Police are focusing on finding the remains of eight-year-old Victoria "Tori" Stafford now that two suspects have been arrested and charged with the Woodstock, Ont. girl's murder.

"Our work is far from over," Ontario Provincial Police Det. Insp. Bill Renton said at a news conference Wednesday afternoon. "We won't stop until we can locate Victoria. I can't stress the importance and significance of returning her to her loved ones."

A police helicopter was seen circling the Guelph area. Police sources told CTV News they are looking for the child's body.

Renton did not divulge many details about the developments in the investigation, saying the matter is before the courts. He would not comment on questions at the news conference regarding possible motives behind the abduction.

However, he confirmed the identities of the two suspects:

  • Michael Thomas C.S. Rafferty, 28, has been charged with kidnapping and first-degree murder.
  • Terri-Lynne McClintic, 18, is charged with kidnapping and being an accessory after the fact.

They appeared in court Wednesday morning and were both remanded in custody until May 28.

Renton said he doesn't anticipate making any further arrests.

Witnesses say Rafferty was crying during his court appearance. Victoria's uncle appeared to approach the suspect after his court appearance but police quickly separated the two men.

Victoria went missing on April 8 and was last seen walking away from her school with an unidentified woman.

A surveillance camera in the area caught the woman and child walking together. Investigators have previously released a composite sketch of a suspect but despite a number of tips from the public, have failed to locate any trace of the child.

Renton said that the surveillance video was "one piece of evidence that has brought us to where we are."

The female suspect, who was arrested first on an outstanding warrant, is said to be helping police locate the body.

Renton said McClintic and Victoria's mother Tara McDonald "are familiar" with each other. However, he would not say if the suspect ever met Victoria.

Although the suspects know Victoria's parents, police don't believe they knew who their daughter was at the time she was kidnapped, sources say.

A friend of Rafferty told ctvtoronto.ca she hadn't seen or spoken to the suspect for awhile -- but she confirmed that the man lived in Guelph as recently as 2006.

The woman, who did not want to be identified, said Rafferty last updated his Facebook page on April 8, the day Victoria went missing.

"At 10:01 a.m. he wrote 'Everything good is coming my way'," she said.

The suspect, who grew up in Richmond Hill, Ont. and attended George Brown's culinary arts program in Toronto, does not list anyone with the last name of Stafford or McClintic on his Facebook friends list.

Craig Racini, whose girlfriend lives next door to the female suspect in Woodstock, said his suspicions were raised after he saw the surveillance video.

He said two women moved next door about two months ago and that one of the women recently cut her hair short. Racini said that when he asked her why, she said it was because she got bubblegum stuck in her hair.

Racini said "no comment" when he was asked if he called in the tip to police.

He said he doesn't know a lot about his neighbours but said that he doesn't believe a man lives in the house.

He wouldn't say exactly what made him suspicious but said that there were "little clues they were giving."

A woman who lives on Tennyson Street, a few homes away from where Rafferty was arrested, says her son had a scary encounter on the street about two weeks before Victoria went missing.

Her 10-year-old son told her then that he was approached by two people in a car but ran away before anyone spoke to him.

She said the incident made her pay close attention to Victoria's case and that she and several other people living on Tennyson had posted pictures of Victoria in the front windows of their home and on the sides of their cars.

'Devastated'

Victoria's father Rodney Stafford told CTV Toronto he is "devastasted" but he is not going to believe any rumours he hears until he hears it straight from the police.

"I don't know where to go from here," he said. "I'm waiting to hear from the police. There's lots of stuff out there and I can't believe any of it until it comes directly from police."

Friends and family of the missing child are also said to be gathering at the home of Tara McDonald, the girl's mother.

Renton said police notified Victoria's parents Tuesday night about the development.

"Investigators never get used to convey messages like this to loved ones," he told reporters. "We all wanted (her) home safe and sound."

Victoria's aunt Rebecca Stafford said Wednesday on a Facebook group dedicated to finding her niece that she is closing down a portion of the online social networking site to help stop the spread of rumours.

