Prime Minister Stephen Harper says he has no reason to believe anyone planted electronic bugs in the home of disgraced former foreign minister Maxime Bernier's ex-girlfriend.

"I have absolutely no information to suggest that's true," he told reporters in Paris on Tuesday, reacting to a question about the allegation by Julie Couillard.

In an interview with Quebec's TVA network broadcast on Monday, Couillard said experts had checked her home and told her that listening devices had been installed and removed.

"Apparently, there were some (listening devices) in the boxspring of the mattress in my bedroom," she said in the interview.

Harper said, "The government of Canada does not intend to get into the business of investigating private citizens."

The prime minister also said there have been no expressions of alarm from NATO partners over the security breach that led to Bernier's resignation.

"Right now, we have no information that secrets were (revealed)," he said.

He insisted Bernier's resignation had nothing to do with the former minister's relationship with Couillard, who had links to the biker underworld as recently as 2005.

The documents -- relating to the early April NATO summit in Bucharest, Romania -- contained classified and secret information, sources tell CTV.

Thomas Mulcair, the NDP's deputy leader, told CTV Newsnet that Harper will have to explain the contents of the documents when he returns from Europe. Harper declined to answer questions about the documents' contents.

"Classified documents are classified, and I do not discuss classified documents," Harper said in Paris.

Robert Fife, CTV's Ottawa bureau chief, told Canada AM earlier on Tuesday that it's likely the RCMP will be asked to investigate the extent of the breach.

"We don't know what other secrets and cabinet documents he shared with this woman (Julie Couillard)," he said.

Some politicians called for such an investigation.

On Monday, NDP Leader Jack Layton told reporters: "Only a police force can sort through the kind of allegations and statements that are emerging here.

"All of these add up to the need for someone who's going to be arm's length, dispassionate and concerned about the public interest to get to the bottom of it," he said.

Harper announced Bernier's resignation hours before Quebec's TVA network broadcast an interview with Couillard, during which she recounted finding the papers.

Fife said Couillard didn't have the security clearance necessary to have those documents in her possession.

"(Bernier) is not to share any top-secret information with anyone unless they have the same security clearance as he does, and clearly Ms. Couillard does not," Fife said.

This scandal could blacken Canada's reputation with its allies, a security analyst told Canada AM.

They will be saying, "'What's going on over there? Can we share information with these guys?'" former CSIS agent Michel Juneau-Katsuya told Canada AM on Tuesday.

However, Joe Clark a former prime minister and external affairs minister in the Brian Mulroney era, told Canada AM that the test is in the response.

"What the world will note is that when a problem arose, it was addressed," he said.

The prime minister appointed International Trade Minister David Emerson as the interim foreign affairs minister. Clark praised Emerson's abilities, saying he has a "clear understanding of domestic and international affairs" and should be considered for the post on a permanent basis.

Bernier: A troubled minister

Bernier is a 45-year-old rookie MP who became foreign affairs minister in an August 2007 cabinet shuffle.

Michael Byers, a professor of international law at the University of British Columbia, told Canada AM that the foreign affairs minister is the country's most senior diplomat and should be someone of "great gravitas who speaks to the most serious issues in a reasonable and responsible way.

"Maxime Bernier hasn't lived up to those credentials," he said.

Here are some of Bernier's other gaffes:

  • He promised the use of a C-17 military cargo plane to take helicopters to Thailand for cyclone relief work in Burma, but one wasn't available. Ottawa had to spend almost $1 million to rent a Russian aircraft.
  • At the tail end of a visit to Afghanistan, Bernier let it slip to reporters that he thought Asadullah Khalid, governor of Kandahar province, should be replaced.
  • He confused the name of Haiti's current president with the previous one on a trip to the Caribbean country.
  • Harper left Bernier behind on some recent foreign trips, although he took along other ministers.
  • Bernier often sat in his seat during recent question periods as other ministers were called upon to speak on foreign affairs issues.

The Liberals had been calling for his dismissal in recent days.

"Why should the government have to keep cleaning up after this minister? Wouldn't it just be easier to get rid of him?" asked Deputy Liberal Leader Michael Ignatieff in question period on Monday.

