Air Canada slammed for not speaking French

Air Canada has repeatedly failed to live up to its legal obligation to serve francophone customers in French, an audit by the languages watchdog reveals.
Released Monday by the office of Official Languages Commissioner Graham Fraser, the audit says "the active offer of bilingual services is non-existent in the vast majority of airports," except at Montreal's Pierre Elliott Trudeau International Airport.
But even at Trudeau airport, front-line employees made that offer to arriving travellers less than half of the time. At check-in counters, some agents made no offer to find a French-speaking colleague, simply saying, "Sorry, I don't speak French," even though there was a bilingual agent at another counter.
The 10-month audit began in April of last year and found that in almost every case it was service in French that wasn't properly provided.
"Canadians expect Air Canada to consider our two official languages as a valued asset as well as a business opportunity and an obligation. The results of the audit reveal that a wind of change is required for this to happen," the audit report says.
Release of the report comes two months after Air Canada was ordered by the Federal Court to apologize and pay $12,000 to Michel and Lynda Thibodeau for failing to provide services in French during two trips the Ottawa couple took in 2009.
As a former Crown corporation, Air Canada retained its bilingual obligations when it was privatized in 1988. The carrier has to offer services in both French and English at major airports and on designated routes in Ontario, Quebec and New Brunswick.
"This audit highlights some positive observations and reveals some situations that require improvement to ensure that Air Canada complies fully with the Official Languages Act," Fraser said. "The corrective measures we propose can be applied fairly easily – in fact, Air Canada has integrated most of them into its new action plan and is committed to implementing them."
The language problem at Air Canada stemmed from employees not being aware of the carrier's legal obligations but also from a "negative attitude" by some agents, the auditors found.
They also reported that, at boarding and arrival gates, unscripted announcements were often not bilingual so that francophone passengers could miss their flights or miss out on an offer of compensation for an overbooked flight.
The company has "recurring official languages problems" because no one is held responsible for meeting official languages objectives, the audit says.
The vast majority of employees interviewed did not know that the carrier has a policy where they should tell customers to wait while they seek a bilingual co-worker, rather than push the customer to switch language. Language training courses weren't promoted and access to them was hard and limited.
"From the outset, it was clear that there are problems with French-language services (outside of Quebec), both in the air and on the ground," the audit says.
Air Canada has agreed with all but one of the 12 recommendations but disagreed with a recommendation that it regularly consult with francophone communities when making decisions affecting routes and services.

Where are my personal rights as an Anglophone in Quebec? My family is a 4th + 5th generation Quebecer yet I was handed a bloody letter from the OLF stating that my friggin keyboard must be in french only? That I was not permitted to work in MY Mother tongue? (BUT my taxes are obviously good enough for them!)And before you tell me to book a flight and leave...J'étais née ici et je vais mourir ici. Je suis fière d'être une quebecoise mais je me sens completement abandonné. My family helped make this province. All I want is a little R-E-S-P-E-C-T.

Quebec did have its own airline 'Quebecair' from 1947 to 1986. It went broke and was sold to CP Air.
As with most things owned by the Quebec Government it didn't do too well.

Why do the English always need to get slammed. I can find over 100 places that do not offer both ENGLISH AND FRENCH service.
I find it offensive that its always the same story. WE are in Canada. everyone should be speaking both official languages. WITHOUT complaints.

As a side note the last time I flew Air Canada to Paris french was just about all the crew spoke in the cabin.

But thank goodness English entertainment, like music and movies, is still big business here and I don't think that will ever get banned because it's still a money making market in the French milieu ....odd, isn't it since the English language seems to be so offensive in La Belle Province.

It's nice to know that you can express yourself in your language of choice if you're lucky enough to be billingual. This is not just a Quebec thing; there are a lot more Canadians that speak French than you might realize.
Think of it this way, if you were denied service in your official language, would you not be offended and want the same equal treatment???

