Police focus on finding Tori's body after arrests

Police are focusing on finding the remains of eight-year-old Victoria "Tori" Stafford now that two suspects have been arrested and charged with the Woodstock, Ont. girl's murder.
"Our work is far from over," Ontario Provincial Police Det. Insp. Bill Renton said at a news conference Wednesday afternoon. "We won't stop until we can locate Victoria. I can't stress the importance and significance of returning her to her loved ones."
A police helicopter was seen circling the Guelph area. Police sources told CTV News they are looking for the child's body.
Renton did not divulge many details about the developments in the investigation, saying the matter is before the courts. He would not comment on questions at the news conference regarding possible motives behind the abduction.
However, he confirmed the identities of the two suspects:
- Michael Thomas C.S. Rafferty, 28, has been charged with kidnapping and first-degree murder.
- Terri-Lynne McClintic, 18, is charged with kidnapping and being an accessory after the fact.
They appeared in court Wednesday morning and were both remanded in custody until May 28.
Renton said he doesn't anticipate making any further arrests.
Witnesses say Rafferty was crying during his court appearance. Victoria's uncle appeared to approach the suspect after his court appearance but police quickly separated the two men.
Victoria went missing on April 8 and was last seen walking away from her school with an unidentified woman.
A surveillance camera in the area caught the woman and child walking together. Investigators have previously released a composite sketch of a suspect but despite a number of tips from the public, have failed to locate any trace of the child.
Renton said that the surveillance video was "one piece of evidence that has brought us to where we are."
The female suspect, who was arrested first on an outstanding warrant, is said to be helping police locate the body.
Renton said McClintic and Victoria's mother Tara McDonald "are familiar" with each other. However, he would not say if the suspect ever met Victoria.
Although the suspects know Victoria's parents, police don't believe they knew who their daughter was at the time she was kidnapped, sources say.
A friend of Rafferty told ctvtoronto.ca she hadn't seen or spoken to the suspect for awhile -- but she confirmed that the man lived in Guelph as recently as 2006.
The woman, who did not want to be identified, said Rafferty last updated his Facebook page on April 8, the day Victoria went missing.
"At 10:01 a.m. he wrote 'Everything good is coming my way'," she said.
The suspect, who grew up in Richmond Hill, Ont. and attended George Brown's culinary arts program in Toronto, does not list anyone with the last name of Stafford or McClintic on his Facebook friends list.
Craig Racini, whose girlfriend lives next door to the female suspect in Woodstock, said his suspicions were raised after he saw the surveillance video.
He said two women moved next door about two months ago and that one of the women recently cut her hair short. Racini said that when he asked her why, she said it was because she got bubblegum stuck in her hair.
Racini said "no comment" when he was asked if he called in the tip to police.
He said he doesn't know a lot about his neighbours but said that he doesn't believe a man lives in the house.
He wouldn't say exactly what made him suspicious but said that there were "little clues they were giving."
A woman who lives on Tennyson Street, a few homes away from where Rafferty was arrested, says her son had a scary encounter on the street about two weeks before Victoria went missing.
Her 10-year-old son told her then that he was approached by two people in a car but ran away before anyone spoke to him.
She said the incident made her pay close attention to Victoria's case and that she and several other people living on Tennyson had posted pictures of Victoria in the front windows of their home and on the sides of their cars.
'Devastated'
Victoria's father Rodney Stafford told CTV Toronto he is "devastasted" but he is not going to believe any rumours he hears until he hears it straight from the police.
"I don't know where to go from here," he said. "I'm waiting to hear from the police. There's lots of stuff out there and I can't believe any of it until it comes directly from police."
Friends and family of the missing child are also said to be gathering at the home of Tara McDonald, the girl's mother.
Renton said police notified Victoria's parents Tuesday night about the development.
"Investigators never get used to convey messages like this to loved ones," he told reporters. "We all wanted (her) home safe and sound."
Victoria's aunt Rebecca Stafford said Wednesday on a Facebook group dedicated to finding her niece that she is closing down a portion of the online social networking site to help stop the spread of rumours.
"As we've all heard, there has been police progress in this investigation. Since we are not sure of what is happening, out of respect for my family, I have closed down the wall temporarily," she wrote. "The rumour mill has already been put into overdrive this morning and we are anxiously awaiting the answers to the same questions you are asking.
"Thank you for understanding my desire to protect my family from further uncertainty," she added. "Thank you for all your support during these very trying times."
Victoria's legacy
Police said they were saddened by the news, and were hoping for a happy conclusion to the case.
In the 42 days since Victoria has gone missing, police received thousands of tips and leads, said Oxford Community Police Chief Ron Fraser.
He defended the Oxford police, who headed the case before the OPP took over, saying that officers made the case a priority from the very beginning.
Oxford police have been criticized for not issuing an amber alert and calling the investigation a "missing person's case" as opposed to an abduction. But Fraser said police acted quickly and notified the public almost immediately.
Fraser called the police investigation "exhaustive" but said there are still many questions.
"We're left with hundreds of questions that will hopefully be answered in a court of law," he said at the news conference.
He said that Victoria's legacy is now a cautionary tale to parents everywhere.
"Because of Victoria Stafford, every child in this city and across the country will be a little safer because of the heightened awareness to protect our children," he said.

