OTTAWA — The economic and diplomatic strings attached to Ottawa's multi-billion dollar deal to buy the F-35 stealth fighters would make it extremely painful -- if not impossible -- for a future government to unravel or cut, senior Conservatives insisted Wednesday.

Unlike the EH-101 helicopter deal axed in the mid-1990s by Jean Chretien's Liberal government, the pending agreement to purchase 65 new interceptors for the air force is a more complex arrangement that carries important risks to Canadian industry and the country's standing among allies.

Prime Minister Stephen Harper said the Opposition Liberals understand the significance and the nuances of the plans almost as much as the government.

"I don't understand why the Opposition is playing political games with this," Harper said at an aerospace announcement in Montreal.

"It was the Liberal government that in 2002 committed Canada to the development of this aircraft."

The announcement Wednesday saw the federal government pour $467 million into the country's current fleet of CF-18 jets to keep them flying until 2017.

When Chretien cancelled the $4.8-billion replacement for the air force's geriatric Sea Kings in 1994, he ripped up one contract with European Helicopter Industries Ltd, an Anglo-Italian consortium. It cost taxpayers $500 million in cancellation fees.

Tearing up -- or putting on hold -- the F-35 Lightning II plan would be far more costly.

It could endanger Canadian defence contractors, who've already won $375 million worth of work on the planes, anger allied nations already committed to buying the planes and waste hundreds of millions of dollars under existing agreements signed as far back as 1997.

The House of Commons defence committee will examine the deal later this month and the Liberals have promised to review it as well, describing the arrangement as secretive and unaccountable.

The $9 billion purchase price, with the potential of an additional $7 billion in life-time maintenance, has all opposition parties, critics and even some defence analysts suffering from sticker shock.

Harper focused his attack on the Liberals and dismissed the arguments as posturing.

"Everybody knows the Liberal party supports this," he said, his voice rising.

"Everybody understands the military will need this equipment at the end of the decade and everybody understands this is to the benefit of the Canadian aerospace sector, particularly the industry that is based here in the greater Montreal region. So the Opposition should stop playing political games with this and simply support this, which is a necessary purchase for all of us."

Critics argue handing the deal to Lockheed Martin, the world's No. 1 defence contractor with US $39 billion in sales, amounts to the sole-sourcing of one of the largest procurements in the country's history.

But Jay Paxton, a spokesman for Defence Minister Peter MacKay, argued that a competition was already run -- by the Americans.

In the late 1990s, Washington pitted Boeing and Lockheed Martin against each other to select which company would build the next generation of fighter aircraft.

Alan Williams, the former senior procurement official at the Defence Department, said Canadians should be "totally insulted" by that logic.

"Don't say you've already conducted a competition and we don't need to do one; you haven't," said Williams, who championed Canada's entry into the F-35 program in the 1990s.

"The Americans selected an aircraft between two competitors, based upon their operational requirements to meet their needs. It had nothing at all to do with Canadians needs. It's insulting to ask the average Canadian to buy that argument."

Normally when countries want to buy aircraft, they approach the contractor, cut a deal and the plane is delivered. But the F-35 was conceived and developed collectively by a number of nations, who paid for the privilege of being part of the deal.

In Ottawa's case, that's amounted to US $160 million, which allows Canadian companies access to bid on contacts associated with the project. Think of it as the federal government paying the cover charge to get into a club.

Between now and 2051, the federal government is committed to spending an additional US $551 million in order to remain part of the club.

If Canada drops out, it not only loses future access but it could be on the hook for some -- or all -- of its pending contributions, said Paxton.

"There would be costs associated with any withdrawal from the (memorandum of understanding)," he said Wednesday.

"Canada would have to complete payments on joint activities that the partnership has already contracted. The exact costs would be subject to negotiation with the other (Joint Strike Fighter) partners."

The federal government signed two agreements, in 1997 and 2006, in order to be part of the program, meaning both Liberal and Conservative governments have signed on.

