The populations in Canada's three northern ridings are tiny, but their political value in the current federal election campaign is huge.

There are only three ridings stretching across Canada's northern frontier -- Yukon riding, Western Arctic and Nunavut -- and their combined population is a little less than Thunder Bay, Ont.

But by the end of next week, Prime Minister Stephen Harper, Liberal Leader Michael Ignatieff and New Democrat Leader Jack Layton will have all hit the hustings in the North, trying to shore up support and lend momentum to their local candidates.

Each of the three main parties has a legitimate stake in the region. Yukon is held by the Liberals, Western Arctic is in NDP hands, and Nunavut is held by the Conservatives -- and all three want to see their holdings grow.

The Conservatives in particular, said pollster Nik Nanos, are desperate to hold on to their Nunavut riding and make new gains wherever they can.

"We know that the northern ridings matter for Stephen Harper because he's made the North a personal priority," Nanos told CTV.ca.

"He has gone to the North a number of times, he has talked about economic development in the North, he's talked about security in terms of Canada's borders in the North and I think it would be fair to say the Harper Conservatives see the North as a priority."

In more basic terms, Nanos said, the North matters because the Conservatives simply need to win each and every new seat they possibly can -- without losing any that they currently have -- in order to achieve the majority they seek.

Conversely, the Liberals need every seat they can get in order to stop them, and the NDP's power in Parliament could become significant, or negligible, depending on the difference of a few seats.

"Think of it as a recognition from all the federal parties that at this point in time this is unlikely going to be a breakthrough election for any of the parties, but that we're probably looking at incremental changes," Nanos said.

"And if that is the case, each of the parties has a stake in holding onto what they have in the North."

Following are some key details about Canada's three northern ridings:

Yukon

  • Population: 31,227 (roughly half the population of Medicine Hat, Alta.)
  • Size: 482,443 square kilometres
  • Incumbent MP: Larry Bagnell (Liberal)

Western Arctic

  • Population: 41,464 (roughly the size of Timmins, Ont.)
  • Size: 1,346,106 square kilometres
  • Incumbent MP: Dennis Bevington (NDP)

Nunavut

  • Population: 29,474 (roughly the size of Cranbrook, B.C.)
  • Size: 2,093,190 square kilometres
  • Incumbent MP: Health Minister Leona Aglukkaq (Conservative)

Tough battles are shaping up in each of the ridings -- in areas where the difference between first and second place is often just a few hundred votes.

The Conservatives have an important cabinet minister in Nunavut, Health Minister Leona Aglukkaq, who is in a tough fight against former Nunavut premier, Liberal candidate Paul Okalik.

In the Yukon, a riding with a population of just 30,372 and a land mass of half a million square kilometres, Liberal incumbent Larry Bagnell is fighting against Conservative challenger Ryan Leef.

Bagnell is in a tough spot -- after promising his largely gun-toting constituents he would vote in favour of abolishing the long-gun registry, he was forced last fall to vote on party lines to keep the registry alive.

Reef took aim at the discrepancy right from the outset of his campaign, arguing that Bagnell said one thing and did another, and has lost voters' trust.

In Western Arctic, NDP incumbent Dennis Bevington is facing challenges from the Liberals' Joe Handley, a former premier of the territory, and the Conservative candidate Sandy Lee, a former territorial cabinet minister.

And the leaders of both challenging parties were in Yellowknife last week to support their candidates' bids to unseat the incumbent.

But Nanos said races in Canada's north are a different beast than elsewhere in the country. Despite the sheer size of the ridings -- communities can be separated by hundreds, if not thousands, of kilometres -- personal relationships go much further than party policies.

Nanos said it's much more likely in northern ridings that voters will cast a ballot for the candidate they know, rather than the party that most closely matches their political stripe.

"It's very different from any kind of urban election campaign because it is one-on-one, pond-hopping to communities where candidates are doing a lot of door knocking and a lot of radio and interacting with small groups of voters, many of whom are familiar with the candidate," he said.

"Just because of the scale and the cultural environment those personal relationships are much more important in those ridings."

Harper has been the first Prime Minister to visit the North regularly. In fact, a few PMs like Martin never ever got there. Libs and NDP never paid attention to these ridings until Harper started visiting. Harper also brought the aboriginal peoples to the House of Commons and apologized to them--no one else did that. He has really tried to include the people of the North in all things Canadian--including his cabinet. Kudos to Harper for not leaving these communities out. The people of the North count, too! [x] Conservative Majority!

