Environment Minister Peter Kent announced Monday that Canada will withdraw from the Kyoto Protocol, saying the international accord "is not the path forward for a global solution to climate change."

Kent made the announcement at a news conference in the foyer of the House of Commons.

Kent called the Kyoto accord "an impediment" to finding a solution to climate change because it does not include the world's largest emitters, China and the United States.

He said the deal covers less than 13 per cent of the world's largest carbon emitters, "and therefore cannot work."

"It's now clear that Kyoto is not the path forward for a global solution to climate change. If anything, it's an impediment," he said.

Kent also said it is impossible for Canada to meet its targets under the accord by next year, when it expires, and it doesn't make economic sense to pay the monetary penalties for failing to live up to its obligations.

"So as we've said, Kyoto for Canada is in the past," Kent said. "As such, we are invoking our legal right to formally withdraw from Kyoto."

Kent said penalties would add up to $14 billion.

However, CTV's Ottawa Bureau Chief Robert Fife said it's unlikely Canada would have had to pay anywhere near that amount.

"Kyoto's enforcement rules are very weak. Had Canada agreed to a second Kyoto round there would have been penalties, but it wouldn't have cost us $14 billion," Fife told CTV News.

"All we would have had to agree to is tougher carbon emission targets. But the prime minister has always said he wouldn't renew the treaty in any case, so he wouldn't have had to pay a penny. We could have stayed part of Kyoto without renewing the treaty, without facing any penalties, which is exactly what Russia and Japan are doing."

The government has long criticized the accord for leaving out some of the world's largest emitters, including China and India, as well as the United States.

Kent said repeatedly over the following days that Kyoto "is in the past," and Canada would not agree to an extension of the accord, which expires next year.

The emissions-reduction targets contained in Kyoto are legally binding, and Canada is well behind on meeting its obligations.

Kent said the government is moving forward on its commitment at the Copenhagen climate change conference to reduce emissions by 17 per cent compared to 2005 levels by 2020.

He said Canada is also committed to negotiations on a new international deal for reducing emissions that includes all emitters.

"Canada will work towards a legally binding agreement to address global emissions that allows us to continue creating jobs and economic growth in Canada," he said. "Domestically, we will continue to do our part to reduce greenhouse gas emissions."

The news comes a day after 194 nations, including Canada, agreed at a climate conference in Durban, South Africa to engage in talks for a new international climate deal, which would come into effect no later than 2020.

Kent said Canada went to the conference "in a spirit of good will," seeking a climate change deal "that covers all major emitters."

"We will work toward this in the coming weeks and months," Kent said. "It will not be easy, but it is important, and Canada will continue to be a willing partner with those willing to address Kyoto's many failings, while also ensuring major emitters live up to binding commitments to reduce greenhouse gases."

I recently learned that CO2 is only 0.03% of our air. It is a trace gas. Why all the panic. Studying the weather for a few decades with supercomputers does not mean we understand the weather. I think it is a little more complicated then these scientist's know.

Again this government has SWAG'd their numbers, yes, pulled them from one place ($14B). The only reason HARPER is doing this will be to satisfy his supports in the west, who are among the worst polluters...yes, highest emissions. The accord was something crafted by the world to follow with aggressive targets and yes, 95% of the world signed on as the best framework to achieve. THIS government is dismantling the accord for one reason, it was a Liberal Led initiative for the world to follow. THATs it people, anything in the country that was built by the Government of Canada, led by Liberals. It’s no hidden agenda for HARPER, he's out to reverse anything built over the last 60 years. Wait for it, your healthcare system is coming, huge job cuts that have been going on for 2 years already, ask the military who lost thousands of positions already, more to come from the bleeding RIGHT. According to today's paper in order to reach what the NDP and Liberals (who did nothing) it would mean that everyone would have to do without heat, cars, suv's, airplanes and so on. To hear Suzuki who wants to move Santa elsewhere when it is -34 C in the North Pole and ice is quite thick is totally unbelievable. This man asking for money sent to his foundation to prevent Santa from moving. Absolutely disgusting coming from someone who has made millions over this. Finally common sense that Kyoto is not working. Also saw Stephane Dion walking his dog "Kyoto" doesn't appear that he is suffering from too much crap in the environment, actually our dog was just put down almost 17 years old and he was out running around every day. Making millionaires out of all this talk and scaring the people is not the way to go and sending billions of Canadian dollars to other countries so they can try to cut emissions "hmmmm".

