Conservative MP Tom Lukiwski apologized Thursday after a 16-year-old videotape surfaced in which he makes offensive remarks about homosexuals, including that they spread disease.

On the tape, Lukiwski, who represents the Saskatchewan riding of Regina-Lumsden-Lake Centre, says:

"Let me put it to you this way -- there's As and Bs. The As are guys like me. The Bs are homosexual faggots with dirt under their fingernails that transmit diseases.''

NDP MP Bill Siksay raised the issue in the House of Commons Thursday, reading a transcript of the comments.

Conservative House Leader Peter Van Loan replied that he was not familiar with the tape, but said the comments sounded "distressing and inappropriate" and that they'll be given "due attention."

Following question period, Lukiwski, who was a provincial Tory organizer at the time, apologized and told reporters that he was ashamed.

"Obviously I just found out in the last 30-40 minutes that some comments I made back in 1991 have been made public and I just want to publicly say I am truly, truly sorry," said Lukiwski.

Lukiwski said he doesn't currently share the views expressed on the tapes.

"I have the utmost respect, I have no prejudice against gay people whatsoever," said Lukiwski.

"Those comments do not reflect the type of person I am and I'm very, very sorry."

The federal Liberals are now calling on the Tories to strip Lukiwski of his parliamentary secretary status.

Liberal MP Ralph Goodale noted the irony Thursday of what happened to the last MP in the Regina-Lumsden-Lake Centre, Larry Spencer.

In 2003, Harper, who was at that time the opposition leader of the Canadian Alliance, kicked Spencer out of caucus after he suggested that homosexuality should be made illegal.

"The previous Conservative member for this same riding -- Mr. Spencer -- was dumped by his party for similarly offensive attitudes,'' said Liberal MP Ralph Goodale.

"Will the government House leader require the member to step aside today from his duties as parliamentary secretary until this matter can be properly investigated and resolved?''

But later Thursday, Van Loan said the Conservatives were satisfied with the apology.

"We believe that Mr. Lukiwski has made an unequivocal apology for those comments and indicated clearly that he does not hold those views,'' said Van Loan. "We welcome that quick and unequivocal apology and consider the matter is now closed.''

Wall apologizes

Meanwhile, Saskatchewan Premier Brad Wall is also shown on the tape making comments that appear to make fun of the Ukrainian heritage of former Saskatchewan premier Roy Romanow, who defeated the provincial Tories in the 1991 election.

Wall, putting on a thick eastern European accent, appears to be making fun of Romanow in a mock interview.

"Roy Romanow's got his head up his ass,'' says Wall. "I don't even know how he walks upright with his head so far up his ass.''

Wall, in his mid 20s and a ministerial assistant for the PC party at the time, apologized Thursday for his comments on the tape.

"There needs to be an apology made for those people who are still involved in the party and who offended somebody on the tape, I think that's reasonable, that's certainly the case for me," Wall told reporters.

He said he's going to call Romanow and apologize for using "bad language" and a "disrespectful tone" concerning his predecessor.

Still, Wall said "it just never was then, and neither would it ever be, in any way an attempt to slight any group."

"However if anyone would take it in that way at all -- take any offence in this way at all to that -- I would unequivocally apologize to those groups, especially with respect to the remarks I made.''

At a press conference in Regina Thursday, Deputy Saskatchewan NDP leader Pat Atkinson called the comments, especially those made by Lukiwski, "disturbing and quite hateful."

The Saskatchewan New Democrats claim they found the tape after they moved into Opposition offices following Wall's Saskatchewan Party victory in last fall's provincial election.

Back in the early 90's a lot of people had homophobic views mainly because AIDS.

Everyone has things from their past they are not proud of but if i were him i would be more upset at having his political opponents going into his past and digging up something that has no relevance on today. Everyone changes their views over time, everyone matures.

Our politicians are getting pathetic in their attacks. Focus on the job you were elected to do!

This is very regrettable and I am glad Mr. Lukiwski apologised. It was also regrettable when Mr. Murphy heckeled to hang Muroney high in the house of commons. He apologised and thankfully the media didn't parade it as breaking news!!! Both unfortunate comments and handled very differently by the media.

I know I have made comments, when I was younger, which were ignorant. Now that I am older, and wiser, I regret those comments, as they do not reflect the person I am now. I can personally relate to some of the comments made, but find some of them offensive. Mr. Lukiwski and Mr. Wall were quite young when the comments were made. As both of them had bigger political aspirations, did they not know what they were doing? It would be nice to know whose vacated office this videotape was found in. I probably can guess....

Gee, what can a person say after something like that? In my view, there can be no place for such things anywhere in Canada. If he were to resign by tomorrow, I would say that he'd being showing the critical leadership required in times like this.

In essence, we just can't have hate-filled comments made by elected leaders--regardless if they were made sixteen years ago or today--to go unchallenged and unpunished.

