The Opposition Liberals levelled allegations of a cover-up in the Maxime Bernier affair Wednesday, accusing the Conservative government of sitting on a "national security bomb."

Liberal Deputy Leader Michael Ignatieff said on CTV Newsnet's Mike Duffy Live that the timeline of events the Tories have given about the scandal over the misplaced classified documents doesn't make sense.

"We're talking cover-up here. The opposition simply does not believe the government's story," Ignatieff said.

The strongly-worded accusation came just hours after Liberal MP Ujjal Dosanjh suggested in question period that the Prime Minister's Office may have known about the missing documents well before Bernier's resignation on Monday.

Bernier resigned his post as foreign affairs minister after informing Prime Minister Stephen Harper that he had left classified documents at the home of an acquaintance. His ex-girlfriend, Julie Couillard, returned the documents to the government this past weekend -- apparently several weeks after they went missing.

Timeline questions

The Tories have insisted that Harper only learned of the missing documents when Bernier tendered his resignation. The Liberals say the Conservatives' timeline of events is raising questions.

"Can the public safety minister confirm that between May 1st and May 8th of this year there was a meeting of CSIS and the Prime Minister's Office to discuss the conduct of his foreign affairs minister," Dosanjh asked in the Commons Wednesday.

In the Commons, Public Safety Minister Stockwell Day said discussion of meetings between CSIS and the PMO were not a matter of public record. Dosanjh said later that "we didn't get a denial" regarding the premise of the question.

Day's office sent an email to CTV on Wednesday evening saying the meeting did not take place. The email quoted Day as saying that "The Opposition is just making wild allegations."

On Mike Duffy Live, Conservative MP Jason Kenney repeated the Tories' admission that Bernier made a "serious mistake." Kenney noted that the prime minister only learned of the missing documents "two days ago."

Ignatieff said "the idea that these documents floated around for three, four, five weeks without anybody realizing they were in Julie Couillard's apartment defies credibility."

Commons debate

The Tory scandal had earlier dominated question period in the House of Commons.

Accusing the Conservative government of giving Canada an "international black eye," the Liberal opposition called on the Tories to ask the Mounties to conduct an independent investigation into the scandal.

The Conservatives said that foreign affairs will conduct an internal investigation -- and department officials will call for outside help should it be required.

But the Liberal, NDP, and Bloc Quebecois MPs accused the Tories of ducking a thorough investigation. They demanded to know how wide-ranging the security lapses may have been.

"Have national secrets been forgotten at Starbucks or the gym," asked NDP Leader Jack Layton.

Dosanjh had said in the Commons that the RCMP should investigate, and added that another independent body also needs to look into the matter.

Also on Wednesday, Bernier released a statement saying he will stay in the Commons.

In the statement he took full responsibility for the events that led to his resignation. He also said he would continue to serve as an MP and "will perform my functions (as a) Member of Parliament for (the Quebec riding of) Beauce with commitment, conviction and integrity."

He wrote in his statement, "I also express regret over the negative impact caused by recent events on Ms. Couillard's private life."

Ignatieff said in the Commons the scandal has made Canada a "laughing stock" in the international community.

I'd like to know just what statute or law the RCMP will be investigating, at request of the opposition? Public Mischief on Couillard's part is all that I can figure. Maybe the NDP and Lib's think the RCMP are just there for their own personal use to make headway whenever they choose? Sorry, but it seems to me this just another waste of taxpayer's money. The man has resigned, what more can they want? Obviously more of a smear campaign. Bob Rae must be in his glory.

Great News, he will not resign; just think how much more harm he can do to the Conservatives before the next election, unfortunately he seems to have an innate ability to cause harm for all Canadians as well.

I find it so interesting how conservatives are all saying this episode has been dealt with and that we should just forget it. Yet, in the same breath, they're quick call the Liberals crooks. Hypocrites.

Mr. Harper, with all due respect, do not waste our money on a useless investigation. Either do it properly through the RCMP or at least have the integrity to say you are not going to investigate. It is blatantly obvious what the words "internal investigation" mean with this government.

I would like more information on the subject but what the Opposition are calling for will be a mutli-million dollar investigation at the taxpayers expense that will in the end be about as useful as Gomery's report. The government should review their policy and make the necessary improvements and move on, use the money for something that will make an actual impact to/for Canadians.

He dated a woman with ties to a known criminal organization. He left classified documents at her residence for several weeks. During her interview with the press, she discloses that the revealing dress she wore to his swearing in was at his insistence.

