Federal deficit reduction ahead of schedule

OTTAWA — The federal government is well ahead of schedule in reducing the size of the deficit, even as it is preparing to cut back on pensions and the size of the public service.

The Finance Department reported Friday that November's shortfall totalled $1.9 billion, well shy of the $4.5 billion of red ink penned during the same month last year.

The bigger story is that for the first eight months of the 2011-12 fiscal period that ends in March, Ottawa is about $9 billion to the good of where it stood last year. As of November the deficit stood at $17.3 billion compared to $26 billion for the same period in 2010.

With only four months to go in the 2011-12 fiscal year, Ottawa is well on pace to beat the $32.3-billion deficit target of the fall's economic update.

In separate speeches Thursday, Prime Minister Stephen Harper and Treasury Board President Tony Clement struck a harsh note of austerity about the government's future plans.

Harper stressed his government's desires to slash spending with cuts to Canada's pension system, particularly the Old Age Security benefits and noted he has already moved to reduce growth in health-care financing. Clement said the government is looking to achieve even more savings from cuts to the public service, to as much as $8 billion from the previously announced $4 billion.

The government's plans are aimed at reining in costs for in preparation for the demographic squeeze down the road, when baby boomers move from taxpayers to receivers of social services.

In November, Ottawa said its revenues were down slightly, but expenses fell sharply by $2.5 billion, partly due to the windup of stimulus projects.

For the year so far, a combination of higher tax revenues and reduced spending is contributing to the better fiscal picture.

Revenues for the eight months were up $5.7 billion, or 3.9 per cent, primarily from higher income tax receipts. Meanwhile, expenses were down $3.5 billion, or 2.3 per cent.

Where the government books are not faring better, is in charges to service the debt, which are rising due to the ongoing need of governments to borrow. Public debt charges are about $500 million higher so far this year.

The government gives no reasons why it appears to be doing better than anticipated.

The Canadian economy grew by an unexpectedly strong 3.5 per cent in the third quarter -- the July-September period -- but for the year as a whole, growth is below what Ottawa had calculated on in the June budget.

Listen, Harper, Flaherty and Clement worried about the future impact of seniors pensions, this is from the government that has approved an increase of 30 members of parliament in 4 years. What cost impact will that have? Corporations get a 15 % cut in taxes. Now Baby boomers must wait until 67 for old age security after having paid federal taxes for 45 years. Give me a break here... how stupid do they think canadians are... we will forget in 4 years. I don't think so Tim,,,, Remember what canadians did to Brian Mulroney.. look forward to seeing it happen to Reform Conservative Harper.. Hopefully it will be 0 members.

As long as the conservatives can find the cash by chopping the pensions of the military and old people (a.k.a. the conservative base) and slashing verterans affairs i'm fine with it. Funny, I thaught this was a conservative government lol.

I think posters are still missing the fact that we are still running an annual deficit. The sooner we get balanced budgets and start paying down the total national debt the better.

Hey Paul Martin how about this news! Jim Flaherty is able to stabilize the economy during one of Canada's worst economic crisis since the fascist Trudeau era. Oh and better yet he did it without off-loading his responsibilities, nor stealing money from the EI fund, or create elaborate Liberal insider trading scams! So we all need to tighten our belts. Harper can start by cancelling the over-priced jets we don't need, the prisons we don't need, the expensive summits, the helicopter rides, the over priced hotel rooms, and the gold-plated ministers pensions.

Don't get me wrong, I am glad the deficit isn't going through the roof BUT this is classic under promise and over deliver. I haven't trusted a budget number from a politician since I can remember......and before I get bashed, I vote Conservative but even then it comes as no surprise that the numbers are better than what were published.

After announcing they want to change the retirement age, to unpopular reaction, they now announce the 'deficit' is falling rapidly. When I did the census, I started the voluntary form which had questions like 'Can I get around at home, at work, at recreation?' I knew then that Harper wanted to change the retirement age. I stopped filling out the form when I got to the question 'What time do we leave for work in the morning?' Then we got numerous phone calls asking us to finish the voluntary form, then people came to the door for the same reason. We were told it was for future services. One told my wife that it was now compulsory; a blatant lie. Now all of a sudden the 'deficit' is falling rapidly to indicate the government knows best. I don't believe a word.

Still too high.We should not run a defecit under ANY circumstance.would that hurt people? you bet it would, however, spending more than you have is irresponsible on the individual level (I do not have a mortgage - nor do I rent) but at government levels? we should be going after politician that has done that in the past 100 years and retrieving from their wallets/bank accounts, or the inheritence their kids got until it is fully paid back.Let's make it illegal no matter what. and encourage everyone to actually work for a living.

@Steph: Instead of overspending by $4.5 billion they only overspent by $2 billion! Hooray! The Liberals are pretty quiet today because anyone with a modicum of common sense can pick out the problem with that statement; the Con shills appear to be out in force though. Not surprising.

No surprise here that's what the Liberals did in the Chretien days. Over estimate the size of the deficit and then take credit for it coming under said estimate. Mcguinty does it too. Sorry to disagree with Pye chart on this one he/she has been pretty accurate of late but on this one you've gotta be kidding me. Completely predictable and self serving spin by the Conservatives, no difference between the parties here folks they all overestimate these kinds of things to give themselves wiggle room and the Conservatives we have now are experts and creating wiggle room.

Cue the Opposition protests. We will have the NDP and Liberals telling us that we need to spend that money instead of saving it. Shout out to the Conservatives for holding the line on expenditures and planning to further cut them so that we can not only eliminate the deficit but pay down our accumulated debt. Without the annual interest payments, we would be able to afford increased program spending and/or further tax cuts. We are already the best place in the world to do business. It will only get better by lowering our deficit.

Yesterday we were in trouble and need to add 2 years onto when we can apply for Old Age Pension now we are in great shape and the deficit is falling quicker than planned. So why raise the age ???

So the deficit is over NINE BILLION DOLLARS less than the same fiscal period last year? Harper is a total failure once again, as far as accurate deficit forecasting is concerned. Very bad news, very bad indeed. He could be a weatherman, he forecasts so poorly. Thankfully Pierre Trudeau's long term fiscal plan is now making the books look better.

If were doing so good then there should be any reason to raise the eligible age of OAS from 65 to 67 should there. Nothing but lie from this government the national debt clock shows us sinking into debt at about 98 million per day. So does the debt clock lie or do these neo-con reformers lie?

Exactly what Canadians want to hear. Canadians know that the stimulus was necessary, but they also know that it was targeted and temporary. We must return to balanced budgets by 2015. It is imperative that we start our debt repayments as soon as possible to keep our economy strong. Only a Conservative government can balance the budget in this timeframe, as the reckless tax-and-spend policies of the NDP would blow the deficit sky high once again. They're not leaders. Not worth the risk.

Is this where the hypocritical anti-Conservative clowns and crybabies go off on a rant and call our Finance Minister, say, a "flipping moron" (as one name-calling boob labeled our Prime Minster in a forum yesterday)? After all, good news like this is always perverse political fodder for the partisan drama queens who just cannot accept, for the life of them, that Harper & Company are doing a pretty good job of managing the Canadian economy in the midst of the effects of an unprecedented global recession. Let's see their bitterness and anger shine at this fiscal success. (Perhaps we'll even get treated to a temper tantrum at some point.)

The current deficit is a direct result of the Stimulus Package that was approved in Parliament by all parties ( both the minority Conservatives & opposition parties ). Flaherty & Team appear to have the deficit- reduction plan well under control. Sure hope the governing Conservatiives can comtinue along the path.to eliminate the deficit by 2014/15..
