Prime Minister Stephen Harper has decided to delay the opening of the fall session of Parliament to Oct. 16, setting up the possibility of a fall election if the opposition parties vote against the government's throne speech.

Parliament was scheduled to resume on Sept. 17, but Harper has chosen to end the First Session of Canada's 39th Parliament early.

"The First Session of the 39th Parliament was exceptionally productive, especially for a Government in a minority situation," Harper said in a press release late Tuesday. "We delivered on all the major commitments we made to Canadians during the 2006 election."

CTV's Mike Duffy reported on the decision earlier in the day, and said the Conservatives had lengthy debates on whether to prorogue Parliament.

"People at very high levels here in the capital tell me that this has been considered for some time by the prime minister and his most senior ministers," said Duffy.

Parliament will begin with a throne speech that will, in effect, set the stage for a vote of non-confidence. The parties would vote on the speech within six working days, and the Conservatives currently have 125 of 308 seats.

Bloc Quebecois Leader Gilles Duceppe has threatened to topple the government unless there is a clear mandate to withdraw troops from Afghanistan by February 2009.

"There are many people here who believe that the return to Parliament on October 16th is setting the stage for the potential of a fall election, which would come in the month of November," Duffy reported.

The Bloc and Liberals have a combined 145 seats, so could force an election if both vote against the speech, along with the NDP. But Liberal Leader Stephane Dion has hinted he wants to see what the government intends before deciding.

Dion criticized Harper's decision to end the First Session early, saying the government had failed to resolve important issues like climate change and "Canada's mission in Afghanistan."

"There are a number of important pieces of legislation that will be lost because of the Prime Minister's decision, including the Clean Air and Climate Change Act, which has taken months of work in committee to amend to make it a valuable tool to reduce greenhouse gas emissions and put Canada's industrial emitters on a carbon budget," he said in a press release.

One of the reasons why Harper may have decided to delay the return of Parliament, Duffy said, is because the Ontario election will be held Oct. 10.

"With 108 seats from Ontario, they were afraid there would be daily efforts by the various parties in the House of Commons to try and raise issues on the federal scene that would benefit their provincial counterparts," he said.

The line from the Prime Minister's Office, Duffy said, is that the government doesn't want Ottawa to be seen as interfering in the Ontario election.

"That's the reason that will be given but, in fact, what the government wants to do is repackage itself to put forward some new visions," Duffy said.

NDP Leader Jack Layton said in late August that it would be a waste of time if Harper's government were to start a fresh session of Parliament with a speech from the throne. On Tuesday, he said Harper was preventing MPs from doing their job.

"By his actions, Stephen Harper is effectively locking out MPs. We have work to do. Everyday families are counting on us, but Stephen Harper is preventing us from getting down to work," said Layton.

It's time we give Harper and the Conservatives a chance to truly put their stamp on the country. The voters need to deliver on a Tory majority so that we can get the tax cuts that Canadians deserve. Any form of a Liberal gov't would be truly disastrous.

After the DND's mis-management of the Afghan conflict, Flaherty's Income Trusts flip-flop (I agreed with his stance, but it WAS a promise broken), the closure of Status of Women offices, and the sale of nine of federal office buildings for $630 million less than they're worth, and basically giving the BQ anything they asked for, we'll see if the Conservatives stand a hope in hell...

Why Oct 17th? Make it Dec 20th! Politicians enjoy the summer in their fancy cottages while taxpayers pay their 30% wage increase for sitting on their bottoms doing nothing for one extra month. I've had it with the corrupt political system, we need a new vision and the Cons are not up for it.

At this point, an election would be the best thing for the Liberals. With the Liberals tied with the Conservatives, but the Libs holding more support in Ontario, we could finally get Harper out of the driver's seat and put someone in who won't lie to voters about everything and raise taxes on the poor. A Liberal minority government would ensure co-operation, not partisan bashing of all of the other parties, and Dion would not embarrass Canada on the international stage like Harper has done.

This just gives the Harper Government time to come up with a new incentive plan (like another child tax credit) to ensure they get elected again by anyone with a child. I can't believe there are still Canadians out there willing to support such a horrible government. It's interesting that he's decided to delay the opening until after the provincial elections in Ontario and Newfoundland & Labrador. Neither of the provincial leaders there are have much good to say about this guy and his "running" of the country.

I guess its easier to just hide away as usual.

Dan...I hope YOU realize that Canada isn't the only nation in Afghanistan.

BUT we are one of the few NATO nations who have been involved from the start in high numbers. We have 4% of NATO's population but have averaged 10% of the troops there. Is that fair?

