Harper delays Parliament's return until Oct. 16

Prime Minister Stephen Harper has decided to delay the opening of the fall session of Parliament to Oct. 16, setting up the possibility of a fall election if the opposition parties vote against the government's throne speech.
Parliament was scheduled to resume on Sept. 17, but Harper has chosen to end the First Session of Canada's 39th Parliament early.
"The First Session of the 39th Parliament was exceptionally productive, especially for a Government in a minority situation," Harper said in a press release late Tuesday. "We delivered on all the major commitments we made to Canadians during the 2006 election."
CTV's Mike Duffy reported on the decision earlier in the day, and said the Conservatives had lengthy debates on whether to prorogue Parliament.
"People at very high levels here in the capital tell me that this has been considered for some time by the prime minister and his most senior ministers," said Duffy.
Parliament will begin with a throne speech that will, in effect, set the stage for a vote of non-confidence. The parties would vote on the speech within six working days, and the Conservatives currently have 125 of 308 seats.
Bloc Quebecois Leader Gilles Duceppe has threatened to topple the government unless there is a clear mandate to withdraw troops from Afghanistan by February 2009.
"There are many people here who believe that the return to Parliament on October 16th is setting the stage for the potential of a fall election, which would come in the month of November," Duffy reported.
The Bloc and Liberals have a combined 145 seats, so could force an election if both vote against the speech, along with the NDP. But Liberal Leader Stephane Dion has hinted he wants to see what the government intends before deciding.
Dion criticized Harper's decision to end the First Session early, saying the government had failed to resolve important issues like climate change and "Canada's mission in Afghanistan."
"There are a number of important pieces of legislation that will be lost because of the Prime Minister's decision, including the Clean Air and Climate Change Act, which has taken months of work in committee to amend to make it a valuable tool to reduce greenhouse gas emissions and put Canada's industrial emitters on a carbon budget," he said in a press release.
One of the reasons why Harper may have decided to delay the return of Parliament, Duffy said, is because the Ontario election will be held Oct. 10.
"With 108 seats from Ontario, they were afraid there would be daily efforts by the various parties in the House of Commons to try and raise issues on the federal scene that would benefit their provincial counterparts," he said.
The line from the Prime Minister's Office, Duffy said, is that the government doesn't want Ottawa to be seen as interfering in the Ontario election.
"That's the reason that will be given but, in fact, what the government wants to do is repackage itself to put forward some new visions," Duffy said.
NDP Leader Jack Layton said in late August that it would be a waste of time if Harper's government were to start a fresh session of Parliament with a speech from the throne. On Tuesday, he said Harper was preventing MPs from doing their job.
"By his actions, Stephen Harper is effectively locking out MPs. We have work to do. Everyday families are counting on us, but Stephen Harper is preventing us from getting down to work," said Layton.

I applaud the budget, even though Health Care and education may stay unscathed. Sadly this cannot last and I worry to later this year where cuts will become enviable. If anything, this provides the Wildrose Alliance plenty of ammo when an election is called.

It's interesting that he's decided to delay the opening until after the provincial elections in Ontario and Newfoundland & Labrador. Neither of the provincial leaders there are have much good to say about this guy and his "running" of the country.
I guess its easier to just hide away as usual.

BUT we are one of the few NATO nations who have been involved from the start in high numbers. We have 4% of NATO's population but have averaged 10% of the troops there. Is that fair?
Why should Canadians bear the brunt of the fighting while other nations send only token observers or refuse to allow their troops out at night.
Time for the troops to come home and rest for a few years. Let some other NATO nations pull their weight for a change.

I say bring on the election. If people vote with a clear head, they'll see the the Conservatives have been doing a great job given what they were left with. Everything they've done was for the betterment of the Canadian people. They govern by what is RIGHT, not always what is POPULAR.

Canada has not played a major combat role since the Korean war. I think it is time that we try to make change throughout the world. And we all know that the other members of Nato other than US and UK are not going to assume a combat role.

This prime minister does not scare easily and will not kowtow to the opposition parties. So let them put forward a vote of non confidence. Let's have an election and watch Harper decimate Dion in the debates and on the campaign trail.
Those kool-aid drinking Liberals making comments on this board don't know what it is to have a real prime minister and government that knows where it wants to go. A Conservtive majority government is in the offing my friends.

As a CURRENT serving soldier and SOLDIER (not peacekeeper)in the former Yugoslavia I find it hard to grasp how a military member can discredit Mr. Harper. At least HIS government is giving us equipment,the Liberals sent us over in JEEPS and scrapped our tank squadrons. At least with this government they are giving us the equipment to do the difficult job of bringing peace and security to the Afghan people. And yes there HAS been progress made.

I was a Liberal supporter for many years, but after the last 13 years of Liberal rule in this country, they ruined our great country.
The Harper Conservatives have done what was right, not what was popular. Had they let the Income Trust situation go on, it would have robbed millions of dollars from Canadian Taxpayers.

Those who think the Conservatives are extreme right wing should be banned from voting as they have no idea what they are talking about. If the CPC were in the US, they would be left of the Democratic party.
Just because Dion likes to mention "extreme right wing" and "George Bush" everytime he mentions the CPC doesn't make it true.

I think the record isn't that bad. They paid $13 billion last year on the debt. We all agree that's a good thing cause our kids shouldn't be sacked with our spending and our parents' spending. They implemented some tax cuts and tax credits. I think most people saw some benefit here and there. They re-instated a bunch of the cuts to transfers that Chretien and Martin implemented and people said that was good. They went in and consolidated what 14 offices for the Status of Women into 4. I don't see the problem there at all. They eliminated the Court Challenges program which most reasonable support after all why should the government give you money to challenge the laws passed by Parliament? Never understood that one. They spent money on the military so that when these brave men and women go on missions they have the right equipment. On Afghanistan they have continued the mission that the Liberals sent us on. They created new accountability legislation which 75% of the country said was needed. They even pushed a fixed election date so we'll know when the next election is. Doesn't that sound like a democratic government to me.
How is any of this bad or totalitarian?
I think people need to stop over reacting and leave the rhetoric aside.