The death penalty is not a deterrant is correct, it is not supposed to be, it is a punishment to be dealt out to the criminal who takes a life. It is not more expensive than jailing someone for life and it is final ... no repeat crime. If you want to feel sorry for people who commit crimes and don't give a damn about innocent victims I guess that is your business. If we bring back the death penalty we won't have to worry about killers getting off after a slap on the wrist. I noticed you never mentioned anything about the victim or her family.

What a horrible ending! I've been following this story from the begining and was so hoping and praying, like everyone, that the police would bring Tori home alive.
Here in Alberta we have had 3 Amber Alerts within a two year period (that I'm aware of). All 3 were issued within hours of notificaiton to police that the children were missing; taken and/or abducted. And in all 3 cases the children were brought home alive and in relatively good health. There should be no "criteria" for an Amber Alert when a child is reported missing. It should be exectuted immediately. When asked why the Police did not put out an AA right away the Police representative said something to the effect that "we can't issue Amber Alerts at the drop of a hat when a child could be just down the street at a neighbor's house watching TV". I'll never be prepared to take that chance...ever. However this is no time for blame. Every child is everyone's child and my heart felt condolences go out to Tori's family and friends. I'm so deeply saddened by this tragedy.

Also, innocent people have been put to death. How many cases have we had now of people being freed after spending many years in prison, often for crimes against children, that they were ultimately found innocent of? I would bet they're pretty happy we do not have the death penalty.
I come from Woodstock and I feel terrible for this girl's parents and what that poor child must have suffered, but there's no need to start forming lynch mobs.
Frankly, I sleep just fine knowing that Bernardo is in a little tiny cell 23 hours a day without social contact and four walls to stare at. For people that sick, I think it's a great punishment. Lock them up in isolation and never let them out. Wouldn't most people rather die? Death is the easy way out for them.

To those who continue to blame the police...I am certain that you look at this like a CSI episode. Well in the real world, police investigations don't get wrapped up in an hour. Don't yap on about things you have no knowledge about. You have no idea how many sleepless nights and days away from their own loved ones the involved officers have spent investigating this matter. I know what I am speaking about having been a police officer for almost 20 years now but if it makes those feel better, then blame away.