And now he says that he wants to continue to serve as an MP and will do so with integrity?

Only a snake-oil salesman would try to sell something that he doesn't have.

Yes lets ask Canada's paramilitary police force who just happens to currently be in contempt of Parliament, to investigate. Didn't they just raid Conservative offices? Now can someone explain conflict of interest again? If this force is in contempt of Parliament, then to whom are they accountable and should they be investigating ANYTHING?! Now someone explain again please, how that arrogant, irresponsible, non accountable corporate attitude does not trickle down to rank and file members? Oh and what mechanism of enforcement exists to keep MP's behaving in an appropriate manner??

Remember when the Conservative environmental policy was leaked last year? That warranted an RCMP investigation. But apparently how secret NATO documents go missing is no big deal and doesn't warrant such an investigation.

He has thoroughly proven his inability to represent Canadians, and his cavalier attitude as is that of the PM and his cabinet over this potential breach of National security should set off alarm bells across Canada. Not only has he proven himself to be immature, irresponsible and untrustworthy with a sense of entitlement to a job that requires and demands more. Surely the Canadian public demands more of their politicians. Or is this the new politician!

I hope he has learnt a valuable lesson.

Every MP should be taught the proper procedures when handling classified documents. As a matter of fact other than restricted no documents especially secret or top secret should be allowed out of the house.

If you have that much to do, do like the rest of us. Work overtime in your own office where you can properly secure the documents before departing.

I wonder how many security breaches happen in the House of Commons and in the MP's offices on a daily basis.

Pretty soon Canada will be an open book to go along with it's open doors.

An inquiry and a police investigation! Hasn't there been enough probing in this case already?

Seriously now, I believe Canadians are more interested in finding out what happened to approximately $40M dollars of taxpayer’s money in the Sponsorship Scandal. I believe the Liberal Party and Mr. Dion should at least tell us how the party spent our money and on whom.

With respect to the documents Mr. Bernier left behind I believe Mr. Heinbecker said it best. Did the documents contain sensitive information that could prejudice national security? If the documents in fact contained briefing notes for the summit in Bucharest they would be of a time sensitive nature and that time has passed. The damage done, if any, is moot at this point.

The time has come for an election, now! If the conservatives are so hopelessly corrupt, as all the other parties claim, then bring them down, now! Don't spend anymore of our hard earned tax dollars on yet another "inquiry" or another "Parliamentry committee hearing, a.k.a Liberal kangaroo court. Let the judgment of the Canadian people be the inquiry. Why are the Liberals and NDP so extreme in their exasperated criticism and yet so reluctant to put this government out of its misery. I never had a lot of confidence in his ability to handle that portfolio. And, given how things worked out, I'm glad he resigned from cabinet. However,it was voters who elected him as an MP,and only the voters can "fire" him from Parliament.It might also be worth it to mention,that it is the political left in this country that is opposed to the "recall" legislation that would allow voters to make a change between elections.
As to the "black eye" comments from the Liberal benches,I think they really need to look back on their own history in office.They did,after all,govern for 79 of the years in the 20th century.They gave us a depleted military that was in such disorder that it took a month to get to help they tsunami victims in SE Asia.They gave us a dollar that was worth 63 cents.The highest taxes in the western world,made a mockery of immigration policy,turned a blind eye to crime,and effectively reigned over the destruction of our health care system.
I was a long time Liberal.And I can tell you,I don't care for Mr.Harper or his government.But it was the socialists in the Liberal Party that forced me to vote Conservative.THe federal scene is now just as bad as BC.We have two parties.One NDP and a conservative party that calls themselves Liberals.Now we either choose socialism,or we vote for the conservative "Liberals".
Just like Ottawa.It's either Mr.Harper,or the socialists.More aptly named "NDP Lite" than Liberals.
Kind of like asking a man whether he'd like to be shot,or hung.
So,if the Liberals want to do something useful,maybe they could form a party near the centre of the political spectrum that we could vote for again.If they can't,why not just join the NDP.That's where their policies belong.

Had it been the Liberals, PM Harper would be composing an ad three weeks ago and demanded a public inquiry. Funny, what is good for the goose is not good for the gander when our PM decides. Haper can fool some of us some of the time but certainly not at all times. I hope Canadians see how transparient his Government is. In his mind he thinks he can always pull the wool over our eyes. Retail chains & courier companies apparently (?) do a better job at tracking than our tory government. I would have thought that Harper would be the type who would be very careful about information tracking & accounting.