"As we've all heard, there has been police progress in this investigation. Since we are not sure of what is happening, out of respect for my family, I have closed down the wall temporarily," she wrote. "The rumour mill has already been put into overdrive this morning and we are anxiously awaiting the answers to the same questions you are asking.

"Thank you for understanding my desire to protect my family from further uncertainty," she added. "Thank you for all your support during these very trying times."

Victoria's legacy

Police said they were saddened by the news, and were hoping for a happy conclusion to the case.

In the 42 days since Victoria has gone missing, police received thousands of tips and leads, said Oxford Community Police Chief Ron Fraser.

He defended the Oxford police, who headed the case before the OPP took over, saying that officers made the case a priority from the very beginning.

Oxford police have been criticized for not issuing an amber alert and calling the investigation a "missing person's case" as opposed to an abduction. But Fraser said police acted quickly and notified the public almost immediately.

Fraser called the police investigation "exhaustive" but said there are still many questions.

"We're left with hundreds of questions that will hopefully be answered in a court of law," he said at the news conference.

He said that Victoria's legacy is now a cautionary tale to parents everywhere.

"Because of Victoria Stafford, every child in this city and across the country will be a little safer because of the heightened awareness to protect our children," he said.

Alot of people seem to think the amber alert would have been the solution. Its well known that the murder took place the same day the abduction took place. Someone please fill me in on the exact police and civil response and exactly how it would have made a difference? Lets remember it took a day or so to even realize the survellance video. Which may I add was the only peice of major evidence of possible foul play. Investigations take time regardless of a labeled status. Sadly for the poor young girl, time was not on her side.

This is sad, and I don't mean to make things worse or seem like a jerk, but why was so much attention spent on Tori? There are hundreds of other children missing but they don't get this kind of attention.
And also to what Don said above me, identifying people in that sort of way is an invasion of privacy and illegal. The safety of children is important but we can't break laws trying to protect them.

My family and I live just outside Guelph where the search for this little girl has been occurring today. I am a mother of a little girl in grade 3 just like Tori. I can't imagine how the family feel right now. As far as I'm concerned these two should be released into General Population and see how they survive and what their last moments feel like. As a parent, I can't say the justice system would provide much retribution right about now. My prayers are with this family.

The death penalty is not a deterrant is correct, it is not supposed to be, it is a punishment to be dealt out to the criminal who takes a life. It is not more expensive than jailing someone for life and it is final ... no repeat crime. If you want to feel sorry for people who commit crimes and don't give a damn about innocent victims I guess that is your business. If we bring back the death penalty we won't have to worry about killers getting off after a slap on the wrist. I noticed you never mentioned anything about the victim or her family.

Some people here seem to think that a life sentence in Canada means only 25 years, BUT remember that if they are declared dangerous offenders they won't see the light of day again, which is exactly what happened to Bernardo. Hopefully justice will be served to both of the accused.

Also unfortunate is the sentence that will ultimately be handed down. If the "guilty as charged" notorious "Surrey Six" killer only got 15 years....how few years will these criminals get???

I can find no words of comfort for Tori's parents and loved ones. My heart goes out to them. The suspects unfortunately will now get to excercise their rights??!! *%$#@.. What about Tori's right to a life? I agree with the death penalty for taking a life! I am a mother of one daughter and cannot imagine how on earth these parents are supposed to deal with their grief and anger. I hope they have spiritual beliefs to offer some peace since our system has no punishment to suit such crimes against children!! God will judge the accused one day!!
My daughter may get angry with me being over-protective now - BUT at this rate I plan to walk her to and from school until College!! Again, my heartfelt support goes out to Tori's parents.

Its a very sad thing for the family as well as the community in general. My strongest heart felt sympathies go out to the family.

It is crazy as we are seeing more women involved in abductions. Look at that lady (wasnt she a pastor's daughter?) in California that abducted that girl 1 or 2 months ago? The death penalty SHOULD be brought back for atrocities against children.

I agree with the majority that the death penalty should be at the very least an option for the jury in this case. As a Canadian, I am appalled that criminals flock here such as the most expensive case in Canadian history - that of Charles Ng - they come to Canada because we do not have the death penalty. While the two arrested thus far for this crime are Canadian citizens, should they be housed and protected from the public without facing the death sentence? I really hope that no deals are made for a lighter sentence as I still have issues with "Karla" being free.

