U.S. President Barack Obama has revealed a plan to reduce America's swollen deficit that would include raising taxes on the rich.

In a televised address from outside the White House, Obama said he wants to reduce the deficit by more than US$3 trillion over the next decade, through a combination of new revenues and cuts to mandatory benefit programs.

Under Obama's proposal, much of the new revenues would be generated by repealing Bush-era tax rates for wealthy U.S. couples making more than $250,000. He would also place limits on the tax deductions that wealthy Americans can claim. Those changes alone would bring in about $800 billion over 10 years, he said.

His proposal would also end certain corporate loopholes and subsidies for oil and gas companies.

The president's proposal would also reduce spending in mandatory benefit programs, including Medicare and Medicaid, by $580 billion. And the withdrawal of troops from Iraq and Afghanistan would allow a savings of $1 trillion over 10 years.

Obama explained that if the U.S. did not act now, the burden of debt would fall on future generations.

"Washington has to live within its means. The government has to do what families across the country have been doing for years: we have to cut what we can't afford, to pay for what really matters," he said.

He later said: "We can't just cut our way out of this hole," adding, "It's only right that we ask everyone to pay their fair share."

"Middle-class families shouldn't pay higher taxes than millionaires and billionaires," he said. "It's hard to argue against that.

"It's not class warfare, it's math."

Obama also suggested a so-called "Buffet Rule" – named after billionaire investor Warren Buffet who wrote an op-ed earlier this year saying he should pay more in taxes – to establish a minimum tax on all those making more than $1 million a year.

"Warren Buffet's secretary should not have to pay more in taxes than Warren Buffet," Obama said.

Obama's plan stands little chance of passing Congress, since Republicans control the U.S. House of Representatives and are firmly against any tax hikes to raise revenues.

But his goal is to try to influence a special joint committee of Congress that needs to come up with deficit reductions of up to $1.5 trillion over 10 years, by the end of November.

And, by focusing on wealthy Americans, Obama is attempting to highlight the contrast between Republicans and Democrats with a theme he can carry forward into his 2012 re-election bid.

The Republican reaction was swift.

"Veto threats, a massive tax hike, phantom savings, and punting on entitlement reform is not a recipe for economic or job growth -- or even meaningful deficit reduction," Senate Republican leader Mitch McConnell said in a statement issued mere minutes after the president's announcement.

"The good news is that the Joint Committee is taking this issue far more seriously than the White House."

If a deal is not reached and enacted by Congress by Dec. 23, $1.2 trillion in cuts to defence and entitlement programs will go into effect automatically in 2013.

Obama's plan, like virtually any in American politics, has proved to be divisive.

Melissa Haussman, a political science professor at Carleton University, called Obama's tax proposal "balanced."

"One has to deal with both the revenue problems and spending," she said on CTV News Channel Monday night. "Any approach that is balanced is the correct one."

Tom Velk, an economics professor at McGill University, argued that the savings in Obama's plans are "trivial."

"The spending that is going to go on for the next 10 years . . . is in amount of about $50 trillion to $60 trillion," he said. "(Obama's) numbers are completely inadequate to deal with that problem."

It is fascinating to see an under educated unsophisticated TEA PARTY member who has never made $50K in one year (and likely never will) defending the tax loopholes and investment income tax advantages for the very wealth who can make $50K in a week and are ready and willing to demand cuts to Social Security and Medicaid which they won't need but the poor and middle class certainly will..... Monty Python couldn't have come up with this stuff.

Too little too late!

The Obama needs to massively increase taxation for the rich and significantly cut military spending and corporate welfare programs.

Right now, in the US, there is an insane redistribution of wealth program occurring where the last pennies are being drained from the poor and middle class and given for free to the ultra-rich under the guise of "bail-outs".

This has made the US economy so much worse, since the rich have taken most of their money and used it as capital to offshore jobs.

Unless serious steps are taken the US economy is going to nose-dive soon.

The idea that governments like Obama's can first increase spending and then increase taxes to pay for that increased spending is disgusting. Governments need to get support for increases up front before increasing spending.Warren Buffet seems correct since the proposed increase will increase perceived fairness (reduce loopholes) and is not large enough to send business packing. I don't trust someone who does not provide munificently for his own family when he is able to do so. (And I am not referring to his adopted granddaughter who he disinherited). Philanthropy without family values leaves me cold.

