Russia and China vetoed a UN Security Council resolution Saturday that backed an Arab League plan calling on Syrian President Bashar Assad to step down.

The remaining 13 council members, including France, the U.S. and Britain, voted in favour.

Western and Arab nations had been pushing hard for a strong resolution that demanded Assad hand power to his vice-president.

Canada's Foreign Affairs Minister John Baird said in a release Saturday the failure of the UN vote is another "free pass for the illegitimate Assad regime and those backing it."

He said Canada continues to support the efforts of Syria's neighbours and others to resolve the crisis.

"Those attempting to cling to power in Syria are morally bankrupt, and their disregard for human life is surpassed only by their cynicism for doing what is just and right," Baird said.

The vote came on the same day Syrian activists said more than 200 people were killed in the city of Homs after security forces fired mortars and artillery rounds overnight.

After the vote, U.S. Ambassador Susan Rice said the United States was "disgusted" by the vetoes. She accused Russia and China of aiming to "sell out the Syrian people and shield a craven tyrant.

"For months this council has been held hostage by a couple of members," Rice said. "These members stand behind empty arguments and individual interests while delaying and seeking to strip bare any text that would pressure Assad to change his actions.

"Any further bloodshed that flows will be on their hands," she added.

"It's a sad day for this council, a sad day for Syrians and a sad day for all friends of democracy," said French ambassador Gerard Araud after the vote.

Russia and China "made themselves complicit in a policy of repression carried out by the Assad regime," he said.

The German ambassador was equally disgusted with the outcome of the vote.

"Today the Security Council has failed to live up to its responsibility. The people in Syria have been let down again," said Peter Wittig.

Russia has steadfastly supported the Syrian government - its only remaining ally in the Middle East - during the conflict and has refused to stop shipping weapons there.

Russian Foreign Minister Sergey Lavrov said earlier Saturday the resolution didn't go far enough dealing with armed anti-Assad groups, he said.

Russia is also attempting to get political forces inside Syria to negotiate an end to the violence and didn't want a resolution to prejudge the outcome.

While the U.S. and its allies have ruled out military action, it wanted the Security Council to endorse the Arab League plan.

Protests also broke out around the globe Saturday as at least five Syrian embassies were stormed in Europe and the Middle East in response to the alleged massacre in Homs.

Police in London beat back protesters attempting to get into the Syrian embassy after succeeding earlier in the day, managing to break a few windows.

The embassy in Athens was also broken into before dawn and 13 people detained. Offices at the embassy in Berlin were also entered and damaged, officials say.

More than 5,400 people have been killed in the uprising since March, the UN reported in December, but it hasn't been able to update those numbers in recent weeks due to the chaos in the country.

The US and Britain have used their veto powers as well, so Russia and China are also entitled to use their veto powers, for whatever reason.If Assad doesn't give up power, what will the UN do? Pass another US resolution to send troops into the country? Another war - another loss.

The war drums are beginning to beat louder and louder coming from Iran, Russia and China. With so many nations eager to destroy Israel (the only democratically elected government in the middle east) is it any wonder why Israel would want to strike Irans nuclear capabilities before Iran would use them on Israel. As for the veto, it just goes to show you the true colours of Russia and China. Sure, chemical weapons were used on Iranian troops during the Iran Iraq war of the 1980's and that in itself is disgusting, but for an army to use artillery, mortars, tanks, machine guns to blatantly go from town to town, mowing down unarmed civilians is completely and totally unacceptable and if anyone who does not see a problem with that, should examine themselves and wonder, just how humane they think they are.

Why should we be so negative about a legitimated veto at the UN? The US, UK and France have many time used their veto power in the UN security conseil on the votes about the middle east. They used it many times against the resolutions condamning 1- Chemical attack of Iraqi army durring the war with Iran (At that time Sadam Hussein was their ally and personal friend) 2- Resolutions condamning Israeli army attacking civilian Palestinians with phosphorus bomb shells. 3- Last year US vetoed the condmnation of illegal Israeli settelments in palestinian lands. The United States has vetoed 35 UN resolutions related to the middle east. (Palestine; 24, Lebanon; 8, Syria; 1, Libya; 2) . On March 21, 1986 the United Nation Security Council recognized that "chemical weapons on many occasions have been used by Iraqi forces against Iranian forces"; this statement was opposed by the United States, the sole country to vote against it in the Security Council (the UK abstained). Why should we be so hypocrite

Of course, there are people here who have to bring in the United States and NATO claiming that they allow this to happen. The very two countries that have just veto'd the resolution at the UN are the same two countries who have killed twenty's of millions of their own people. To Russia and China, the killing, torture and imprisonment of their very own citizens is like a sport to them. Disgusting isn't it? And this is why we keep our military strong here in the west, because if we didn't you would be saluting the hammer and sickle every morning and attending May day parades.

It goes to show you how useless the UN really is. No surprise from Russia or China, both want the same power as Assad to shoot their own people if they get out of line. Just look, 120,000 protesting Putin - good luck with that. But moreover, any country with a clear conflict of interest such as Russia, which sells arms to Assad and has its only naval base outside Russia in Syria, should recuse themselves from the vote or at least be honest as to why. I'm afraid the Free Syrian Army will have to steal more government weapons and boot out the ruthless dictator or face a type of ethnic cleansing. Oh sorry, they are already doing that. There should be no vetoes on the security council. As for China, it's all about gambling Assad will stay in power and they can benefit by being one of his few friends if and when it all blows over.