Conservative House Leader Peter Van Loan said Bernier "had been showing considerable leadership on the world stage." But when Harper had been asked earlier Monday at a news conference whether he still had confidence in Bernier, he wouldn't answer the question.

Many observers predicted Bernier would be moved to another portfolio if Harper shuffled his cabinet again this summer.

Harper told a news conference Monday that Bernier's fate is a warning to other members of cabinet.

So “Mad Max” Bernier has finally been dumped by Harper. This flamboyant playboy certainly was not capable of supervising this major portfolio and Harper will be raked over the coals on this one.

Having any government in power for 13 years is not healthy for a democracy. With the Liberals in power for those years, there were very few individuals from the other parties who had experience in government. It certainly shows in the weakness of the Harper cabinet.

All we need now is a confidence motion (Most likely from the NDP) that asks if this minority government is fit to run the country based on presumed security breaches. This motion SHOULD be tabled before June's summer recess. Let's find out from the Liberals (And the Bloc) how serious they consider this to be: Enough to take the moral stand for the betterment of Canada and it's citizens or simply sitting on their hands again and abstaining to vote because of the risk of losing a lot of seats in an election: Saving their political bacon.

I say the latter is probably a good bet.

It's most likely no documents were ever read by her. They were probably locked in his breifcase at her house. This has been blown out of proportion and it was used as a cheap way to get rid of a hard working man, so he has made a few mistakes who hasn't. There never was any threat to Canadian security.

I'm by no means a fan of this or any Conservative Politician or Government , but I think this is out of line...

I highly doubt he Ex-Minister purposefully took documents to his girlfriends house to 'share' them with her. My guess is he was headed home from the office and decided to stop by for a little nookie run and absentmindedly left the papers behind. By no means an excuse, but at least he's gone... all in all a gross embarrassment to the conservatives, but an even bigger one to Canada. And while I don't think it deserves a witch-hunt, it does require more investigation.

This government is really starting to get dog-eared and fade... it's only a shame that this sort of minority government is likely to be the rule, and NOT the exception for a long while. There's simply no truly national party anymore, and those that purport to be one are only kidding themselves. and certainly no one party is in any position of trust or competence to run a majority. So for now let's hope that Harper can start assigning more competent Ministers.

I've lost confidence in the government (and Bernier himself) months ago. With that said, I believe that the Prime Minister did the right thing by accepting Bernier's resignation, and I don't think we need to go as far as a non-confidence motion over this matter alone.

It doesn't matter what brand they're labeled with, a politician is a politician. They're all the same with very few exceptions. To take one side or the other makes no sense - they only have one real agenda and it has nothing to do with statesmanship. The illusion of democracy.

And we're all complicit because we keep going back to the voting booth to make a "choice" in the hope that somebody will do their job properly.

Canadians must be made aware that this is a matter of the utmost seriousness. This is not a "the resignation has been accepted, now let's move on." This is a violation of the highest trust we place in our politicians. How this matter was handled by the PMO has to be probed. If the PMO worked as hard to investigate the matter as they have done to defend this disgraced Minister, then we should be will on our way in knowing the extent of the breach and the "bikergate" affair. I expect no less than a thorough and independent investigation into this whole affair. National security and international security arrangement dictate action.

He has resigned and I am sure there was an investigation already in progress. Do people honestly think there would'nt have been one with all the discrepancies ? I wish the opposition would stop posturing and get on with real issues and make sure, in the background, that the investigation is rolling. For weeks the Conservatives stated that it was a private matter...

The opposition were right to ask questions because in the end Bernier's ex provided information that would indicate that he could not handle classified documents and was in fact a security issue.

