Canadian authorities hope that by giving the public a glimpse into the seedy world of human trafficking, they will boost their efforts to stamp out the unwanted practice.

Public Safety Minister Vic Toews announced the launch of the "Blue Blindfold" campaign Tuesday, which seeks to make the public more aware about the exploitative world of human trafficking.

Speaking at a Winnipeg news conference on Tuesday morning, Toews said human traffickers put lives at risk through "one of the vilest crimes imaginable."

"Traffickers exploit people and vulnerable states through a variety of means including manipulation, fear and false promises for financial gain or a better life," Toews said.

He also noted that many victims of human trafficking are women or children, who are often forced into the sex industry where they "are led to a life of exploitation, deprived of their basic human rights."

The Blue Blindfold campaign is being launched in partnership with the Canadian Crime Stoppers Association and the RCMP Human Trafficking National Coordination Centre.

Toews said the campaign aims to have the public "gain a better understanding of how to identify human trafficking cases, while also offering everyone a way to help law enforcement officers identify offenders and help victims."

The print, radio and TV campaign will make use of "disturbing and uncomfortable" images, but Toews said they are necessary to get across the distasteful nature of the crime.

Additionally, the RCMP is also launching a second awareness campaign called "I'm Not for Sale," a toolkit that provides information about human trafficking for members of the public, as well as governmental and non-governmental organizations.

However, NDP MP Olivia Chow said that a public awareness campaign doesn't go far enough to address the problem.

Instead, Chow said that Ottawa should be working to provide "comprehensive" legal services to the victims of human trafficking, so pimps and criminals can be convicted and stopped.

Chow told CTV's Power Play on Tuesday that many foreign women trapped in the sex trade are afraid to come forward, since they believe that officials will deport or arrest them.

If the victims are afraid to talk, this means that traffickers aren't brought to justice, Chow said.

"There's very, very little chance of them being convicted, and they know that."

When smuggling becomes trafficking

The launch of the Blue Blindfold campaign comes at a time when concerns are also being raised about the related practice of human smuggling.

Speaking on Power Play, Toews made the distinction between human smuggling and human trafficking; the latter which includes "the continued exploitation of these individuals when they are here in Canada."

Human smuggling, such as what occurred on the recent Sun Sea boat containing nearly 500 Tamils, is "essentially a commercial relationship where an individual is brought into Canada for a … monetary sum," said Toews.

He added that he "wasn't aware" of human trafficking aboard the Sun Sea.

Still, RCMP Deputy Commissioner Raf Souccar said human smuggling can often become human trafficking when migrants are unable to make the payments they promised.

"If they are unable to make payment, sometimes the smuggling turns to trafficking," he told reporters in Winnipeg.

CTV's Ottawa Bureau Chief Robert Fife said Ottawa is still mapping out its precise strategy to the human-smuggling problem. But it involves both legislative and procedural components.

While Australia chooses to process migrants offshore so they cannot immediately claim refugee rights, Toews said such a system also has flaws.

"It's not been really any more successful than what's happened in Canada," he said, adding that Canadian officials cannot "simply turn the boats around or refuse entry into national waters."

Doing so, Toews said, has led to migrants being dumped into the water.

Toews is expected to bring a series of potential legislative options before the Conservative cabinet as soon as next week. New legislation on the matter is still weeks away.

So this Government is taking, or at least trying to take, the first steps to tightening the immigration rules so Canada will not continue to be the doormat of the system. Unfortunately, there is only so much that can be done in a minority government situation. Several have commented that it is Harper's problem - wrong, it is every politicians problem. What is Iggy's position on this (at least today) and what does Jack think and what are either of them prepared to do? Perhaps to "study" the matter for a long time while other boat-loads of these people come in - why take a position when you can dodge one? Do the opposition parties have the backbone to do what has to be done or will they use the opportunity to try to gain some political points with some sectors by denouncing any of the Conservative initiatives? We are largely in this mess because of hand-wringing policies of successive Liberal governments - you remember those times when the landed immigrant card came with a tear-off "Remember to vote Liberal" stub? Stop pandering - start taking a stand for Canada! (if any of you have the moral courage to do so).

As mentioned in another article, making human trafficking and smuggling a criminal offense for Captains is a good idea but why is there no mention that the ship owners would also have their ship seized and sold to pay some of the costs. Would that not lend some support to international cooperation and show a bit of grit from our Gov't..... or is the big money too much involved?

.This is to comment on Shirani Jeyatilake's remarks on Tamils in Canada. Look around the Tamil community and you will see how well they raise their kids....just go to nearby university....I will let the people to see the truth themselves.Besides, Shirani and Co obviously don't want to talk about their racist dark chapter and HR abuses in Sri Lanka ...not to mention the possible war-crime investigation in-waiting. One should look at the root-cause of the problem. The only solution is the international community to work with UN to find a lasting & fair solution to Tamil nation....perhaps something like Quebec model. Not sure if Mr. Harper will truly act as a true leader

Does anyone think that the bosses of human trafficking rings are actually going to run their operations from Canada? The RCMP are only going to catch the underlings and middle men and slap their wrist with a small fine or modest jail sentence and the big guys, sitting off shore, will find more cheap labour and do it all over again. I sincerely hope the Harper gov't is doing this out of genuine concern for the refugees and not because of some bias against their coming to this country to seek a better life - but I doubt it.

The conservatives tried to change the immigration laws but the liberals and NDP apposed it. Now they will try to do something about human trafficking but the liberals and NDP will appose it. Just like the liberals and NDP apposed the conservative rising the age of sexual consent from 14 -16, it barley passed in the house with some members of the opposition abstaining. They oppose any tougher crime bills to lock up dangerous repeat offenders. But they feel the need to harass law abiding hunters. That should give most people an idea of the moral standing of the liberals and opposition parties. Their morals are Bass Aackwards!!!

