Maxime Bernier has resigned as foreign affairs minister, after he acknowledged leaving sensitive government documents out in the open -- apparently at his former girlfriend's home.

Sources told CTV News the documents included classified information for last April's NATO summit in Romania. One sensitive document contained details about NATO's military strategy in Afghanistan.

Bernier learned that he had left behind the documents Sunday night, but didn't tell Prime Minister Stephen Harper until Monday afternoon. He then resigned from his cabinet post.

"Mr. Bernier has learned and informed me that he left classified government documents in a non-secure location," said Harper. "This is a serious error and the minister has accepted his responsibility."

Trade Minister David Emerson will take over the post on an interim basis.

In Bernier's resignation letter to the prime minister, he wrote that "the security breach that occurred was my fault and my fault alone and I take full responsibility for my actions."

Harper said Bernier's resignation has nothing to do with his former girlfriend Julie Couillard, who has been linked with Hells Angels members.

"Let me be very clear: this is not to do with the minister's life or the life of a private citizen, 99 per cent of which I think is completely off bounds," said Harper.

However, Couillard told Quebec broadcaster TVA that the sensitive document had been left at her home in mid-April.

"Maxime came to my house and the document in question was left at my house," she said. "For now, what I can tell you is that the document made me feel very uncomfortable. I was referred to a top lawyer in that field, who told me ... what was the proper legal procedure (to return it)."

She added that she did not read the document, but that it was clearly addressed to Bernier.

"I was panicked by the fact that I had it," she said.

Opposition parties reacted quickly to the resignation, saying it was necessary but also pointing out there are still many unanswered questions that need to be addressed.

"The issue has now come to a breaking point," Liberal House Leader Ralph Goodale told reporters. "The prime minster has been very dismissive of this situation for weeks now, despite the questions -- serious, respectful questions that were put in the House of Commons -- (that) he simply refused to answer."

Goodale pointed to how dismissive Harper was earlier Monday afternoon of the situation. "Obviously now with events this evening the prime minister has been proven to be incorrect -- and that raises some questions about his judgement..."

NDP Leader Jack Layton called the Couillard incident "the straw that broke the camel's back."

"When the prime minister comes and just simply says there were some documents put aside in a way that may have been accessible to other people, everybody wants to know what the heck we're talking about."

Goodale pointed to a few major issues that need to be addressed, including details of the alleged security breach, and what plan the Tory government has to restore the credibility of the Department of Foreign Affairs, "which has obviously been damaged by the bumbling and bungling over the course number of weeks."

More questions

Earlier Monday, Liberal MP Michael Ignatieff had said the government should examine the role of Couillard in a company that bid on airport security.

Bernier first faced criticism after it was reported that Couillard had been involved with Hells Angels members, and the press has also seized on more personal details -- such as what Couillard wore to certain political events.

When Bernier was sworn in as the foreign affairs minister, Couillard arrived at the event in a revealing dress with a low neck-line, but she told TVA Tuesday it had been Bernier's idea.

"I didn't pick the dress, Maxime did," she said.

Ignatieff said the real issue is whether there were any links between organized crime and airport security, or the possibility of improper bidding for such security.

"I make no allegations here. I don't know the facts, and that's the point. I want someone in government to establish the facts and establish if there is -- or is not -- a link with a minister of the Crown," Ignatieff told reporters Monday.

"I don't care about her skirts, I don't care about her cleavage, I don't care about her past. I don't care about any of it -- it's none of my business, quite rightly."

Harper has repeatedly brushed off concerns about Couillard.

"I have no intention to comment on a minister's former girlfriend," Harper told reporters Monday at a joint news conference in Ottawa with Ukraine's President Viktor Yushchenko. "I don't take this subject seriously."

The new question came in light of a report in Montreal's Le Devoir newspaper on Monday that Julie Couillard, who had been involved until recently with Bernier, had been involved in a high-tech firm that had bid on airport security contracts. Her partner in that venture had biker connections.

The newspaper quoted a source as saying that in 2005, she had received documents that involved airport security.

Earlier reports have revealed that Couillard had other personal links to people involved in the biker underworld.

"There is a public security question when there is a possible link between airport security and organized crime," Ignatieff told the House of Commons' question period on Monday.

"If there is no link, all they have to do is stand up and say so, and we will leave the matter aside. But until we get an answer, we will ask the question."

Conservative House Leader Peter Van Loan said any security breach would have taken place under a Liberal government.