This is a classic case of political ambition overruling common sense. I am not only referring to Maxime Bernier, but to Steve Harper. Steve could not see past the "potential" of Bernier in Quebec. Steve opted to overlook serious short comings that were obvious once Bernier first entered cabinet. Steve thought he could micro manage Bernier the same way he does all his other cabinet ministers and MP's. That is where the problem lies. All of this power in the hands of Steve and a few insiders. Now, even one of those insiders, Ian Brody, is on the outside looking in. Mark my word that there will be a significant increase in internal dissent within the Conservative party now that the shine is off Steve. What's that sound I hear? My concern isn't over what Bernier did, but that Harper thought this man had what it took to be given the Minister role to begin with. It shows a serious lack of judgment from all parites. Harper should be embarassed not only by Bernier's actions, but his own.

Note to all aspiring Canadian politicians, it seems like you must lead a life like a Monk and not as a 'normal' person in order to not get dragged through the ringer. The comment about 'how does he have time for a girlfriend' is just out of line are you seriously expecting our elected representatives to have no family life, the criteria for the job is getting way more strict? How many people that are lambasting him take work home with them?

We can't be dismissive of this because this was a breach of sensitive national security documents. This needs to be fully investigated so that we can know what was contained in those documents and how to prevent something like this from happening again. Other countries need to know that Canada takes such leaks seriously and will do everything it can to prevent them. Burying our heads in the sand, I'm afraid is not an option on this one.

The individual is entitled to a private life and some extra cirricular activity, after a stressful day at the office.
However, the following questions should be asked:
1. Why did he take the files with him and not leave them at the office?
2. I note that their relationship had problems and she was considered an ex-girlfriend.
Did he take the file to possibly provide some confidential information to get back in her good books and restore the relationship? Love is blind.
3.How many more confidential files were provided to her over the course of this love affair?
4. Why did she agree to an interview to tell all? Did she want 15 minutes of fame?
The opposition has full right to demand an RCMP investigation and Mr. Harper should have done something weeks ago, as Mr. Bernier did create several problems for the Government during his tenure.
Hopefully, no information was obtained by subversive parties, but it sure questions our ability to keep information confidential.

He has resigned and I hope he is back in cabinet in a different portfolio. Everyone makes mistakes, and I am not sure I would not take home papers and my partner see them laying around as well. His former girlfreind has not divulged the contents and has shown restraint and dignity as well.

By all accounts this is a big story. Its speaks of our governments confidence within NATO, it speaks of possible security breaches,...you don't just move on because someone resigned.

This needs to be flushed out and you better believe a plan to repair the damage on all fronts is being played out in the back scenes of our parliament...trust me...not everyone is "moving on". The resignation...(firing)
was the first move by the Conservatives to regain confidence.

I am concerned that it took this long for the Prime Minister to act. Minister Bernier waited 24 hours to notify his boss, the Prime Minister, that this breach had happened. The Prime Minister waited months to notify his bosses, the electorate, that this had happened and this only appears to be the case because the media was about to break the story.

The Conservative Party ran on the platform that they had a higher standard of ethics than the Liberals. That is starting to feel like one more broken election promise

In over 25 years in government service I had access to and was responsible for classified documents many times. There were clearcut procedures for handling of documents which included that classified documents were to be stored in cabinets/safes appropriate to the classification within secure rooms in secure buildings. Nowhere did it say to take them with you to your girlfriends house and leave them there. As well, all persons who handled classified documents had to sign forms and do briefings on how to handle them properly, as I am sure Mr Bernier must have. If I did what he did I would have been facing prosecution.

It's the public who voted him as MP. When it comes to security matters, such as (for example) an MP getting involved with someone who had ties with the Hell's Angels, it becomes a public matter!

I am a public servant and I have to go through regular security screenings every 5 to 10 years, and this includes security screening of my common-law partner as well as my parents and siblings. How come a so-called ''leader'' doesn't have to????

Why can't these parties focus on REAL issues. What about health care, infrastructure, the environment and the economy. It seems that the Liberals and NDP do not have a care in the world for these issues. They can only talk about ethics, who's sleeping with who and public image. Where's Stephane Dion in all of this. Do we know what was in the Documents? No we don't. They could have contained nothing more than the schedule of his trip over seas. We should all hold our comments until after the Police investigate if they do. As far as the bugging goes I don't think so. My box spring has a tear in it also from moving it around and vaccuming it to get rid of the dust.

