New book delves into Harper's 2008 prorogation

Journalist and author Lawrence Martin claims Prime Minister Stephen Harper had a plan that would have forced Michaelle Jean from office if she had not granted his prorogation request in late 2008.
In "Harperland: The Politics of Control," Globe and Mail columnist Martin says the plot was revealed to him by former Harper advisor Kory Teneycke.
"He said (Harper) was prepared to go to the Queen," Martin told CTV News. "In other words, he would have Michaelle Jean's decision overruled by the Queen. That would obviously lead to her replacement."
Senior Conservatives deny there was any such plan. But Martin has a two-hour recorded interview with Teneycke in which he apparently made that claim.
CTV's Ottawa Bureau Chief Robert Fife spoke to Teneycke Wednesday night. Teneycke did not deny the Queen was mentioned in his conversation with Harper, but said the idea of forcing out the Governor General was "torqued" by Martin.
In December 2008, Harper visited Jean to request that Parliament be prorogued -- ending the current session and avoiding any chance of being toppled by the opposition parties. At the time, the Liberals and NDP had reached an agreement to form a coalition government, with the Bloc Quebecois supporting them on confidence motions.
New Democrat MP Pat Martin said bypassing Jean and asking the Queen directly to prorogue Parliament would have had "the stink of desperation to it."
The Prime Minister's Office says Martin's unofficial biography shouldn't be taken seriously, claiming the author is well known as being sympathetic to the Liberal Party in his books and columns. However, Martin has been highly critical of the Liberals, writing a damning book of former prime minister Jean Chretien.
In "Harperland: The Politics of Control," he describes Harper as a Conservative success story and praises his intellect.
But he also says Harper is driven by a strong desire to take down his opponents.
"As David Emerson, one of his (former) cabinet ministers put it, it is a visceral hatred this man has for his Liberal opponents," Martin said.
Martin also paints a picture of Harper as a disciplined leader who has imposed an unprecedented system of vetting and censorship.
"If you are an official in Parks Canada and you put out a press release on the mating season of the black bear -- well, you have to get the approval of the Prime Minister's Office," Martin joked.