However if something like this ever happened to my girlfriends daughter the police better hope they catch the guy before I do. This country's judiciary is governed by delusional judges and do-gooding social workers who believe that any criminal, no matter the severity and perversity of the crime, can be fast-tracked through a "rehabilitation" program before being "reintegrated" back into the community. Not THIER communities of course, but OUR communities. And you can be sure that lots of wheeling and dealing will go on with these two deviants as budget pressures are also forcing crown attorneys to accept shorter sentences for criminals in order to save the province a few bucks while putting the rest of us in danger. What a horrible ending! I've been following this story from the begining and was so hoping and praying, like everyone, that the police would bring Tori home alive.
Here in Alberta we have had 3 Amber Alerts within a two year period (that I'm aware of). All 3 were issued within hours of notificaiton to police that the children were missing; taken and/or abducted. And in all 3 cases the children were brought home alive and in relatively good health. There should be no "criteria" for an Amber Alert when a child is reported missing. It should be exectuted immediately. When asked why the Police did not put out an AA right away the Police representative said something to the effect that "we can't issue Amber Alerts at the drop of a hat when a child could be just down the street at a neighbor's house watching TV". I'll never be prepared to take that chance...ever. However this is no time for blame. Every child is everyone's child and my heart felt condolences go out to Tori's family and friends. I'm so deeply saddened by this tragedy.

An Amber Alert was not issued because they had no information to post... the abduction was not reported right away, and there was no information on a vehicle description or location.

Should police have pulled over every vehicle within 400km of Woodstock that had a blonde child inside? Ontario alone has almost 10 million people, and Michigan and New York are within quick driving distance.

The police did everything they could considering the information that had.

I love how quickly everyone runs to lower themselves and volunteer to be murderers as well. The death penalty solves nothing. And as for your tax dollars, far more of that money is spent on appeals, should a sentence of death be passed, than on keeping people in prison.

Also, innocent people have been put to death. How many cases have we had now of people being freed after spending many years in prison, often for crimes against children, that they were ultimately found innocent of? I would bet they're pretty happy we do not have the death penalty.

I come from Woodstock and I feel terrible for this girl's parents and what that poor child must have suffered, but there's no need to start forming lynch mobs.

Frankly, I sleep just fine knowing that Bernardo is in a little tiny cell 23 hours a day without social contact and four walls to stare at. For people that sick, I think it's a great punishment. Lock them up in isolation and never let them out. Wouldn't most people rather die? Death is the easy way out for them.

I have a 6 year old daughter and we have been following this story. It saddens all of us. I truly fear even more for the safe well being of my little girl now. I can not believe our world has come to this. I hope that everyone involved in taking Tory truly pay for it. My whole family sends all of our prayers to the family in this time of saddness for them. My heartfelt condolences go out to this family. Having two young children I shudder to think of the hell they are now going through.

To those who continue to blame the police...I am certain that you look at this like a CSI episode. Well in the real world, police investigations don't get wrapped up in an hour. Don't yap on about things you have no knowledge about. You have no idea how many sleepless nights and days away from their own loved ones the involved officers have spent investigating this matter. I know what I am speaking about having been a police officer for almost 20 years now but if it makes those feel better, then blame away.

This was perhaps the most uncomfortable news conference I think I have ever seen. If the police cannot devulge information and every question is answered with a "no-comment" or "I cannot comment on that" then why hold a news conference? What was the point of this news conference? I certainly understand that the police would not want to compromise their investigation so why bother showing up on network TV? Makes no sense to me.

My heartfelt sympathy to the family. Until I walk in your shoes I will never know your pain. Just know that you are in the prays and hearts of many.