I find it absolutely appalling that the "Amber" alert was not used due to the fact that the criteria wasn't met. I'm sorry, but I think that is a complete cop-out on the part of the Oxford Community Police Dept!! Is this "criteria" going to be the escape clause that these disgusting sexual predators will use to give them more time with our innocent children? ENOUGH IS ENOUGH!! Her parents have been living a 6 week nightmare, please send them, and Tori's brother, your good thoughts and support.
As for the police, they were notified that Tori was missing within hours did not upgrade the case to a missing child case for more than a week. Let's hope they learn something from that decision - whether or not it would have saved Tori, we may never know, but the lingering concern that it might have, should never happen again.
Remember Tori Stafford and the many children in Canada lost through violence. May she rest in peace.

The scary part about it is you do not know who the person next door to you really is. You dont know that the man and woman living next door to you could be a child molester. As a Canadian, I'd actually just be happy if a life sentence meant that and not 7 or 15 years. Don't even get me started on the Young Offenders Act.

What do you mean, "working"? What do you mean revenge? Then what's the point in punishing them at all? there are very specific criteria fro Amber Alerts. First, the parents were delayed in reporting, second, there was no indication of an abduction in the beginning. The system is only effective if used rarely - otherwise people will tune it out... so strict rules for use are needed.
I support the police in their investigation, I think they did well, and people forget that a 1 hour TV show is weeks of investigation... we just don't get commercials in real life.
The criminals have to be found guilty first, and if they are - I hope they get full punishment.

I know when we were in the London area we had alot of double takes cause my daughter is blond & 8 too. I didn't mind cause least it showed everyone was looking!! Sometimes the Court is allowed to do certain things so as not to allow the administration of justice to fall into disrepute.
Right now if you ask your ordinary man on the street who section 24(2) was intended to appease, you'd find that the system is already in disrepute in the minds of a great many people. In Ontario they've already seen what happens to accused child murderers and the Bernardo case seems to be coming up back from the nightmarish recesses of many minds. Karla Homolka is now living the life that Leslie Mahafee and Kristin French were supposed to be living. Our justice system did that!
Should we lynch or murder the accused here? Probably not, but sanctimonious bable about the justice system coming from anyone else but counsel for the accused is likely going to fall on deaf ears ...as it should now .. here.

Only plea-bargain for co-operation in this case should be to keep them out of General Prison Population.
Having an Informed idea of what their sentence would be, does more to promote this type of hyenous crime than deterrent of getting caught.

By no means do I agree with what was done by these two, I have children of my own and we live in Toronto and every time something like this happens I want to hold on to them tighter. I know everyone is disgusted and angry, but I think that we as Canadians can show our support to the family of this little girl in other ways, rather than coming on sites like this and giving these two more publicity than they deserve. How the family is going to deal with this I have no ideal but I pray the stafford family knows alot of people are praying for them and crying with them. I may not have known her personally, but oh my word my heart just breaks for the family and friends of this little angel. It is a horrible incident by all means, and instead of arguing about what type of sentence should be used as punishment. Maybe we should take a look at society, and wonder where WE all went wrong. Possibly, it the way we are brought up in today's society. I'm a father myself, and see how other children are brought up in this "It's all about me" society. Maybe, if we paid a little more attention to the needs of others, we wouldn't have such monsters mixed up in our society. We should stop pointing fingers and maybe start looking at ourselves.

For those frustrated that our tax payers money will go to house and feed these criminals remember that they still have to be found guilty and in this feel good society and tolerance to criminal behaviour in the name of "rights", I rarely have faith that criminals of any sort get their just dessert. Its not about Justice anymore, its just a complex game or circus.
If not the death penalty, at least bring back chain gangs and force them to contribute back to society in some way for a good 40 years.
But as Canadians Im sure we can find it in our hearts to forgive these individuals as they have some misguided excuse from some childhood trauma that led them to this.