In order to prevent the illegal entry of Tamil migrants would be to question them and find out who paid $50,000 for each person to board the vessel in order to enter Canada illegally,Most probably it will be a tamil canadian and give them the resposibility of seeing to the welfare of each individual.Just the same way when a citizen sponsors a parent.They are held responsible for 10 long years.Do not give them the refugee status, which gives them around $2500 a month and other benefits..These people are coming in the guise of refugees for the money.The Tamils live in the form of extended families.They pool their refugee monies together and buy a large house and start travelling to and fro to Sri lanka on holidays.I think if you do this the problem will stop.concerned citizen

Simply look at USA policy regarding Haitians. Their boats never reach USA territory. The US Coast Guard simply turns the suspected boats around, after a cursory look. It may not be nice, but it answers the "not nice" behaviour of the sea merchants who conduct this form of human transportation. As for the "refugees," they must take some personal responsibility for getting on the ship as they weere not kidnapped, and did pay remuneration for the trip.

Don't these human traffickers understand that bringing a boat load of people to Canada will only result in handing their "human traffic cargo" over to the Canadian authorities? What kind of business model is that? Go through all that expense to bring in a bunch of "slaves and prostitutes" to Canada simply to hand them over to the authorities ... unless the authorities are in league with the slave traders and pimps themselves I see not a lick of sense as to what Toews is claiming ... unless it's just fear fear-mongering? ... Given the "cheap labour" Harper gang, it's actually a toss up.

Due to our sacrosanct and overly generous Charter,Canada has been a haven for asylum seekers for decades.By allowing EVERYONE the same rights as Canadian citisens,the minute the touch into our territory,has subjected our Country to endless litigation and expense. It's about time that we have a Govt. that's willing to address these difficult "political incorrrect" footballs. I for one,will be happy to finally see some actions taken to address our weak doormat status that many seen keen to take advantage of. -Canada will always accept a number of legitimate refugees,but we must not simply stand by and be abused and taken advantage of.

Blindfold ? should be Exposed. Those who commit or are involved in this type of CRIME should be treated as a criminal offence. We need criminal consequences so the law has to be updated first. And, one of the consequences is to have their faces published.Parents who sell their children for this reason also should be prosecuted.

Unfortunately, our immigration policies and our constitution itself facilitate human smuggling and virtual slavery for some. That is a sad state of affairs for a country that is supposed to stand for human rights and basic human dignity. We have opened ourselves up to our immigration laws being circumvented and abused and there is a direct connection with many so-called refugees ending up in forced prostitution, drug smuggling, etc. It would be great if we could be all things to all people all the time but that just can't happen in a world that views compassion as being a weakness to be exploited. We need tough, fair, practical, enforceable and efficient laws and procedures to keep us from continuing on as door mats instead of welcome mats to the world.

I am sure that the only countries that would protest Canadian naval vessels meeting ships loaded with 'refugees' in international waters are the countries that are abusing their citizens, Contrary to popular belief, Austarlia, Canada and the United States are not obligated to provide succor for the possibly down trodden of the world. I look around Canada and can see a myriad of problems that need to addressed with money. I have no problem with people who come to Canada legally, learn how to speak our languiage, work hard and pay income tax. I do have a problem with people who come here, become citizens or stay illegally, commit crimes and then my tax dollars are used to ensure that they receive the benefits of the Canadian system. If you want to come to Canada and behave like an ass---e, we should have the right to buy you a one way ticket back to where you came from; minus your Canadian passport.

Why? Why are 'obliged' to give them the 'full refugee service'? If that is enshrined in some law then change the bloody law.We have a well established process for accepting refugees and those who wish to immigrate to Canada. I don’t think anyone does not feel badly for these people nor disagree that life will be better for them in Canada but why isn’t the established process good enough for them? Is the queue too long? Tough, wait your turn, better yet stay where you are and make things better for yourself. I don't believe we are 'obliged' in any way to accept these people, refugees or notSeize boat and sell it, lock-up the captain and ships officers for ten years or so, impose crippling fines on the shipping company and ship owners and deport the people back where they came. Simple, straightforward, cost effective, efficient and deterring and wringing hands over the plight of these people isn’t helpful or in the interest of the tax paying Canadians.

Our Government needs to keep those people, from all foreign lands, out of Canada unless approved through our Embassies & Consulates.Our social system is on the fast lane to collapse, & these unwanted individuals come to Canada, with no skills, or employable talents. Once our ridiculous propaganda machine in Canada and the USA stops telling the world we're the pot of gold at the end of all journeys then human smuggling will trickle to nothing. But, as it is, we keep telling immigrants that this is the land of milk and honey and every time you step out your door a suitcase of money, gold and flowers will fall on your head so they'll kill each other, sell them selves and their children to come to this nonexistent promised land. Why is it this government resorts to fear tactics much of the time. The other side of that coin is legitimate refugees who will find it increasingly difficult to come into Canada. It's like painting the good and the bad with the same brush stroke. Harper is also thumbing his nose at the countless number of folks who fled countries where there was oppression to make a better life for themselves in Canada. Those same people with a strong work ethic have helped to build this country. Some like the boat people from Vietnam came under similar circumstances as the Tamils yet have been good citizens. I remember helping to sponsor a family so I know some of the challenges that they had to undergo.

You can increase awareness. Increase a police force. Give lawyers more laws. Until judges get the courage to make an example of inhumane acts and sentence these people to do time for the crime committed there is not much going to be accomplished.A car theif gets 5 years for stealing, a pedophile 5 months for raping a child....see the trouble here?

The majority of Canadians are ready know the fallout from human trafficking.