Yess I have been there actually I'M from Quebec I have moved here couple years ago.... Of course there is some work to do in Quebec but at least when I was working there and that I had English customers, I was talking to them in English....Although at that time my english was not very good !!! At least I was trying....When I first moved, nobody here try to serve in French... That's the only things I'm mad about ... Nobody here tries ...I understand that Alberta is English, and that's why I took English classes but it should be available to have services in French here too. I just don't understand why you guys don't want French as the second language in Canada... We should embrace that we have 2 language here... This has been part of our Country for so many years !!! Also, we have to keep in mind that French is not just a language..We have our own culture and identity and this mix of French Canadian and English Canadian is what makes our unique and great country !!

By the time im done paying 6$ on a bag of milk at the store , i go pick my kids up in my broken car at their USELESS 7$ a day daycare . WOW I LOVE QUEBEC I LOVE IT SO MUCH ! it is a hub for corrupt politicians and the capital of overpass collapses (after china)
but all that being said Montreal is the best city in Canada hands down , but if we all did our part we can oust the corrupt pieces of garbage running the loony bin .

Canada was discovered from the East "New Brunswick" QUEBEC BEING THE FIRST COLONY and for the cherry on top Quebec is not the only province that would separate from Canada you would have Newfoundland and possibly a few other maritime provinces so instead of putting all the eggs in one basket think before you talk

As a "Canadian" I could care less.
When the English language is given the same level of consideration within Quebec as French is given elsewhere, then we can worry about it.
Until then, please stop cramming it down our collective throats.

Congratulations to the commissioner for looking into this! I hope that Air Canada does correct the problem... because it is a problem .... for alot of people that still live in this country. On behalf of all french-speaking Canadians throughout Canada, thank you very much!

Of course no one demanded that French and English be available as a service. If a business or individual wanted to deal with someone who spoke the other language they either learned how to speak it or found someone to translate for them.
Of course Canada has changed considerably since that time. And if English vastly overtook French then so be it.
VHS overtook beta and I don't recall the government trying to make both equal. Things work out a certain way, deal with it.
Not only that, but do you think that when our French speaking counterparts go to other countries like (for example) the US, Mexico, China, Japan, Cuba that they don't end up speaking English?? You cant tell me that these other countries have a massive French speaking population just waiting to communicate at every street corner, restaurant and bus stop.
You could try, but ultimately you would be Plein de merde.

If Air Canada has an obligation, then they have to do so in all the airports across Canada and LEAVE THE SIGNS IN ENGLISH AND FRENCH ON EQUAL FONT SIZES.

Who paid for this 10 month audit? Ya right, the taxpayers. I can barely pay my bills; live month to month because of all the taxes, federal, provincial etc. that I have to pay.
I don't give a rats ass about this report or anything related to bilingualism. What about my rights if I go to Quebec? If they don't like being part of Canada, good riddance.
Can we not work on something more important and spend tax dollars more prudently. Oh ya right, we have to jump every time Quebec wants something or whatever.

I finally got tired of their poor treatment of passengers on both the part of Air Cranky,a nd their cabin attendants. Now I fly anybody else first. They are my last resort.
Oh, and KMBG is Kiss My Butt Goodbye, which is what I do everytime I buy a ticket on Air Cranky.

While New Democrque a la Quebec wants to prevent the Engish from taking over Canada - sorry to be the bearer of bad news but Quebec, nothwithstanding, English is the language primarly spoken in the rest of Canada as well being the Global Business language. This is why most of the French politicans who are yelling for Separation or Sovereignty are bilingual, ex. Parizeau educated at Oxford in England.
Perhaps if Quebecers showed more tolerance towards any other language the same would be shown to them.
As for safety signs printing being 3 sizes larger in French, when safety is concerned, both languages should be displayed prominently and equally. When push comes to shove, I deserve to be able to see and read quickly what I must do in case of an emergency.

Air Canada does have bilingual staff. Except many of them don't speak Quebecois French. Sorry I have to say that English has already taken over Canada. You're asking too much for the French letters to be 3x the English. This is The Commissioner of Official Languages that is looking over this, not your beloved Office de la langue française.
In the midst of a strike forming, this is what they're focusing on??
