Canada's ambassador to the United States says despite a leaked report that suggests U.S. officials are considering erecting a security fence along the Canadian border, there is "no indication" that such a plan will go ahead.

Building fences along the Canadian border is one of the options the U.S. government is considering as it mulls how to handle "trouble spots" and keep out criminals and other threats.

In a new draft report, the U.S. Customs and Border Protection Agency includes among its proposals "fencing and other barriers" at the Canadian border to get a handle on "trouble spots where passage of cross-border violators is difficult to control."

Gary Doer cautioned against looking at what amounts to an environmental assessment as a done deal, given that it's not the same as a fully costed construction proposal.

"The reports come out every day in the United States about this option or that option," Doer said. "But there's no indication that that's what the U.S. is going to do."

Doer said both the U.S. and Canada have to be vigilant in dealing with border security issues, such as guns and drugs being smuggled each way.

But the two sides are working together on programs such as ships patrolling the Great Lakes in an effort "to work together."

The report does outline the possibility of ramping up other, high-tech border-patrol measures, including radiation detectors, cameras and drones. However, it rejects the idea of hiring "significantly more" border patrol agents, citing a recent hiring boom.

The report is essentially an environmental assessment of the potential impacts of increased security measures along the border. The agency will hold public consultations in Washington and in U.S. border cities next month before implementing a plan.

A report issued recently by the U.S. Government Accountability Office warned that only a small portion of the border with Canada is adequately secured, pointing out that border officers control just 50 kilometres of the 6,400-kilometre boundary.

Unmanned U.S. aircraft patrol about 1,800 kilometres along the border around Washington State, Minnesota and New York State.

However, officials have questioned whether fencing would turn out to be much of a deterrent along such a vast terrain that ranges from dense forest to Prairie plain.

The report says that in addition to fencing, trenches and other barriers could be put in place to restrict movement across the border. Whatever the plans, the report says infrastructure, such as roads and trails, along the border would also have to be improved.

Elinor Sloan, an international relations expert at Carleton University, said initial public consultations for the report began about a year ago, so the proposals have been under consideration for some time.

Sloan said it is difficult to know if ideas such as a security fence are being considered in response to a specific threat.

"It's probably driven by a perceived increase in threat along the border, but not just in the last few months," Sloan told CTV News Channel Thursday afternoon in an interview from Ottawa.

Sloan pointed out that U.S. officials were obviously concerned about potential threats posed by the so-called "Toronto 18," as well as the "Millennium Bomber," who was stopped at the B.C.-Washington State border in 1999 as he tried to make his way to the Los Angeles Airport.

"Apparently there are many other (threats)," Sloan said. "Department of Homeland Security secretary Janet Napolitano has indicated that there are other ones that simply can't be released for security reasons."

The report comes out as Canadian and U.S. officials hammer out a deal on perimeter security designed to keep goods and people moving across the border, where congestion has worsened in the years since the Sept. 11 terror attacks.

The Canada Border Services Agency issued a statement in response to the report Thursday, saying that "policy options in the draft report have not been part of the discussions between the CBSA and U.S. CBP on ways to improve border management."

NDP justice critic Joe Comartin blasted the report as fear-mongering by U.S. bureaucrats, saying Americans don't view Canadians as a threat.

"When you get their security agencies just going off on this kind of a tangent ... well, quite frankly, it just makes me angry," Comartin told The Canadian Press.

"We had quite an open border prior to 9-11, and just every year it just gets tighter and tighter."

What if that big pipeline running from Alberta to Louisianna were to be halted? What about all that really cheap natural gas and hydro electricity they get from Canada? I am sure that some of those ignorant politicians in the US who have not a clue about Canada (other then we live in igloo's and get around using dog sleds) would love to see all of us terrorists up here stopped from going to the US, especially those darn Canadian Geese who migrate each year which are such a threat to their national security.

They talk about Canada’s trafficking of stuff to the USA but for some reason they forget or they hide the fact that the states are just as bad if not worst than us. THEY ARE NOT ANGELS! Let them have their fence provided they pay 100% of the cost as it is their problem, just like the cold war, they wanted it and they built it. Building fences over gas pipelines could be a problem so that ends the oilsands problem - no gas to the U.S. Definitely not water lines when they have depleted all their water supplies, like the Platte river area. No lumber to assist the building of these fences from the forests even if they do have companies in Canada. Let them be self sufficient for all materials.

