Air Canada slammed for not speaking French

Air Canada has repeatedly failed to live up to its legal obligation to serve francophone customers in French, an audit by the languages watchdog reveals.

Released Monday by the office of Official Languages Commissioner Graham Fraser, the audit says "the active offer of bilingual services is non-existent in the vast majority of airports," except at Montreal's Pierre Elliott Trudeau International Airport.

But even at Trudeau airport, front-line employees made that offer to arriving travellers less than half of the time. At check-in counters, some agents made no offer to find a French-speaking colleague, simply saying, "Sorry, I don't speak French," even though there was a bilingual agent at another counter.

The 10-month audit began in April of last year and found that in almost every case it was service in French that wasn't properly provided.

"Canadians expect Air Canada to consider our two official languages as a valued asset as well as a business opportunity and an obligation. The results of the audit reveal that a wind of change is required for this to happen," the audit report says.

Release of the report comes two months after Air Canada was ordered by the Federal Court to apologize and pay $12,000 to Michel and Lynda Thibodeau for failing to provide services in French during two trips the Ottawa couple took in 2009.

As a former Crown corporation, Air Canada retained its bilingual obligations when it was privatized in 1988. The carrier has to offer services in both French and English at major airports and on designated routes in Ontario, Quebec and New Brunswick.

"This audit highlights some positive observations and reveals some situations that require improvement to ensure that Air Canada complies fully with the Official Languages Act," Fraser said. "The corrective measures we propose can be applied fairly easily – in fact, Air Canada has integrated most of them into its new action plan and is committed to implementing them."

The language problem at Air Canada stemmed from employees not being aware of the carrier's legal obligations but also from a "negative attitude" by some agents, the auditors found.

They also reported that, at boarding and arrival gates, unscripted announcements were often not bilingual so that francophone passengers could miss their flights or miss out on an offer of compensation for an overbooked flight.

The company has "recurring official languages problems" because no one is held responsible for meeting official languages objectives, the audit says.

The vast majority of employees interviewed did not know that the carrier has a policy where they should tell customers to wait while they seek a bilingual co-worker, rather than push the customer to switch language. Language training courses weren't promoted and access to them was hard and limited.

"From the outset, it was clear that there are problems with French-language services (outside of Quebec), both in the air and on the ground," the audit says.

Air Canada has agreed with all but one of the 12 recommendations but disagreed with a recommendation that it regularly consult with francophone communities when making decisions affecting routes and services.

As a resident of Quebec since 1989, I cannot wait to get out of here. I have never been on a flight containing Quebecers who actually listened to anything the staff had to say, and most were busy applauding when the plane took off and landed to hear the safety instructions anyway. I can't stand it. The only effective government entity in Quebec is the language police - the province is a haven for puppy mills (who cares as long as the signs are in French), pot growers, a corrupt construction industry, a really bad education system, and roads that are worse than the Caribbean after a hurricane. I can't wait to get out of here EVEN IF ONLY TO NEVER HAVE TO HEAR ANOTHER WORD OF FRENCH!!!!!!! Yay Air Canada!

How about instead of being 'entitled' to be served in your official of language of choice, you can be served in whatever language is most commonly spoken where you're standing?Bilingual staff? If you're in Ottawa or Montreal, sure. If you're in Vancouver, bilingual is English or Mandarin. if you're in Calgary, you're getting English.This constant drivel about "rights" is absurd. If your rights were violated, they weren't rights to begin with, were they? They're entitlements.

Where are my personal rights as an Anglophone in Quebec? My family is a 4th + 5th generation Quebecer yet I was handed a bloody letter from the OLF stating that my friggin keyboard must be in french only? That I was not permitted to work in MY Mother tongue? (BUT my taxes are obviously good enough for them!)And before you tell me to book a flight and leave...J'étais née ici et je vais mourir ici. Je suis fière d'être une quebecoise mais je me sens completement abandonné. My family helped make this province. All I want is a little R-E-S-P-E-C-T.

Quebec did have its own airline 'Quebecair' from 1947 to 1986. It went broke and was sold to CP Air.

