TORONTO — Ontario's Liberal government says it is not prepared to abandon the sex-ed component of a pending anti-bullying law, despite criticism by some religious leaders Tuesday that it is an affront to traditional family values.

Christian, Jewish and Muslim representatives say they agree school bullies must be stopped, but they can't condone a requirement under the legislation proposed to deal with it that schools promote sexual tolerance through gay clubs.

"To force, especially Christian classrooms or schools, to have homosexual clubs would of course be an affront to their family values," Charles McVety, of the Institute for Canadian Values, told a joint news conference.

"And what does this have to do with bullying? Nothing."

McVety, who led the fight against the Liberals' last attempt to update the province's sex-ed curriculum, says Premier Dalton McGuinty is using the problem of bullying to advance "his radical sex education agenda."

The religious leaders say that agenda is driven by gay activists.

"When you are forcing teachers, Christian teachers, Jewish teachers, Muslim teachers, to teach things that are contrary to the values that they hold, to teach that there are six genders and that you are not attached to the gender of your anatomy, do you not find that that may be an offence to a lot of Ontarians?" asked McVety.

Rabbi Mendel Kaplan of Chabad Flamingo Synagogue in Toronto said he also believes that parts of the anti-bullying bill aimed at making schools inclusive and tolerant of gay lifestyles are offensive to many families.

"This legislation proposes that children be indoctrinated to reject their parents' faith and their parents' family values, and that's an affront," said Kaplan.

"What nobody here in good conscience can support is a law that calls on people of faith to abandon the beliefs that we consider sacred, all in the name of political correctness."

Other religious activists say there will be a mass exodus of kids from public and separate schools if the anti-bullying bill with its sexual accommodation provisions is not amended.

"There's radical, radical stuff in there, all of this agenda on gender identity and facilitating the questioning of a child's gender and all this other sex-driven stuff that's clearly coming from activists," said Jack Fonseca of Campaign Life Catholic.

"It's not coming from parents' consultations. It was drafted with consultations by radical activist groups."

Education Minister Laurel Broten rejected the criticisms expressed by the religious representatives as "homophobic," and said her job was to make sure every child finds school a warm and inviting place, regardless of their sexual orientation or any other factors.

"There's absolutely nothing radical about working hard as a community to make sure that every single student in our schools can be safe and accepted and succeed," said Broten.

McGuinty also defended the legislation during a visit to Windsor, saying all Catholic schools will be required to have a gay-straight alliance, even though they won't have to use that name.

"I fully expect that Catholic kids are going to use the word 'gay,"' said McGuinty.

"I fully expect that Catholic teachers are going to use the word gay, and as a Catholic premier of Ontario I'm going to be talking about gay kids."

Campaign Life Catholic responded by saying McGuinty is not a good Catholic because he supports abortion and same-sex marriages.

"To say that he should be the one who dictates what kind of Catholicism gets taught in a religious school, that's absurd," said Fonseca.

"Dalton McGuinty nor any other person who wears the cultural badge of Catholic, and goes to church in order to look good come election time, they don't have the right to change Catholic teaching."

The New Democrats said the anti-bullying campaign won't be effective if the government is afraid to force Catholic schools to use the name gay-straight alliance for clubs that promote tolerance.

"There's no way a word like gay should be the thing that prevents students from making sure they have the support networks they need in their schools," said NDP Leader Andrea Horwath.

So, in an effort to combat gay bullying we're going to stick all the gay kids in a group and parade them around the schools… That will make it much easier for bullies to pick out their victims. Good one.

It makes me sad that religious groups can't grasp that we're not insulting their beliefs or groups with this legislation. There's nothing wrong with making schools safe for EVERYONE.

I look forward to a time where I won't fear my kids going to school because someone may or may not like them for whatever reason, and violently act on that.

And my heart goes out to the teens who killed themselves because others couldn't tolerate them for who they were. It should never come to that, and we should be ashamed that it has.