When you look at the history of Woodstock one knows their is a serious problem that needs to be corrected. "Off the chart" per capital murders of women in Oxford, worst city to live in regarding sexual assuaults and rapes of women and an area know for "Criminal gang stalking" . I find it absolutely appalling that the "Amber" alert was not used due to the fact that the criteria wasn't met. I'm sorry, but I think that is a complete cop-out on the part of the Oxford Community Police Dept!! Is this "criteria" going to be the escape clause that these disgusting sexual predators will use to give them more time with our innocent children? ENOUGH IS ENOUGH!! May Tori rest in peace and her family, friends, community and all of us who have hoped and prayed for her safety find strength and peace in the days ahead.

Her parents have been living a 6 week nightmare, please send them, and Tori's brother, your good thoughts and support.

As for the police, they were notified that Tori was missing within hours did not upgrade the case to a missing child case for more than a week. Let's hope they learn something from that decision - whether or not it would have saved Tori, we may never know, but the lingering concern that it might have, should never happen again.

Remember Tori Stafford and the many children in Canada lost through violence. May she rest in peace.

The scary part about it is you do not know who the person next door to you really is. You dont know that the man and woman living next door to you could be a child molester. If the OPP had been called in from the start, would they be looking for Tori or would they be looking for her remains? And the one who suspected his neighbor who has been charged with kidnapping and accessory after the fact phone in a tip? How many holes were created because people ultimately don't care if it's not something that directly affects them? I live in Saskatchewan and I asked the Universe to return Tori home every single night. As the mother to 5 children ranging in ages 27 yrs to 5 yrs old, my heart is breaking for the families that have lost a precious one.

As one who has performed dozens of funerals, there's nothing more devastating than losing a child. The punishment should match the crime. If found guilty, these people should get the maximum without the possibility of parole. Educational programs
including role playing should be part of school curriculum to help children when confronted by monsters like these.

Add me to the long here of those advocating for the return of the Death Penalty and I vote NDP.
I'm not interested in rehabilitating child rapists and murderers. Are you?? Housing them, feeding them and paying for their University Educations.
As a Canadian, I'd actually just be happy if a life sentence meant that and not 7 or 15 years. Don't even get me started on the Young Offenders Act.
We have work fare for Wefare recipients. Should be 18 hour a day hard labour for child rapists.
I am so sorry for Tori's family and all her friends and loved ones. My heart grieves for you all.

It's easy to put blame on those who are easily accessible. Police do they're job based on resources given to them. These officers have worked very hard and they have solved this case, so don't foget this people. The fact is that our legal system stinks. And until politicians wake up and see this; these types of crimes along with others will continue because the life behind bars is actually better than it is outside. Bring back the death penalty it will save us alot more in the long run! Make them suffer as they do to their victims and their families. My thoughts and prayers go out to this little girl. there are very specific criteria fro Amber Alerts. First, the parents were delayed in reporting, second, there was no indication of an abduction in the beginning. The system is only effective if used rarely - otherwise people will tune it out... so strict rules for use are needed.

I support the police in their investigation, I think they did well, and people forget that a 1 hour TV show is weeks of investigation... we just don't get commercials in real life.

The criminals have to be found guilty first, and if they are - I hope they get full punishment.

Sometimes the Court is allowed to do certain things so as not to allow the administration of justice to fall into disrepute.

Right now if you ask your ordinary man on the street who section 24(2) was intended to appease, you'd find that the system is already in disrepute in the minds of a great many people. In Ontario they've already seen what happens to accused child murderers and the Bernardo case seems to be coming up back from the nightmarish recesses of many minds. Karla Homolka is now living the life that Leslie Mahafee and Kristin French were supposed to be living. Our justice system did that!

Should we lynch or murder the accused here? Probably not, but sanctimonious bable about the justice system coming from anyone else but counsel for the accused is likely going to fall on deaf ears ...as it should now .. here.

