The opposition parties wasted no time in question period Tuesday as they pounced on the events surrounding an RCMP raid on Conservative Party headquarters in Ottawa.

The raid came after Elections Canada asked the Mounties to execute a search warrant.

At least two police officers entered the office, and later rolled a cart full of boxes and bags out of the 12th floor downtown Ottawa office and into a mail room.

Then elections official Andre Thouin left the office with a box of documents.

The Liberals claim the raid is part of an independent probe by Elections Canada into alleged Conservative Party irregularities into national election spending. The Tories have suggested that Tuesday's search of their offices is related to a lawsuit launched by the Tories, who are challenging an Elections Canada ruling.

The government agency had refused to reimburse the Tories for $1.2 million in advertising spending during the last election. Elections Canada said the Tories had surpassed their national ad allowance and refused to accept the Tory claims that local ads were not national in scope.

CTV's Ottawa Bureau Chief Robert Fife said the raid appears to be related to a plan referred to as an "in-and-out" scheme. Under such a plan, money would allegedly be sent to candidates across the country -- up to $50,000 in cash -- which they would then pay back to the central office, claiming it was payment for advertising.

The local ads they have been accused of paying for were allegedly almost identical to national ads, with the addition of a tagline naming local candidates. Critics say the plan allegedly would allow the party to overspend at the national level.

Questions of legality

Fife noted earlier Tuesday that "there are lots of questions about whether this may be illegal or not illegal."

While party officials maintain they didn't break any campaign spending rules, Elections Canada disagrees.

Elections Canada launched a probe a year ago into $1.2 million worth of Tory ads. After the last election, Chief Electoral Officer Marc Mayrand had refused to reimburse 67 Conservative candidates for part of the advertising money when they claimed it as local expenses.

The Tories claim they did nothing wrong.

"It's always been the case that all political parties transfer money in some ridings to the central party," Government House Leader Peter Van Loan told CTV's Mike Duffy Live.

He said it was "absurd" to argue that candidates cannot refer to national issues or their leader in local advertising.

But opposition parties are accusing the Tories of outright fraud.

"For Mr. Van Loan to say 'every party does it,' in fact, that's not true. Elections Canada found that only in the case of the Conservatives," said Liberal House Leader Ralph Goodale.

Goodale dismissed claims the RCMP raid was related to the Conservatives' civil suit about local election spending.

"It's that national aspect that the elections commissioner is investigating. It's a quasi-criminal kind of investigation that does involve the RCMP and does involve search warrants."

John Enright, a spokesperson for Elections Canada told The Canadian Press the RCMP's assistance was requested by elections commissioner William Corbett to help carry out a search warrant.

Enright wouldn't say why the warrant had been issued.

RCMP Cpl. Jean Hainey said the RCMP was only assisting.

"It is not an RCMP investigation. We're there to assist, but that's it."

Tories under fire

During question period on Tuesday, the Tories said they have done nothing wrong. Prime Minister Stephen Harper noted that the Tories have launched court action against the Elections Canada over the issue and they were set to question elections officials on Wednesday.

The Tories say they have a disagreement about the government agency's interpretation of election law. Harper said the Tories have been forthcoming in handing over all relevant documents.

"It's unclear why Elections Canada undertook this action (Tuesday)," the prime minister said.

But opposition members appeared flabbergasted.

"How did it get to this -- an RCMP squad raiding the offices of the Conservative Party," asked Liberal Deputy Leader Michael Ignatieff.

"Why did (the RCMP) have to pry information from this government's clenched fist ... This is what you get when you play fast and loose with election law. This is what you get when you stonewall Elections Canada ... This is what you get with this prime minister. He sets the tone. Will he finally admit (that) this is about his character?"

NDP Leader Jack Layton said the Tories are suggesting that the Mounties "have gone fishing" for documents. But Layton claimed it appears instead the Conservatives have gone back on their word to provide a more transparent government than the Liberals. The NDP leader then accused the Tories of following in their predecessors' footsteps.

I suppose the answer to Wayne's question is, "Did the other parties break the election laws as well." If the answer is, "yes", and they too refuse to fully cooperate, then they too should indeed be investigated and their offices raided if need be. However, the cause is intransigence by the Conservative Party, not the attitude of the Elections Canada officials.

A raid can be carried out by one or more people.
Here are a couple definitions .
1)An entrance into someone's territory for the purpose of seizing goods or valuables.
2)To search for something needed or desired.
Wheteher this was much of a raid or not Paul Daley,it was still a raid.
What I find funny about some comments are that this raid is a political smear.
If the shoe was on the other foot I would be able to read negative comments from you hypocrites.

The reporter called it the Royal Canadian Mounted Police raid of the ruling Conservative government party regarding the most recent "presidential" election. Then he corrected himself on the president part...

Rather than dwell on the last election the rules should be revisited. I did some research and the rules in this matter are not very clear. If elections Canada believes this practice to be wrong they should clarify it before the next election.