This is a matter of National Security. Canadians deserve to know exactly what information was left at Julie Couillard's house and the allegations she's made about being bugged MUST be investigated.

The way Harper has handled all of this makes me believe there's more to this story than we know.

Move on? Are you crazy? This man could potentially have put Canadians at risk. Good people that risk their lives for you. Intentional or not, he was irresponsible and you have to pay for that. If all Canadians refused to go to an election booth ... not even show up ... wouldn't it be strange to see all the Election Broadcast showing 0% at all the voting regions? It's clear Bernier was a bumbler who was likely given a warning that if he screwed up again, he would be bounced from his portfolio. I think he showed bad judgment dating a woman who he knew had past ties to organized crime (yes, she has said she wasn't charged with anything, but she was dating criminals, which is bad enough). Leaving classified documents at home is one thing, but leaving them at an ex-girlfriends with no intention of coming back to pick them up, is quite another. Harper made the right decision and I hope he will react more quickly next time one of his ministers screws up. We do not need Politicians who feel entitled to their jobs in Gov't, but we do need effective public servants.

Maxime Bernier's private life IS public's business!!!

It's the public who voted him as MP. When it comes to security matters, such as (for example) an MP getting involved with someone who had ties with the Hell's Angels, it becomes a public matter!
I am a public servant and I have to go through regular security screenings every 5 to 10 years, and this includes security screening of my common-law partner as well as my parents and siblings. How come a so-called ''leader'' doesn't have to????

You're absolutely correct 'A dedicated Public Servant'. Each one of us has to fill out a form about many of our close relatives in order to keep our Security Clearances ... why not our MPs? We are not even supposed to keep 'classified documents' on our desk if we leave our desks ... even if it is for a few minutes. We have to cover up 'classified documents' when someone comes to our desk .. so why did this guy leave his 'classified docs' (not even on his desk or in his briefcase) but at his girlfriend's place ... wow! I would have been fired and raked over hot coals for that.

To those who say 'move on', you've absolutely no knowledge of what you are saying ... stay off the comments until you educate yourself more.

No NATIONAL party left to vote for anymore.
Wonder if any past USA President would be up for the move and apply for the job of PM?????

I want to know what was in those papers that made Julie Couillard so uncomfortable. and what is the government really hiding from us, ya maxime put in his resignation, I dont care about that, that is not the main underlining issue that is being covered up. I still have the right to know why everything is being hushed up, as a canadian citizen born here i have seen the different parties come into power and all of them have been hiding something that has come out later in the wash-AFTER they have run their years in parlement.

I am not sure what troubles me more; Bernier's gross misjudgement in choosing friends and related classified document stewardship or Harper's continuing spin that the matter has nothing to do with Bernier's relationship. His spin on this one is out of control and makes no sense. Of course it has something to do with the relationship; no relationship with biker chick, no problem.
This one is really exposing Harper's true character.

This guy leaves CLASSIFIED NATO material related not only to our government's strategy in Afghanistan, but also to the strategies of the governments of our NATO allies, in the home of a woman with multiple ties to a criminal organization. She has the documents, left in an ENVELOPE, in her apartment for WEEKS. Security experts have stressed that biker groups have been trying to infiltrate our government for a long time. Do you think that the HELL'S ANGELS wouldn't sell info related to NATO strategy in Afghanistan to al Qaeda or the Taliban? This is completely rich! Supporters of a government that claims to be tough on law and order, that claims to be fighting al Qaeda in Afghanistan, that thinks that teenagers need harsher sentences and that believes that people who do no harm to anybody but themselves, by using drugs, should be sent to prison haven't got a care in the world about classified NATO material being carelessly left in the presence of a Hell's Angels intimate? Incredible! And these are the same people that went ballistic over "Shawinigate". This, and other incidents such as the alleged Conservative electoral fraud in the last election, show that Cons are nothing but the most blatant hypocrites. They preach law and order, meting out stiff punishment to lawbreakers and the need to enhance our country's security but clearly only intend for the country's laws to be binding on others while expecting the broadest exemptions for themselves and their ilk. No wonder, that this conservative government is the only one left on the planet that still supports the lawlessness of the Bush administration. Birds of a feather....

