Climate change will cost Canada about $5 billion a year by 2020, a startling new analysis commissioned by the federal government warns.

Those costs will continue to climb, to between $21 billion and $43 billion a year by the 2050s, the report estimates. It all depends on how much action is taken to cut global greenhouse-gas emissions, as well as how fast the population and the economy grow too.

In the worst-case scenario, climate change could cost as much as $91 billion per year by 2050.

The report was issued Thursday morning by The National Roundtable on the Environment and the Economy. Its members are business leaders, academics and researchers who were chosen by the federal government to advise them on how to handle the climate change crisis, while also continuing to stimulate the economy.

In its report, the think-tank projects the cost of climate change based on four scenarios, ranging from slow population and economic growth combined with low climate change, to rapid population and economic growth and high climate change.

Though the researchers came up with a range of estimates, they point to the same conclusion: the longer the effects of climate change are ignored, the costlier they become.

"Climate change will be expensive for Canada and Canadians," the report states.

As the Earth warms over the next few decades, it will have a number of economic effects on Canada, the group says.

Polar ice caps are expected to melt and sea levels to rise, leading to an increase in flooding and storm surges. The resulting flood damage could cost between $1 billion to $8 billion a year, the report estimates, with higher-than-average impacts in Atlantic Canada.

Climate change will also cause havoc to the country's timber industry, the group predicts. By the 2050s, the changes in pests, fires, and forest growth are expected to cost the Canadian economy between $2 billion and $17 billion per year.

Poorer air quality from higher temperatures will lead to more hospital visits, resulting in millions of dollars in costs to local health care systems for at least four of Canada's major cities: Toronto, Montreal, Vancouver and Calgary. In Toronto alone, the illnesses associated with the impacts on air quality will cost the health care system between $3 million and $11 million per year by the 2050s.

The report concludes that if Canada wants to keep the costs of climate change in check, it will have to work to reduce global greenhouse gas emissions and invest in ways to manage the impacts to come.

The study found that many adaptation strategies are easily worth their costs, including:

  • improving forest-fire protection by planting resilient trees and actively controlling pests
  • banning new buildings in areas at risk of flooding
  • installing pollution control technologies to limit ozone formation

Other initiatives, on the other hand, might help to reduce greenhouse gas emissions, but would come at a high cost, including replacing conventional roofs with green roofs in cities.

The group also warns that while many of the costs of adaptation can seem large at the outset, the cost of not adapting could be more expensive.

"The highest costs result from a refusal to acknowledge these costs and adjust through adaptation," the report concludes.

"Once the benefits of adaptation are incorporated, adaptation can often lead to greater savings than costs."

No one, however, is concerned about this.Global warming caused by mankind triggering accelerated climate change is the issue at hand. Do not try to compare today to 150,000 years ago...never before in the history of the earth has there been billions of humans occupying it and doing what we do best: destroying ecologies.The ramifications will be detrimental. The panic on the left is always wrong. The top climatologist (whose views matter more than most scientists) at MIT believes man-made climate change to be hokum. It has a lot of media hype, celebrity hype, but very little science. A few weeks ago, they could not predict the severity of a hurricane bearing down on New York, yet we're expected to believe that they KNOW the climate 50 years from now?Besides, there was more carbon in the atmosphere during the last ice age. It is politically agenda-driven hokum, and it's time the world wakes up to this fact.

If you think not fighting climate change will be costly, try how much it would cost to fight it! $5b a year is a pittance. Kyoto would have required more than that per year - exactly how much is unclear because no one has figured it out, only that Ontario would not be contributing. Moreover all of that money would be wasted buying carbon credits. Goodness only knows what would happen to that precious tax money - luxury cars and military hardware for leaders of Lesser Developed Countries most likely. The biggest casualty will be the global warming movement itself. Their solutions are so ridiculous they undermine the science supporting them as well as marginalize their political presence. Find another way before it's too late - and think the matter through first.