I can not support more this decision as the words would allow to express myself. The Prime Minsiter and his responsible government demonstrates once again that it is time to put Canada's interests first, before throwing money away on a birocratic, ineficient and corupteded entity such as the Kyoto acord. Hopefully Dalton MacGuinty of Ontario will get the message, before commiting one more financial fiasco for the province of Ontario.

Global warming (aka, climate change) is a lie. Hundreds of scientists world wide have denounced this junk science as fraud. You think because we have studied climate seriously with our super computers for a few decades !; that we now under stand everything. Carbon dioxide is only 0.03% of the air. Paying a fourteen billion penalty is ridiculous any way you look at it, doesn't matter where it goes. Seems like it doesn't matter which side of the coin you are on, either action or inaction will be equally costly. Seems like we have been on the wrong road for far too long anyways, and any action will not have extreme positive results. Only thing we can do is have a reduction minded attitude ourselves. Unfortunately far too many of us don't see it that way. Guess they don't care about the livelyhood they pass on to their own future generations.

But that's the fault of my wife and kids. They wouldn't agree to walking and turning out the lights. (or the TV) But like the good little environmental troopers they are, they did finally start calling the pets "Kyoto" just Like the Liberals

Hooray ! We just finished a bottle of the bubbly. There were a few emissions of Carbon dioxide, but not nearly as many as the Wha coming from the worshipers of Kyoto. The wicked witch is dead thanks to the Harper Conservatives. Kyoto was a redistribution scam from the beginning, signed in haste by Liberal politicians for a perch on the world stage. The current government has had the guts to see the charade for what it is. For those who are disappointed, do not despair. Send donations to anywhere in Africa or the Middle east and they will gladly give you a credit and they will "fix" climate change. Perhaps the NDP will empty its coffers and have a bake sale to obtain carbon credits with a certificate included. This won't help the world, but you will feel sooo good. Now let us all work on a Canadian solution. A good start would be to use the money saved from the Kyoto debacle!

Just a few words on the subject of carbon emissions and the Kyoto agreement. I feel that one of the worst contributors (if not THE worst) is the airline industry of the world. One can just imagine how much air pollution is contributed every time a fully loaded 747, 767 or 777 passenger aircraft takes off until it reaches cruising altitude. That is just one aircraft. But just multiply that by the many tens of thousands of take-offs and landings each year around the world. Something MUST be done to curtail these emissions before we can start blaming individual countries so far as manufacturing, steel mills, nuclear power plants and the like. One more reason why the world leaders must take a stand and say "People before Profits" and then maybe, only maybe, we would see a huge reduction in pollution.

Anybody that believes coal is dirty are fools and should be ashamed! Coal is oraganic matter petrified by years and layers of compression. Theres nothing wrong with it, it came from the earth anyways. It's the cheapest alternative to natural gas and with clean coal technology, it virtually eliminates 98% of the so2 and co2 from the plant emmisions. Therefore being just as clean as burning natural gas and at a fraction of the cost. If you're wondewring why hydro rates are increasing, look at the renewables that are going up and natural gas plants. Obviously a uninformed governemnt making decsions based on harvesting votes. Coal is cheap and clean in Ontario. Voters only believe what they hear from politicans not engineers and scientists who are the ones who design these plants and are specialists in this field. Give your heads a shake!

Harper had 6 years to offer a viable alternative to the Kyoto path, he didn't bother. Obviously, he has met his real objective which was to undermine Kyoto and then renege on Canada's commitments. What a joke this government is. BTW, to all the posts that blame Chretien for Kyoto, you might be interested to know that the international framework for climate change negotiations was mandated during the Mulroney/Campbell govt's. Until Harper came along, every govt took this matter seriously. So blame lies squarely with Harper. He is either a closet climate change denier or a blatant tar sands promoter or both. History will bear that out.

Lets be honest. Canada was never part of Kyoto, in any realistic sense. Chretien & Co. used Kyoto as nothing more than a photo-op. The proof is in the Liberal budgets & legislation that followed Kyoto. Not one line item, not one law aimed at putting this country to the path to meeting Kyoto terms... IN 10 YEARS!!! At least we now have some honesty, and common sense from Harper & Co. To them, I say "Good On Ya!!!".

Here is Canada showing true leadership to the world by saying what everyone knows: "The emperor has no clothes!" The Kyoto charade is is over. Without China, India, Russia and the USA on board, it was simply a feel-good exercise at best without the slightest chance of success. Scientists throughout the world, over decades, working independently have linked greenhouse gas emissions to global warming. Their results have been reviewed and published in scientific journals, and scrutinized by the thousands of scientists who read those journals. There is no doubt that greenhouse gas emissions cause climate change and the effects will be dire.