I think both the US and Canada should be much more restrictive regarding who we allow into our countries. I'm all for diversity and multiculturalism but we should only be allowing quality citizens, people with proven credentials, people who could provide positive and profound change to improve our countries and help us to build a better future. People who plan on taking advantage of our assistance (financial or otherwise) should be turned away. In a sense, I agree, Canada is relatively lax when it comes to our practically OPEN borders. Who knows who or what we're allowing in. I don't blame the States for being a little paranoid. I think the fence is a little extreme and that both countries should come up with better immigration laws and mutually enforce their selection processes. No one should be allowed here unless they can prove they deserve to BE here.

When you look at Canada's catch and release legal system and coddling of criminals,I can't say that I blame the US for talking about building fence. If Canada had a justice system instead of a legal system then maybe the fence would not be an issue. I am very happy and fortunate to live North of the border! It must be incredibly tiring and uncomfortable to live in such constant fear that these extreme measures are deemed necessary. While I realize that violent and unpredictable threats are a reality, I will not let the possibility of them consume my every thought and action! Building a fence does not seem to be the answer, as history suggests that countries which have built fences have generally not fared well along that border i.e. East and West Germany, North and South Korea, West Bank, etc...

I agree that open field along the border is not in keeping with today's reality. However the Yanks typically respond in such a crass fashion to this kind of challenge - concrete and sheet piling and razor wire. I suggest that we import a team of British Hedge layers and build a 5,000 km hedgerow, which will defend yet beautify the border for hundreds of years to come. Nothing can prevent transfiltration, it's just a matter of slowing the migrants down till the authorities can respond. A good thorny hedgerow will do that just as well as a Berlin Wall

Take for instance a border crossing at South Junction Manitoba there is a 100 million dollar 20,000 sq foot border inspection station on the US side in the bush & swamp complete with Highly Armed border guards with the state of the art detection devices who take themselves very seriously...and 1 kilometer north there is a little white and black 900 Square foot Canadian border inspection station with I think, 2 border guards without guns. Who also take their job very seriously. very much like the Border Guards just East at the Canadian Middlebro border crossing where they recently had a high profile arrest of a Grandmother. Let me tell you here in Canada we don't have to fear any invasion of terrorists soon, at least from the States.!!!!!

Hey a great idea, this way we'll be able to keep out all those American criminals brining drugs and guns into Canada. I can't wait to see this fence and the thousands and thousands of KM's of fencing stretching from the Atlantic to the Pacific, and from B.C. running north separating the Yukon and Alaska.

The fence solution is going to cost alot of money and it doesn't give real a result. A motivated person can find their way over, under or through it, and the occasional wildlife that it stops were never a threat to begin with. Why is it assumed that terrorism comes only from outside the U.S. ??

Fence or no fence, it misses the point. There are many, many more terrorists who live within the US itself. What are they going to do, put a fence around the border of every state to protect from themselves? Many down there are amazingly misguided on this subject. Perhaps just plain old fashioned 'dumb'. I've said for a long time the best thing Canada could do for national security is build a fence between us & the Americans. The Americans let the 911 terrorist into their country & taught them how to fly, but if you watch, Loose Change you can clearly see 911 was done by the American government not anyone from another country. The Americans kill about 16000 of themselves every year with their unregistered gun. Canada has a registry so we have no where near the same problem. The largest terrorist group is the American military.

If my neighbor that I got along with for years suddenly wanted to put a fence up between our properties, I would be insulted. The Americans are basically saying that we can't police our border or who crosses it, so they'll do it for us. Ever since 9/11 (which was tragic), Americans keep getting more paraniod and arrogant. They have this "if you want something done right, do it yourself" attitude, which is insulting to their allies.A fence? Really?

The problem with the states is they need to give their heads a shake and start to reaslise that all these phsyical defences they are putting into place are useless and just a way to keep fear alive and well in their country. If someone truly want into a country to cause harm (terroism) then they will get there....and it won't be because they went for a walk beacause they couldn't get thru the boarder, or that they couldn't get on a plane. If it is their intent then they will be there and I don't care what physical security measures are in place. Just my thought

If the Chinese built the great wall of China, I'm sure building a wall between the Yukon and Alaska or BC and Washington state wouldn't pose any problems.... What else would one expect from Govt bureaucrats. Tip to the geniuses behind this idea: better be a high fence to handle the 70 foot snow drifts. Hey Louis, where's the fence? It's 20 feet below us as they snowshoe overtop of it. Even better yet, lets build an underwater fence through the great lakes... Clearly someone with an IQ above an onion this time needs to think this thru just a tad more.