PM Harper must dismiss Mr. Bernier. The fact that a Secret document was left insecure is more than enough ammo to do this.

Keeping Bernier will only be a thorn in the side of the PC party and the hopes of a majority government.

I do not believe it was a cover up by the PM. I do believe that Mr. Bernier did not inform his boss of his error as he should have. Why did records section not realize this SECRET document was missing and report it immediately? They are all recorded.

I do believe that the PM's office attempted to minimize the error made by Mr Bernier.

According to the Gov't of Canada website "Any disclosure or suspected disclosure of a Cabinet Confidence constitutes a breach of security and must be reported immediately to the D Cabinet Ln." Additionally "Cabinet Documents must never be left unattended. They must be kept locked in an approved, secure filing cabinet when not in use." "Cabinet Documents being transported outside a secure building must be in an approved locked security briefcase."

The question is, if the document in question was allowed to leave the building which I doubt, why was it in an envelope and not in a locked briefcase. If it was in a locked briefcase, why did Mr. Bernier's ex-girlfriend know that the briefcase contained a secret document? Another question, since the Secret documents were stated as being in an envelope, how did Mr. Bernier's girlfriend know it was a secret document in the envelope?
Too many questions, not enough answers.

Actually, despite the so-called international coverage of the event, as claimed by the Liberals, I don't think most people in Europe or anywhere else give a fig for what happens in Canada, good or bad, (with the possible exception of the seal hunt).In fact, although they will never admit it, in some quarters in Europe, notably France, the titillating romantic aspect of the story has probably enhanced Canada's reputation. No longer can we be regarded as the rather bland folk from the frozen north. Mon Dieu ! Vive l'amour ! Vive le Canada !

Comparing this "affair" to Adscam by the loony left is completely ridiculous. The Liberals robbed the taxpayers of millions upon millions from the TAXPAYER. This "affair" is not theft. It was a stupid mistake by a rookie MP, who probably shouldn't have held that position to begin with. All the Liberals have to offer is carbon tax. That's their big "plan" for Canada. Tax and spend...tax and grab.
Mr. Bernier screwed up and he has lost his credibility and position for it. I would trust Harper over any Liberal MP or leader in Ottawa, to keep this country safe and secure. How many criminals did the Liberal immigration policy let into this country over the past 15 years.

I voted Conservative in the last election, and I have defended Harper in this affair, however, Michael Ignatieff is correct when he assesses that we have become a laughing stock on the International stage. Our Foreign relations are horrible, and Maxime Bernier only diminished any progress that we had, and absolutely ruined what Trudeau, Mulroney, Chretien and even Martin worked so hard to build.

I really can't see myself voting Conservative come the next election. What's more I am disappointed that Mr. Harper who campaigned on the promise of integrity chooses to promote David Emerson (an opportunist who crossed the floor the very next day to the Conservatives from the Liberals) as the replacement Foreign Affairs minister. Suddenly, I am all for a regime change, when I look at Stephane Dion, I see that he is humble, loyal, and caring about Canada and all the provinces.

Any person who has any experience with classified documents knows that there are serious consequences for the mishandling of those documents.

If they are/were still classified Mr. Bernier should be charged with whatever act governs elected officials and their handling of documents - maybe the official secrets act.

This is not simply political games - if we are to be respected in the international stage, we must take these things seriously.

Maxime has apologized, he accepted responsibility and didn't blame anyone else and he resigned..good enough for me and I'm not enough a conservative. He is young and experienced and we all learn from mistakes. I'm not suggesting it wasn't a serious mistake but you can't lynch someone based on 'what could have happened', our jails would be bursting at the scenes if that was the case. Had his girlfriend been plain looking I doubt anyone would care, it's because she's good looking that this is getting press. His riding is standing behind him and they should have the last word not a bunch of jealous old men.

The Liberals think they have the wind in their sales with the Bernier affair.
However, I would suggest that they can feign indignation and make all kinds of accusations but having done this for so long noobody is listening to them.
The government has satisfied itself that there is no security risk but will not give the opposition parties the satisfaction of telling them because it simply perpetuates the story.
Unless the Conservatives hurt Canadians on bread and butter issues they will continue to support Harper and the Conservatives. The alternative is a joke and Canadians will not vote for him.