This is your livelihood to hunt for food to survive..has always been and why punish hunters with a gun registry costing millions each year to keep. If guns are legal there is a process already no duplication is needed...it's a money grab..but that's Liberal thinking...

She seems to stare at the floor or the ground in a perpetual state of secondary embarrassment as Her Hubby spouts some innuendo about coalitions and Liberal, NDP, Bloc, and Green Party weapons of mass destruction. I am very disappointed in Larry for flip flopping on the gun registry, This is going to be his down fall. There is a sea of Conservative blue in the Yukon, Ryan is getting my vote. MP's have to listen to the voters first and foremost.

I lived in the north many years ago. Not as far north as many, but just shy of the BC Yukon border. It was virtual wilderness. It had few decent roads. Everything you had cost a lot mre than it did in the south. Ad fressh anything was hard to come by. No doubt it is still a lot like that in many very northern communities. However,I do not believe ANY government has the resources to "give" all northern residents a higher standard of living.I think the only way the standard of living rises, is if we find ways for them to use local resources in ways that help them "earn" that higher standard of living.I do not believe most northerners will be happy with more welfare from anywhere. We in the south must be there to help them build the communities they want to leave for their children and their grandchildren,but they must play the leading role.If they don't,all we would be doing is imposting our values on our northern citizens. Yes, we have a lot that they don't have up north. But conversely, they have a lot that we don't have. It's just that the finer things about living in the north cannot be quantified in dollars or material possessions. BTW. I reject "howard nadler's" definition of democracy. It is a Liberal view, but it is flawed because it assumes that the majority has the right to rule with all the power over all the people, all the time. If northerners cease to have a say in their communities because city dwellers from the south, who are the majority, can impose their values on the minority, there is no democracy for them. Only for the majority. Who may reside thousands of miles away.

I am shocked how people may vote for Tory just because of the gun registry issue. Looking to vote for a certain politician for a single issue only is the craziest thing I have ever heard. I look at the overall platform before making a decision who to vote for and I hope others do the same. You may get the gun registry changed with the Tories but what will you give up for that in return? What will they do to health care? Two-tier system? What about making life easier and affordable up North? In fact, it would be better to vote NDP or Liberal in the North because they provide better social programs which would help out more with the living situation out there. The Tories will not send money to the North. I can tell you that for sure.

interesting that the story refers to a "challenge" for the Liberal incumbant from the Conservatives in the Yukon. I live here and, while I'll admit there's a real challenge, expect either a Liberal or a Green winner, with the Conservative candidate in 3rd place.

While I wish the cons win election, they don't do themselves any favours when it comes to northern and aboriginal people. Nobody has forgotten con member Jim Prentice cancelling 25 million promised to aboriginal people to fight discriminatory laws, from kelowna accord! Sooner or later Harper will again be making apoligies after another biggoted con member opened their mouth.

Larry Bagnell hasn't lost the people's trust. He might have lost some with his vote to keep the gun registry but he gained as many with that vote. Mine, for example.

Health Minister Leona Aglukkaq did a bad job with H1N1. That explains why "36 countries ordered their H1N1 vaccine before Canada did and that many had begun administering the vaccine up to three weeks sooner." Conservatives are to blame for confusion over when the vaccine would be available to Canadians and for long lineups at overcrowded clinics. The gov't had problems with shortages and delays and Canada actually responded worse to this health crisis compared to other countries in the world! If that is handling H1N1 better than what would be handling it worse? Fact - Tories were to slow to react to H1N1 threat.

Health Minister Leona Aglukkaq is noted by several people as "having done a good job" in her ministerial position. Nothing can be further from the truth - unless of course you want to see the dismantling of the Canada Health Act and Medicare. This minister has stood by while Pharma Giants have dictated terms. She has stood by while private clinics and arrangements are opening up all over the country. She has stood by and watched the takeover of Seniors Long-Term Care by American companies increasing costs ten-fold whilst providing minimal services. Need I say more? If Northern residents want to improve their lot, it is certainly not by voting this ex-Minister!

Jack Sprat would have supported the Government if this money had been offered to seniors instead, on top of what was in the budget for them. This is an historic election, as it has motivated the young people to vote!! Far from useless. @ Anti Pye, another one of your BS statements. The 2 engine concept went out years ago. Do a little checking into the new fighter out there and you will find all on the new top of the line jet fighter aircraft only have one engine. But then again you are a liberal and feel Canada does not need a military. The Americans have been flying one engine jets fighters over Alaska for years now wiyh no problems.

