Norman Steinberg, who was in charge of audits and ethics in the Public Works Department, backs up Alfonso Gagliano's claim that there was no evidence of fraud in the federal sponsorship program in 2000. But while testifying before the Commons public accounts committee, he says the 2000 audit did show some "significant" lapses that weren't just administrative, as Gagliano had previously suggested.
