The RCMP is investigating "serious threats" allegedly made against Public Safety Minister Vic Toews as opposition to a contentious Internet surveillance law grows.

In an open letter to his Manitoba constituents distributed over the weekend, Toews said the threats have been "referred to the police for investigation."

The "personal attacks, criminal acts and threats of future criminal acts against me" won't prevent him from carrying out his parliamentary duties, he wrote.

"Any further criminal activity or threats of criminal activity against me or my family will also be referred to the police," Toews concluded.

Toews spokesman Mike Patton confirmed in an email to the media that police are looking into the threats without elaborating on what they entail.

"Threatening communications have been directed at the minister," he wrote. "These incidents have been reported to the proper authorities."

Toews was under fire this week in the House of Commons over Bill C-30 - the Protecting Children from Internet Predators Act.

Bill C-30 would force Internet Service Providers (ISPs) to allow access to private data without a warrant, install expensive surveillance equipment and empower the minister to appoint anyone to search the data, not just police.

It also permits that person to duplicate the data without oversight or appeal.

Toews said during debate in the House that anyone who opposed the law was supporting child pornographers. He has since backed away from that comment.

But the contentious statement did prompt an anonymous Twitter account to appear this week titled "@Vikileaks30" that published details of his divorce, family and his spending as an MP. The Conservatives accused the NDP of operating the Twitter feed, something the party has denied.

In his letter Toews went on to call the personal attacks against him futile, because they are based on records from his divorce proceedings, which are open to the public.

He went on to say that the breakdown of his previous marriage is something he is personally accountable for, "but that accountability is not something I owe to the public generally or to my political opponents in particular."

Get some reform in the police department that they actually need to work then maybe it wouldnt take over a year to have answers. brook bc It took the police years to put the case together to lay charges against this scum due to the present, antiquated laws. IMO we need Bill C-30 not just for the child pornographers but also to assist decent society with the battle to stem the tide of all cyber crime. I believe Vic Toews statement on - with us or for them - was wise or even smart, he does not appear to present any of the Conservative government's the Law and Order legislation very well, however, IMO this legislation is a necessary tool for modern law enforcement. If there proves to be excess built into the legislation this will be identified as the law is applied and the legislation can be tailored to suit the need over time. But for now, lets get it done.

This is what i'm not understanding. Everyone keeps saying the just cant have this information they need to ask a judge. guess what, they did and the judge said its okay you don't need a warrant it not a breach of the charter. This was decided over 15 years ago. Where has everyone been. The supreme court ruled along time ago that unless it actually allows you to see into canadian homes and ascertain their lifestyle its not an issue. Your name and address is not your lifestyle. The guy at the video store has that information. The only difference now is that the government is forcing telecommunication and internet providers to provide information that the "judge" has said they can have. Nothing else has changed. Talk about operation over reaction. This is not spying legislation. The legislation to look into your emails, listen to your telephone or intercept your texts already exits in the criminal code. That they need a warrant for.

If YOU have ever read a proposed bill you would know they are not written in layman's language and are typically quite lengthy. They are typically written by civil servants and other underlings and presented to the House for debate and revised significantly before they become law.Whoever drafted this one will likely be in big trouble for the poor wording of this clause but the purpose of the debate in the house is to catch these things. It is naive to think the minister would read and memorize every word and I can guarantee you neither did the opposition members who are now being so self righteous about it. At least Vic Toews was honest enough to admit it - I'll bet he wont make THAT mistake again!

I agree that people who use the internet to commit crimes should be punished. But please rethink your bill and make sure it only targets the criminals and not the Law the abiding citizens. Ex-pat Mexico makes an excellent point. Anyone with a little work can figure out how to piggyback off of a strangers "secured" wifi. IP address and the personal information connected to it doesn't necessarily connect mean that person is responsible for the activities that occurred through that IP. Unfortunately, politicians know nothing about how the internet works, This will only increase pointing the finger at innocent people.

I wonder why this bill is being tabled so quickly after the government recent talks in China. Is this a microcosm of a much bigger issue going on in the world so that the ruling party of the country can gain a firm hold on the populace? The thing I dont understand about bill C30 is that it assumes people would committ crimes using their own IP address. Isnt this akin to a bank robber using his own car and his own license plates to rob a bank? If it sounds like a lame excuse to have C30 then the truth has not yet been revealed.

Well I'm saddened by threats against a Canadian anywhere. If people really want to express their opinion why didn't they get out and vote? I don't believe that anyone but a judge should be authorizing this kind of thing. Police should have to consult with one just like any other crime. The introduction of this bill is a serious stumble that has the capacity to trigger a wholesale grassroots revolt within the party, not just the general population.Trying to bluff our way through this will result in permanent damage to the momentum of the conservative movement in this country.Prime Minister, pull this bill off the table completely, admit it and quit it, and move on, and eventually the damage may be repaired over time. This bill has to die before the ink dries on the paper. It is simply intolerable. Do you want to continue paying your internet provider to spy on you? It is a fundamental break-down in trust between customer and company, not to mention the gov't. They know enough about us as it is. Changing the name from "Legal Access Legislation" to "Protect Children from Pornographers Act" or whatever, doesn't soften the intent or fool anybody. Once the surveillance system is in place, nobody is safe.