As with most things owned by the Quebec Government it didn't do too well.

This is crazy... It's always the french that cause a problem. Each time i go somewhere it's "i'am sorry I don't speak English."

Why do the English always need to get slammed. I can find over 100 places that do not offer both ENGLISH AND FRENCH service.

I find it offensive that its always the same story. WE are in Canada. everyone should be speaking both official languages. WITHOUT complaints.

Quebec is officially a french province, and should be served in french.New Brunswick is the only officially bilingual province in Canada and so should be served with both languages. The rest of Canada INCLUDING Ontario the province of our capital are officially English provinces, and so should be served in English. Canada is not a bilingual country until all of Canada is officially bilingual. This can only happen through the politicians, and I can't see it happening anytime soon if Ontario after all this time is still a mono language province.

Wow..we had someone right here in Ottawa/Orleans sue Air Canada...he speaks perfect English but his mother tongue is French...asked for a 7 UP on Air Canada Flight in French..stewardess brought him a Sprite..long story short he received over $12,000. because she didn't serve him in "french".. if it was up to me I would ban this person from Air Canada Flights...as he plans to travel Air Canada ....

I may be mistaken but the last time I looked Air Canada was not a government agency, it was a privately owned and operated company. I don’t see the government going into Quebec and checking up on private companies there as to whether or not they are providing their English speaking cliental service in English. It is time for the federal government to get it's biligual noses out of private buissness so that they can get on with what they do best, and if it happens that doing without being forced to us french then so be it.
As a side note the last time I flew Air Canada to Paris french was just about all the crew spoke in the cabin.

This study is flawed. It requires on ground French services where there are more than 1 million visitors (nothing in the Official Languages Act about this) or where the minority is 5 per cent of the population (Ontario French minority - 4.5 per cent). Still all major cities west of Ottawa are required to provide bilingual services on the ground. Obviously this was ignorned to expand French outside of Quebec. Get your facts right Fraser.

Mr Fraser, why don't you pay us a nice little visit here in Quebec and admire our French only signs. I also wouldn't recommend taking your car unless you can read and understand the French road signs, including the warnings posted to ensure your safety.And please don't get offended when you speak English to a store clerk and you only get a French response, he's only trying to make you aware of bill 101 and the OLF.
But thank goodness English entertainment, like music and movies, is still big business here and I don't think that will ever get banned because it's still a money making market in the French milieu ....odd, isn't it since the English language seems to be so offensive in La Belle Province.

I am a French Canadian born and raised in Ottawa. We can't forget that the official languages of Canada are French and English. I speak French at work, home and attempt to speak my own language in public but not many services are offered in French.

It's nice to know that you can express yourself in your language of choice if you're lucky enough to be billingual. This is not just a Quebec thing; there are a lot more Canadians that speak French than you might realize.

Think of it this way, if you were denied service in your official language, would you not be offended and want the same equal treatment???

Before making a comment, please keep in mind that not all francophones are from Quebec and not all Quebecers are monolingual or in favour of separation. Before being openly hateful of someone else's native language and heritage, keep that in mind. Regardless of whether you think Canada's bilingual policies are worth the money and effort we place on them, many of the comments here go beyond that and seem very 'unCanadian' to me.

I was born an anglophone in Ontario and I now live in Quebec. It's very sad to see the hate and ignorance coming from so-called 'Canadians.'The official language in Quebec is French. Getting service in English is not a right in Quebec, it's lip service. Francophones as well as Anglophones founded this great nation of ours, if you forget that, move to the melting pot down south and you will rectify your identity crisis. Quebecers are people who just want to be served in their own language, not have one forced upon them. We take for granted the ability to travel around the world and be served in English, and it's not a right. In Quebec, it is a right and yet it doesn't always seem that way. As a frequent flyer of Air Canada, I have always had bilingual service, or the attendants have made a good effort to try. How can any open-minded person complain about that? On some flights they offer services in a wide-range of languages, not just Eng and Fre.