If climate change does positively impact ANYTHING, it will be simply serendipity.

We are looking at change that no one is controlling in ANY MANNER, and which may not be irreversible at a certain "tipping point". To suggest that Canadians should start stocking up on SPF 100+ is wishful and in fact, dangerous thinking.

Our climate was the way it was because a certain equilibrium develops over time...also punctuated by occasional shifts due to NATURAL causes. When we put the equivalent of 6 million fully-loaded Boeing 747s into the atmosphere EACH YEAR AFTER YEAR, in the form of CO2, we're going to upset the balance, folks.
(Do the math on 6 billion metric tons of CO2)

Now let's see... Should I:1. Listen to the advice of thousands of experts in several different fields who tell me global warming is going on, or:2. There are numerous good ideas offered on this forum. It is hard to argue with initiatives to plant more trees. Forestry companies have been doing this for years. I'm sure many Canadians would be happy to donate time and perhaps money through taxes to help withthis cause. It has always amazed me that our boreal forests are rarely mentioned when Canada is attacked from outside and inside as a dirty polluting country. Our northern forests are a big part of the "lungs of this planet". Did we not rank in the top five countries with the purest air? As for those who want to send dollars overseas to somehow fix climate change, send it away. Just leave our taxes alone. Many have pointed out the folly in trusting the motivens of the so called environmental saviors.

Given that Canada contributes a mere 2% to the global total of green house gas emissions, no matter what Canada does it will not make a damn bit of difference. Honestly, are canadians that stupid and gullible that they really beleive we are responsible for the melting of the artic ice sheet.. Canada has a population of only 32 million as compared with the US population of 340 million. China has 1.25 billion. Do the bloody math. Also before some idiot out there in la la land mentions the oil sands, keep in mind that the american coal fired power plants generate 56 time more co2 and last time I checked this co2 does not stop at the border. If every man, woman and child in canada were to sudden disappear from the face of the planet, it would amount to nothing more than a speed bump on the climate change highway to nowwhere. I'll start to worry about Climate Change as soon as the mouthpieces pushing this crap start LEADING by example instead of talking. I'll become concerned when Al Gore stops jetting all over the world in private planes, rolling around in limo’s, knocks down his mansion or makes it energy neutral and stops contributing to climate change at a rate far in excess of any other 10 or 20 people combined. Then ditto for our own Davis Suzuki when he scraps his SUV’s, makes his home(s) (who needs more than one) energy neutral and starts riding a bicycle, maybe then I’ll pay attention. This however is never going to happen because this is all a scam. Their sole purpose is keep the money flowing from governments (us) to them and their cohorts in academia. And I would argue that rising temperatures would benefit Canada considerably as well. Our geographic center is in Nunavut, meaning the more we warm up, the more arable and other useful land we will have. Warmer winters also means less energy consumption, which translates to less overall CO2 emissions. Mankind has survived all sorts of climate scenarios in the past, so why are we even worrying about a few degree bump in temperatures over the next 50 to 100 years? Unless of course, this desire to create fear is being promoted to make someone a lot of money, perhaps?

If a government is unwilling to pay for controls to offset climate change, then it is in denial. Its inevitable given the increasing population, increasing wealth etc, that there will be more impact on climates around the world. Offsetting CO2 production by planting more trees and other vegetation is relatively small and inexpensive. For those on this blog seemingly calling climate change a hoax, maybe also believe that the earth is still flat. I'm just saying.

Who can say for sure who is a climate expert commenting on this forum.I'm not.But regardless of whether you are a retired science teacher or ater cooler ranter,most people can see through the bull.This i know as a fact;the arctic ice sheet does not rest on land.If it meltscompletely,it shouldn't raise the sea level at all.It should cool the water it melts into causing the water to contract.then as the water warms ,it will expand.you can do a simple experiment using a measuring cup,water ,and ice cubes.Record the water level at various stages of the ice.you will be surprised at what you find.As for the antarctic,the ice sits on top of a continent.If it melts to a large degree ,then sea levels would rise.Continental Antarctica is not experiencing any kind of warming we should be worried about.As for the suggestion that we refrain from building in floodplains,well'duh.That is just idiotic to do in the first place.The only thing dumber than that is someone insuring against this.Last but not least,if you are commissioned to do a report,make it as scary as possible so people will take notice of your findings.This could lead to more reports,maybe an appearance on morning talks shows,newscasts or just maybe a one hour weekly program on the CBC.

