The race is on: Harper calls election for Oct. 14

Canadians will go to the polls on Oct. 14, after Conservative Leader Stephen Harper met with Governor General Michaelle Jean Sunday morning and asked her to dissolve Parliament.
"Between now and Oct. 14, Canadians will choose a government to look out for their interests at a time of global economic trouble," Harper told reporters on Sunday after he triggered the vote.
"They will choose between direction or uncertainty; between common sense or risky experiments; between steadiness or recklessness."
Harper said his government delivered on its commitments and developed consensus on major issues such as the mission in Afghanistan and Indian residential schools.
"But now we have come to a moment where the people of Canada have to choose the way forward."
Hours later, Harper began his campaign in Quebec City, telling supporters that the Bloc Quebecois was no longer relevant and it was the Conservatives -- not the Bloc -- who had succeeded in recognizing the province as a nation.
"I remember when the Bloc arrived in Ottawa requesting four years to create Quebec sovereignty. That was 18 years ago," he said.
"Eighteen years later, the Bloc is still there, and still doesn't have sovereignty. Dear friends, in two-and-a-half years we have achieved concrete results for Quebecers."
Meanwhile, the opposition leaders wasted no time reacting to Harper's election call:
- Liberal Leader Stephane Dion called the election a "stark choice" between his party and "most Conservative government in our history"
- Bloc Quebecois Leader Gilles Duceppe called Harper's vision "illogical and inspired by (U.S. President) George W. Bush."
- NDP Leader Jack Layton -- perhaps trying to echoe U.S. Democratic presidential candidate Barack Obama -- said his party offered real change, " instead of Mr. Harper's approach"
- Green Party Leader Elizabeth May said the "our species stands on a precipice on this planet" and urged people to embrace her party's vision
At dissolution, the party standings in the 308-seat House of Commons are as follows:
- Conservatives - 127
- Liberals - 95
- Bloc Quebecois - 48
- NDP - 30
- Independent - 4
- Vacant - 4
One of the Independents, Blair Wilson of B.C., announced last weekend he is now a Green MP.
Harper identified the Liberal party as his principal opposition, although the NDP has ignored the Liberals in the early going and tried to position itself as the progressive alternative to the Tories.
Harper noted that there are four parties on the left looking for support, and said his party was the choice of centre and right voters.
Nasty campaign?
In an exclusive interview aired today on CTV's Question Period, Harper said he expects a nasty election campaign.
"To be really honest, I anticipate a very nasty, kind of personal-attack campaign," he told Lloyd Robertson, CTV's chief news anchor and senior news editor, taped Saturday at Harrington Lake.
"That's just what I'm anticipating; that's what the opposition has done in the past. I think that whether Canadians agree with what we're doing or not, I don't think they're going to believe the kind of personal attacks and scare tactics that we've seen in the past."
The Tories have made Harper the centrepiece of their campaign, and the NDP have aimed their initial ads at Harper.
On Sunday, Harper told his news conference that he wouldn't be getting nasty with the other leaders.
"I have good relations with most of the other leaders and I respect all of them as individuals and as political adversaries," he said.
"We disagree. I think we have lots of scope in this election to go after the positions these leaders have taken.
"The Liberal Party, is running on a policy, a tax increase, a carbon tax (that) it doesn't want to talk about. So, I think that's why they are going to spend our time attacking us and attacking me personally. Certainly, that's been the tenor of the last few months of Parliament, so that's what I expect we'll have more of," Harper said.
Early election call
The election writ was dropped despite the Conservative Party's own legislation that set a fixed election date for October 2009.
Critics have charged the Tories of breaking their own law for political gain, and Sunday morning the Liberal Party issued a press release on the matter, under the subject header "Conservative Broken Platform Promise of the Day."
"(Harper) is the one who brought in the law ... and then just threw it out," former Liberal cabinet minister Sheila Copps told CTV Newsnet Sunday morning from Ottawa.
The NDP said the election call raises key issues that will be central in the campaign.
"It's another example of how Mr. Harper can't be trusted, and I think this is a good opportunity to take a look at leadership in this campaign," NDP strategist Brad Lavigne said.
Although the election call had been widely anticipated for several weeks, there were questions Sunday about the readiness of Stephane Dion's Liberals.
The Liberals' election plane is not expected to be ready until near the end of the week, and Dion will reportedly travel by bus for the first few days of the campaign. The Conservatives claimed that's a blunder which raises questions about his leadership and organizational skills.
Copps said the Liberals are ready for a tough election fight and local candidates across the country are fully prepared.
"People's expectations of Mr. Dion have been driven into the ground by Mr. Harper's negative ad campaigns," Copps said, noting that voters will get a different picture of the Liberal leader during the campaign.