Lukiwski was wrong to make those comments, but the comments were made sixteen years ago and the apology did seem heartfelt and sincere. Furthermore, people can change, people can improve themselves.

I think that he felt very badly, and his apology should be taken at face value.

I would add that politicians of all political stripes make unacceptable comments that they regret later on. To err is human...

He might have said it 16 years ago but he was over 40 at the time -- old enough to know better and to have formed opinions that he likely hasn't changed. His comments weren't just homophobic, they were classist -- he's putting himself and guys like him on a pedestal, saying they're better, cleaner... The dirt under the fingernails remark can be directed at farmers, at the homeless, at people less white and self-satisfied in general.

Too bad politians are such sleaze balls as to leak such things to the media just to smear someone else. I do not agree with their comments but back in those days views on these issues were a lot different than today.

All I can say is it's pretty pathetic that the opposition has to resort to those "dig-em-up" tactics..and that is all they could find? In their defense...I agree, 17 years ago, in general, a lot more homophobic remarks were made. In more recent years, as gay relationships have become more popular, people are learning to respect them as equals. It wasn't always that way. People can change their opinions over 17 years. Think about it..all of us have probably said something we regret. I think the fact that this is even getting media attention is ludacris. Focus on more important issues such as environment, crime and health care. FOr the record...I think the Conservatives, under Mr. Harper have done a great job and have convinced me that they know how to run a country properly.

Wait a minute - Mr. Lukiwski was 40 at the time he made his "party" video. I know that my opinions and views are the same now as they were when I was forty.

People might not like to hear this but that's how most people in this country felt about homosexuals back then. As a teenager in high school I remember hearing this kind of thing all the time. It wasn't behind closed doors either. It wasn't long after that that Ellen had her kiss on TV and people started to talk about homosexuals in a more respectable setting.

I cannot condemn anyone for how they felt back then just because they are now discovered on video tape from that time saying stuff we consider inappropriate now.

Honestly does it even make sense to be digging that far back into anyone's life to look for dirt?

There is no statute of limitations on this. They were both supposedly grown and mature men when they made these comments. There is no reason to believe that their views are any different today, just more guarded. Please keep in mind that those comments were made 17 years ago. Aids and HIV still were not well understood and a lot of socially-conservative people tended to largely blame gays, bisexuals, and drug users for its spread. And it was not an altogether unreasonable assumption either. Think back to that time... people WERE scared and very often fearful people do not put the requisite thought into what they say. I see it every week even now... post 9-11, many Canadians speak the same way about Muslims as Tom Lukiwski did about homosexuals back then. An apology and an explanation will do, but we don't need his head.

I for one am happy that the right wing is so open about demanding things more then a year or so old be dropped. The federal and provincial governments are (this week) refusing to deal with the FSIN because of comments by Ahenakew for his comments about Jews. I honestly cannot believe what I have just read, not only the story but some of the comments made about it. Yes, I believe that the comments that were said are wrong. At the same time, that was 17 years ago!!! People change, times change. Of course this is going to come out now. Brad Wall and the Saskatchewan Party have changed our Province for the better. Something that the previous governments could not. I mean come on, welcome to politics people!!! There are those few politicians will do anything it takes to discredit someone else in hopes that they can look better, or take control. That's what seems to have happened in this case. Why leak the tape now and not sooner?? I highly doubt that they just found it now.

I believe that both men are sincerely sorry and that's where it should be left. There is no reason, I believe, to fire them or call for resignations. I'm sure many a Canadian has felt, thought, or said something along the same line a time or two, whether it be 17 years ago or just yesterday.

There is significant evidence that Pierre Elliot Trudeau was indifferent to the actions of the nazis at a time when they were slaughtering jews by the millions and killing thousands of allied soldiers. The above comments are an example of the narrow mindedness on both sides of this issue.

Tom Lukiwski said something 17 years ago we think is stupid and wrong. He's apologized for it.

Yet there are people who are in many ways showing the same intolerance and lack of understanding. Saying both of the men involved should resign or that they are too stupid to be elected members of Parliament is saying that these two people are incapable of change. Lukiwski apologized and seemed very sincere. Why are people so darn needy to toss him out for something said 17 years ago?

Gay, straight, black, white, etc we all make mistakes and we've all said and done things we regret. Let's give the guy a chance to continue serving and let the voters of his riding make the final call.

A little forgiveness goes a long way!

It seems the Liberals & NDP are in desperation mode in their efforts in trying to dig up somethings that were said 17 & 20 years in the past. Are they free from past sins?

Wow, the opposition must be very, very desperate to be grasping at straws like this. I have good friends who are gay, and I also said anti-gay remarks seventeen years ago. That applies to today how? Not much of a scandal if you ask me. Please move on with governing our great nation. This story does not warrant further discussion.

I'm sorry, but regardless of when he said it, he still should have known that his comments were hurtful and wrong. Even in the 90's people had the good sense not to say things like that, but apparently not Lukiwski. It was also a total lack of class. Is this someone who displays good judgement and should be representing people in parliament?