Actually Goldens, Harper sent it to committee. Toews still believes it's fine the way it is. So no, he hasn't listened to people's concerns and he clearly doesn't understand why people are upset about this. People who don't mind the intrusion should send the government their IP addresses and permission to track their internet activities and leave the rest of us out of it. Just because you're blind to the potential abuses and potential "evolution" of this line of legislation is no reason the rest of us should blindly give up our rights. Once again, this has nothing to do with protecting children, that's just a blatant appeal to people's emotions in an effort to create support for an otherwise despicable erosion of our right to privacy.

I hope the minister is reading my comment because I wanted to ask him if he included a clause in the bill allowing the police to publicize the perpetrators identity in public so that the public knows who these people are regardless of their age.

This is ridiculous! The bill has been withdrawn and is in an all party committee for rewrite. The government has listened to the concerns of Canadians and is addressing those concerns. I am appalled that there are threats against a minister especially one who is listening to Canadians and is acting upon their concerns.

We currently require telephone calls to be traced and those records available to law enforcement.

It is not something very unusual to require same thing of internet calls, for similar reasons.

Every decision like this has plus and minus, and hysteria that is only one sided I don't think helps.

At times the opinions seem to be based on partisan politics taken to a religious extreme, eg the same people one sided against this may also be one sided in favour of gun registry.

I assume if they want to listen in on my internet communications, it wouldn't be long before they'll want my telephone company to record all my voice communications and give it to the police and the government without a Court warrant also.

Will they want to video tape my bedroom activities too? You never know what I might be doing there.

I believe Vic Toews chose poor words in his statement to the House. However, making threats is no less acceptable. Due to his words in the House, Vic Toews will be thrown under the bus by Mr. Harper. In the near future there will be an available seat in the House of Commons.

The CanadianTerrorism Act brought in by Chretien this allowed the Minister of Defence to authorize the CSE to intercept private communications coming in and out of Canada in relation to an activity or class of activities, to spy on ordinary citizens and power to spy on our international communications without any safeguards put into place. (Allmand Report). The Long Form Census also very intrusive. Yes there need to be changes but take a look at this report and perhaps Mr. Rae should also read it.

It is ridiculous however, that the government has suggested a bill which essentially is like our employee network, though encompassing Canada as a whole with each and every person's internet connection open access for police and others with invested interest.

For all the right reasons this bill is being proposed. My objections to it are that it goes WAY too far and gives WAY too much oversight, control and power to the police, the minister and the government, for many things that go well beyond the problems they are trying to address. Maybe another trip to the drawing board and try to focus on exactly what it is we need to accomplish is in order.

While I am offended that those concerned about their privacy rights were lumped in with child molesters by Toews, that merits him being criticized (and an apology by him)...not threats. The fact that he has not appeared to have read and understood his own legislation merits demotion.

An IP address is much more than a telephone directory or vehicle license plate. The IP address identifies the source of information on the web including your postings here. Bill C30 does not restrict access to information without a warrant to criminal investigations. Bill C30 would enable police officers, CSIS agents, and Commissioners of Competition to access the information without a warrant for any purpose within their duty or function (see Section 16 Bill C30). The information would NOT be limited to investigation of criminal activity.

It is sad that Vic has taken the brunt of the political backlash for this extremely unpopular bill. It's not like he wrote it himself, after the interview he did on Saturday it appears he doesn't even understand the extent and ramifications of this bill. No Canadian should stand for invasions of privacy like the ones proposed in C-30 but we should not crucify the unwitting messenger. Vic should start reading the bill's he presents to Parliamentary and the people threatening him should direct their energies towards stopping this bill by contacting their member of Parliament.

That stated, I am conservative, but am embarassed by the rants of Minister Toews regarding his proposed internet legislation and characterizing anyone who is opposed as someone who supports pedophiles.

I am reminded of the saying, "It is better to look stupid than to open your mouth and remove all doubt.

I am a libertarian who generally agrees that we have generally have excellence in policing at federal, provincial and civic levels. Police need the tools to do their job and protect us, within the limits of a free and open society, from those who would do us harm. However, there have been numerous examples at all levels of misuse of police powers to justify police having uncontrolled access to communications, be it voice or internet-based.

A judicial warrant should always be required.

An apology demands YOU TAKE RESPONSIBILITY for your actions/words. Using passive language to turn the issue around on the offended party is worse than no apology at all. Admit you were wrong, say you are sorry, ask forgiveness, don't do the same thing again, move on. It's what the big boys do. There is absolutely nothing in Toews apology that indicates he believes he did anything wrong. You cannot apologize unless you acknowledge your wrongdoing. That is the entire point of an apology. What the above article states is: "I stand behind what I said". Towes is a disgrace to the Canadian people he should step down.

He must resign immediately. If there ever was a reason to, his handling of this bill certainly qualifies. If this bill does pass, good luck repealing it, EVER!!!!!

I understand what they are trying to do but politicians should never be involved in determining Internet related Bills or Acts; they need to appoint another organization to actually determine what they are trying to do is feasible or not. It's just BS that they are trying to pass these without fully knowing what the consequences are. There will always be ways around whatever Internet Bill or Act gets passed; know it and live with it.

It is time to step away from this bill. To suggest that all those who are repulsed by it are on the side of pedophiles and criminals has doomed any politician or government that continues to back it. I have been an active Conservative all my life, but will withhold funds, vote against, and maybe even work against anyone or any party that supports its passage. i find it confusing, they want info on cell phones and ip addy's yet guns are OK to be unregistered with no documentation
