Liberal Leader Stephane Dion says he will wait until after next month's throne speech before deciding to vote down the Conservative government.

Dion said he will need to hear Prime Minister Stephen Harper's response to four key issues before deciding how to vote after the Oct. 16 speech. They include:

  • Canadian notification to NATO that it will end its combat mission in Afghanistan in 2009. The government must make clear the wording of the motion, and confirm how it will vote.
  • A commitment to reintroducing Bill C-30 in the new parliamentary season, which is designed to protect the environment and fight the effects of climate change.
  • Addressing the manufacturing challenges facing Canada's economy.
  • Setting out a plan to combat poverty in Canada.

"We'll see what's in the throne speech,'' Dion told reporters Sunday. "There's no question of rejecting the throne speech without seeing it.''

Dion said without these four key elements, "you can understand we will not be able to rise to support such a throne speech."

In early September, Harper decided to delay the opening of the fall session of Parliament by a month. He will go back to Parliament with a speech from the throne in mid-October, setting up the possibility of an election if the opposition parties vote against it.

Bloc Quebecois Leader Gilles Duceppe outlined five "non-negotiable" conditions Saturday that the minority government must meet in order to secure his party's support, including an end to the Afghanistan mission, the elimination of federal spending power in provincial jurisdictions and respect of Kyoto Protocol targets.

NDP Leader Jack Layton would not stipulate his plans for a vote on the throne speech, but last Monday said he was likely to oppose it.

The Conservative minority government needs the support of at least one opposition party to survive a confidence vote in late October.

Former Liberal cabinet minister and political analyst Jean Lapierre told CTV's Question Period that the Liberal caucus will have to debate the likelihood of Dion gaining popularity against voting down the throne speech.

"Mr. Dion has to realize that he really can't sell himself to Canadians so he's got to have a very strong team to make up for his weaknesses," Lapierre said on Sunday.

Lapierre said Harper is likely to deliver a safe throne speech in order to delay an election until the spring -- when the government will have the opportunity to produce a "popular budget" that opposition parties will have trouble voting down.

"The tone of the speech for the throne is going to be quite neutral to give at least the Liberals a hook," Lapierre predicted.

Conservative strategist Goldy Hyder told CTV's Question Period that the opposition parties are clearly "spooked" by an "honest and clean" Tory government and are treading on dangerous ground.

"Basically the opposition parties are playing a $300 million game of chicken with taxpayer's money. This is irresponsible and I think people see it for what it is," Hyder said on Sunday.

I wish Dion would vote against it but we all know he won't. I would love to see a majority Conservative government. What a sham this is. Stephen Harper makes me so proud to be Canadian. What a difference from the last few years.

What Dion means to say is he'll wait to see how his polling numbers look in October before he decides how to vote on the throne speech.

I have no doubt that Duceppe and Dion had already reached an agreement - just like they have before each belicose statement about "bringing the government down" - before Duceppe dictated what the (yet unseen) throne speech should contain. Hmmm..., an on-the-ropes regional party that is on the ropes. OH PLEASE! They both know they'd be handing Harper an automatic majority.

The Bloc is obviously bluffing and the Liberals have no choice but to support the government. I say, bring them down, then we can hand Harper the Conservative majority Canada needs!

Here we go again Mr. Dion. He'll do this one minute the next he is changing it. He said just last week he wouldn't support the throne speech and now he says he's going to wait and see what's in it. If you ask me they named him right MR. FLIP FLOP.

I'm glad to see that Mr. Dion has at least decided to wait and see what's in the Throne Speech before deciding how to respond.

So far, Mr. Dion's obstructionist approach has not been at all constructive. This has been particularly evident in his pronouncements on Kyoto and on the mission in Afghanistan.

If Mr. Dion were truly a man of principle, or at least political integrity, he would have done more to implement Kyoto while he was in government. He would also have resisted the Liberal government's involvement in Afghanistan when his government committed our troops to the NATO mission there.

Most of Mr. Dion's positions now seem to be little more than political posturing. Since he became leader of the opposition, I have seen nothing of substance from Mr. Dion.

I feel the exact opposite. I hope Dion votes against the throne speech and brings on an election. Harper is notorious for saying stupid things during elections that costs him and his party major votes (hence he being on script all the time). The recent polls have the Liberals and Conservatives at a virtual tie. So anything can happen and add to the fact that the Conservatives haven't made much progress in securing votes in the three major cities. I will concede though that the Conservatives have the momentum after the recent byelections. The day Petty, Petulant PM Harper is sent packing back to private sector will be a good day for Canada.

I hope the Bloc and the Liberal Parties would carry out their threat. For sure we will have a majority Conservative Party Government. I hope the Bloc will be wiped off the political map. It is only in Canada that a political party whose ultimate aim is to break up the country is allowed to use public funds for their own purpose. Anyone involved in such a political party should be tried and hanged.

Deciding how Liberals will vote? Don't you
just love Canadian democracy. I don't even understand why we have all these MP's. All they are for is to determine which person forms the goverment, not which party.

Harper will just ignore the Liberal's demands which will ether trigger an election or make Dion look like a coward once again. The NPD actually wants an election, the BQ can no longer back out after Duceppe's unrealistic non-negotiable demands and finally the Liberals ask for almost nothing and Harper will give them NOTHING so eether they lose face or fight.

I guess we will have to go the polls again and it will cost us $200 mil, but that's ok with me. Democracy comes at a cost and I'll gladly pay it. Having multiple parties in Ottawa like we do is a bliss for Canadians. WE don't want to end up with 2 parties like in the States.

A minority government is the best thing we could ever ask for because the party in charge doesn't hold the ultimatepower. Politicians will never say it, but just take a look at the U.S and the Liberal government for the last 10 years. Better to share the power imo

There will be NO election. Ignore the posturing, if you can. The simple fact is Harper has momentum, if not the polls on his side, so the Liberals will not let it happen. Dion is and will be a disaster as Liberal leader.

Harper is an embarrassment to Canada. He is a right wing ideologue trying to convince Canadians that he really isn't as scary as he is. I fear what he would do with a majority.

Dion is principled, capable, and competent. I would be much more comfortable with him as PM that is for sure.

Citoyen Dion (this dual French/Canadian nationalty will eventually haunt him) is thrashing around like a fish out of water. PMSH has him right where he wants him. I think when the vote on the throne speech happens you will see a lot of Libs come down with the political flu. Of course those who do not have the "flu" will vote en masse against. These people must think the general public is stupid..
