Stockwell Day said that for every person who illegally crosses the U.S.-Canada border, there are thousands who are caught, after a report accusing border security of being weak was presented to U.S. Congress on Thursday.

"You will read from time to time about someone who has been able to get, when they thought nobody was looking, across the thousands and thousands of kilometres of border," Canada's Public Safety Minister said in Edmonton.

"What you didn't read about are the 21,000 people last year who didn't make it, who tried at various points, either at official border points or unofficial border points."

The 13-page report was presented by investigators with the independent Government Accountability Office who smuggled fake weapon components from Canada into the U.S.

It suggested that the border was porous and dangerous to the country.

"The northern border is a significant threat as a terrorist point of entry," said Ken Luongo, Executive Director of the Partnership for Global Security.

The report comes after GAO officers were sent out with large red duffel bags, containing simulated nuclear weapons and other contraband, to try transferring them at unmonitored and unfenced points between the two countries.

They succeeded three out of four times.

U.S. politicians used the report as an excuse to point the finger at Canada's weak security.

"Say I'm in Canada and I want to make a dirty bomb. How easily can I do so?" said U.S. Senate Finance Comm. Chair Max Baucus

Senator Ken Salazar (D-Colorado) demanded tighter security along the border.

"With the possible exception of the United States, there are more international terrorist organizations active in Canada than anywhere else in the world," said Salazar.

Day said that in the last 19 months, Canada has put $431 million towards improving infrastructure at border points and $19.5 million to expanding integrated border teams, hiring 400 officers.

"No country is immune to terrorism, but I can tell you with the increased resources, both on the dollar side, the technology side and the personnel side, we're safer than we were a year and a half ago," he said.

However, investigators said they found that with a little ingenuity the border could easily be penetrated.

"Our work shows that a determined cross-border violator would likely be able to bring radioactive materials or other contraband undetected into the United States by crossing the U.S.-Canada border at any of the locations we investigated," the GAO report concluded.

As of May 2007, there were 972 American border guards and customs officers patrolling the divide stateside while the U.S. employed nearly 12,000 agents along its southern border with Mexico, Baucus said on Thursday during a hearing on the report's findings.

"The GOA investigation found this raised serious questions about the balance of resources on both borders," Baucus said.

Canada doing its part: Harper

Prime Minister Stephen Harper responded to the report Thursday saying that Canada is doing its part in maintaining border security by making "significant investments both in processes and people."

"As you know, these particular materials were emitted through American security on the American side of the border," Harper said in Toronto.

"But obviously we have to be concerned. We work hand and glove with American authorities dealing with any kind of threats or potential threats, and I think American officials will tell you that."

Four spots in northern states along the 8,000-kilometre border were tested, though they were not identified in the report.

At one site, investigators conducted a 10-minute exercise, setting up a cross-border exchange of the duffel bag.

The exercise was recorded and photographed by GAO investigators.

In that instance, a resident of the area became suspicious and alerted border officials that something suspicious was taking place.

Authorities were called to the scene but were unable to find the GAO investigators.

"It's so hard to believe there's been so little progress in plugging these gaping security holes," Senator Chuck Grassley (R-Iowa) said during Thursday's hearing. "They're simply wide open, waiting to be crossed by anyone carrying anything, even a dirty bomb or a suitcase-type nuclear device."

Last year's GAO border test found authorities failed to catch 93 per cent of GAO investigators entering the U.S. with fake documents, Grassley said.

"Last year we learned that our check points were vulnerable to fake documents and this year, we're going to hear that the areas between the check points are as vulnerable as ever." Grassley said.

It is illegal to cross the border anywhere other than an official border entry point.

How would these duffle bag toting American agents escape Canadian security? If they really had radioactive material it would have to come from somewhere else. Since terrorists generally don't have access to our nuclear facilities, the stuff must originate outside Canada. So, do the Americans think that the RCMP and CSIS are asleep? Do they think our border guards would rubber stamp a shipment of radioactive goods that could be used in Canada as easily as in the USA? Are we not supposed to be cooperating in a difficult world instead of conjuring speculative fears that malign a friendly neighbour?

