Iraq: Invasion

Still supports the invasion of Iraq and removal of Saddam Hussein as ruler despite absence of weapons of mass destruction and no link between Hussein's regime and terrorist groups. Voted for authorizing president to use force in Iraq; Later voted against $87 billion appropriation bill for the war. Said he would have still voted the same way even knowing now about no WMDs or terrorist ties but would have not gone to war without greater international support.

Iraq: Reconstruction

First shunned UN involvement. Is now warming to the idea. Is training new Iraqi security forces. Doesn't have a timetable for withdrawing U.S. troops, only that it would happen "as soon as possible." Wants to rebuild coalitions with allies to take some of the load off the U.S. Also supports fast-tracking training of Iraqi security forces. Thinks U.S. troops could be out within four years.

Pre-emption

Supports a policy of attacking terrorists abroad. Wants to rebuild alliances. Would not cede decision to go to war to foreign governments, but would seek more international consensus.

Afghanistan

Has committed $1 billion US to reconstruction. Has 15,000 U.S. troops there. Would expand NATO's role beyond Kabul. Would fight drug trade, disarm warlords and increase security training.

Middle East

Created the road map to peace, which would create a Palestinian state. However, the plan is in tatters. Supports the creation of a Palestinian state. Would develop a "new Palestinian leadership."