I am a Commercial Pilot that has to by law speak english. It is the recognised language of the world for aviation. I along with the vast majority of CANADIANS are getting sick and tired of the whine that is constantly coming from Quebec. I refuse to speak french as I find it to be an insult to what it means to be a Canadian. You know how a democracy is sopposed to work, with a will of the MAJORITY, NOT THE MINORITY. When I hear the safety announcment in french I am sickened. It shows how weak the polititions are when they stand to loose a few votes. So if you are from Quebec and learn how to speak english, then Welcome to Canada. Otherwise Piss off.

If he tried the same thing in Quebec he would be run out of the province, accused of attacking poor Francophones and being racist. He is nothing more than a French promoter because Bill 101, making French the only working language in Quebec, prohibits him from doing anything to protect English rights. When and if english is given the same rights in Quebec as they want french to have in the rest of Canada, no problem. But have been in Quebec as well as sorry to say Ottawa, and if you can't speak french in most stores, forget it. Yess I have been there actually I'M from Quebec I have moved here couple years ago.... Of course there is some work to do in Quebec but at least when I was working there and that I had English customers, I was talking to them in English....Although at that time my english was not very good !!! At least I was trying....When I first moved, nobody here try to serve in French... That's the only things I'm mad about ... Nobody here tries ...I understand that Alberta is English, and that's why I took English classes but it should be available to have services in French here too. I just don't understand why you guys don't want French as the second language in Canada... We should embrace that we have 2 language here... This has been part of our Country for so many years !!! Also, we have to keep in mind that French is not just a language..We have our own culture and identity and this mix of French Canadian and English Canadian is what makes our unique and great country !!

Hey Edith...Remember this is only a bi-lingual country at the Federal level...Provinces can opt into being bi-lingual if they choose. Air Canada is no longer a Crown Corporation (1989) so why does Air Canada, and other FORMER Crown corporations, still forced to carry the baggage of their legacy with the federal government decades after their privatization. They choose to do it so count yourself lucky. And for those of you who ask about WestJet speaking French...why should they..they are a private corporation based in Alberta a non bilingual province. Get over yourselves French speakers...you are now a small minority and if it wasn't for the transfer payments from the rest of the country you would be a very bankrupt province!!!

I've been flying on Etihad most of this year and during their introductory announcments at the beginning they list what languages they offer on that particular flight. That list is never less than 10 languages found from all over the world on their long haul flights, and 5 on their shorter runs. If Canada is truly multicultural, then this is what Air Canada should be aspiring to rather than just providing job opportunities to grumpy, waiting to retire, ladies from Quebec.

Sad and pathetic it is for Canada to be a "bilingual" country in which we are mandated to be overly concerned about citizen air-travelers supposedly missing their flights because they cannot speak or understand the "universal language" of ENGLISH. Only the most closed, isolationist, and coddled (and, arguably, ignorant) of provinces, Quebec, could exist at the hip of a predominantly English federation and be home to, apparently, so many folk who view English as an unnecessary "foreign" language. How can anyone say quebec is bilingual, quebec is french. has anyone been anywhere in montreal as an example to the store, bank, gouverment buliding, passport office, police station, ect... is anyone bilingual or do they only speak french. When the quebecers learn to speak a little english I'll make the effort to speak french. and thank you for this news story my next trip will be flown by Air Canada. and it's AIR CANADA not Air Quebec.

I find most of the attitudes displayed here very backwards in thinking in a global world. Just because most of the world learns to speak English, doesn't mean that we Anglophones should be so intolerant and expect everything to be in English. I think many of the posters here need to travel in the real world, and I don't mean any place that caters primarily to Canadian and American tourists.I've just spent time in six northern European countries and travelled on a variety of airlines. Many airline announcements weren't in English at all. It's a fact I accepted when I travelled to those countries.Air Canada is Canada's national airline. Canada is officially a bilingual country. Now my complaint with Air Canada is why, when I travelled to England a few years ago, were the announcements in Arabic? That stunned me!

