Canada will announce next month that it will formally withdraw from the Kyoto Protocol, CTV News has learned.

The Harper government has tentatively planned an announcement for a few days before Christmas, CTV's Roger Smith reported Sunday evening.

The developments come as Environment Minister Peter Kent prepares for a climate conference in Durban, South Africa that opens on Monday, with delegates from 190 countries seeking a new international agreement for cutting emissions.

Issues on the agenda include extending the Kyoto emission targets, a move being championed by Christiana Figueres, head of the UN climate secretariat.

Kent said in the House of Commons on Nov. 22 he won't sign a document at the Durban conference that extends the Kyoto targets.

"Canada goes to Durban with a number of countries sharing the same objective, and that is to put Kyoto behind us," Kent said.

NDP environment critic Megan Leslie called the government's decision to pull out of the Kyoto accord "disappointing."

"It's a really cynical and it's a really cowardly move," Leslie told CTV News.

Green Party Leader Elizabeth May called the move "a very damaging act of sabotage."

"It will reverberate around the world," May told CTV. "Canada will be a pariah globally if it goes through with this."

The accord is set to expire next year.

Kent told The Canadian Press that the Kyoto Protocol is out of date because it excludes major emitters among developing nations, including China, India and Brazil.

He also said that previous governments had failed to devise a strategy to hit the accord's targets.

Those targets are now out of reach, and the Conservative government has set other, more modest targets while vowing to press the big polluters among developing nations to sign a deal with their own emissions-reduction targets.

Kent told CP in an interview ahead of the Durban conference that Canada will play hardball with developing countries to get an agreement during the climate talks.

Kent said developing countries should not be allowed to use the emissions records of wealthy nations as an excuse not to agree to lofty emissions-reduction targets.

He also said that all nations must be prepared to demonstrate their progress on whatever emissions targets are contained in any new deal.

Delegates at the conference will also be hammering out the details of a plan to administer the Green Climate Fund, money that is to help poor countries deal with climate change.

The fund is expected to grow over the next eight years to eventually distribute about $100 billion a year. However, it is still unclear where all of that money will come from and how it will be distributed.

In addition to the usual international development funds from the West, proposals include a carbon surcharge on international shipping and on air tickets, as well as a levy on international financial transactions.

According to Kent, should a binding agreement for developing countries come out of the Durban conference, the wealthier nations will be more willing to finalize a plan on the Green Climate Fund. However, he also said the fund's future could be in jeopardy if developing nations don't allow for international scrutiny.

During the talks, Canada will also announce its plans for its annual financial commitment of $400 million to help poorer countries tackle climate change.

Kent said most of the money will be given through bilateral agreements, and half of the money will be distributed as repayable loans.

Canada's future commitments to the Green Climate Fund will depend on an agreement for reducing emissions by 2020, with progress open to international monitoring, he said.

"We need to advance broadly rather than simply make financial agreements as one-offs."

Good for Canada, Kyoto was a joke, and AGW has been discredited. But why is Canada giving $400 million per year to help other countries adjust to climate change? How about applying that to MRI or CT scanners here in Canada, or upgrading emergency rooms, or training more family physicians? Or better yet, paying down the debt. It would allow the Tories to hit their original target for going into surplus again.

Kyoto would have been feasible and easily implementable within our economy had the previous government that committed us into signing on to it had actually done something to get us to truly commit to it other than raising taxes at the time. At the risk of being internationally shunned here, we've had no choice at this point but to abandon it. And something tells me we won't be the only country afterwards to do this.

It is time to put the Kyoto Protocol in the dustbin of history. Some of its supporters would have Canada implement draconian measures which would put our industries at a competitive disadvantage with the world. That does not make sense particularly with the way the world is economically today.Chretien signed onto the deal despite his party's resistance and indicated that if his caucus did not support him he would force an election. It was passed but the Libs did nothing to implement it because they saw the harm it would do to Canada.Harper has been smart and resisted the pressure. Now officially put a nail in the coffin is all that is required.