I am sad to say I worked in the wonderful Canadian court system in Ontario not long ago, and I watched with horror over and over again elderly, out-of-touch judges who would have let Paul Bernardo go free with nothing more than a bit of finger-wagging, a few months of probation, and the suggestion that he "try not to do it again in future". It made me sick enough to quit!!! Some people cannot be rehabilitated and they will find a way to play out their sick fantasies no matter what as they are certainly not afraid of what happens if they are caught again once they get out of jail. Only the active carrying out of the death penalty will stop such monsters. Why is this not up for the Canadian people to vote on as the vast majority would agree to reinstate it?? The way child (and animal) abusers are treated in this country makes me want to pack my bags and leave Canada. Absolutely disgusting! Our judicial system is a joke and for sure these two will not be in jail for long. My heart goes out to Tori's family, friends and loved ones.

lets start with people setting blame on the police. When looking at the video, they had no reason to call it an abduction. They did there job and they did it in the right sequence. As for people saying the justice system will so call "screw this up". We still have to abide by it and trust it, whether we agree with it or not. First of all, the death penalty does not deter crime and second, it is far more expensive for the taxpayer to have the state execute a prisoner than to keep them behind bars for life. I suspect that many of you are confusing revenge for justice. I for one, do not want Canada to join such countries as the USA, China, North Korea, Saudi Arabia, Iran, etc. in executing their citizens - regardless of their crimes. We cannot allow our emotions to dictate how we apply the law. Also, I noticed how many have already sentenced the two individuals who were arrested without even knowing the facts, like a lynch mob.

The only question is where is the body? If they cannot find the body, better it is for their defense. If they being charged after the facts are laid, the police may have strong evidences already. If they are guilty, beyond reasonable doubt comes in to play. There is always to side of the story. So far I don't see everything; I could only make a quick assessment. It is a horrible incident by all means, and instead of arguing about what type of sentence should be used as punishment. Maybe we should take a look at society, and wonder where WE all went wrong. Possibly, it the way we are brought up in today's society. I'm a father myself, and see how other children are brought up in this "It's all about me" society. There will be a time to focus on the justice system, and even to lay blame, but right now we do not have all the facts, and a lot of speculation is going on. I think Alberta has it right. The bill they are introducing is exactly what I have called for for years here in Ontario. Someone commiting a crime or someone not assisting the police in an investigation of a crime should not be afforeded free health care to heal from that crime. In other words they get sent a bill for their hospital stay. Example, a gang crime happens in TO, and the witness who is shot refuses to testify. Then send him the bill for the hospital stay. He can pay it off bit by bit.

As far as the comment some one made blaming the school, for not protecting our children-I disagree. While the school needs to be vigilant during school hours-we as parents need toi be responsible for our children when that school bell rings. They will have the line of 'experts' giving their opinions, police giving their two cents worth.
A trial, plea bargaining, back room manipulating and if guilty then most likely a life sentence, which here could mean just anything.

The police were following proper protocol when this happened. An amber alert can only be issued if someone has been reported missing. Stop looking for someone else to blame.

PCL kind of noted this as well, but something else interesting on this board is that many people keep referring to God in one sentence and yet be willing to kill in the next.

Personally, I would be willing to let them rot in jail for life. I think that may actually be a more ruthless penalty than giving them the satisfaction of instant death. Let them spend the next 50+ years reliving their terrible actions. That or let the family loose on them for 5 minutes...

I just feel so sad about this outcome, but I am not surprised. Thank goodness that the woman charged as an accessory has a shred of a conscience left and is helping authorities locate Tori's body... I'm sure her assistance is an effort in protecting herself from prosecution but regardless of the motive, I'm at least glad that Tori's parents and loved ones will be able to give her a proper funeral and have a sense of closure. I cannot imagine what would ever posess a human being to harm and use an innocent child for their own sick, twisted gains. It is obvious from the comments on here that emotions are heated. That is understandable and everybody wants to seek blame. Unfortunately in our world there are sick people out there that can inflict harm and all we really can do is do the best we can to protect the most vulnerable. Ss for justice- No death penalty provision would have stopped this act of horrific criminality from occuring. Should we lock up heinous crimes for longer sentences with, 'real' no parole ? probably. We might want to consider a special institution to segregate these criminals, somewhere far away. A Canadian Alcatraz comes to mind. Or the death penalty for the most heinous ( once we define it) crimes against the vulnerable ( kids and seniors come to mind)? None of these things would have stopped the Stafford crime but it would make us feel better that justice was served. It is a price our society has to pay (taxpayer dollars to build and guard these worst type of criminals.) Ultimately in Canada its the citizens who call the shots and once our emotions have calmed down, we should look at what is best solution, given our current civil society, and direct our elected officials accordingly.