Looks like all of the people who have commented negatively on this issue should form a Canadian equivalent of a tea party. I mean ... really. Have we not progressed at all since the 70's? What about common courtesy, making your customers feel welcome and not to talk about all of the potential multi-lingual European and Asian customers?
Congratulations to the commissioner for looking into this! I hope that Air Canada does correct the problem... because it is a problem .... for alot of people that still live in this country. On behalf of all french-speaking Canadians throughout Canada, thank you very much!

Have you ever heard Air Canada's Flight Attendents mumble and rush through their pre-flight instructions with such disinterest over a substandard PA system ? As a unilingual English Canadian, I can tell you it might as well have been in French. I do have empathy though for my fellow citizens that speak French and/or only French and want services in French (as is their right). It also goes both ways though, I've crossed the border from NY to Ontario and the Candain Border Services Agent had such a thick french accent (and I suspect a lazy-talker also), that I could not make out a word they were saying.

THe Quebec government is trying their best to wipe out English in the Province of Quebec with childish sign laws and restrictions on school access. Quebecois moan and groan that immigrants who are dumb enough to come to Quebec don't speak French as a first language at home and the PQ even wants to restrict access to English language CEGEPS so the plague of English cannot spread and corrupt their so-called language. All of this stupidity costs Canada untold billions of dollars trying to keep Quebec in Canada, a country the French majority barely tolerates. When will both Quebec and the ROC get it in their thick heads that Quebec should be a country on it's own so we can stop the insanity. Living in Quebec is hell, why I moved away. Quebec is separating themselves. Insurance brokers must physically be in the province to do business. ROC and our neighbors don't care as long as you have a licence. I believe we as Canadians should speak English to be completive in the global market but also speak other languages for intellectual reasons. Quebec needs to go. Theynthhink their all cool as they voted NDP whippy that's cause dumbo there mislead you for so many years. Quebec is a beautiful people but unfortuanley they have bred some idiots. Did you know in their schooling system you pass if your grade meets the class average. That's right if the class average is 20% and you get 21% you pass. Way to go Quebec! I could never get service in English except Old Quebec City but they depend on us English people forntheir bread and butter. Montreal is a dying and boring city. I am sick to death of a small minority forcing the majority to speak to them in French. Go to quebec and see if the stores serve you in english. The people that speak french in the whole world is so small but everyone has to cater to them and it sucks for the rest of us.

Have you been to Quebec, I have and you can not always get service in english. Quebec protects french by forceing stores to have larger french signs then english etc, etc. How many millions have been spent on this french/english BS. Try driving through Qubece and find an english road sign like you do in the other provinces. You will not find an english road sign in Quebec.

This is really tiring, I am an Anglephone and most times I cannot get someone to speak English to me on Air Canada, annoucements are only in French much more than both languages, does that mean I can also sue? I have just stopped using Air Canada. I also notice many French passangers on American Airlines that seem to understand the language without a problem. Time for everyone to chill out.

I'm so tired of the government telling me that I have to have both languages. I was born in Canada, raised in Canada and I don't speak French. I can't work for the government because I don't speak French. My children have had to leave the area in order to get work because they don't speak French. Well guess what -- twenty minutes from the Quebec border nobody is required to speak French. If they know French they will likely start the conversation in English. Stop being so ridiculous.

I am tired of French being rammed down our throats...Really grates me when french is interpreted first at news conferences..Should always be english as we are the majority. Tired of making phone calls to gov. agencies and getting a thick french accent which I can't understand. I can understand the need to have some french operaters for people from Quebec but not the need for the rest of Can. If someone needs french they could be referredto another operator. I feel English Can. needs are being pushed aside in favour of French.As to this article..English is recognized internationally so we should follow suit.

When Canada became a country in 1867 both French and English were heavily utilized.

And that must have been a great time in our history.. good times, good times!!

Of course no one demanded that French and English be available as a service. If a business or individual wanted to deal with someone who spoke the other language they either learned how to speak it or found someone to translate for them.

Of course Canada has changed considerably since that time. And if English vastly overtook French then so be it.

