The United States Senate passed budget legislation Saturday that included a provision demanding that President Barack Obama decide the fate of the Keystone XL pipeline within 60 days.

U.S. Senators agreed to the terms of the legislation on Friday evening and approved it in a rare Saturday session.

The legislation calls for a two-month extension of a Social Security payroll tax cut and also extends jobless benefits for Americans who have been unemployed for six months or more.

GOP Senators pushed to include in the bill the Keystone provision, which requires that Obama decide within 60 days whether to give the pipeline the go-ahead.

Republican leaders have pushed for the pipeline project, citing the estimated 20,000 jobs it would create. However, according to the legislation, Obama can still decide to nix the deal if he deems the pipeline to be "not in the national interest."

Obama has put off deciding the fate of the 2,735-kilometre pipeline until after the 2012 elections. His announcement followed protests outside the White House that included thousands of demonstrators and the star power of Hollywood celebrities such as Mark Ruffalo and Margot Kidder.

White House communications chief Dan Pfeiffer issued a statement after Saturday's vote, saying Obama will sign the budget measure. However, the statement did not offer comment on the pipeline provision.

After Saturday's vote, the head of TransCanada Corp., the Calgary company behind the pipeline, also issued a statement.

"We look forward to learning in the coming days how this latest development will affect the ultimate approval process for our project," said Russ Girling, TransCanada's president and chief executive officer.

"What today's vote indicates is that the majority of Congress supports the benefits Keystone XL will bring to the United States."

The pipeline would carry oil from Alberta down to refineries on the U.S. Gulf Coast. Some residents and lawmakers in Montana, South Dakota, Nebraska, Kansas and Oklahoma object to the project, arguing that the pipeline's route through those states jeopardizes underground water systems.

Its all political games in the US. First republicans are against it, so under pressure Obama delays it. Now the republicans want it to try to make themselves as the heroes & Obama the bad guy...wouldn't want to be in his shoes.

Obama is stalling to get enviromentalist votes, then after the election Im am sure he would allow the pipeline to go through. Canada has been screwed time and time again. Look at lumber and beef as examples. Ok lets give them those 60 days to decide yes or no, then if they say No, then fine we should already be in talks with China to build the pipeline south and then to the west coast onto supertankers. Make the Canadian announcment the very next day!!! Go ahead with this project after this last chance for the USA. If they don't want it then let them wait out while China gets the priority with Canada. Let the USA buy their oil from Saidi Arabia and see how much they pay there over time. I can also agree with comments about building more refineries here in Canada and also lets get our Canadian oil refineries running at full capacity and keep jobs in Canada. Obama is making it easier for Canadians to come into USA and he says "Please spend more money here". Many Canadian products are banned in the USA, simply because Obama and many politicians in the USA are on their "Buy USA" agenda. The Free Trade deal highly favours the USA and with any blocking of Canadian products is proof of the farse of The "NAFTA" Free Trade Deal"

@Rich; Good question. Though I am not associated with any part of Keystone XL, because of the sheer amount of pipe required to build the line, I would assume some of it has already been purchased and is stored at secure facilities along the proposed route. On another note, it's nice to see Obama forced to make a decision finally. His lame attempt to put off making a decision so important to thousands of workers until after the next election is a strong sign of a weak leader. Shame, because I really think he's not a bad guy.

TransCanada has always talked about how many jobs will be created by the Keystone Pipeline, including work for US steel mills to produce the pipe. TCPL has also said that it will cost them a million dollars a day for each day the pipeline is delayed to store the pipe for the pipe for the pipeline. My questions is why would it cost a million dollars a day to store pipe that is supposedly going to manufactured by US steel mills? Something doesn't add up here. It would be interesting to see TCPL's answer if the US government was to ask them this question. It would really be interesting to see how many jobs would actually be created.

As noted by an administration official obama will reject the pipeline arguing it is against national interest because he desperately wants votes from the enviro whackos. This will backfire and the republicans will pounce all over obama during their campaign. Obama will be finished and the new president will call for it. Having said that harper and canadians can't wait. Start a pipeline to china.

It is a sad and sorry state of affairs when a president of the United States must decide in favour of environmentally disastrous dirty oil from ALBERTA in order to remain in office. What we are witnessing in the United States and in this country is simple... Short term gain for long term pain is acceptable when it's about votes and money. Never forget that both of those derived from the minds of men, and not from the earth. One has to wonder about priorities (or the lack thereof) in this western civilization that has gone so awry. Personally, it makes me sick that we have little Stephen in Ottawa rubbing his hand together like a sneaky schoolboy who's convinced his teacher that his dog actually did eat his homework, and a true world leader like Obama who is being stripped of his power for all the wrong reasons. Canada under the Conservatives has lost so much for this country because their supporters are nothing short of "me, me me" visionaries. Don't believe me? Just watch the responses to this posting.