Teach the kids to not hate - that is acceptable, but leave the agenda out of it. I am torn a bit - I would want to teach children of any fundamentalist abusive radical religion to open their eyes, but I don't want the government to teach against my values. So the compromise I can live with is to teach them not to hate - for any reason.

The reason McGuinty got re-elected was not because we all agree with him.. it's because in Toronto there was a small geographical area of support (but very high in numbers) who managed to re-elect him. The rest of the province was blue or orange. This core of Torontonians are able to dictate, through sheer numbers, the course of events for the rest of the province. This is also known as the dictatorship of the majority. These voters seem to think that in order to have greater tolerance in society we must be intolerant to those who refuse to share our ideological position. If they took the time to actually think about what these religious leaders were saying they'd realize none of them were condoning bullying, nor were they overtly homophobic (though this charge is often used to avoid having to think about our opponent's argument, demonizing them rather in order to shutdown dialogue). I find it laughable that McGuinty and his liberal supporters in Toronto present themselves as enlightened and educated people and yet resort to such obviously primitive and even "religious" tactics to avoid thinking.

Is it "homophobic" to disagree with McGuinty's agenda? No. A phobia is a fear. I believe that much of the gay lifestyle, not the person and their worth, is wrong, but it's not a phobia I have or a fear of anyone gay. The choices that often accompany the lifestyle and the teaching around it, I believe to be simply wrong. Phobia and fact are different things. (by the way, where's the tolerance for this opinion)

The anti-bullying bill says nothing about teaching students that there are six genders, nor does it say that schools have to set up gay-straight clubs. Maybe if the religious and/or conservative folks would actually bother looking into the bill themselves, rather than just listening to what the religious leaders are saying, you would actually understand the issue.

My God, and I am Catholic, loves all people - regardless of who they love,men or women. I am embarrassed that my Catholic brothers and sisters are so cruel. My God is shaking his head at you. I want schools where all students feel safe - regardless or who they choose to love, who they choose to be. I applaud all educators who fight against bullying - it is a difficult job and for all or you making a difference for our struggling youth - God bless you!

6 genders is not technically correct but an ignorant understanding of the fluidity of gender. There are not '2' genders but rather multiple in existence.

Bullying includes sexual orientation and gender identity, which means that teaching tolerance is important. I may not agree with Christian or Muslim belief systems, but that doesn't mean I'm going to bully them and say they are wrong.I accept their difference and respect it. That's what the anti-bullying legislation is really about, and it should include gender and sexual orientation and identity.

The point of this legislation is to promote tolerance and cultural awareness whether you personally agree or disagree. So as well as with a PROPER sex ed, we should also include courses that teach cultural understanding of different religions and beliefs, and cultural understandings of different cultures. That way, you teach a generation of children that even with their religious beliefs, its wrong to harm someone else because they are different.

This isn't to uproot your beliefs, its just to teach respect and tolerance. Acceptance is much better than tolerance, but failing acceptance tolerance is the next step. In an ideal world, everyone would get along despite differences in cultures.

Are you loving your neighbour when you enforce your own beliefs on their religious faith!? If it is a Catholic/Jewish/Muslim school, let it be a Catholic/Jewish/Muslim school! If you want to apply this to any other non-faith-based school, that is your choice, but it is a contradiction when the government does not want any mention of religious teaching in public schools, yet it imposes its own "beliefs" within faith-based schools! Religious schools SHOULD have the right to not have these initiative thrust upon them. All the people in the press conference agreed that bullying is wrong so what is the problem Laurel? I believe in equality. That's why the focus should be anti-bullying laws for ALL. The prime focus seems to be gay kids. Sure gay children shouldn't be bullied, but no one should. What about heterosexual kids? Disabled kids? Nice kids? Sexual orientation is irrelevant!!!!Elementary schools are not doing enough to fight against bullying. The approach is inconsistent.