I've read the "green shift". Not all that you read is true. Here is a direct quote a from another document that people thought was going to be a great thing.

Now, please officially explain how my mother, who retired after contributing to building this great country, will find this Green Shift plan "revenue neutral"?
She now pays little income tax, but still needs to heat her home, fill her car with gas & maybe every few years fly somewhere to escape the snow.

I suspect that a lot of Canadians will be surprised at the result of this election. I recall watching the Liberal leadership race on tv and laughed when they selected Dion. "Well they'll never win now" I said to myself. However, when Dion spoke I was surprised at how effective he was. He came across as very intelligent. I don't think many Canadians have had a chance to witness this yet. I know I haven't seen that Dion since the leadership race. If he speaks like that again he may win some new votes. As an undecided voter I'm going to be listening to all these leaders carefully.
Something that I find sad about political affiliation is how many people automatically vote Conservative or Liberal (or NDP for that matter) without really thinking about their vote. I used to be like that but lately have become more contemplative about it. I consider my single vote to be quite valuable and a party has to earn it. No one is guaranteed my vote. I would encourage everyone to do that. Actually take the time to listen and decide how to vote based on the information you can find online. Don't simply vote for a party because that's what you've always done, or that's how your parents always voted, or that's how your neighbours always vote. The internet has given us an unparalleled medium for researching and comparing platforms. Use it.

Look on the bright side; no matter what party you belong to, you can work to get that party a majority.
If you are not willing to work for the party of your choice - or even vote, for that matter - you deserve the government others work and vote for.
The only thing that matters is that as many as possible go out and vote. It's better to have a minority government elected by 90% of the people than a majority elected by a mere 50%.

The problem in Canada (and I am Canadian) is that too many people vote based on ideology or rely on superficial, but misleading and simplistic arguments (I am clearly referring to the NDP and Green party here) or try to win the 'popularity contest' with no principles at all (thats the Liberals and Bloc). Votes should be based on substance, economic impact or balancing of diverse interests, and policies must be feasible.
Get some education, and get your heads out of the clouds. The prosperity, security and standard of living of all Canadians and our children depends upon well thought out decisions, by people with your best interests at heart and the knowledge adn competence to act accordingly. Vote Conservative.

Instead of more posturing in Parliament we can now put the maneuvering in it's proper perspective.
Based on the pattern of the last Parliament the Conservatives have already won this election, it's just a matter of totaling up votes now. Scenarios include:
1. Conservative Majority where real action can be taken toward progress.
2. Conservative Minority where a weakened, broke, lame-duck Liberal party allows the Conservatives to govern as if they have a majority.
3. Liberal Minority where a weakened, broke, lame-duck Liberal party allows the Conservatives to drive the course of government. This Government would be very short lived, perhaps not even making it through the winter. There exists a strong probability of the GG asking Harper to form a new Government after the 'leader' Dion falls flat on his face in an unstable coalition. The Libs then blindly support PM Harper because they can't afford another election.
Any way you look at it... PM Harper is keeping his job.

