Prime Minister Stephen Harper defended a new plan Thursday that aims to overhaul Canada's refugee system in order to stop thousands of refugee claims from "safe" countries.

Speaking in Parliament, Harper said that Canada has the world's most "generous" immigration system, and that it is subject to abuse under the current guidelines.

"We continue to see thousands of people coming from safe, democratic countries making refugee claims in this country. That is not acceptable to Canadians," he said.

But the proposed legislation reverses some key concessions the Tories made with the opposition two years ago in order to pass the Balanced Refugee Reform Act through a minority Parliament.

And in the Commons Thursday, Interim NDP Leader Nicole Turmel accused the government of breaking a promise.

"Why destroy all the good, non-partisan work that was done on refugee reform?" asked Turmel.

While Harper also referenced the recent immigration changes, he said that more needs to be done to address the backlog of immigration claims.

"Some changes were made in the last Parliament that have been helpful, but are clearly not sufficient to deal with this issue," he said.

Immigration Minister Jason Kenney said that it takes about 1,000 days for the Immigration and Refugee Board to review a claim filed by someone from a democratic rights-respecting country.

That would be reduced to 45 days under the proposed changes.

"We're saying the party's over," said Kenney, who noted that current refugee claimants can access federal programs like welfare and healthcare.

Kenney estimated that the reforms would save $1.5 billion over the next five years.

"It's costing billions," he said.

Kenney added that the problem of bogus claims is so severe that on a recent flight from Prague to Toronto, there were 91 refugee claims.

"I think it's an insult to the good name of our refugee system. We're there to protect the gay Iranians who are being persecuted, the North Korean Christians, the dissidents in totalitarian regimes, not the citizens of the EU."

But the New Democrats believe that the new policy would lead to discrimination because guidelines could be based on the "whims" of the minister.

Still, Kenney said Canada has seen a sharp increase in recent years in the number of refugee claims filed from countries within the European Union.

Those who file refugee claims from unsafe countries and legitimately require protection will have their claims heard faster, and will be granted access to an appeal system not available to those from safe countries.

In fact, 23 per cent of refugee claim submissions last year were filed from the EU -- an increase of 14 per cent over the previous year.

More refugee claims were filed from the EU in 2011 than from Africa and Asia. And virtually all of them were either rejected by the IRB, or abandoned by the claimant, Kenney said.

"Too many tax dollars are spent on people who do not need our protection. In fact about 95 per cent of all claims from the European Union have been determined by our system and mainly by the decision of those asylum claimants themselves, to be unfounded," he said.

Following are some details from the proposed measures:

Nationals from countries that normally don't produce refugees will have fewer options to delay their removal from Canada. The process can now take up to four-and-a-half years if all appeal avenues are used.

Access to taxpayer-funded social benefits and work permits will be limited for applicants from these so-called safe countries.

Work permits and benefits will only be available after 180 days, but most claimants from safe countries will not be here that long.

Kenney emphasized that the goal isn't to reduce the number of refugees coming to Canada. He said Canada welcomes more refugees per capita than any other country, but is focused on bringing in legitimate refugees who truly need Canada's help.

If you want a real reform to the immigration system, how about simplifying and speeding up the immigration process for legitimate immigrants? I recently sponsored my spouse from Sweden and I was appalled at how long and confusing the process is. You need a swathe of insider information to get anything done in Canada at all. There's actually a whole industry out there that revolves around submitting claims! When I immigrated to Sweden to live with her for a while the process was cheap and incredibly simple; such a breath of fresh air compared with our disgraceful system!

Good for the government, it's about time we start limiting those people coming to this country under false pretenses. Hopefully these new regulations will reduce the number of criminals that have made their way into Canada under a previous lax immigration policy.

I keep reading comments to the effect that the opposition needs to do more to stop the Conservatives. How are they going to do that? They have a majority. They no longer have to even listen to the opposition (which they don't) and they don't have to listen to the people anymore (which they ever increasingly don't) Harper did say we won't recognize Canada when he is done. In the paper last week there was someone finally sent home after coming on a pretense to marry which he did but after 3 weeks left..that was in 2009 but he is finally gone back his country, this man is one of many who do this. Can't talk about woman doing this but no doubt will. No wonder no housing, poor health care as there are far too many who come and there just are not the jobs here to warrant so many. Testy "Under this new bill, people asking for a visa to enter Canada will be fingerprinted. Figerprinted?? To come to Canada on a visa??" is obviously not aware of what goes on in other countries. To enter some nations, your fingerprints are taken at the border. That applies to non-Americans and non-Canadians entering the USA. When I was young, you surrendered your passport overnight when staying at a hotel in France or Germany. It is reasonable to be able to identify persons other than by the documents they present, which may be forged, that forging sometimes done by foreign governments. Testy obviously believes than anyone should be admitted to Canada with absolutely no checks. Testy is the one that needs a reality check.

I don't like most of the Con's policies and recent law proposals, but this one makes perfect sense. you shouldn't just be able to claim "refugee" and automatically get get years in Canada, without even having a solid claim to stand on. Let's protect those in need, but not at the expense of the taxpayer and at the expense of valid claims. Hopefully the law delivers what they are saying, and won't have wierd rules that don't make sense wratcheted in.