I think that Tom has the right idea. "While there may be many sexual orientations, there are two genders: male and female. This legislation is just a further chipping away of family values. How come anything and everything gay must not only be permitted but embraced. I am Roman Catholic and agree with Tom that any form of bullying is wrong. I do not agree with the gay lifestyle but I certainly don't advocate bullying anybody who is gay and I suspect that the vast majority of true followers of Jesus Christ feel the same way. Shame on the Ontario Premier for using the bullying issue as a smokescreen to advance his sex education agenda.
Just last week, a beautiful, intelligent young lady took her own life because others were jealous of her and bullied her. I was bullied as a child because my face was paralyzed. My son was bullied because he didn't wear jeans and because he was so good looking.

Just in reading some of the vicious comments of some people who oppose this Bill, is unbeleivable. We live in a generation were the "word delete" seems magical. Religion does not belong in our school systems! If you think it does you are welcome to send your children to private schools where whatever religion you choose can are be taught. They are misusing the term 'gay clubs', they talking about gay-straight alliences. Groups that anyone regardless of gender or sexual orientation (these are not the same thing in any respect)can come together in a safe space and support each other. Oh no young people that want to talk to other young people about how crappy other young people treat them. We had a gay-straight alliance at my high school, and it wasn't just for gay people, that's why it's called the Gay-STRAIGHT alliance. It's for people who support and want to offer support for the LGBT community. I don't see why this is a major problem. It's the student's individual choice to join said club.

If the school doesn't want to introduce this specific club, then maybe they should create "a safe room", much like how my high school had as well. It's a place to go where there is tolerance and anyone is accepted without judgement. Why can't the religious schools use that idea instead? A safe room can be open to those students who aren't ready to come out as gay, but it's also good for those who are bullied for how they look, their grades, their likes, etc.

There's a common ground here, whether it's for gay or straight students, and it's to stop bullying. Why can't everyone just agree that any step towards ending bullying is a good one?

I find it ironic and rather amusing that religions that teach Tolerance "supposedly," are acting in such a disgraceful fashion over an issue that is about teaching tolerance. I think, if the Catholics don't want these clubs in their schools they have a very simple option. STOP ACCEPTING PUBLIC FUNDING. Any other religion that feels this goes against their religious beliefs are _also_ welcome to not use public funding. you want to start your own school to teach your Narrow religious viewpoint can go right ahead. As long as the standards of the province in education and teachers are followed.

So, I guess these "leaders" have somehow missed that one of the groups of kids most heavily targeted are those with non-heterosexual orientations? Did they miss the recent headlines of kids committing suicide? Sure, other kids get bullied too, but apparently those kids are a prime target. I am totally for this! I am a high school student. Everyday I see homophobic bullying. Its by far the most common type of bullying I see. Its disgusting. Hate needs to stop. Their is nothing wrong with being gay. Why hate someone for loving. To many people are narrow minded. Love your neighbour as yourself. And don't judge others for who they are, or how they were born. I am straight and I am a christian. Everyone who is narrow minded and fears people for being different, and fear and hates the LGBT community needs to get a life. Thanks. Whether you like it or not, there are more than 2 genders. Some people may not fit into the narrow confines of the gender binary of male/female.
I don't exactly know what all 6 are, but creating a larger scale of 6 is allowing the categorization to be more accepting of everyone, while still making the dominant discourse in society happy by naming and categorizing. (Heaven forbid we don't know what to label people as!!!) But don't be fooled - a scale is still a scale - although this is a much more accepting one.

It's mighty easy to find this offensive if you've never been a victim of beatings, harassment, gossip, lies, etc... Once you find yourself in that situation, you might have a little more compassion for those of us who suffered under those conditions. I for one, was physically and verbally abused from Middle School through High School. They even took to throwing rocks at me on the way to school.

In all the religious indignation, one should understand the that the whole law and the prophets rest on one thing. Love your neighbor as yourself. How hard is that to understand?

The groups who oppose the resolution as proposed by the Government of Ontario need to establish their own educational institutions with their own educational platform at their own expense. Break the laws of human rights and equality and pay the price. We cannot tolerate discrimination any longer, and if these people wish to interfere in political matters with their religious beliefs, then there is a need to tax those religions as we would any other business. I fail to see why freedom of religion does not apply to this situation.