Cuts in war spending could save a fortune. Closing the over 1,000 Military bases would save a mega fortune. Spending approximately $500 billion a year on war is just foolish. Stop war save trillions. The US had to borrow money for the wars. If there had been no wars and the 1,000 military bases the US would not be in so much debt. @ pegger: While I support a temporary tax scheme for America's wealthy, folks like Warren Buffet don't make a great case (in fact, they hurt it), because they're ULTRA rich, and not enough folks of their stature exist to fill the giant money pot...unless, of course, they want to be taxed at 100 percent and/or hand over a major chuck of their massive fortune (which they don't). The "wealthy" in the U.S. that are required to satisfy this fiscal (tax/-revenue) demand extends to multimillionaires, and beyond billionaires. With all due respect to Mr. Buffet, it's easy for him to shoot his mouth off and feel grand and munificent.

Beyond the obvious "branch-plant" (subsidiary) employment factor, our trade relationship is a commercially critical one, both ways. Just look at the import/export numbers. Yes, we need to diversify our market; however, there's no magic wand to wave. It takes considerable time to bridge a would-be gap that big. It has been proven they are not creating jobs They are buying gold and hoarding away their fortunes and out sourcing jobs to other countries. Just like here in Canada. I am not a huge fan of Obama's. He has been underwhelming for sure, but I do believe he has the right approach. There is no way the US will dig itself out without the rich paying a fair share. I am a Conservative and I am not an Obama fan at all, From what I know of the U.S based tax system the well off and elite definitely do not pay their fair share of taxes and the middle class much like in Canada get shafted and are over taxed.. Capitalism as it was originally intended to be is great. Work hard, come up with a great idea and or product, start a business and reap the rewards from an individuals hard work. Unfortunately in The U.S it is often now about utter corporate greed & white collar fraud and for capitalism to effectively function there needs to be very strong laws in place to ensure severe punishment for white collar and corporate crimes. I will never forget when Bush released the first stimulus package and the money was given to banks to loosen frozen credit. Instead the upper echelon at the banks used most of the money was used for executive multi million dollar severance golden handshake deals. Bottom line. Everyone has to pay their fair share of taxes.

Since Obama got in, tax revenues to the gov't have basically stayed the same (around 2 trillion per year) but gov't spending has increased by about 1.3 trillion (from around 2.4 trillion to 3.7 trillion per year). Doesn't it make obvious sense that to now narrow this widening gap, the first trillion or so in changes should come entirely back out of the spending side?

Even if Obama were to ask the wealthy to pay more taxes to help out their country, I think the vast majority of them would say no. The middle income earners of America have been paying the taxes for the wealthy for far too long in that country, though I personally don't think that tax increases are going to be the way to go, I believe that the Rich in America will have to pay their share. One thing the US is going to have to learn to do sooner rather than later is to stop their spending, they are going to have to look at all that government waste that is going out the window, the military, government etc. are going to have to be cut if the US are going to get their head above water, but we all know that the lobbyists are going to be spending big time to smooze with the senators and congressman on big spending in many different sectors.

I read that the HBSC made something like 13 BILLION in profits (not revenue) in the first quarter (not year) of 2011 and are still laying off 20,000 employees. The ideal fix for the American economy is a TEMPORARY blend of tax "increases" (this includes the terminal reduction of sensibly engineered advantages) and spending cuts. Ultimately, the U.S. government spends too much damn money. However, the current predicament requires the input of those best able to help out. The problem here is, the so-called American "wealthy," rightly, don't trust the federal government to restore their fair and just economic position afterward, and, therefore, understandably, don't want to concede. If Obama was a genuine leader, and not merely an intelligent, eloquent talker, he'd appeal to America's "wealthy" to help their country out in a time of need. Assure them it's a TEMPORARY commitment and sacrifice, and that the federal government will be executing significant SPENDING CUTS as part of the deal. Allow these folks to be heros, of a sort, in helping to "save" their own country. Give them a modest financial upside, beyond the obvious, that is realized down the road. A solid political LEADER could figure this out, and make it happen. Can Obama?

Why is it "class warfare" to demand that everyone pays an fair percentage of their income as tax? If a working person loses 30% or more to tax, on an income of, say, $75K, why shouldn't a person with an income in the hundreds of millions pay the same? And why should there be tax "loopholes" that can only be accessed by persons with incomes above a level that most US citizens will never total in their lives, let alone a single tax year?

The article states that he is proposing a tax increase on couples making more than $250,000. I know an awful lot of couples here in Ontario that would qualify and they are not millionaires. Take a look at Ontario's Sunshine List. Careful what you wish for people, a lot of members of CUPE, OPSEU, CUPW, and PSAC would pay more taxes if this were introduced here!!!