Carla Homolka got away with murdering, raping and dismembering her own sister. She did ten years in a comfortable prison environment and now she is living somewhere in the Carribean. She got away with it because the criminally idiotic ideologues who infest our universities convinced the police that the "battered woman's defence" should apply. The police and prosecutors gave her the benefit of the doubt...and they cut a deal whereby nobody could touch her. Even after the videotapes turned up later, showing she was just as much a monster as her husband.

Thanks to feminism - the really stupid kind that is still around - she got away with murder and rape. These ideologues are a DANGER to our society because they deliberately seek to undermine our judicial system, not to mention our common sense.

Canada should not have a death penalty, as we set an example by saying that no person should have the power to end the life of another person. However, in extreme cases where children are murdered, a life sentence of solitary confinement with no communication and no parole may be warranted.

One hopes the facts of this case will suggest solutions for the future. Unfortunately, a life sentence here in Canada is only 25 years in length. When considering that the man being charged is 28 years old, he will only be 53 when released, leaving opportunity for further criminal activity. As a criminology student I have learned that there are many factors contributing to the reasons as to why someone would commit crimes so heinous such as the abduction, possible sexual assault, and murder of Tori. Factors include, genetics, family upbringing and environment, psychological trauma and/or mental illness to name a few. Although these factors are not present in ALL criminal cases most have some sort of influence. What intrigues and disturbs me the most, as I am studying the psychological and physical aspects of criminals, is the fact that people so young (18 and 28) are involved in such terrible actions and how they come to be this way.


In studying the Canadian Justice System I have come to see the many faults bestowed within it. For example, a LIFE sentence should be a LIFE sentence..not just 25 years. Criminals are getting younger and younger, therefore leaving 25 years out to seem like a short period of time. I feel that what has happened to Tori should be an eye-opening experience and reference case for the Justice System to help our law makers realize that our laws for child killers, rapists and serial killers for example, are too lenient.


We as Crim students are introduced to the idea that criminals have rights and to give them the benefit of the doubt. The accused in this case should not be given "special treatment" by the system. This also goes for the 18-year-old who is "assisting" the police, presumably in hopes of receiving a lesser sentence.

Secondly though, people that are blaming the police and schools don't know the facts. I live a block from where it happened. The police were doing everything they could. I had my back yard searched many times. There was an old factory turned into a "command center" where hundreds of officers worked on the case. Many officers did not take a day off for weeks. As far as the schools, it was after hours. what are they supposed to do? it's pretty easy to lay blame when you do not know all the facts.

They let Karla Homolka out of jail the same week my son was born. Back then I thought Bernardo and Homolka would never see the light of day again, wow was I wrong. As a Canadian I am sick to my stomach about this. But worse what will happen to these people. NOTHING.... the lady will probably get out on early parole in a couple years, the guy maybe serve 15 for murder. It makes me sick when I look at cases and judges that just give the criminals a slap on the hand.
PLEASE, PLEASE, PLEASE Canada lets do our part and make sure pediphiles and murderers stay where they should be, away for life!( I believe the average life span for a Canadian is over 70 years, not 25)

My prayers are with the family. Now let's hear from all the bleeding hearts out there that the people who did this were victims themselves. The "system" let them down. I'm sick and tired of this crap. People suing bars b/c they drank too much and drove home and killed someone, or people climbing up on a garage roof and jumping into a neighbours pool, and they get hurt, and sue the homeowner - unbelievable. When will people start taking responsibility for their own actions. Police shouldn't let them cover themselves up. Face the cameras..and the music.

My heart is breaking and I feel ill. From the moment Tori was taken it has rocked my soul. I am a mother of 4 and the mere thought of someone harming a hair on their heads sends me into disarray. I really had hoped that there would have been a happy ending to this case. My heart bleeds for the Stafford and McDonald families, we all have skeletons, but to lose a child, especially in such a horrific manner is unthinkable.