Meanwhile Dion is pretty much starting his farewell tour as Liberal leader.
The best scenario for them is that probably it will only be a minority Tory government. They should hope that Obama continues to increase his electoral votes lead (314-224) over the GOP so that it will be favorable for the them.
Then after the election they will kick Dion out and put Iggy or Rae as next leader and then we will hear more details about the multiple Conservative scandals and then it will be another election in 2010.

I find it amusing that people always complain about politicians and their broken promises, like this is something new? For politicians the name of the game is to say what the people want to hear and then once elected go on with their respective agendas. Lets look at history and we will see that for the last 30 years, our politicans have said one thing and done another once they are in office. The way I see it, if I have food on my table a roof over my head and some left over to put in the bank, then I am a happy man. Until this edition of the ruling party makes a mess of this country why change? I wonder if the Libs and the NDP supporters would have complained about the fixed election date if Dion or Layton had toppled the government.
Her is what all the Liberal and NDP members need to ask themselves. If Harper is doing such a bad job and hurting the country so much, why didn't the opposition topple him. IF they care so much about this country and stand by their ethics shouldn't they have toppled Harper. Or is it that all they care about is polling numbers and personal power.
Harper has had two opportunities during this Parliament where is polling numbers were near majority and he was taking hits from the opposition, he could have ended the session there but instead he said he was sent there to govern and he continued. Because of that I am willing to believe him when he says this Parliament just won't work.
Harper has shown himself to be a stronger, smarter and more patriotic Prime Minister. So every Liberal and NDP supporter who is complaining about some peice of legislation here is a question how can you vote for opposition parties that allowed this legislation to pass because they refused to stand by their beliefs and their ethics and vote no because the polling numbers were bad.
This country needs real leadership and Stephen Harper has provided it. This country has emerged from stagnation, corruption and arrogance after 13 years of Liberal rule.

Should Canadians, and the whole world for that matter, understand that it is all right in Canada to break the elections legislation and to ask Canadians to do so as well on elections day, simply to serve the interests of a party who wants to stay in power? What about the interests of Canada as a whole? Parties started their campaign long before the elections were announced. What is the responsibility of Elections Canada if not to ensure that regulations are respected? Canada is often called upon as an observer for elections in third world countries. Parliament and other Canadian institutions should ensure the accountability of all our governing officials.

HOGWASH, they are speaking out of both sides of their mouth, there is no way this tax will find its way back to the taxpayer. I have no party affiliation. I will not be voting in this election. In the last ten months there have been two almost elections and now we're going to the polls.
Why vote in this election? there is just going to be another one in a year and a half.
So why vote?
I just can't take any of these people seriously. When they don't win, they sulk and moan and can't wait for an opportunity to call the next election. And when they do win, they sulk and moan, we didn't get enough power so we'll wait and call an election.
Whatever happened to a full term? Did it actually get changed to two years? Is two years now a full term?
Why bother?? Your just going to have to do it all again next fall.

There are many things to consider, policy and leadership and local candidates will be my focus.
On leadership, going in, I am leaning towards Mr. Layton. I do not think Mr. Dion is a strong leader, lacking experience. I have not been impressed with Mr. Harper's track record to date. He lacks consistancy and appears strong when convenient to him or his agenda.
On policy, I struggle to understand the "green shift" but am thinking at this point that it is at least something put out there as opposed to the wait and see what others do attitude that the Harper Gov't has taken.
Local candidate, well nominations will decide that and if there is nothing clear nationally, I will go that route.

I've lived down here in the US for last 8 years. Back in Canada, I am considered quite right wing and would vote for Harper this time around. But down here, my politics tend to have me going for the Democrats and Obama.

Harper is as warm as a January night in Nunovit and i think it is a waste of time trying to convince us that he is different. We have seen him in action. Even if the government is at "loggerheads" with the opposition, until a confidence vote takes place in the House of Commons and the government is forced out of office, no election is justified. A second minority does not mean a vote of confidence.