Those opposed to this Bullying legislation seem to be in the minority of posters to this blog. However, isn’t Canada’s legal system supposed to look out of the rights of minorities?

The same legal system that upheld the expansion of rights to homosexual persons in Canada has an obligation to equally, and as vigorously, defend the position of those opposed to it.

I also cannot help but notice that this blog is laced with “bullying” type language (from both sides of the argument). What kind of example is that?

Premier McGuinty is playing with fire.....the fire of having his proposed legislation kicked out by the Supreme Court of this country. Any Province or other level of government which seeks to limit or impose different value sets upon religion, is dealing themselves a deathblow. If the Premier continues in this vein, a valuable piece of legislation will be dismantled, and better sanctions against bullying will not be in place. Skip the forced inclusion of gay/Str8 clubs by name, and instead create an all-inclusive atmosphere that promotes acceptance of everyone, regardless of their distinct differences. Gee, doesn't our Bill of Rights already do that? Hmmmm.

Mr. McGuinty can attend church all he likes, but that won't save him from the wrath of the electorate if he continues to propose an anti-bullying law that also forces religious groups to accept values which are diametrically opposed to their belief structures. Acceptance of others is part of the Judeo-Christian-Islamic creed; but forcing those cultures to embrace some humanistic and non-religious value is bound to start legal skirmishes that can only deplete the public purse (legal costs) and hurt the anti-bullying cause.

Funny how Premier McGuinty never stood up to speak against bullying before, even though it has been a notable issue in public schools for some time now. Perhaps his attempt to make political hay on the back of grieving parents (of teen suicides) needs to be viewed for the crass action which it is.

If the Catholic church in Ottawa were serious about what they "say" they "believe" in then they have a responsibility to excommunicate Dalton McGuinty from their church immediately. He says he is a Roman Catholic yet acts like an ungodly heathen in his dealings with the education file. You can't suck and blow at the same time and consistently Dalton McGuinty has always been on the side of promoting issues in education which steal away the innocence of our young children and introducing them to things the bible clearly states is an "abomination". Enough is enough. Time for the Roman Catholics to walk their talk or just sit down and be quiet. This is outrageous another example of double standards shown by Roman Catholics.

Why can’t the bill focus simply on bullying regardless of the reason the victim was chosen. Bullying is wrong, period.

The "6 genders" that seem to be confusing people have to do with how people identify or do not identify with the body they were born with. read up on gender identity if you are interested, but I think those comments were meant more in judgment than an actual desire to understand. whether or not you want sexuality and gender identity discussed as part of the curriculum in schools, private or public, religious or secular, YOUTH are talking about it. You cannot attack bullying if you ignore gender and sexuality because those are the words and rationales that kids use to bully each other MOST OFTEN, regardless of a person's actual identity.

If you are in not in favor of allowing the inclusion of a holistic sexual education curriculum, or GLBT support clubs, you are ignorant to the reality of school bullying.

Ps. Telling kids not to be homophobic will not make them gay. IT'S NOT CONTAGIOUS! and asking all people, regardless of religious practice, to respect one another is about dignity and acceptance, not conversion or rebellion.

I think that everyone should just take a deep breath and actually read the legislation. The religious groups that this article talks about don't represent their religion anymore than I represent all tall skinny guys with beer bellies.

McVety has a history of misrepresenting the facts when he launches these ignorant tirades. This legislation simply provides the tools necessary to promote tolerance of kids who are "different". Nobody can predict whether or not it will be successful, but it definitely won't be if homophobes like McVety are allowed to bully their way into the debate.

No one would be "forcing" people to join these "homosexual clubs." But where students have identified the need for and have requested permission to start a (please read this carefully) gay-straight alliance club, then the schools would be compelled to allow them. Far from forcing people to become homosexuals, as some of the fundamentalists no doubt believe, this would permit both straight and gay individuals to socialize in a safe environment where bullying is not permitted. As I recall, Jesus socialized with all sorts of people. I have to ask: What Would Jesus Do?