VHS overtook beta and I don't recall the government trying to make both equal. Things work out a certain way, deal with it.

Not only that, but do you think that when our French speaking counterparts go to other countries like (for example) the US, Mexico, China, Japan, Cuba that they don't end up speaking English?? You cant tell me that these other countries have a massive French speaking population just waiting to communicate at every street corner, restaurant and bus stop.

You could try, but ultimately you would be Plein de merde.

This province has alot of work ahead of them to become part of the modern world. They talk of separation again.....becareful, the rest of the country may grant that wish for you as the younger generations take over as leaders. Who paid for this 10 month audit? Ya right, the taxpayers. I can barely pay my bills; live month to month because of all the taxes, federal, provincial etc. that I have to pay.

Let me first say that I don't agree with these language watchdogs - I am an anglophone immigrant and I speak 3 languages one of them being French and when I travel around the world I am very proud that I do. I've also managed to keep my heritage alive as I speak Italian and English as well. I feel that if Francophones are expected to speak English by the rest of Canada then I would expect that the rest of Canada being mainly Anglophones should at least have a basic knowledge of French. Fair is Fair my friends - even though we tend to think that we should all speak English this being a "BILINGUAL COUNTRY" with two official languages - then shouldn't everyone also speak some french. I don't like the French language being shoved down my throat mind you. We have the oportunity in this country to speak two languages we should take advantage of it and not constantly complain when one takes priority over the other it's becoming ridiculous. Anglophones should also speak French (across Canada not just in Quebec) and Francophones should speak English (not just in Quebec).

How much has official bilingulaism cost Canadians? There is a warehouse full of maps translated into French in the city I live in and since the act was brought into being they have sold ZERO. We can't afford this nonsense anymore and the money would be far better spent putting French speaking people to work and money in their pockets. Lord knows we must keep all those Quebecers happy who are flying to connecting hubs in Chicago, New York, San Diego, etc. for trips to countries where, of course, French is spoken on a regular basis - NOT.

While New Democrque a la Quebec wants to prevent the Engish from taking over Canada - sorry to be the bearer of bad news but Quebec, nothwithstanding, English is the language primarly spoken in the rest of Canada as well being the Global Business language. This is why most of the French politicans who are yelling for Separation or Sovereignty are bilingual, ex. Parizeau educated at Oxford in England.

Perhaps if Quebecers showed more tolerance towards any other language the same would be shown to them.

As for safety signs printing being 3 sizes larger in French, when safety is concerned, both languages should be displayed prominently and equally. When push comes to shove, I deserve to be able to see and read quickly what I must do in case of an emergency.

What a crock of horse manure! When are we going to get someone in Ottawa to realize that we are being railroaded by Quebec at every opportunity. I moved to Ontario to get away from opressive French language policies, and I find there is as much if not more French protectionism here as well. You have to turn the cans around if you want to see any English on the supermarket shelves because everything is stacked in French. The clerks speak to you in French first and some continue in French even when you respond in English..where is Mr. Fraser with his so called "Bilingualism Policy" for us Anglophones?

Funny. I live in Montreal and am bilingual. I fully support what Fraser wants to do but we also need to fix Bill 101 at the same time. It's very nice to show more love to french speaking canadians but there has to be some equality for anglophones in Quebec. Wonder what he thinks about this. Is the federal government complicit in creating an unequal society within what is purportedly a bilingual country? At least Montreal should be 100% bilingual which is more a reflection of reality.

What does the "watchdog" have to say about bilingual services in the Province of Quebec? Seems to me that Canada has bent over backwards for our French speaking Province but they have done anything in their province to help the other official language of the country. I have been in Sooke BC (west side Vancouver Island) at a chip stand and heard with my own ears Quebecers demanding to be spoken to in French much to the surprise of the server. This kind of entitlement attitude on the part of the French and encouraged by our French mandarins in Ottawa needs to be tempered with a modicum of basic fairness and some common sense. Air Canada has always has bilingual staff and does their best to accommodate wherever possible but travelers on AC need to speak English at their destinations so who is driving an agenda here?