If he wants to make amends he should probably do some work to regain his constituency's and gay community's trust.

Also, he was 40 years old when the comments were made. If he would have said it in his teens or 20's thats one thing, but you finalize your views and prejudices WELL before 40. How many people over 40, 50, 60 + still hold on to anti-gay prejudices? People seem to get MORE prejudiced as they get older, not less!

That is a proof that politicians will do anything (apologize, change opinions, switch parties, become independent, even start a new party if they have any problem with their own party, .... etc), I say they would do anything, anything, just to stay in power. But I am sure in their own minds they beleive in what they have said at the first time. The examples are many both in federal and provincial politics. Do I need to name some..

What is scarier than this tape is he fact that we are not free to joke about anything at anytime. We are muzzling ourselves! I thought we were free to say things. I would doubt any of us could escape condemnation for things we say in private or with friends. Let us remember that homosexuality was and is still controversial, I don't care if you think its right or wrong. So we chastise these people who joke around IN PRIVATE 16 years later? Pathetic.

Give me a break! There is not a person alive who has not said or done something in their past that they regret today. I am sure that even Scott Brison and Bill Siksay may have even said and done things in the past which they regret today. This happened 17 years ago. We should make a judgment on Lukiwski and Wall based on their records, not on the basis of misinformed comments that they made many years ago. A sincere apology is all that we should expect today. If we insist upon a resignation from every parliamentarian who ever made an off-colour or hurtful remark any time during their lifetime, then all of our federal and provincial parliaments will be empty.

The opposition parties are so empty, so weak, so desperate, that they must now resort to digging up anything that they can to try and create a "scandal" where non exists. Sure, everyone says things they regret, and not that his comments about gay people aren't absolutely terrible, but he did apologize, and who really knows if he is sincere? The point is, yes, people can have their 'freedom of speech,' but if they're doing it as an elected official who is representing the provinces and the country, it is downright wrong and terrible. Some heterosexual people say 'just get over it,' but to all of the LGBT people living in Canada, this is a terrible insult against them, and should not, especially from an ELECTED GOVERNMENT OFFICIAL be said, past or present. He is representing all Canadians, regardless of his Saskatchewan position. Hopefully he is sincere in his apology, and hopefully more bigots like himself will not be voted into power. However people do evolve and mature. He was not an elected member at the time and his record as a politician should stand for something.

Why do we always have to give in to these lobbyists because they were "offended"? This was ages ago and at an office party no less, with the liquor and beer flowing. Oh, and let's spend million$$$ of dollar$$$ to dig up films and videos that every past or present politician in the whole country appeared on, and ask their old neighbours, school teachers, etc, if anybody remembers anything that they might have said against any group and then make them all grovel and apologize. There are only two ways to learn - mistakes and mentors, which means we learn from the mentors mistakes. I feel sorry for the individual, politician or voter, that hasn't grown a little more mature and wiser in 17 years. I feel even greater sorrow for the individual that holds a grudge against somenone for what was said 17 years ago - what a rock to pack around for all that time. Should Mr. Lukiwski and Mr. Wall be forgiven for comments made 17 years ago? It is all too probable that the beliefs/attitudes that they had many years ago are the same beliefs they have today. I would like to think they have changed and are truly sorry.The remarks they made sound like remarks made by David Ahenakew 6 years ago. He is sorry too but is still persecuted.

Why shouldn't all people of this province expect their leaders, native and non-native to be held accountable. And I don't really buy into people changing their basic nature just because, in the meantime, we've all learned how wrong it is to be hateful; cynical as this may sound, I think that most tolerance for diversity in this country is lip service (read gum flapping!) to peer pressure, i.e. people have learned not to say aloud what they think might get them into trouble.
As to its being 17 years later, I seem to recall some book or other that's real old, maybe more than 20 or so, that advises Judge not, that ye be not judged, and Do unto others..., etc. Guess no one was reading that 17 years ago...

As a gay man I am glad that he says he does not hold these views now. My own parents had wrong views too untill I came out of the closet, but they love me now and my male partner. I'm straight, and I love people. Period. No exceptions. Black people, white people, gay people, straight people, all people.

And to say that "that gay people are no different then themselves" is sure a stretch. Chinese are different than Indians; gay people are different that straight people; men are different than women.

The problems with the comments are that they are hateful and I can see why people are upset about it.

I am a gay male and am satisfied with the apology. He responded to it, admitted it and apologised. You really can't ask for more.

I will however say that I am skeptical if they are his actual views or not. However, you really don't truly know any politicians "real" views.

I would be more curious why the NDP decided it should release it, it serves no purpose.

I think those who think homosexuality is still controversial should remember that slavery at one time was as well. One day we will look back on these very conversations and think about how backwards they really are.

Good for him for apologizing. It’s good enough for me.