Despite the spin from the so called main stream media the RCMP are not "raiding" CPC HQ. They are assisting with the execution of a search warrant at the request of Elections Canada. This is not an RCMP investigation. Interesting though that Elections Canada requests the presence of the RCMP and then they show up at CPC HQ with a camera crew from the Liberal Party. This is just another lame smear attempt that will backfire on them again and another example of how the Liberal appointed Bureaucrats are abusing their authority to help their buddies.

Whether or not wrongdoings are found in this particular instance, I think this demonstrates a constant reminder that whenever someone (regardless of political colour) is placed in a position of decision making authority, abuses may eventually arise. Everyone starts out being clean or above board, but eventually poor (or even illegal) decisions are made which abuse the trust placed in those individuals.

There is a disagreement over the interpretation of the Elections Act, yet the Act and office will supercede anyone's word, including that of the ruling government.

Investigation and subsequent disclosure were to take place tomorrow, so we shall see which direction this will take. Just to be clear, this was not an "RCMP raid" as headlines have stated at CTV and elsewhere. The RCMP was simply providing manpower at the request of Elections Canada, to assist in the execution of the warrant.

For those who are skeptical of political overtones, you may want to think about why the Liberal Party had their own camera-crew on-site, prior to the arrival of the RCMP and execution of the warrant.

Let me begin by saying that I voted Tory in the last election and will probably do so again.

Why was the headline not "Elections Canada searches Tory Headquarters" they had the warrant, the RCMP only assisted.

Was the Tory party withholding documents or not? Not mentioned in the article.

I will wait and see what comes of this before I form an opinion.

Truthfully I highly doubt that the Tories would not provide documentation to Elections Canada when ordered to do so by a court.

I would like to know a bit more of the behind the scenes action.

Lets go CTV we're waiting for the in depth story.

Okay, let's do a bit of a reality check here. The person in charge of Elections Canada is Marc Mayrand, appointed by...Stephen Harper in Feb 2007!!!!! So, let's splash that he is a Liberal appointee.

Next, Elections Canada has been doing this investigation for more than a year and a half. The purpose of the investigation is to find out what really happened and then to let a judge rule whether it was right or wrong. Why does everyone in these forums try to put a slant on things, and when they do, they seem to throw facts out the window. Maybe the Conservatives should have been more forthcoming with their records? Maybe the opposition parties simply checked what they were doing before spending the money on advertising. Additionally, I am disgusted by the little pluggers that I get in the mail telling me how evil Mr. Dion is; and worse still knowing that is is part of my conservative MP's BUDGET for his parliamentary office. How is this allowed?

This "new" gov't of ours needs to grow up, maybe the problem is, there are too many politicians in the gov't.

A lot of "WHY" questions here...
Why did Elections Canada not just ask for the information first? (A normal course of action in these types of investigations.)
Why did they feel they needed a search warrant before trying the asking routine? (Dramatic effect? Maybe upset at being taken to court?)
Why did they drag in the RCMP to "Help" them? (Professional movers to busy? RCMP had nothing else to do at the time?)
Why did everyone except the Conservatives seem to know about this “Raid” ahead of time? (Ulterior motives? Aren’t raids supposed to be highly secretive?)
Why when asked about the raid, the Elections Canada Official told the reporter to ask her media colleagues. (Strange response. Is this the only reporter not informed ahead of time?)
I smell a rat in this whole affair.

i think 80% of the comments in here are from Conservative supporters, do any of you have even the slightest rational thinking? or have you actually bought into harper's promise of open and transparent government because you support his ideology so much, you're just grasping to the thin straw of the most centralized and most secretive government in history, the one that slash funding to social programs, the one that called Kyoto a socialist scheme, the one that called the cities whining when more than 80% of canadian live in cities with over $100 billion in infrastructure deficit, the one that plays Quebec to get a majority, the one that prevents its own elected ministers from speaking even if their consituents ask them to, the one that coded and produced a literal physical book on how to obstruct parliamentary committees because they can't come to grips with the fact that Canadians don't want the reformist agenda that harper is slowly trying to push through, the over 70% of the MPs are NOT conservatives and that Canadians actually care about those so-called socialist-ideas of child care, health care, education, etc. Isn't it in the Conservative party's interest to provide affordable housing and child care to everyone given the combine cost of homelessness, jails, welfare, hospitalizations etc. etc. - you know so that people can contribute back to society and not languish in perpetual poverty .... so when it comes to guns - we shouldn't ban it cause god forbid we take away our right to kill someone, but when it comes to drugs like pot, which is less dangerous than alcohol and is an even more personal intrusion - its completely okay to criminalize! its conditions of poverty that creates crime damn it - longer jail sentences are politically attractive but is not effective in actually reducing crimes - the U.S. has the highest amount of gun owenerships and it has the highest gun crimes! we shouldn't have to live in a society where people feel like they have to kill someone to have a sense of "freedom of choice" -