Can't speak for the Jews or Muslims on this as I'm not that privy to their faiths. However, Catholics decry that there must be gay clubs in schools. Hogwash.! Schools must allow one if one is requested. There is no automatic deal. Also, the Catholics are hiding under a cloud - a cloud of what happened in years past due to 'their policies'. Just have to point out people are confusing "sex" and "gender." Sex is what's between my legs (which is no one's damn business but mine). Gender, for my lack of articulation is how you feel, your soul. I believe people should be treated based on their gender, not their sex.

For those that state that religion has no place in the public school system I tend to disagree. The majority of children in the Public School System are religious, and therefore the teaching should reflect that. If an outcry of parents and religious Heads are saying there is an issue, LISTEN TO THEM!!!

As a straight male in High School, I remembered being bullied and harassed by a gay male 2.5years my senior. School or cops weren't allowed to do anything about cuz he was protected by equility laws and they could have been sued.

I Agree with others. Everybody type of people still gets bullied, not just the GLBT section of society. By the way, I have several respectful gay, and lesbian friends.

It just so happens that lately there have been a lot of stories in the media about kids being bullied because they are gay. This legislation appears to be attempting to fix this by educating kids early on homosexuality so it's becomes less of something to bully a person over. Whether it works or not, who knows, kids are stupid. But who said this bill was ONLY associated bullying with homosexuality? Funny how the religious groups have no problem with any other part of the bill that tackles traditional bullying. Wow, I can't believe that some of you apparently have VERY POOR reading comprehension, or just didn't read the article at all.

This bill doesn't say that schools have to teach kids anything. THE RELIGIOUS GROUPS PROTESTING THIS BILL says that it does. However, I wouldn't trust them because, you know, they're religious groups that are trying to demonize this bill.

And schools won't be required to start Gay-Straight Alliances unless students ask that one be started. GSAs are just like any other club - they're open to anyone who is interested in participating (regardless of sexual orientation). Similarly, any student that DOESN'T want to participate in a GSA doesn't have to. And evidence shows that schools that have GSAs have more inclusive environments and ALL STUDENTS, not just those who identify as LGBTQ, benefit from that.

Also, there is a difference between sex and gender. Sex refers to your physical parts, which can be male, female, or intersex (which means that your parts can't be clearly identified as being either female or male). Gender refers to how you identify. You can identify as male or female, but sometimes it isn't as cut and dry as that - hence there being other genders. And gender identity has nothing do with sexual orientation - gay and lesbian AREN'T gender identities, they're sexual orientations.

I don't agree with a lot of things that McGuinty does, but this bill is just common sense and is WAY overdue.

All in all, the destiny of each is determined, in part, at conception and ultimately as they are at birth. Gay clubs? When exactly did schools start offering clubs and activities based on sexual preference? Clubs have always been neutral in the past in this regard. Ever see a straight club at the schools? If gays get special clubs then straights will want clubs of their own too else it would be unfair school policy and promoting the interests of one specific group of people. I also feel that the current "knee jerk" implementation is seriously flawed and will be subject to more issues than solutions. Now to respond to Mark Vancouver: Separation of church and state is an American idea, and there is no law or regulation in Canada regarding said separation. There isn't even a law in the U.S. There is only a Supreme Court precedent backing up an idea from the framers of the U.S. Constitution, about the separation of church and state. And that ideal was to keep the STATE out of the Church, not the other way around.

I think that people need to read the bill before making comments. The bill is NOT focused on a 'gay agenda' as so many are commenting on. The government is taking into account all forms of bullying, anti gay bullying being just one of many. I think that everyone needs to accurately define the word gender a little better. There are two sexes, male and female (although I suppose you should add hermaphrodite to that because some people are born that way). But gender is defined as the classification of a group of nouns, in this case people. Since this is a classification, and is not determined by biology but is instead determined by society, we can have more genders than sexes.

So no, there aren't only two genders anymore. But I can only count 3 or 4....not sure where they got 6 from.