The short term goal here is to close the door to a growing number of Roma refugees who are coming form Europe countries where they are a persecuted minority. Now, Kenney will be able to deide by himself which countries are safe. End of story. N oone from those countries will be able to come in, whether they are from a persecuted minority or not. There is already a new refugee act that was scheduled to take effect soon (passed under the last Harper minority government - google it) that was doing essentially the same thing... with to main differences... That act gave rejected refugees power to appeal and kenney didn"t have unilateral decision on which country is safe, i.e he had to go through a committee made up (among others) of human rights experts. This "new" bill is solely made to give Kenney unilateral decision-making power over which countries are "safe" and remove the power to appeal of refugess. Again, the government just want to be able to do what it wants, without input from people who are experts in the field. Ideology over knowledge, always.

I knew a lady who came here from Venezuela under false claims, she landed as refugee, got welfare for a year and when she saw that her process may not work, she tried all and every other methods to stay in (including a fake marriage).Even when couple of witnesses stepped in, contacted everybody and every offices repeately, presented papers, signed declarations, proof of her bogus claims, it took them another years and half before showing her the door..because of expiration of process!She simply took a plane and redone the entire process from abroad!People who has been expelled or suspected to make false claims should NEVER be allowed thereafter to come back under any circumstances, not even as tourists.

I know these people who came from South America claiming they were being threatened by terrorists in their country of origin. Funny thing is that they all take month long vacations to visit there all the time and had a big wedding for their daughter there. One member of their family was forbidden to return to that country as she still had not yet had her immigration papers processed and could risk losing her ability to re-enter Canada because of this. She still went without worry. They all informed me that when they go back to South America on vacation they get full medical checkups from doctors down there and just submit the bill to the government so Canadian taxpayer's pay for their South American medical expenses. Apparently they detest having to wait in Canadian hospital emergency rooms or sitting in a doctor's office in Canada. We sure are a bunch of laughable pushovers in Canada..eh?!?!?

FINALLY!!! A step in the right direction, my taxdollars should not go to people who are dishonest and only want to take advantage of our health care system and other "freebies". While at it, increase the eligibility for Old Age Pension from 10 years to 20 years; and if they paid no taxes at all in that time, no pension! Many get the ball rolling and then go back to their own country and collect benefits from over there. Canada should learn from Australia regarding refugee status. Australia has told ALL potential refugees to their country that they(refugees) need to apply to the UNHCR(United Nations High Commission for Refugees) in their own country for refugee status in another land. And ONLY then if this is accepted the Australian government, will they be accepted into Australia. This is a fair system of handling this situation.

I know of two women from Venezuela who recently had their refugee applications refused and in turn both women found "love" in Vancouver and are awaiting their now sponsorship hearings. Both claims are bogus and I know this for a fact because I have first hand information. Both were trolling dating sites for lonely men. Attention immigration judge, if you come across 2 cases like this, I gave you a heads up. Both were upset their cases were rejected and both conspired to set these desperate men up.

The Reformers' plan has always been to transform the immigration system to let in business immigrants (people with money willing to invest) over immigrants who come here for other motives, i.e. to escape problem countries. It will curb access for legitimate refugees and make it harder and harder for those who are already here to bring family members in. --- If you are an immigrant with family abroad, start paying attention to what this government is really doing to family reunification.

It's nice to see some common sense on this board. I don't know why anyone would want to open our doors to the Roma? These families pride themselves on abusing our generous social problems. We need to protect these programs for individuals ans families who actually need them.

Is there a safe non-dem. country out in this world that has a great refugee for Canada?
It seems we keep bringing more in and they bring their problems with them. Canada is not God they cannot save the world, lets start with saving a few of the people that already live here. We have enough problems with no good jobs unless its min. wage. Time to start the engines and get the good for nothing ones out.

Ever wonder how bogus refugees get through in the first place? Kenney let in 9864 FAILED regugees in 2008 with just a sweep of his pen. Total humanitarian exceptions applied: 10,627 Total humanitarian exceptions accepted: 10,089 That was 10,627 people applying for refugee status that went through the system, 225 applications approved after going through that system out of that 10,627.. yet, for some reason Kenny took 9,864 of those remaining 10,402 FAILED applications, overrode the decisions and let them into the country with a sweep of his pen.. why is that do you think? Tough on immigration? What a joke. It's not the system that needs overhauling, it's Kenny.. dear god, please take away his pen!

Close the doors and don't let the radicals in. Anyone that comes to Canada must understand how we operate. Anyone that wants to live here must know someone and that person takes care of them 5 years.

Finally a government in this blessed country has figured out that not all refugee claims are legitimate, that's one small step in the right direction. I for one am tired of this liberalized refugee system we have where claimants can come from anywhere, put in a claim, live off of us the taxpayer and if rejected put through appeal after appeal filling the pockets of lawyers (which we still pay for) and tying up our system for those who are legitimate. There are still many, many measures that need to be taken to fix this system, Canada needs to be fair but very, very firm. Those who try to smuggle people into the country so that they can take advantage of our system need to be rounded up and brought to justice. It is good to see that we are finally moving in the right direction with this.

I am not a Roma or Gypsy.....but...Mr. Kenney, have you ever been to Edeleny, Szendro, Szendrolad, Tornanadaska in Hungary just to mentin a few........Very Democratic ...worst than the slums of India.......outside toilets.......no running water....just like our natives up north........Shame on you.........

Canada needs to start allowing in more European nationals and less from other jurisdictions and cut down on those who want to import their hatred and angst to Canada.