Why should Canadians bear the brunt of the fighting while other nations send only token observers or refuse to allow their troops out at night.

Time for the troops to come home and rest for a few years. Let some other NATO nations pull their weight for a change.

OK, you do realize this is not an extended vacation right? Tamouh and Arron, MPs do more than just show up for question period and will be working right up to the day Parliament sits again.

I say bring on the election. If people vote with a clear head, they'll see the the Conservatives have been doing a great job given what they were left with. Everything they've done was for the betterment of the Canadian people. They govern by what is RIGHT, not always what is POPULAR.

What does it matter? Liberal, Conservative... they are all the same. An election won't fix anything... just waste more tax money. What we need is a real alternative, a grassroots responsible party based on the best interests of citizens, not special interest groups or "back room buddies".

Dion, with his overblown rhetoric, will have to prove whether he can put his money where his mouth is once and for all. Layton is a non issue and Duceppe will need to watch the Conservatives in order to save some of his seats in Quebec.
This prime minister does not scare easily and will not kowtow to the opposition parties. So let them put forward a vote of non confidence. Let's have an election and watch Harper decimate Dion in the debates and on the campaign trail.

As far as I can see, Mr. Harper hasn't embarrassed Canada on the international stage at all. Has he choked out any protesters lately, or taken walks in the park to talk to his imaginary homeless friends? Has he openly badmouthed any foreign country's citizens, or stolen our hard earned money to pay off his friends as thanks for their votes? I think he is the most "Prime Ministerial" PM we have had in a long time. Dion as PM! What a laugh.

Let us hope that there is not a non confidence vote in the fall. God forbid the Liberals get back in power because we'd look pretty silly trying to sell the two C-17's that we'll have by then. At least if the Conservatives stay in power we'll know that we have gas money to fly them.

So the Conservative government waits an extra month for the return of Parliament? Big deal, they aren't getting much accomplished in the H.O.C. anyways. As for an election call, the leaders can spend the first week or two blaming each other for forcing the vote.

It's time to give the CPC an 8 to 10 seat majority. Minorities don't work very well, and neither do huge majorities, as the corrupt Chretien-Martin Liberals have shown. Dion sat at both cabinet tables, which in itself speaks volumes of the man.

As a CURRENT serving soldier and SOLDIER (not peacekeeper)in the former Yugoslavia I find it hard to grasp how a military member can discredit Mr. Harper. At least HIS government is giving us equipment,the Liberals sent us over in JEEPS and scrapped our tank squadrons. At least with this government they are giving us the equipment to do the difficult job of bringing peace and security to the Afghan people. And yes there HAS been progress made.

I was a Liberal supporter for many years, but after the last 13 years of Liberal rule in this country, they ruined our great country.

The Harper Conservatives have done what was right, not what was popular. Had they let the Income Trust situation go on, it would have robbed millions of dollars from Canadian Taxpayers.

Those who think the Conservatives are extreme right wing should be banned from voting as they have no idea what they are talking about. If the CPC were in the US, they would be left of the Democratic party.

Just because Dion likes to mention "extreme right wing" and "George Bush" everytime he mentions the CPC doesn't make it true.

I can't believe how silly some people who apparently claim to be adults are. I've seen charges Harper is a dictator, totalitarian, has a secret agenda, is running the country into the ground, isn't getting any thing done, is doing too much right wing policy (don't the last two contradict each other?), etc.

I think the record isn't that bad. They paid $13 billion last year on the debt. We all agree that's a good thing cause our kids shouldn't be sacked with our spending and our parents' spending. They implemented some tax cuts and tax credits. I think most people saw some benefit here and there. They re-instated a bunch of the cuts to transfers that Chretien and Martin implemented and people said that was good. They went in and consolidated what 14 offices for the Status of Women into 4. I don't see the problem there at all. They eliminated the Court Challenges program which most reasonable support after all why should the government give you money to challenge the laws passed by Parliament? Never understood that one. They spent money on the military so that when these brave men and women go on missions they have the right equipment. On Afghanistan they have continued the mission that the Liberals sent us on. They created new accountability legislation which 75% of the country said was needed. They even pushed a fixed election date so we'll know when the next election is. Doesn't that sound like a democratic government to me.

How is any of this bad or totalitarian?

I think people need to stop over reacting and leave the rhetoric aside.

It is time Canadians gave Harper a clear majority government. This country is on the right track and this would shut up Layton and Dion, for at least 4 years. Every time Layton speaks I get chills and when Dion speaks I have no clue what he's saying. Harper is NOT an embarrasment on the world stage, he represents Canada and our interets well. With a majority government they will be able to fulfill their mandate and keep Canada moving in the RIGHT direction.