Come on, we have some experience in keeping our own house in order. If the USA worked with us instead of against us we'd all be living on a safer continent.

If they are that concerned why don't they build another fence in the north to match the one in the south. Amazing how the American administration were one of the leaders in the campaign to tear down the wall between west and east Germany. Now they are the only country in the world building fences. I ask you Mr. Bush are these fences built to keep Canadians and Mexican out or to keep the Americans in ??

So American 'agents' were able to transfer items across the border from Canada to the USA undetected. Isn't the story here that the US border was unable to catch them? They weren't entering Canada, they were entering the US.

8000 miles of border. Hum. They could place 16000 troops along the border, about one every 1/2 mile with goggles, a small quantity of their global troop numbers to halt all RED duffle bags. Oh wait, the troops are busy in Iraq for some reason. Can you imagine how boring that job would be?

American administration is so paranoid about security that they want to build a wall along the border. One day US will look like a prison serounded with walls or maybe like the Simpson movie inside a glass shell.. These investigators are actually telling those terrorists how easy things can be done, why stir up this at first place.

I am more concern about illegal immigration and how illegals can stay in Canada on the taxpayers expense, constant delays by appealing extraditions and having kids that automatically become Canadian citizens. That is a real social economic timebomb.

The left wing protectionist paranoia in the US is growing. Democrats will bring it in to play if they form the next government. This does not bode well for the expansion of US trade in the future.

Our government is active in creating trade with other reliable states around the world, and if that can be achieved then whatever the US does will have less effect.

The PM also expressed his concern about this situation at his speech in New York. If I was an American involved in trade with Canada I think I would be talking to my politicians. If we still had a Liberal government doling out anti American abuse it would be a much worse situation.

Given the number of actual attacks the US has been subject to, I tend to think a level of fear,or concern can hardly be described as paranoia.I think of paranoia as an irrational fear.And it is the duty of a government to protect it's citizens.
I wonder,do people really believe that anyone on the planet should be free to go anywhere he or she wants to?? And would that freedom apply to terrorists and criminals of any kind??
I think I am a fairly strong advocate for freedom and human rights. But I'm not sure I want to take it that far.I'd rather live among people not interested in killing and bombing those with whom they disagree.
I don't especially like George Bush,or his administration.But America has a right to defend it's country.And I don't think they are blaming us for the porous border.They are questioning their own border protection system.
It's too bad Canada doesn't think much about security.If we did,the Americans would be less concerned about the northern border.And maybe the scum that bomber Air India would not have been in our country.

To those thinking this is a problem that Americans need to deal with...

The exercise set up cross border exchanges. IE groups from both sides of the border met and the red bags were transferred to the US side. This implied that it would be just as easy for something to be transferred the other way.

With parts of our society decaying under a deluge of drugs and gun violence, if the Canadian government is not concerned about this, then we need a new government.

It just shows that all the increased security checks that the ordinary traveller has to put up with at airports and car border crossings are a farce. They are designed to give the illusion of "security" while the real problems stay unaddressed. They should try bringing illegal items through the Indian Reserves that sit on the border, that would really blow their socks off.

No suprise here! And I am almost certain that they will try to blame Canada for this. Last time I went into the US I had to go through US BORDER GUARDS not Canadian guards. Maybe the US guards need more resources and training. It is their (US) own fault that contraband make it into the US

The fact of the matter here is that it was done. This could have been the other way around with the stuff coming into this country or actual terrorists with intentions of harm It's not paranoia, it's reality now. My most recent border crossings have been reassuring as the officers asked some tricky questions that had I not been who I am would have been found out. It's also nice to know and about time that our officers are going to be armed as well soon, maybe I see it this way cause I'm a "good guy" not hauling drugs or weapons across.