Right on.The Kyoto agreement increased pollution, so it is wise to get rid of it.It imposed more costs on the already cleaner industry in the west while giving the much higher polluting industry in China a pass so more production simply moved to the higher polluting factories in China.And then there is more pollution from shipping our raw materials to China and shipping the finished products back.The so called greens want us to buy our tomatoes locally to save the planet, but support a treaty that would have us buy our steel from China.Seems odd...Chinese industry pollutes about 20% more per unit of production than ours.Finally some common sense and courage to buck this liberal baloney.All it did was produce more pollution in China and more unemployment in the western countries.

What a refreshing chapter we Canadians are living in these days. It occurred to me how our democratic system can produce such mind boggling stupidity one decade and then the next decade can be so rational. None the less there is an unsettling danger prowling the dark recesses of the HOC. A three headed monster called the far left waiting for an opportunity to rear their ugly heads. With little to no realistic vision or moral foundation they will pander to every radical fringe movement in a desperate attempt to seem relevant and popular. Who cares what the rest of the world thinks of Canada. Just because we pull out of Kyoto doesn't mean that we have NO environmental initiatives. To place the same environmental restrictions on Canada as europe is completely unfair. Our economic structure and population distribution don't allow us to perform realistically for Kyoto. The environment is important and worth protecting, however we need to be progressive and realistic in our approach. We need to find a solution that works for Canada, not the rest of the world.

The Kyoto Protocol is a disaster for Canada and was entered into by a spiteful PM (Chretien) to upstage the US. He knew Canada could never meet its stated goals and indeed, visitied Alberta's oil sands the next week to promote its growth! Kyoto also excluded major emitting nations like the US, India and China and Russia was bribed to join even though its emissions keep growing. A new, more comprehensive and fair agreement needs to be negotiated. I, for one, am pleased to say "goodbye" to Kyoto.

I like what I'm seeing in these comments. Most intelligent Canadians get it. Kyoto was a heist of jobs and nothing more. I agree with the comments about NAFTA too. All these international treaties are designed for one thing and one thing only; to ship our jobs to China, India and Mexico. Scrap both Kyoto and NAFTA and start imposing tariffs on importers. We'll be in the black before the decade is out.

Typical politicians willing to throw money into a slush fund without any idea how it will be used, or if that much will actually be enough/too much. Maybe they should actually develop... And just yesterday one of his ministers, Peter Kent (as reported on this site) said that developing countries must adhere to strict environmental guidelines. What's good for the goose is not, one guesses, good for the gander. Harper and company have no idea of what is and is not environmentally sound. Agreements like Kyoto MUST be enforced on every country, 1st, 2nd or 3rd world. Putting onto Canada requirements that were disproportionnally above just about every other country in the world was not only unfair but ignored what it was supposed to be about in the first place. You cannot force one group of countries to cut back while allowed "emerging" economies a free pass from doing the same thing. Personnaly, I don't care that much about the earth warming up since Canada will actually gain tremendously fro it (NW passage, additional resources, etc...) so it's a bonus to get rid of Kyoto.

That's you and me being blackmailed into allowing some of the world's biggest pollutors, such as China and India, to steal our industries. As a matter of fact China actually dismantled German steel mills , resurrected them in China and they are still polluting the atmosphere.. One of Mr. Harper's greaest diplomatic successes was convincing the U.S. to join him in insisting that all polluters had to be included in targets. No more will we kowtow to the socialistic, jet-setting, Kyoto champions. No more will we pay guilt-money for our history of development.

I predict it will just take one of the G20 countries to say, "this is not going to work the way it is" and the rest will follow. Megan Leslie calls the governments decision "really cynical and it's a really cowardly move". Actually, signing up for the agreement, where you actually get into a bidding war of sorts with the United States government, like a certain former PM did, then doing absolutely nothing about it, could be considered "cowardly". Digging your heels in and refusing to damage the economy and well being of your citizens, even against the full weight of the environuts, those who will make the greatest financial gains from creating a new industry and their media lackeys, is in my opinion, a sign of a government with a spine.

Thanks to Peter Kent for being a realist. Canada was never going to be in a position to honour the Kyoto Protocol that the former Liberal Government signed and then didn't do anything while they were in power. Setting modest/realistic goals makes more sense than wasting money on feel-good 'carbon credits'. Use this money to pay down our debt.
