Washington and its allies urged punitive action against North Korea after the communist regime launched a rocket Sunday which reportedly burned out and crashed into the Pacific.

Responding to the launch, the United Nations Security Council convened for an emergency meeting Sunday afternoon, amid concern Pyongyang was testing a long-range ballistic missile, which could one day transmit a nuclear warhead.

North Korea maintains it sent its "Kwangmyongsong-2" satellite into orbit at 11:30 a.m. local time as part of an effort to develop its space program.

Four hours after the launch, North Korea said the communications satellite was orbiting Earth, transmitting revolutionary songs and gathering "measurement data."

And on Sunday evening, North Korea's state news agency reported that leader Kim Jong Ill watched the liftoff from the nation's space centre and expressed "great satisfaction" in the satellite's successful launch.

U.S. President Barack Obama, who was in Prague for a meeting with European leaders on Sunday, condemned the launch and said it threatened the security of countries around the world.

"North Korea broke the rules once more by testing a rocket that could be used for a long-range missile," Obama said. "This provocation underscores the need for action -- not just this afternoon at the UN Security Council, but in our determination to prevent the spread of these weapons."

A joint statement by the U.S. and the European Union was even more harsh in its assessment of the incident.

"North Korea's development of a ballistic missile capability, regardless of the stated purpose of this launch, is aimed at providing it with the ability to threaten countries near and far with weapons of mass destruction," the statement said.

However, it's expected that Russia and China, who hold a veto in the Security Council, will counter calls for swift and strong punishment against North Korea out of fear strong sanctions could further isolate the small country.

Diplomats close to the discussions said that a unified resolution, which could include new or tightened sanctions from the Security Council, may not be issued until later in the week.

According to both the South Korean and U.S. governments, a multi-stage rocket lifted off from the Musudan-ri launch pad in northeastern Korea.

The rocket reached Japanese airspace in about seven minutes as it headed for the Pacific Ocean.

North American Aerospace Defence Command and U.S. Northern Command officials said in a joint statement that the rocket's first stage fell into the waters between Korea and Japan, while the other two stages landed in the Pacific Ocean.

The launch defied calls by Obama, Japanese leader Taro Aso and others to cancel the launch, saying it would threaten peace and stability in Asia.

The launch was "an extremely provocative act that cannot be overlooked," Aso said.

Launch deemed 'unacceptable'

"The North Korea missile test today is completely unacceptable," British Prime Minister Gordon Brown said. "It's a breach of international obligations. It will be condemned in every country across the world and they should desist from testing and proliferating nuclear weapons."

UN Secretary-General Ban Ki-moon said North Korea's decision to go "against strong international appeal" was regrettable.

"Given the volatility in the region, as well as a stalemate in interaction among the concerned parties, such a launch is not conducive to efforts to promote dialogue, regional peace and stability," Ban said in a statement from Paris.

In Canada, Foreign Affairs Minister Lawrence Cannon called on North Korea to honour its obligations under UN Resolution 1718, which calls for it to cease its nuclear program and halt long-range missile tests.

"Canada is very concerned by North Korea's decision to launch a long-range rocket," Cannon said Sunday in a statement. "This ill-advised action undermines confidence in North Korea's commitment to peace and security."

"Canada calls upon North Korea to comply fully with the requirements of UNSCR 1718 and suspend all activities related to its ballistic missile program," Cannon added.

However, both China and Russia called for calm among the international community.

China offered to play a "constructive role," as the international community decides on a response to the launch. It could also use its veto power to block any unified response by the Security Council.

A statement from Russia's Foreign Ministry urged "all states concerned to show restraint in judgments and action in the current situation, and to be guided by objective data on the nature of North Korea's launch."

North Korea defended the launch, saying its participation in a UN space treaty allows it to send a satellite into orbit.

Officials were careful to give the rocket's flight path to international maritime and aviation authorities.

In recent years, North Korean leader Kim Jong Il has appeared to use the threat of nuclear weapons as a means to extract aid funds from other nations. In the aftermath of other missile tests, Washington has been forced into negotiating with the North.

There is also concern that North Korea will sell its missile technology to nations or groups willing to pay.

So far, Washington has taken a regional approach to North Korea by using six-nation talks for negotiations. However, it's widely believed that Kim wants direct, bilateral talks with the U.S.

some people do not know thier history. japan was trying to call a treaty to war for almost 1/2 year before the they dropped the A bombs on them.... the US refused since they wanted unconditional surrender.. the Japanese took so long to surrender after the first drop of the bomb. because the US demanded that the japan surrender thier emperor which was not going to happen. ( same would happen if it was reversed ). secondly the US wanted to test atomic bombs on civilian tagets that is why they drop to differing types to see what the cause and affect would be.. thirdly The US is still the only country to date that has used and still threaten other country with the use of atomic bombs..

Every country will condemn it, but nothing will be done. And when the North Koreans scrap together enough metal to make a new rocket, the same thing will happen again. The missile will detonate, or will just fizz out and fall into the ocean, and the world will condemn it. And the cycle will repeat itself until they eventually get one working, and condemnations won't be enough.

Basically, no North Korean satellite is on orbit, and the 2nd stage booster has never been detached so that this time missile is unsuccessful. The only thing we need to note is this flight is the longest distance in the North Korean missile history.

Completely 100% false. The US dropped the bombs on August 6th and 9th. Japan did not surrender until August 15th. Japan had plenty of time to surrender before the atom bombs were dropped, but they rejected the terms of the Potsdam conference.