I think Bernier and Couillard's relationship is no one's business. My heart goes out to them both. They seem like nice people- they are humans who clearly liked one another and now are being ripped apart by the media. I think Bernier should have been given a warning but not have stepped down. It seems as though you cannot be human these days and make mistakes at work. I agree with Stephen Harper, he has apologized so leave them alone.

I can't believe some of the comments on here: "move on"? "Much ado about nothing"?!! This is a very serious issue - why did it take 5 weeks for the government to address this breach in security? Couillard obviously did look at the documents because she was aware of what they contained and was concerned enough to contact her lawyer on how to proceed in getting rid of them - watch her interview and get the facts before you comment. Those documents could have been photocopied and sold - that is a very likely outcome. Those documents are invaluable to any and all enemies of NATO - NATO's war strategy was in those documents. Bernier, and Harper, put our troops, and the troops of all NATO countries who are in Afghanistan, at risk. Drop the partisanship and look at this issue for what it is - peoples lives, our troops lives, are on the line right now because of this government's carelessness. Not to mention the damage it is doing to reputation internationally. This is an incredible blunder unmatched by any other in Canadian political history. It goes way beyond who one chooses to vote for - any party in power to let something like this happen must be turfed immediately. What a disaster!

I think 'criminal cons' has it nailed right. This 'move on' nonsense is not only ludicrous; it's dangerous. I seriously hope that the 'move on' comments are coming from Conservative plants, and not average citizens. I don't want my faith in the public shattered anymore than it already has.

General Hillier was a featured guest on "The Hour" last night. When asked if he will get into politics - he responded with; "have you seen the way we treat our politians? We don't treat them very well".

Does any of the posters on this page have a clue as to what the "Classified documents" were? I don't think so. But to all those who state I want to know what was on those "Classified documents", Wake up people, you're never going to know. The Man (Bernier) has lost his job, the Ex has already and still is being dragged through the mud by all the opposition parties and their following. People on here are saying, "if this where the Liberals, we would not hear the end of it", to those people, yes you are right if it where the Liberals I am sure there would be another up roar. But let's not compare the Sponsorship Scandal to this, it has no comparison. We all as Canadians got taken during the sponsorship scandle. Let's just stop the Speculation as to what the actual papers where that were mistakingly left behind, Until hard evidence comes out stating that it was in fact a military draft to do in Afghanistan or something, let's just wait and see!

Stephanie - the reason there are so many complaints that say "move on", is because the right is more vocal than the intelligent side of this debate.

The conservatives are simply showing their inability to run a government we just have to wait them out, only a naive person would believe they could survive the next election.

The first big mistake was made by Harper when he appointed Bernier as Minister of Foreign Affairs. Then Harper erred again when he didn't fire or move Bernier after his Afganistan fiasco. Harper seems to have no trouble firing civil servants.

This government has to start accepting responsibility for their actions and at least make an honest effort at correcting their mistakes.

Bring back Preston Manning. Even he was more open and transparent that Harper.

There is an old saying in criminal circles. Once a biker, always a biker. This applies directly to the criminal organization that deals in drug dealing, prostitution,robbery,etc. The former girlfriend of Bernier was a biker, plain and simple. This is an embarrasing moment for Canada. Any person who is elected and placed in an extremely high profile position on the world stage should be vetted throuoghly before entering that position. Harper is minimizing this situation and he should also be accountable. These are lawmakers directly associating with law breakers.

Harper has shown poor judgement in selecting Bernier. It was to woo Quebeckers for support for the Afghan mission as well as the Conservative Party in future elections.

This is a serious breach and should be investigated as the "girlfriend" has now stated publicly that listening devises have also been found in her bed.
The documents that she acknowledges reading and having possession of contained classified info. about a War that Canadian soldiers are currently fighting. Yes folks, this country is currently at War.
Should we just move on to more important matters as some suggest? I think this matter is important enough as the life of our son and the sons of others may just have been made less secure.
I am disgusted with those who for partisan political reasons just want to move on and get over it. SHAME on you!