This whole scenario with the US is exactly why Canada needs a pipeline that opens the sale of our top commodity to Asian markets. We can't rely on the failing US economy to buy our oil forever. With the financial situation the US is in, we need to think about our future and ensure our national security.

He knows exactly how he is going to vote on this pipeline. This pipeline will help 6 states with their bottom line, their economies are in dire straights they need all the help they can get, it will create 20,000 jobs, pump billions of dollars into the local economies talk about a megga stimulus program. This is a done deal, he is just playing it coy, he needs all the votes he can get. He can be removed from the presidency by just a handfull of votes. It's just plain and simple POLITICS. With or without the pipeline he will have an uphill battle to retain the position of President.

Steve T,. where are all these refineries in Canada that can and will refine our oil sands oil? We do not have the capacity to do it and as most of the refineries are owened by USA companys No one will build any. The last one built in Canada was about 20-25 years ago. We have shut more than we have built. Not only that it takes about 2-4 years to get one built. Good Luck

Most Americans could care less about this issue but 80% of them are for the payroll tax cut that the repubs are threatening to block if Obama does not cave on keystone.If Obama is smart he will pull a Clinton and double down.Just like our precious cons repubs can always be counted on to make the most bone head political moves when their base is under threat.That being the top 2%.

Delay the pipeline! Do some more environmental assessments on the XL pipeline before it goes ahead. I'm sure there are many (ESA's) along the pipeline's path and that could easily affect the people's water supply. It potentially could also affect many different species of wildlife. Delay the pipeline!

Why not refine it ourselves and then sell the final product on the world markets!Are you kidding me??? We can't even get the oil sands running properly because of all the enviromentalists..could you imaging trying to fire up a refinery here?? I'd be all for it, but you'll never see it!

Don't export a drop of oil! Save it for Canadians. We're one of the coldest countries in the world. We can use the oil to heat our homes and build our country for a long, long, time to come. To send it away some where else far away in exchange for a bunch of paper and promises borders on treason for no reason ; this project would send Canada plunging into the dark ages for the long haul.Trading short term gain for long term pain is irrational and demonstrates lack of vision on the part of our leaders on both sides of this particular border.

For the record, "Steve T".,Harper is on record as one who wants to refine Alberta oil here.But the task is even more difficult and costly than selling the oil. For one thing,buyers make a lot of products from oil.Each refinery produces only one,or maybe two products.So,if we wanted to refine all the oil,we would need multiple refineries.And even at that,world markets would still be asking for products we don't produce at any one of our refineries.People in the know about oil have told PM Harper tht his first choice,which was to refine all the oil her,is nether practical,or profitable.I don't know about you,but I am not expert enough to refute those arguments. Obama is a coward.He is afraid to make this decision because the eco terorists are among his supporters,and he needs these votes to have a chance next year.Even though he knows the USA needs this oil. National security in Canada requires us to find a way to get this oil through BC,and to other markets around the world.On the day we find that route,Obama will OK the pipeline to the south.A pipleline to the west coast is a scary thing to oil refiners in the USA.There is a great deal of fear in the USA,that Canada might actually find other customers for our energy,and the USA will be left on the outside. IMO.That would be one of the best things for Canadian sovereignty than anything we've seen in decades. If Alberta oil is landlocked,and Alberta oil is available ONLY to the USA,Canada is in a much weakened position in negotialing all trade disputes with the USA.That serves all of Canada badly.In my opinion.

The answer is simple STEVE T. Refining it and keeping it for our country is the best for us, but not as financially interesting to the politicians as selling it directly to the USA now and getting a cut. Once again, politicians choosing private interest over public. Harper's government makes decisions that benefit his party, NOT CANADA.

I'm a supporter of Obama but not on this issue. He's playing politics with the pipeline to appease the enviro-fascists. It is essential to the US having a secure source of oil and will have a positive effect on the economy and employment. It's all upside for Canada.

Slightly misleading headline. This measure is designed to "pressure" (force) Obama to make a DECISION on the matter, and cease playing electoral politics with it due to a fear of alienating his left-wing base. The environmental equation pertaining to this issue has been studied to death. An alternate route has even been agreed upon. The U.S. Environmental Protection Agency (EPA) has tabled its final environmental impact report and indicated that the Keystone XL pipeline would pose no significant impacts to resources if prescribed environmental protection measures were followed. The U.S. President needs to grow a pair, act like a leader, and make a final decision.