I too have been following this case from the start. It makes me angry what has happened to this precious child. If u download amber alerts onto your computer and search news articles you can see how many missing people are out there and see the horrific crimes there is in the world. My prayers goes out to the Stafford family at this time.

It is sad to see that the personal issues of McDonald have been forced into the public spotlight. This case was about her missing daughter and is is a shame that some in her community and the media instead wanted to focus attention on McDonalds' personal life.

Though, you can bet if she's helping police locate the body, the crown has offered some sort of deal.
My heart goes out to Tori's family. No matter what problems they may have or have had, no mother or father deserves to suffer this.

If only people knew exactly how police investigations worked......evidence leads them, not the public opinion or a television writer's plot line. "gregnb" is right...things happen VERY differently in REALITY than they do on TV.

I feel terrible for the family, my heart goes out to them and to the community during this horrible time. May the suspects (when found guilty) pay dearly and for a very long time for this.

My heart goes out to this family - I have 2 children the age of this little girl and I can't imagine going through this or having my child subjected to this kind of abuse.

This being said, rest assured those responsible for hurting this little girl WON'T get what they deserve. Let's not forget we live in Canada - a veritable haven for criminals and reprobates due in large part to our lax approach to retribution. Criminals know that Club Fed awaits if they get caught and penalty for crime is of little or no consequence to them. It sucks but it's true.

One can only hope that the perpetrators experience some good ol' vigilante justice somewhere along the line as our legal system has no justice in it to mete out.

So many people mention God and prayer. If there was a God, and if prayer did any good, this little girl would be safe and happy at home with her family. Where was God when this innocent child was abducted and apprently harmed? Why didn't God protect this little girl?

Although it is very sad that this family is one of divorce; it shouldn't matter in this case. Although the mother seems to have a disease of addiction; it shouldn't matter in this case. All of the personal and human problems of these people doesn't make them love their daughter any less or feel the excruciating pain of loss any less than a family who is not divorced or does not have addiction problems.

Everyone always blames the mother and father first but look what happened to the parents of that little beauty pageant girl in the U.S. They have been vindicated in innocence but what did they have to go through first?

Maybe the police should have been doing a thorough abduction investigation from the start. I never get why the police seem to focus on parents first and stay stuck on that. Most parents don't kill or abduct their own children.

Yes the people arrested, if proven guilty should suffer incredibly, perhaps be put to death. If she's found alive, and I doubt it, I hope Tori is able to continue on in this life with all the help of all the people who can possibly help her.

It was the police forces that did not feel it was a case worth investigating when it was first reported.
When someone does not act, their actions should have reprecussions. The police in this country are far to lazy and uncaring - shame on the police forces.

I was holding out hope that this was a parental abduction related to custody issues. It boggles my mind how people can harm a child. There is no penalty strong enough to deal with the predators in our society. Even sadder is how our criminal justice system handles sexual interference cases.
Hopefully the alleged accused in this case will receive some "jailhouse justice"

Sparrow - Couldn't agree more! Sick, sick, sick individuals. They have absolutely no right to the comforts of a jail cell, free education, etc... at our expense! It's really unfortunate that this woman's drug problem was brought out publicly like this. If the drugs had a factor in the case it should have been disclosed only to police who could have worked that angle. I'm not pro-drugs, but the anguish and humiliation this couple has been through and put each other through must be unbearable.

This is the absolute worse nightmare for Tori's family. We here in St. Catharines experienced this 17 years ago with Kristen French. Our opinion is, don't waste our tax dollars and screw this case up too. These types of people are evil and do not deserve any justice whatsoever. Poor Victoria had a life ahead of her. It has been brutally taken away from her. Where is her justice??? Our thoughts and prayers are with you.

She did not deserve this, sweet, innocent, beautiful and these people will get nothing thanks to our wonderful judicial system, you wait and see. A couple questions. Where was the school supervision? We trust you to take care of our children when we send them to school.......and isn't it time to bring back the death penalty? I have no words to express the sadness and disgust in my heart as I read this story. Any comparisson to the Bernardo story makes me shudder. That a woman could be involved in hurting a child this way is unimaginable. Sometimes I despise the world we live in. My heart goes out to the Stafford family.
