TORONTO — Canada's environment ministers are meeting in Toronto Monday to discuss the mechanics of the federal government's climate change plan.

It's the first meeting of the Canadian Council of Ministers of the Environment since the release of the Conservative government's Clean Air Regulatory Agenda.

Federal Environment Minister John Baird says the purpose of the meeting is to talk about the standards and regulatory issues within the plan and how to move forward.

Baird says he's prepared to work with the provinces on equivalency agreements to harmonize national standards with provincial standards.

But he says all provinces must meet federal standards.

Baird says Alberta is two years ahead of the federal plan, in terms of regulating industrial greenhouse gas emissions.