Couillard accompanied Bernier to his swearing-in ceremony as foreign affairs minister in August 2007. The first-term Quebec MP had been serving as industry minister before Harper shuffled his cabinet. She also travelled with the minister on some sensitive foreign trips.

A private matter

The Conservative government has maintained that Bernier's and Couillard's relationship is a private matter and that no threat to national security ever existed.

"The Liberal party is doing its best to turn question period into the Jerry Springer show," Van Loan said, referring to the once hugely-popular downmarket talk show.

The government has never addressed the question of whether a security check was done on Couillard. Harper again refused to address the question on Monday.

Couillard was to appear tonight on Quebec's TVA French-language network.

Bernier has been in hot water over other issues.

Last week, he promised the use of a Canadian Forces C-17 heavy-lift aircraft to take helicopters to Thailand for use in Burma cyclone relief. However, none of the four aircraft were available, and the government was forced to spend almost $1 million to rent an aircraft to fulfil the promise.

In April, Bernier came under heavy criticism near the end of a trip to Afghanistan after he told reporters during a scrum that Asadullah Khalid, the governor of Kandahar province, should be replaced.

Bad news - Who is left who is capable of satsfying that position?

That is the problem with being out of government for over 13 years - there are very few people who are capable of doing that very important job.

How embarrassing for Stephen Harper to have dismissed this issue earlier on today only to have to accept Bernier's resignation and admit that Bernier made a grave error.

The next step of course is an investigation into the nature of the sensitive documents, and what Couillard may have done with them.

Because let's be honest people, cabinet ministers don't just leave sensitive documents lying around their girlfriends' apartments for nothing. In fact, these documents belonged nowhere near her apartment.

Foreign Affairs should not have been left in the hands of a junior minister. It is a bit of an error from a young government. A tough portfolio for any individuals asked to manage. If the PM has faith and trust in this Minister (past), then I have to question his own judgements. Sure he may like the guy but there are certainly enough questions being raised about the kind of people that the minister hung around with and the contracts being given out. I cannot believe that the CONS are still trying to blame the Liberals for things. I think it is time for the CONS to start taking responsibility for their actions or lack of actions. And this is coming from a former Conservative Party member!

History has shown many, many times that it does matter who politicians are dating. Especially at times of war, like now.

Very irresponsible of the minister, but this isn't the first time we hear of elected officials leaving behind Cabinet documents - apparently Chretien was notorious for leaving them in hotel rooms - the RCMP regularly had to go behind him and "clean up". Good riddance with Bernier's departure.

I take off my hat to Bernier for having the guts, gumption and gusto to throw in his towel with the Conservative goverment for his security lapse, thus pre-empting and preventing the costly Commission of Inquiry that the Liberal had during its sponsorship scandals and corruption fiasco at horrendous taxpayers' funds. Make no mistake this was about optics. The documents in question are irrelevant. The heat has been on Bernier and he did what he had to do. Lesson learned by Harper.

This is why in my opinion cabinent ministers should not have to be MPs but rather qualified people vetted by parliamentary committee and not necessarily of the same party as the government.

Finally, Harper wakes up. Bernier tried his hardest, but just too much heat was following him. For example, there was the recent Burma promise, the Governor of Kandahar incident, and the provocative dressing of his GF who I might add has dated full patch members of a notorious outlaw Biker organization (Hells Angels)-- this really brings into question the judgment of this ex-Minister of Foreign Affairs. His personal life isn't our business, but I am concerned about the Security of this country, and who is running the DoFA.

The so-called squeaky clean gov't that Harper promised, really never transpired!

Chris, let me ask why you think the PM acted quickly and correctly. Mr Bernier has been instrumental in one disaster after another for the past few months and Mr Harper dismissed it all even as late as 1:00 PM today.

John, you are absolutely correct in stating how embarassing this must be for Mr Harper. I guess Steven didn't muzzle the right person in this situation until it was too late. I guess a RCMP enquiry needs to take place and get things sorted out.

I also echo Larry's comments regarding the choice of some ministers and that ultimately falls on Mr Harper's shoulders.

It is time to move on and get government straightened away. Bring on the election.

This seems to be a bit of a red herring. If he left out classified documents, why hasn't the RCMP been called to investigate the breach. Why isn't Bernier under investigation for violating the Official Secrets Act or the Criminal Code? What documents were left out. For a Minister to resign over the issue, this had to have been a horrific breach of National Security and little is being said about its severity. I don't care who the Government is, I just expect it to follow the letter of the law, and that it would also enforce it the same amongst its own. I'll be interested to see if the RCMP or CSIS investigates the matter, or if it quietly disappears.