That doesn`t make a whole lot of sense if the idea is to provide Amercicans with quality healthcare. Obama wants everyone to buy American, yet his Employment Programs Tsar , the CEO of General Electric, just closed two GE plants in the USA and opened two GE plants in China costing the USA over 10,000 jobs. Barrack Obama has been a great snake oil salesman from the start, yet the left wing wingnuts couldn`t see through his deceptions and made him president. Now, even his traditional `Hollywood` supporters are starting to withdraw saying that the USA can`t stand another 4 years of Obamanomics. You lefties have pushed your country over the economic edge and there`s no coming back until after another full blown depression. And, by the way, it would be a great idea to learn to speak Chinese. America has an income disparity of 0.45, which is comparable to South American nations, and far higher than any other industrial nation. In the United States, 28% of families have a household income of less than $25,000/year. These households have an average family size of 1.9. Only 10 of the States have minimum wages higher than $7.50/hr, and none exceed $8.85/hr. As a % of GDP per capita, these minimum wages are much lower than any other industrial nations. Correcting regressive taxes is only a start; a good start.

Only someone as dumb as Obama would raise taxes significantly during a perpetual downsliding US economy. Hey Obama! Ever hear of reducing spending? How about not using taxpayers money to pay for millions of illegal immagrants education? How about letting people who work for their money actually keep some of it? Oh, thats right, you're only interested in appeasing all those social entitlement sucking voters. Much like our NDP. Obama is without doubt the stupidest US president yet. Or was it the people who voted for him that are the real problem? What's real sad is all the dumb Canadians that worship this guy. I guess they do and believe everything the lefty media tells them?

In August 2009, President Obama was very clear about his belief that you should never raise taxes in a recession. Today he will unveil a $1.5 trillion tax increase. Hmmm. Nothing to see here. We'll tell you if there is. Now, go back to being afraid of Rick Perry.

These tax increases Obama proposes amount to little more than closing loopholes, and making small adjustments to the regressive tax system. America has the lowest tax rates in the industrial world, and could easily raise taxes to meet its public spending and eliminate its debt. Provided there is liquidity in the private sector, which there is, Obama can raise taxes without negatively effecting the American economy. The Tea Party promising lower tax rates is nothing more than buying votes. A gullible public believes that lower taxes will increase their purchasing power. Taxes also effect wage rates, inflation, exchange rates; and when all these factors are considered a change in taxes has proportionately less change on purchasing power. After tax income is determined by the wage rate those competing for the job are willing to accept. Even for people who have a steady job, wage increases will be determined by the market wage for people with their skill set. In term, the unemployment rate has far more effect on after tax income than do taxes. Obama can raise taxes without negatively effecting the American economy.

One thing that's great about President Obama is that he has such a moral center, a core set of beliefs that guide him and that he would never betray. Combined with his deep understanding of economics, astounding skills in off-the-cuff oratory, and extensive experience in the private sector and you have someone who makes the best US presidents look like morons. Oh, wait, I was thinking of President George Bush. The real Obama will say anything to gain a political advantage, telling one group that he thinks raising taxes is a bad idea, the next that he wants to "spread the wealth." The real Obama will rail against massive deficits when campaigning, and then increase them by several times once safely in office. The real Obama has never run so much as a lemonade stand, has no understanding of economics, and believes only in his own brilliance. The real Obama is lost without a teleprompter, and has only one talent: to read words off a screen with some skill. As George Will noted, Obama went to Massachusetts to campaign against Scott Brown. Scott Brown is now a senator. Obama went to New Jersey to campaign against Chris Christie, who’s now the governor. Obama went to Virginia to campaign against Bob McDonnell, who’s now governor. Obama campaigned for the health care plan extensively, it became less popular. Obama campaigned in 2010 for the Democrats, they were shellacked. Presicent Obama began, in a sense, his presidency flying to Copenhagen to get Chicago the Olympics. Chicago was the first city eliminated. There is no evidence that the man has rhetorical powers he is relying on. Thanks, leftist drones. You've saddled the US with this shallow, unaccomplished, narcissistic dolt for the better part of three years now. Fortunately, that's something they can fix.

It is about time there was some 'class warfare' the poor and especially the middle class have been under all-out attack from the wealthy and the powerful -- and especially their own government for over twenty years and have been losing the fight year after year..... Only the government has the real means to establish some balance of power. The idea that massive tax cuts to the very well off in the face of deficits actually create jobs is pure fiction -- the only jobs it has created are in China.