Afterall, if all these predictions come to be, then there will be more water, more land to farm, more land to develop - we should by all means be a whole lot more prosperous. Climates have changed for billions of years, in the Canadian North they are finding evidence of tropical forest, there was a time when most of north America was covered in ice, hence the ice age, Antarctica has shown there was once forest there, remember the ice there in places is miles deep, yes the planet is changing, but it has always changed, the theory/model about climate change is just that, not to mention some are becoming billionaires ( Gore) if you are under 35 you will see in your life, this is nothing but pinheads seeing who is Fear mongering better, do you remember acid rain or climate cooling ?

I had a teacher explain to us in the 60's, that the earth’s cycle was like a sine wave. That we were on the downhill slide from the last ice age to the next hot tropical where the ice is all melted & the seas have risen. Then we'll be slowly climbing back up to the next ice age. So part of this global warming is from everything we do or not do, plus the earth's natural cycle.

I would have thought more warmth would be good for Canada's economy. We'd have a longer growing and construction season, lower snow removal costs and a longer season for many tourist and outdoor activities like golf. We also are guilty of cutting down far too many for subdivisions etc. I say go for it and plant more trees as it certainly won't hurt that's for sure! Trees are far more practical than carbon taxes that's for sure and they even look good too.

Having said that, I first read in newspapers about global warming in the 1970's....before that brief period in the late 70's and early 80's when some scientists were suggesting we were at the beginning of a new ice age. Ice age talk lasted for half a dozen years; global warming talk has been going on for almost forty years now. Just sayin'! You're free to be a denier or a believer in global warming.

There are serious problems with this study. The most obvious errors are in regards to sea level changes. They are using 28cm increase by 2050 and 18cm by 2020 as the low values. The last IPCC report has a change of 18cm to 59cm by 2100. Current rate of sea level change is 3mm per year. That results in a 2020 value of 3cm (vs 18cm) and a 2050 value of 12cm (vs 28cm). The numbers they are using for predictions are significantly inflated. The vast majority (3/4 ) of the climate change costs they attribute to climate change are from sea level changes. Thus their costs predictions are grossly inflated.Other concerns I have on the report revolve around their air quality and forestry claims, but the above issue is most easily discussed in a few lines and makes up the majority of their dollar figure. In summary the report exaggerates costs by using predictions which are demonstrably erroneous.

Are we going through global warming..probably. Is it human caused..not entirely maybe about 5% with all the crap we throw into the air. There is a much more serious and logical response... the earth does it all the time. Man's arrogance that he can correct everything is just that, self styled arrogance. Believe it when the world wants to change it does not need man to help. It will do it on its own as we have seen so many times in the last few years. Man made global warming is just a global corporate fear mongering to make billions of dollars. There are succeeding quite nicely thank you. People do not read or study and for the older folk like myself have forgotten the basic science. I remember in grade school science being taught that at one time we were the warmer climate and the southern states was the colder climate. Just look at the boreal forest under all that ice in Greenland. The earth is changing all on its own, magnetic north has moved by 10 degrees, the magnetic field is so disrupted that it has create a hole in the south Atlantic where some of the sun's rays are getting through the atmospheres natural filter. Hence a huge increase in skin cancer. The core of the earth is disrupted, just look at all the earth quakes that we see here but what about under the oceans. The gases that come from some of these volcanic eruptions far exceed what we do in years. Same in the oceans floor. Is climate changing, yes and is the world falling for the corportae scheme that it is man made yes and they are getting richer by the seconds. So stop worring it will happen no matter what man says!!

