   A Liberal government will spend $1.3 billion over the next five years to enhance settlement and integration programs
   The Liberals will commit $700 million over five years to clean up the backlog of applications

   Raise immigration levels to one per cent of the population
   Enact a once-in-a-lifetime provision to enable Canadian citizens and permanent residents to sponsor one relative
   Work with the provinces and territories to better recognize foreign credentials of professionals, and to help attract and retain immigrants to maintain labour force
   Eliminate the head tax on immigrants
   Freeze immigration fees, and use the money instead for education and skills training in Canada
   End lengthy delays in processing applications from such posts as Beijing and Delhi
   Amend current immigration laws, that currently bar most immigrants that would have been admitted during the Trudeau era
   Allow those who already call Canada home the opportunity to apply for legal status
   Eliminate head tax on immigrants, effectively regulating and enforcing tighter rules on private immigration consultants and their fees
   Make immigration and refugee system speedier, fairer and more accountable
   Freeze immigration fees to prevent gouging and allowing them to be used as credit towards education and skills training in Canada
   A sovereign Quebec will develop the tools to set up better immigration policies to attract immigrants to all regions of Quebec culture
   Transfer more money to the provinces to oversee their own immigration strategies
   Create an appeal office for refugees
   Create a national institution that promotes cultural diversity
   Remove barriers for reinstating professional credentials
   Improve cultural and business links with the home countries of new Canadians
   Work with municipalities and provinces to improve the integration of new
   Canadians into the multicultural fabric of our country
   Toughen regulations governing practices of "immigration consultants," and increase penalties for illegal smugglers
   Explain licensing requirements for health professionals being considered for immigration before their entry
   Give landed immigrants with professional qualifications the opportunity to obtain Canadian licences
   Help cultural organizations to obtain charitable status
   Conduct review of the Anti-Terrorism Act and the Public Safety Act to eliminate security certificates
   Release people detained under security certificates unless formal charges brought against them
   Regularize the estimated 200,000 people living in Canada without official status
   Open an investigation into allegations by the United Nations Human Rights
   Committee of Canadian officials cooperating with foreign agencies known to use torture