Canadian & US Border protection agents must both continue these exercises in order to protect us both, we are a target too and that goes for illegal immigrants as well, who also pose a safety and security risk such to Canada with gangs, diseases, Canadian job loss, and an overwhelming exploitation of our social assistance and refugee programs.

Just a minute. How did these American spies get the contraband into Canada in the first place? Also haven't the Americans just admitted that they run covert operations in Canada? Harper should break off diplomatic relations with Washington and send their Ambassador home.

The Americans will solve their problem by co-opting Canada and Mexico through the SPP & NAU. It will all be THEIR border then; as will be cheap labour from Mexico and cheap resources (including water) from Canada. The Class from all three countries will then be dealt with and the Corporations SAFE beyond our worst dreams.

As neighbours I feel we have a right to comment on any fence the Americans choose to build. Let's make absolutely sure its on the property line. My wife and I would like a nice privacy fence, something with some latticework at the top perhaps. As for colour, a burnt almond colour is fairly neutral, although we could be talked into a rosy umber. We'd be happy to split the costs as long as we do equal amounts of labour.

I am so tired of American propaganda and fear mongering. As far as I’m concerned the terrorists have already won since their actions and subsequently the actions of the US media (think: CNN) and government have created and maintained a constant state of fear in the country. Americans are afraid of everyone. It seems that everywhere you turn someone has something negative to say about people based on their race, religion, their financial status, their beliefs, their education, the way they look….America is slowly being destroyed from the inside out.

It would do the US government good to recognize that Canada is not the enemy. Of course, standard security protocols are expected but to constantly attack Canada because of our drug laws, and border security seems to be a waste of time. We aren’t the enemy. They need to focus more on their homegrown issues than so much on what Canada is doing. They should let us run our own country and stop interfering in our politics.

Also, I can’t understand why the US publicizing everything about their security measures, or lack thereof in cases of security vulnerabilities etc. Aren’t they just giving the “enemy” more information that can be used against them?

The US wants to play the role of the World’s Protector, Freedom Fights, Big Brother…..I think they would be more successful if they took their own advice. (Practice what you preach.) How many rights and freedoms are today being held from Americans? (Freedom of speech for instance….)

I am sure darn proud to be Canadian.

The US wants to build a perimeter around North America, whereby they would dictate what comes into and out of Canada and the US. A perimeter would not help, the Trojan horse is already inside the gates and the horse is empty.

Interestingly, because the 911 and Oklahoma City attacks both came from people already within the US.

I am not one bit surprised. I live in Northern Ontario near the US border and I know of one place where a simple canoe can cross the border. As a matter of fact I could swim it easily as most people could.

That is scary. I would never ever do such a thing but I'll bet there are others that would. If I know about it others will too.

It is high time that the borders are sealed of properly especially in this day and age.

It is far easier to get into the US than to get back into Canada. Going to US we were asked if we were all Canadian citizens and got the wave through. On the way back we had to produce Drivers License or passport and got the twenty questions.

Maybe I missed something in this story. I have read it several times and I don't see why everyone is getting so defensive. Nowhere did I read that the US report blamed Canada. It was the US testing the US system and finding shortcomings with the US system. These agents entered in to the US. Once again we get so upset at a perceived slight that I just can't seem to see. Do we always have to resort the the "big bad Americans and poor little ol' me" defense.

Living in a border town, I find it interesting that I need two pieces of ID to open a bank account but only one piece of ID to travel to the United States.

In addition, I spent only a few seconds talking with an American customs agent versus the 10 minutes I spent at the Canadian border because I failed to declare tobacco products to customs on this side of the border...

I have an experience with this. I had radioactive thyroid treatment in 2006. I went to the US, and I set off every geiger alarm at the border (actually the fanny packs the border guards wear). When I returned to Canada the border guard barely looked at my passport and asked the most important question, "How much did you spend". Kinda scary.

The fellow could have been just as easily walking the other way. The yanks are looking for reasons to build a fence. They just don't get that we are not out to get them. I find it astounding that with the length of the border that they were caught 25% of the time, kudos to the Canadian Boarder patrol.