I understand your frustration. Bad things do happen to good people and often to the ones that least deserve it but that doesn't mean there isn't a God. Everyone on this earth makes choices on this earth and while sometimes prayers are answered in the way we want them to be, I believe that sometimes God lets the bad happen to the good so they can stand as witnesses against those evil people. For the people who cry for the death penalty, I guess highly that you have never been involved with a murder of a brother/sister/daughter/son. I have.
I was a mere 1000 feet away when it happened, and relive the day, like it was yesterday, everyday, even though it was 1 1/2 years ago. Grew up in a small town, and he was murdered in a small town.It is not about inflicting death upon him/her(accused), it is about making them pay for what they did in accordance with what the law states. The law is the law, whether it be morally right or wrong, it is still the law.

Personally, I would be willing to let them rot in jail for life. I think that may actually be a more ruthless penalty than giving them the satisfaction of instant death. Let them spend the next 50+ years reliving their terrible actions. That or let the family loose on them for 5 minutes...

Where does this come from. I am at a total loss. Women and men are made of the same genetic material, the same flesh and blood, subject to the same evolutionary pressures, and have the same legal rights and powers under the law. That a woman could be involved in hurting a child is unimaginable to Jennifer Lapierre. To me, it is completely imaginable. Not because women are terrible creatures. But because morally and psychologically they are no less susceptible to doing bad things than are men.
Carla Homolka got away with murdering, raping and dismembering her own sister. She did ten years in a comfortable prison environment and now she is living somewhere in the Carribean. She got away with it because the criminally idiotic ideologues who infest our universities convinced the police that the "battered woman's defence" should apply. The police and prosecutors gave her the benefit of the doubt...and they cut a deal whereby nobody could touch her. Even after the videotapes turned up later, showing she was just as much a monster as her husband.
Thanks to feminism - the really stupid kind that is still around - she got away with murder and rape. These ideologues are a DANGER to our society because they deliberately seek to undermine our judicial system, not to mention our common sense.

Canada should not have a death penalty, as we set an example by saying that no person should have the power to end the life of another person. However, in extreme cases where children are murdered, a life sentence of solitary confinement with no communication and no parole may be warranted.
One hopes the facts of this case will suggest solutions for the future. Better surveillance of school areas and closer monitoring of convicted serious sex offenders may help, though there are implications of both cost and personal liberty in both of those steps. Murdering a child is so alien to most people that it's hard for society to understand how to prevent it.

In studying the Canadian Justice System I have come to see the many faults bestowed within it. For example, a LIFE sentence should be a LIFE sentence..not just 25 years. Criminals are getting younger and younger, therefore leaving 25 years out to seem like a short period of time. I feel that what has happened to Tori should be an eye-opening experience and reference case for the Justice System to help our law makers realize that our laws for child killers, rapists and serial killers for example, are too lenient.
We as Crim students are introduced to the idea that criminals have rights and to give them the benefit of the doubt. The accused in this case should not be given "special treatment" by the system. This also goes for the 18-year-old who is "assisting" the police, presumably in hopes of receiving a lesser sentence.

These people responsible for inflicting harm to this beautiful little child hopefully will receive the severest and harshest of punishments. Any person who intentionally inflects harm on a child should experience the same suffering inflicted on that child. As indicated in some comments already posted, we can only hope in addition to a harsh legal punishment that “jail justice” is also served.

Secondly though, people that are blaming the police and schools don't know the facts. I live a block from where it happened. The police were doing everything they could. I had my back yard searched many times. There was an old factory turned into a "command center" where hundreds of officers worked on the case. Many officers did not take a day off for weeks. As far as the schools, it was after hours. what are they supposed to do? it's pretty easy to lay blame when you do not know all the facts.

This being said, rest assured those responsible for hurting this little girl WON'T get what they deserve. Let's not forget we live in Canada - a veritable haven for criminals and reprobates due in large part to our lax approach to retribution. Maybe the police should have been doing a thorough abduction investigation from the start. I never get why the police seem to focus on parents first and stay stuck on that. Most parents don't kill or abduct their own children.
Yes the people arrested, if proven guilty should suffer incredibly, perhaps be put to death. If she's found alive, and I doubt it, I hope Tori is able to continue on in this life with all the help of all the people who can possibly help her.
