignation. He also said he would continue to serve as an MP and "will perform my functions (as a) Member of Parliament for (the Quebec riding of) Beauce with commitment, conviction and integrity."
He wrote in his statement, "I also express regret over the negative impact caused by recent events on Ms. Couillard's private life."
Ignatieff said in the Commons the scandal has made Canada a "laughing stock" in the international community.

I applaud the budget, even though Health Care and education may stay unscathed. Sadly this cannot last and I worry to later this year where cuts will become enviable. If anything, this provides the Wildrose Alliance plenty of ammo when an election is called.

Remember when the Conservative environmental policy was leaked last year? That warranted an RCMP investigation. But apparently how secret NATO documents go missing is no big deal and doesn't warrant such an investigation.

Every MP should be taught the proper procedures when handling classified documents. As a matter of fact other than restricted no documents especially secret or top secret should be allowed out of the house.
If you have that much to do, do like the rest of us. Work overtime in your own office where you can properly secure the documents before departing.
I wonder how many security breaches happen in the House of Commons and in the MP's offices on a daily basis.
Pretty soon Canada will be an open book to go along with it's open doors.

Seriously now, I believe Canadians are more interested in finding out what happened to approximately $40M dollars of taxpayer’s money in the Sponsorship Scandal. I believe the Liberal Party and Mr. Dion should at least tell us how the party spent our money and on whom.
With respect to the documents Mr. Bernier left behind I believe Mr. Heinbecker said it best. Did the documents contain sensitive information that could prejudice national security? If the documents in fact contained briefing notes for the summit in Bucharest they would be of a time sensitive nature and that time has passed. The damage done, if any, is moot at this point.

As to the "black eye" comments from the Liberal benches,I think they really need to look back on their own history in office.They did,after all,govern for 79 of the years in the 20th century.They gave us a depleted military that was in such disorder that it took a month to get to help they tsunami victims in SE Asia.They gave us a dollar that was worth 63 cents.The highest taxes in the western world,made a mockery of immigration policy,turned a blind eye to crime,and effectively reigned over the destruction of our health care system.
I was a long time Liberal.And I can tell you,I don't care for Mr.Harper or his government.But it was the socialists in the Liberal Party that forced me to vote Conservative.THe federal scene is now just as bad as BC.We have two parties.One NDP and a conservative party that calls themselves Liberals.Now we either choose socialism,or we vote for the conservative "Liberals".
Just like Ottawa.It's either Mr.Harper,or the socialists.More aptly named "NDP Lite" than Liberals.
Kind of like asking a man whether he'd like to be shot,or hung.
So,if the Liberals want to do something useful,maybe they could form a party near the centre of the political spectrum that we could vote for again.If they can't,why not just join the NDP.That's where their policies belong.

Keeping Bernier will only be a thorn in the side of the PC party and the hopes of a majority government.
I do not believe it was a cover up by the PM. I do believe that Mr. Bernier did not inform his boss of his error as he should have. Why did records section not realize this SECRET document was missing and report it immediately? They are all recorded.
I do believe that the PM's office attempted to minimize the error made by Mr Bernier.
According to the Gov't of Canada website "Any disclosure or suspected disclosure of a Cabinet Confidence constitutes a breach of security and must be reported immediately to the D Cabinet Ln." Additionally "Cabinet Documents must never be left unattended. They must be kept locked in an approved, secure filing cabinet when not in use." "Cabinet Documents being transported outside a secure building must be in an approved locked security briefcase."
The question is, if the document in question was allowed to leave the building which I doubt, why was it in an envelope and not in a locked briefcase. If it was in a locked briefcase, why did Mr. Bernier's ex-girlfriend know that the briefcase contained a secret document? Another question, since the Secret documents were stated as being in an envelope, how did Mr. Bernier's girlfriend know it was a secret document in the envelope?
Too many questions, not enough answers.

Mr. Bernier screwed up and he has lost his credibility and position for it. I would trust Harper over any Liberal MP or leader in Ottawa, to keep this country safe and secure. How many criminals did the Liberal immigration policy let into this country over the past 15 years.

I really can't see myself voting Conservative come the next election. What's more I am disappointed that Mr. Harper who campaigned on the promise of integrity chooses to promote David Emerson (an opportunist who crossed the floor the very next day to the Conservatives from the Liberals) as the replacement Foreign Affairs minister. Suddenly, I am all for a regime change, when I look at Stephane Dion, I see that he is humble, loyal, and caring about Canada and all the provinces.

If they are/were still classified Mr. Bernier should be charged with whatever act governs elected officials and their handling of documents - maybe the official secrets act.
This is not simply political games - if we are to be respected in the international stage, we must take these things seriously.

However, I would suggest that they can feign indignation and make all kinds of accusations but having done this for so long noobody is listening to them.
The government has satisfied itself that there is no security risk but will not give the opposition parties the satisfaction of telling them because it simply perpetuates the story.
Unless the Conservatives hurt Canadians on bread and butter issues they will continue to support Harper and the Conservatives. The alternative is a joke and Canadians will not vote for him.