With CBC and their new left wing social engineering selective "open comments"...in a recent article with the ignorance of the North from our Southern Canadians..."allowed" no comments? Well here at CTV at least they care what we Northerners have to say...as it's open to comments!!!!! FYI...more folks reside here than just Canada's elite alleged first people. Yes regular ol' fashioned European Invaders reside here too! As do many other non elite taxpayers. I'm surprised the NDP do not rule the whole North....as they LOVE giving taxes to those whom do not participate. Living in a race based Canada that was initially divided into a time/colour classification by Liberals....when does this division end and we all are treated EQUALLY as Canadians? Food mail Leona...food mail. As a former southerner living in the north I am shocked at the Nutrition North mess. You need us here to help with the development of a functioning public service, yet we have to eat frozen pizza and ground beef from a tube. I haven't seen fresh meat in a year.This would be a third world country anywhere else...So yes Harper thinks the north is important to his re-election, but really they want to dump a bit of cash here and forget about us. Northerners are not stupid. We have TVs and internet and know that we are getting the short end of the stick. Don't think for one minute that the Inuit people are not intelligent either. People here know the Conservatives have not really done much except make noise. Housing and water shortages, high costs of everything, including food, housing, travel and practically everything else have been noticed.There is a 5 year wait for housing in some communities, high suicide and violence stats too. This is a national embarrassment.

@ Geroge the solution is not that simple, many medical journals from all over the world are doubting the validity of that "cure" for MS. Don't beleive everything you read about it on the internet or every youtube video you watch on it. CCSVI is not a proven cure, and I can only imagine how much the federal government would get sued if they endorsed it and it was found out to be useless.

No doubt Georgie you were the first in line to get the H1N1 flu shot. As far as MS patients are concerned it is with concern that this method of what they are doing elsewhere needs more investigation..time will tell but she has put forth more research into this. After all we are dealing with a very difficult situation and one should not jump in with both feet without knowing fully the outcome. Research is the best hope for anyone and more safe .. we have great scientists here in Canada so will be glad to hear the final outcome down the road how safe it is....

I live in the Yukon and can personally attest to the "flip flop" history of Larry Bagnell. Sure he has done a lot of baby kissing and hand shaking over the years, but, for the life of me, I can't recall one thing that he has done for us...truly!. Any money, promotion or help from Ottawa, has come directly through our Territorial Government...even when the Lib's had control of Canada. I've known Larry for many years and he truly is a Liberal's Liberal. I'm voting Ryan Leef, he doesn't have a forked tongue.

Election - Ottawa, The money spent on this election is worth every penny it costs us. It's a much better use of money than the 140 million that Harper gave to an American company to make action plan signs.

Minister of Health, Leona Aglukkaq, may or may not have done a good job on the H1N1 virus, but she has done terribly on the question of CCSVI treatment for people with MS. She was either an unwitting pawn of the MS Society and big Pharma on the issue, or tied into the power and money that that is generated for a few researchers and huge profits on MS drugs. The solution is simple. Angioplasty has now been done on thousands very safely and with good result for people with MS. The U.S. has it. Britain has it, but Canadian sufferers were stopped by the MS Society, a few vocal neurologists who benefit from pharma and research money, and Leona Aglukkaq--who doesn't seem to have a clue. There is even a facebook page dedicated to her ouster.

If Liberal Leader Ignatieff lust to lead the Country he should of thought of bringing the Government down on no confidence and gone to GG to say he wants to "rule" thus avoiding a $350 Million Dollar election no one wanted...does this really pay off in the end. These dollars could have been better spent on Health Care and Seniors.. WASTE NOT WANT NOT...many Canadian people are really ticked off over this..

The Health Minister has been a strong performer in the Conservative Cabinet, and has delivered for her constituency. The Prime Minister has also made the North a real priority of his Government. I hope that the three Territorial ridings have the foresight to elect members to join the Conservative Government Caucus that will be elected May 2nd. They deserve a voice at the Government table.

Canadians and the Conservative Party should be proud of how Leona Aglukkaq Health Minister handled the H1N1 outbreak..a young minister who is smart and has her mind in the right direction for Canadians. The North would have to be exceptionally proud of her. An excellent minister. Kudos to her!!!! Hope they reward her with their votes on May 2nd and return her to parliament....