Good riddance, and good-bye to $14B in penalities. The fact of the matter is that the transition to "green energy" and environmental betterment comes at a price. There's an economic cost involved. That, of course, doesn't mean that it isn't a worthy goal or objective; it simply means that unless the major contributors to the problem are willing to abide by the new rules of the capitalistic game (lowering emissions), then the agreement's participants are deluding themselves. Without genuine collective cooperation among meaningful agents, the laudable mission will be foiled. Bottom-line targets will remain out of reach, as the clock ticks. Importantly, jobs and economic gains will be forfeited to those countries who refrain from participating and, thus, maintain their economic advantage. It astounds me how foolish some anti-Conservatives are in their over-politicized, melodramatic view of this issue. Our government is, indeed, doing the smart thing. (Folks, significant progress will be made. Put all your silly cynicism and allegations of "denial" back into your pocket, and exercise the requisite mature patience.) Ultimately, of course, the record reflects that the past Liberal government(s) paid only lip service to the Kyoto Protocol, in typical hypocritical fashion.

Why pander to oil companies? In Alberta median individual income is 30% of Albertas GDP per capita, whereas for Canada as a whole median individual income is 60% of GDP per capita. The Eastern Provinces are in a position to benefit from manufacturing renewable energy technologies (and reduce their dependence on western oil). The economic multiplier is higher for manufacturing than it is for petroleum production. The only ones benefiting are oil companies.

In 10 years we might see the end of pollution because the trees would filter CO2 and carbon out if the air. But of course no one who leads the climate change propaganda / religion will agree to your idea because there is no money in it for them. But 6 billion new trees, now that could make a difference.

Europe has reduced greenhouse gas emissions by 17% since 1990. China is now the worlds largest producer of Wind Turbine energy, and is increasing use of renewable energy use than conventional energy. Coal fired electrical energy is more expensive that hydroelectricity, and in most cases more expensive than wind power. Canada has the expertise and opportunity to become a leader in renewable energy technology, and export this technology to the world. It is a sorry excuse for Canada that others are worse. Since when is it an excuse for being bad that others are worse.

Canada would have to pay these clowns $14 billion in penalties if we had not reached those unreachable targets that had been set by some international three ring circus. When Canada first signed the Kyoto the experts back then said that Canada was not going to be able to meet these targets. So why in blazes did Chretien and company agree to targets that we would have never of met? And who would get the $14 billion of our money? Sounds to me that this was designed to fail and that money would have gone into the pockets of Maurice Strong, Al Gore, Rockefellers and all those other elitists who are driving this world into a one world government.

I hope that not only Durban suffers the same neglect, but that Canada will take a systematic role here in promoting the education in what constitutes a valid scientific approach to data and its analysis, and what constitutes the legitimate rôle of scientists in advising policy. This is great news and about time some common sense prevailed but we still need to get rid of some issues here in BC --- We need to shut down the Pacific Carbon Trust and we need to get rid of the useless and damaging carbon tax here in BC --- Why are our public school systems and hospitals which are already very short on cash paying thousands of dollars to the Pacific Carbon Trust, this is absolutely unacceptable and just another way that the Fiberals have ripped off the people here in BC --- It is time to end this practice now ! --- I suggest all schools and hospitals from this day forward refuse to pay one red cent to this governmental rip off of the highest extreme --- Gordon Campbell should have his citizenship stripped and be in jail from the amount of fraudulent activities he has brought upon the taxpayers of BC, instead he is rewarded --- Makes me sick and does nothing to make politics or politicians look good in any sense of the word.

Very very impressed with out government thus far. Great work. Climate change is happening despite us, granted, we have sped up the process it would be happening even if we didn't exist. Thinking that reduced emissions will solve the problem is a bit like being in a slow motion skid on ice in your car. You're going to crash not matter how hard you press the brake pedal, the only thing you can do at that point is brace for impact.

I am not understanding why this would be a surprise to anyone for a country who obviously made no or very little attempt to live within the guidelines of the original agreement and very obviously has no intention of making any attempt in the future to lessen it's CO2 emissions. A world ruled by money has no conscience.

GOOD! It's neither practical nor ecomonical to cut our "emissions" when we make just a small percentage of the "problem". What all of these nations fail to consider, though, is the simplest (and by far the cheapest) way of "regulating" the CO2 in the atmosphere -- plant trees! They "inhale" CO2, and "exhale" O2. What's simpler than this? Even the tree-huggers gotta love this solution...