My only concern is that, while I am on a fixed income and finding it hard to make ends meet, I will be required to pay even more in taxation to support all this. I have pared back energy use (insulation, energy star appliances, LED lighting) to the point where there is little more to cut without becoming uncomfortable. To make matters worse, my savings are shrinking because the return is lower than the inflation rate. So, millionaire environmentalists, what will you do for me and millions like me? You're the one who took a position, broadcast it and are too proud to say "Maybe I might have been a little inaccurate". Instead, you continue to demand everyone spend spend spend. As for the poster who says AB and SK are the big polluters: when do they get smog alerts like in the Windsor- Montreal corridor? Place pollution blame where it belongs! Over a century ago, Ontario and Quebec made sure manufacturing stayed in their provinces, manufacturing that made the mess and current pollution. Whether or not global warming is happening is only one part of the story. The solution matters too. So far, the Suzukis and Gores of the world have demanded the transfer of unlimited sums to pay for this. How this will work is unclear, but it is bound to encourage debate, if not outright resistance. In fact, the Liberal/NDP gov't back in the 00s exemption of Ontario's vote-rich auto sector damn near split the country. So, come up with some solutions and we'll discuss them. Time's a wasting.

I can't believe some are still thinking anthropogenic climate change is an hoax. I'm a scientist and don't just listen and believe whatever my surroundings want me to believe. I do my own research, I collect my own results, I build my own interpretation, and I do observe a non-natural pattern in our climate. This is not an hoax. We have no reason to alarm people of the world for nothing. We have a beautiful old planet, and one really young species is destroying it. That is sad. And even if you refuse to admit human are part of the current global warming, please understand that we are also polluting soil, air and water faster than the Earth can clean them. Because these are facts. And we all need to do our part, altogether, for a healthy future (before a wealthy future), we need to think about priorities: without air to breathe and water to drink, your money is pointless.

We are experiencing a natural change in our solar system and what ensues a 23,000 year normal cycle. The Inuit, years ago, explained they no longer have the months of darkness they use to experience; I believe they said they only have 2 weeks now. The ice cap melting is not because someone is keeping warm or driving a car; a single small volcano or a good forest fire dwarfs what we humans do. Plan for the furture based upon what is expected to happen but, don't plan on billing people because of a natural change in the solar sysem based upon our history of "good weather" unless you just want more tax collected. Now is the time to plan a goal and changes to make use what is happening not play a blame game and plan on billing instead.

I have a solution. I'm sure Alberta could help out here but we would need Quebec's help. The 8 billion $ per year royalties from the OIlsands are approximately equal to Alberta's transfer payments sent to Ottawa, and are approximately equal to what Quebec receives as a "have not" province. So if Quebec could do without the transfer payments then Alberta wouldn't have to send the money to Ottawa and we could mothball the Oilsands. What do you say Quebec - ready to do your part for the environment?

I honestly wonder how well the deniers have actually looked at the science behind global warming. You cannot simply dismiss it saying it is a hoax and expect to be right. The reality is very few scientists in related fields do not believe in human caused global warming and most that claim otherwise are sponsored by the petroleum industry. The exact scale of the impact from it is pretty much all the is still debatable and the worst case scenario projections certainly aren't good. The full impact is probably still a good number of decades to a century off though. People similarly disputed water pollution, ozone depletion due to CCFs and acid rain only to be proven wrong.

There were other studies that said Canada would be the most impacted, but least damaged and now we have no choice but to sink 2% of our GDP in 10 years. This has turned political, and no longer has any basis in reality. Where are they getting these numbers? Already some of the "consequences" they've been predicting have NOT occurred. When will they just give up?The result of this, if they have their way, is that we'll be paying higher taxes we can't afford for ill-conceived "programs" (some of which have already been proven in Europe to NOT work) that may or may not be properly implemented.