Right now picture a map of the US made out of 4 Trillion US Dollars, piled so high, one could hardly see the top of the pile of bills.
On top of this mountain of money is Barack Obama standing there like $crooge McDuck, with a big smile on his face with his teeth glistening every time he talks into the TelePrompTer, about how much power he has to solve the financial crisis, and that he can fire anyone he sees fit to, who won't fit into his grand scheme of things.
Someone like the media should remind him that the money at his disposal, that he's standing on, belongs to tomorrow's children, and his power is illusionary and as illusive as the cold winds of winter.
There will be a price to pay, but in the meantime Obama's glory if any, will be at the cost and price put on future generations. They are insignificant in the wider scheme of things, but ideal for covering up other concerns that should be made visible. The biggest issue with the UN is that the Security Council is powerless because Russia and China are NK's bed buddies that have Veto power, and will use it. As long as two communist nations hold that power, any response the UN has is powerless. I say reform the use of Veto so that it's harder to outright Veto a resolution with one permanent member.

They typically feign some sort of military aggression, which is always followed by some political sanctions and embargos. Shortly after that, the desperate situation of the North Korean People comes to light, blamed on whatever the current blockade is, and millions of dollars in aid comes flooding in. The US President BO has made a declaration that the US will move toward putting an end to its nuclear arsenal, along with agreements to do so, by other nuclear carrying countries. How do we know the US can be trusted to do this, when the next ? President who comes in may be like the last one they had GWB, and start a PreEmptive war with whichever nation he chooses, the US lost their trustworthiness when GWB made that monstrous decision to go to war. Actions speak louder than words. With the Iranians watching with the North Koreans, are they set to buy NKs rocket system technology or ready-made rockets so Kim can feed his hungry nation? World peace is going in the opposite direction. What if anything have the Chinese and Russians said?

Gutshot. Allow me to explain the difference. North Korea wants to wipe out democracy in Asia, if not the world. Japan and South Korea view any rockets or bombs coming out of North Korea as a threat to them. As we would here, if we had a communist country sitting next door, launching missiles over our air space. To say that North Korea should be able to do what ever they want, even if it is an intimidation tactic to the free world, is a bit short sighted.

I see a familiar pattern starting to show. The markets crashed in 1929. In the 1930's a "power house" emerged. Hitler and Nazi Germany. Ten years after the markets crashed, WWII began.
We have had the markets crash, we are seeing rogue nations flexing their muscle. Not only North Korea, by the way. History repeats itself, and do think that there will be a power struggle over the next few years. Ultimately ending in a war that will reshape the world once again. Time for us all to open our eyes.

It's always okay for the USA to do any kind of testing on land, water, or air.. I wish the USA would fix the problems in their own country & quit trying to police the world. They are in drastic need of a gun registry program like we have in Canada. They ruined the world economy. The United States is becomming less of an influence over the world every day. Add the backlash to America for seeming to cause the worst financial crisis ever seen and you have a "superpower" being slowly weakened. Not sure if it can be stopped either. I think you will see more of "who cares what the US thinks" from now on. Unless something major is done by the US to protest these launchings, (but what could they do?) there will be more of them.

The US has used nukes twice. To end a war that Japan did not want to end. The US has not used them since and has thousands of them. We created them to make others stop making stupid wars. Does the US go around using them on every nation when the US does not get it's way. No. For crying out loud. I am sick of the warped comparison. Israel is another ball of wax that has lost support.
N Korea is still at war with S Korea and has vowed to kill again and hit Japan. The US does not do that. What has Canada been able to do on the NKorea front?

I question why Iraq was invaded over "WMD"s when they had none. Yet countries that have or are developing them are not invaded? Is it because they would be used against invading armies? After all if that's why they are made, why would you not use them?

This is all about power, the United Nations are corrupted with leaders who ignore the people in their own country. People who are dying of starving, poor and living in war torn regions.

Why have a UN? North Korea and Iranian leaders are scary individuals and have a potential of launching a nuclear bomb in which a World War 3 will exist. We as humans will never have to worry about World War 4 because it will be fought with rocks and sticks.

There is so much hatred in this world today. Racism, Religions, Global Warming, Diseases, Starvation, War, etc. There has to be a better place to live than on Earth.

An article yesterday read that something like 1 in 4 North Korean children are severly malnourished. For years North Korea has survived on handouts from South Korea, China, and North America. This is more than a story about North Korea standing up to the Pentagon or the US military industrial establishment. This is the story about a reckless government that is starving its own people and threatening to develop nuclear weapons so they can threaten people outside its border.

The South Korea gov't has confirmed that it is a satellite launch, but the US continues to say it's a missile.... well it sounds like another "Iraq has mass destruction weapons, therefore we should invade". If Japan does the same thing, the US would say congratulations to them... sigh.

The Obama administration wisely chose not to test its missile defense system and shoot down North Korea's rocket. For one thing, North Korea indicated that it would treat such behavior as an act of war. For another, the missile defense system might have failed, which would have been yet another embarrassment in a string of miss-hits for the Pentagon.

Oh Pleeeze!. The US is launching all types of missiles and no one complains. A small country like Israel is also launching all types of long range missiles on which they can mount their nuclear weapons and no one complains. But when Iran or North Korea do what a dozen or more other countries are doing, it becomes a global crisis. What a hypocrisy?.