During the Stockwell Day election campaign, a prominent Conservative representitive in my riding said "these are not the people we most want to serve" when referring to the poor.
It was an honest statement of their true point of view made in a friendly crowd and even though my husband and I were Conservative supporters at the time it made us very uncomfortable.
I don't want to live in a deliberately two tiered society where the rich are conditioned to denigrate the poor and to care little for them.
I keep hearing statements that support a negative view of the poor from conservatives supporters and you can bet if they get a majority there will be more official policies that favour the rich.

I think it is great that you actually asked a legitimate question regarding immigration policy instead of childishly bashing Dion or Harper like so many other comments I have read. I can tell you, as someone who supports the conservatives, that with the new legislation introduced by the Tories a consensus is run each year to determine what type of skilled workers Canada needs. The immigration Minister is then able to rush the application of those immigrants with the required qualifications into the country instead of just letting anyone in. I urge you to find out exactly what each party's policy is and then make your decision.

Surely by now Canadians are above the constant stream of scare techniques. If you want to look at hidden agendas go no further than Liberal actions ( ie massive cuts in tranfer payments to the provinces, failure to remove GST, failure to bring in a national day care program (now promised 5 times), price and wage controls, etc etc).
Please all parties, give us an honest campaigne and at least have the fortitude to address real issues rather than imagined.
After all the blunders made by all the major political parties there are plenty of real issues to address.

The "moderate parties", by which I assume you mean the Liberals, NDP, Bloc, and Greens according to this article accounted for 95+48+30 = 173 seats at the time of disolution. In other words, you've had your coalition for the past 2.5 years!
If Stephane Dion or any of the other party leaders truly believed they could command the House, any one of them could have approached the GG and asked her to keep the parliament alive with them as PM any time in the past 2.5 years. None of them did.
The fact is, the 39 Parliament was the mathematically weakest minority parliament in Canadian history, and yet your "moderate coalition" seemed completely incapable of teaming together to do anything about it.
What does that say about the quality of leadership in those parties?

Dion is all over the map searching for a platform. He found one in his carbon tax scheme. If anyone thinks that this will be "revenue-neutral" I would remind them that this will require administrative costs. These costs will of necessity have to be deducted from any tax rebates. Net result is negative on a family's income.
People say they don't trust Harper. I personally don't trust the Liberals. They have only one real intent, and that is to see their return to power so they can get their noses back into the trough. Besides which, there are a bunch more has-been Liberals who need seats in the senate. The only thing liberal about the Liberals is their tax grab schemes.

I really don't have a problem if it is difficult to enact legislation. If a proposed bill is strong enough, makes enough sense, it will be passed one way or another. If it is stonewalled and fought by the opposition, then it probably isn't needed by the country anyway.
The minority government system makes our governments far more responsive to the people. They need "OUR" support to force the parties to fall in line. And, if anything is truly awful, the minorities can come together to block it completely.
All in all, I have no problems with our current situation and would like to see another Harper minority governemnt. I have no use for Mr. Layton's NDP, they frighten me, the Liberals are equally scary, and the Bloc hypocritical. But together, they represent a wide variety of Canadian opinions.

Carbon Tax neutral right. If gas goes up five cents and the average Canadian spends five thousand a year at well $1.20 a liter that is 4166 litres at five cents extra a litre. That is $2083.00 a year extra and that is only gas what about house heating food prices etc. The Liberal government is not going to give that back to me. Revenue neutral I don't thinks so.

We already have justice, order, and civility in Canada - our courts function well and are independent, there are no riots or incidents of general mayhem in the streets, and most people are civil to each other.

Now, on the question of power itself - I see a lot of liberals being full of bluster and indignation that they are not in power. There is some sort of righteousness from the left that a party other than theirs is in power.
Rest assured, if the right had been united 10 or 15 years earlier, Jean Chretien would not have gotten 3 majority governments.