Religion has no place in schools, and anyone whose faith is supposed to be about love and kindness needs to ask themselves why they have a problem with the government promoting acceptance. Children are dying, why would you oppose a method to stop that? That's just sick.

I may hate McGuinty, but good on the government this time.

People are saying in the comments section there is no room for religion in school. Ok. However, neither is there room for special interest groups. What should be taught in school is reading, writing, arithmatic, history etc. The basic subjects. Special interest groups, religious or otherwise, should all be outside of school. Bullying does not necessarily target any specific group, in fact when I was in school the kids that were bullied were the smart kids (of any orientation, gender or skin colour), the smaller kids (again, regardless of gender, orientation or skin colour), and new kids, how will this legislation stop bullying against those kids? The answer is, it won't. Bullying needs to stop by promoting tolerance of all people and reducing violence and promoting talking about issues between kids/people rather than resorting to violence, taunting or teasing.

I won't even delve in to the "six genders", but to force schools to provide/fund special clubs is going overboard. Are the clubs going to be gay/lesbian only? What about the bisexual students? They get ostracized by the gays/lesbians, so they will need their own club? What about a nerd club and a geek club, because they are not necessarily the same. Where else can we waste our time? I am Christian and appalled by Mr Vety's position and his so-called institute of "Canadian values" His evangelical organization is willfully hateful and does not demonstrate the values exemplified by the life and teachings of Jesus. His organization is also secretive about its members (not listed on its website) so the claim that he represents a broad spectrum of religious organizations is difficult to assess. Unfortunately, neither CTV nor the Globe and Mail bothered to name participating organizations in their coverage. I suspect that in the days ahead, major church leaders will speak out against McVety's vile posturing and for tolerance to be promoted in all publicly funded school systems.His Institute calls for "less government", among other demands. Given the Catholic Church's staunch opposition to Gay/Straight Alliances, perhaps the government would meet Mr. McVety's demand by stopping government interference, ie. taxpayer funding of all separate schools.Mr. McVety, prophet that it is, predicts there will be a mass exodus of students from public and separate schools if Premier McGuinty's legislation to protect students is passed. I strongly doubt this will happen but if a few bigoted parents remove their kids, so be it.

Although I agree there should be some sort of bill for anti - bullying becasue of the young people who have taken their lives , I do not agree that the schools should be confusing kids by pushing more sexual education on them or that the minority groups should have clubs in the schools . If they want their clubs , let them have them outside the school property That way one group cannot cry foul and everyone will be treated equally . I am a high school social teacher in Alberta, and this bill is simply unrealistic. Having a "gay club" gives students an even more visible target for bullying. Plus a lot of gay students are simply not prepared to be openly gay in high school. It is a process they must work through at their own speed. Anyone with half a brain realizes that bullying is a serious issue that needs to be dealt with, but I don't think this legislation is representetive of the wishes of the general public.

How come anything and everything gay must not only be permitted but embraced. I am a born again Christian and I think any form of bullying is wrong. I'm so glad my children are grown and don't have to be exposed to the garbage being forced down the throats of Ontario schools. I fear what my grandchildren will be exposed to by this Ontario government. I have no problem with the GLBT community but let children be children.

No, Charles McVety would rather the education system teach our kids about Creationism. And the bill doesn't require schools to setup gay alliance clubs, it just stops schools from restricting them. I'm all for this bill, as bullies pick on kids who are different, and homosexuality is a difference bullies target.

All religions need to take a step back and stop taking archaic written word so literally.

When the children of those against the bill kill themselves because of constant bullying -- sexual orientation related or not -- they won't be all high and mighty.

Ontarians are fine with premier Dad raising thier children and running thier lives. If they weren't why would he continue to be elected? If these people set up seperate schools to avoid teaching about human differences, then they had better not look for any government funding. Religious leaders should also remember that there should be a seperation of church and state and mind their own business and clean up their collective houses. Perhaps they should have sex education for all the clergy.

I was in school far before homosexuality was on the table. I was bullied miserably. This assumption that bullying = homophobia, or that only gays get bullied, is painfully narrow-minded.