I find it a bit much that the LIBRANOS would be raising questions about the kind of people this minister has spent time with or the contracts being given out. Perhaps, you have forgotten about the types of "contracts" and "people" that the Liberals are accustomed to dealing with. I suggest a good read of the Gomery report to refresh your memory :)

First things first, as a Conservative I am actually glad that he has resigned. There have been too many things that have come under scrunity for him to have stay on.

Having said that, I do not believe for one minute that it was as simple as having documents left out in the open. This was the excuse to have him resign. Easier to do this than to have Mr. Harper fire him. The PM wanted him gone and this is how they accomlished it.

In my opinion we had 13 years of corupt government under the Liberals, and they did little to do what was right.

My vote: Rick Hillier for Foreign Affairs Minister.

With the exception of David Emerson who served as a Minister in Paul Martin's government and Rob Nicholson, who had a very short time as a cabinet minister in Kim Campbell's government, NONE OF THESE PEOPLE HAVE EVER BEEN IN GOVERNMENT at the federal level and only a few at the provincial level (Lawrence Cannon, Jim Flaherty (taking us down the wrong path he took us in Ontario), Tony Clement (invisible) are the ones that come to mind).

As a retired civil servant the Canadian public just do not understand the sensitive material these MP's have in their possession. If the vast numbers of Canadian do not understand the importance of this ministers past mistakes and associations then this country is in trouble. Members of our military undergo security checks. If their wife or girlfriend does not pass the test, then no security clearance is given, and no job. Wake up folks this is serious stuff.

I would say that it's time for an election but the thought of Dion as PM is ridiculous. Time for the Liberals to oust Dion, install Ralph Goodale as the interim leader and a) force and election, and b) run a leadership convention. Yes, very unconventional but it's time for Harper to go. If Dion doesn't have what it takes to do the job then get out of the way. This is the running of this country. Not how Dion can cling to power. If it were not for the Liberals being tainted by the Gomery inquiry the Conservatives would be long gone.

Maybe it is time, despite the consistent propaganda from the corporate media, that Canadians take a look at the one party which consistently comes out ahead on issues of ethics - the NDP.

Mr. Bernier showed an appalling lack of judgement and Mr. Harper even more so. Everyone in government that has anything to do with secrecy or sensitive issues should be vetted by the RCMP or CSIS. Family members are checked out, why wouldn't significant others be as well? Red lights should have been flashing the moment it was discovered his girlfriend consorted with organized crime figures ie. Hells Angels. I agree the government should be staying out of the nations bedrooms unless, as in this case, the individuals conduct demands that we investigate.

Sorry Harper, but when one of your MLA's is involved with someone with ties to a criminal organization, then it IS NOT out of bounds.

Then again, let's not forget that the Conservatives strongly opposed Senate appointments, unelected Cabinet ministers, and floor-crossers, yet they managed to do all three on the very day they were sworn in. I guess I can see why he wouldn't have a problem with a Minister dating someone with ties to organized crime.

Ah yes, this is a "tempest in a teapot". Experts on criminal organizations, including those that Harper has quoted in building his policies against organized crime, have stated that biker gangs have benn trying to infiltrate the Canadian government and now we hear that this typical condersative moron is leaving CLASSIFIED material in the apartment of someone with multiple ties to one of these criminal organizations. Yeah, this is not an important issue - to moron cons, who can't walk and chew gum at the same time. On top of that we have our PM claiming this afternoon that this issue isn't a concern to him and then he forces his Foreign minister to resign 3 hours later. harper is turning into a Bush clone on more than one front. First an incompetent Environment Minister, then an incometent Defence Minister and now an incompetent Foreign Affairs Minister. Ah, in the typical Canadian way lets have a Royal Commission about the "sensitive" document left at Bernier's girlfriends place. I wonder what kind of sensitive document Canada could have in any case. We are a country without any significant importance in the world and I seriously doubt there would be any worldwide curiosity about this " important" dossier. Bernier resigned as he should have and I wonder if an NDPer or a Liberal in the same position would have done the same. When old Chretien was in power he just stonewalled any critique of his ministers until he could make a cabinet change that he could publicize as bringing in new blood. Emerson is one of the best people in Harper's cabinet (probably because he wasn't a city councillor,a lawyer, a social worker or a political hanger on) and he'll do a good job until replaced.Let's get on with business now and stop the bombast and fake shock.I still think Iggie has been attending acting school to feign shock and awe in the proper Liberal manner.