This is nothing new, nor surprising. Russia and China will continue to veto any action that is taken against one of their allies. The US will continue to veto any action or resolution that effects one of its allies as well... namely Israel.Nothing new here... let's all get over it and move on.

I have to laugh if anyone is really surprised by the actions of Russia and China. It's called realpolitik. All nations play it, and the Americans are the masters at it. To think that the lives of average Syrians mean anything to anyone is absurd. Syria is a Russian ally in a region where the Russians have few friends. It would be crazy for Russia to abandon an ally, regardless of Syria's internal actions, thereby deliberately weakening their infleunce in the area. The Americans have always backed Israel in the UN regardless of what Israel has or has not done. Syria's problems will be solved by Syrians or not at all.

It is interesting to note that virtually all resolutions that the US and the West support are vetoed by Russia and China. I believe this is a mind-set that is a holdover from the Cold War. This does not excuse the West from some of the stupid support given for other dictators (like Saddam). I do wonder though, at the support given by Russia and China for the lunatic regime of Iran. Do they really want a religious loose cannon like Iran on their borders?

Roxy: Ban Ki Moon has spoken to Assad several times urging him to stop using deadly force against his population, yet the shelling and machine-gunning of citizens wanting to express their opinion of the government (as you do without reprisal) continues. Seems to me that dialogue has been tried and found wanting. As for the vetos, who's surprised? The two nations with human rights records worse than that of Hitler are not going to pay attention to the UN. Stalin killed more Russians in peacetime than did Hitler in war. Mao's revolution and subsequent "Great Leap Forward" and "Cultural Revolution" killed and starved just as many. It took action backed up with military might to prevent the Russians from occupying all of Berlin just after WW II, in spite of a treaty between their allies, the USA, Britain and the Free French; it took a statement from the USA backed up with military might that stopped the Chinese invading Taiwan in the 1950's and since, and forced them back north of the 38th parallel in Korea in 1953-53. Sometimes it is necessary to "carry a big stick" as Teddy Roosevelt put it. But why bother making a comment along these factual lines? There are always those who will deny facts and call those of us who lived through those events liars.

China and Russia have serious interests in both countries with particular interests in Iran. They couldn't care two bits for its people but its resources. Mind you, they don't care two bits for their own people so nothing has changed. Oh I know people would say that about the western world, but we don't exactly stay and conquer like the russians did after world war two. I find it interesting that IRAN wants to destroy Israel and is probably working on the atomic bomb. Israel already has the bomb unofficially but I find it interesting that they haven't destroyed Iran. They could have long ago and world war three would have started. Personally, both Russia and China are cowards. We saw what happened in Libya and China was dishonored as they backed the old guard....Bad mistake.

I think that China and Russia should veto the U.N. The world needs to mind it's own business sometimes and deal with problems inside of their own countries. Sure Russia and China are selling weapons...who isn't. Weapons are meant to kill...even the american made weapons. Who armed Saddam?.. I must say that the whole political scene is a farce. If Syria had oil or something that was valuable, there would have been tanks on the ground in no time. The Syrian regime is by far worse than any regime, including that of Saddam. 30 yrs ago, the father of this butcher killed up to 40000, and today the prodigy son, has killed a third of that, that’s know, and if we count the ones that are "detained" twice as much . For how long do the citizens of Syria have to suffer until we stand up to this family.

Naturally the Syrian government is going to claim they are doing nothing wrong and it is all a media stunt, yet they will not let independant reporters in or even delegates who were in the country for a short but were only allowed to go where the government allowed them to go with escorted tours. If Assad is telling the truth he should have no qualms at letting individuals enter to report on their findings. Russia could care less about people dying as long as they get their money from Syria for arms. Russia also fears the west and is getting nervous that the countries they are friends with or allies might become democratic. Russia is afraid and that is the reason they do not want the resolution to go through and will come up with many excuses as to why it should not. I doubt the west will go into Syria but the Arab league may if the turmoil does not stop.

The UN is ineffective because money trumps common sense. We are still in the early stages of human development where people need to go to work to accumulate paper - aka "currency" - when you accumulate enough "currency" you are free from the bondages of slavery. So, there is a tug of war between competing interests where some fellow humans want to be released from bondage quicker than the other. The next phase of human development will be the phase where we are all released from bondage and that phase just may occur within our life time. These wars and financial crisis we are witnessing is the death throws of capitalism.

There was a poll taken that says 52% or so of Syrians want him to stay. he has more support then Harper. Why is he been asked to step down? Seems like a regular Muslim civil squabble to me. Yes, people are dying. But they are dying in most other Muslim states. that's the way things roll in their way of life

Well of course Russia is going to veto any resolution on Syria, they support the President, Russia arms and sells Syria all of its military weapons, Army, Navy and Air Force and Russia doesn't seem to have a problem with the Syrian President slaughtering and killing innocent unarmed civilians who want change from this brutal dictatorship. Now I am sure there are going to be lots of people who post on here who will blame the US for these problems or Harper but Syria President inherited his title from his father who at one time was a hardlined brutal dictator. Also, Syria, Iran and Russia are allies, Russia wants to be a major player in the middle east and would like nothing more than to see Israel destroyed.