The U.S. co-ordinates ordering the aircraft with Lockheed Martin every year and the withdrawal of one or more nations would drive up the price for those still in the club -- something Conservatives warned would spark a backlash among allies.

As with automobiles, you cannot keep driving the same car year after year, decade after decade. They wear out and they also become obsolete.It is yet another example of the Liberal party of Canada putting their own interests ahead of the best interests of Canadians. The Liberals just keep on proving to us just how shallow and uncaring they really are.

It's hard to belive those who pretend their opposition to this buy is based on their belief that "this is a bad time".Really?? The program will take years to complete,and was started years ago,BY LIBERALS. The planes our Air Force is flying will be obsolete eve before these new planes come on line.AND,the ONLY time the military will ever see any new equipment is when the Tories are in power.Unless Hillary gives "Iggy" a direct order,Liberals will buy nothing more than a used submarine or some more golf carts for Afghanistan.In fact,if the Liberals do win an election,I fully expect then to sell the transport planes that the Conservatives just bought.Then we can wit of the Russians to give us a ride when disasters happen,and our help is needed.This timing may not coincide with a booming global economy,but given the Liberal policies regarding the military,this may be the ONLY chance they get to get new equipment. Most of our allies are buying this plane,which will make them cheaper and far earlier to service anywhere on the planet. But hey,I'm an open minded guy Mr.Ignatieff..If these are the "wrong planes" tell us all which ones you think are the right planes.Or is your policy no planes at all?? This is a good plan for Canada.Thank you to the Conservative party for staying the course. Its just like the Liberal party to be indecisive, just to get some air time. Investing in several F35 aircraft while pushing canadian contracts is a good use of defence dollars. Take the price of 9 billion and recoup 375 million in contracts for Canadian workers ; all while keeping up your NORAD relationship and improving your arctic presence. I think Canadian pilots would feel a negative about the Liberal plan, remember its their backsides on the line.

This gov't has racked up a big debt and instead of paying it down they want to buy toys for the military. At least if they had gone out for competative bid the Canadian taxpayer would have a better idea of whether we are getting fair value for our money. We need new planes. My neighbour is an CF-18 pilot, I asked him what was the cause of that CF-18 crash last month and he said that the planes are old and that the engine had failed. In general he said the engines are not good.Canada needs a good fleet to patrol and protect its airspace.

Mr. Harper's argument is irrelevent...To purchase so many planes without seeing the final product is a no-brainer : does it do what it is supposed to do?; is it worth the investment?; will it be obsolete by the time it is built? Canadians of all political stripes should worry about this un-sourced or un-tendered contract!!!

So, when they are in power, the Liberals think it is OK to spend money on fighter planes to replace the aging CF-18's - they did after all start the process of getting F-35's. Now, like Chretien, they want to get into power and spend half a billion dollars or more cancelling the F-35 contract, only to have to buy another fighter (probably STILL the F-35!) later - at higher cost - when the CF-18's start falling out of the sky - just like the Sea kings. I really have to wonder whether any of the Liberals actually think! it is NOT government money they will spend to get out of the dcontracts but OUR TAX DOLLARS. The Federal government is committed, by our constitution, to be responsible for the defense of our nation, not just now in 2010, but in the future, and who knows what that future will bring - in 2000, no-one expected September 1, 2001. By not ensuring our armed forces have the wherewithal to do fulfil their mandate, the Liberals would be in contravention of that constitution. As usual, Mr Ignatieff is all sound and fury, signifying nothing, as he will HAVE to support this purchase, or lose votes in Quebec, where the maintenance contract will probably go, as did th renewal of the CF-18 contract. But then, he's only interested in NOW, and does not have the nation's best interests, in terms of defence, at heart.

It's a simple fact that Canada has never had, does not have and will never have the resources required to engineer and produce the equipment and technology we need to remain a viable partner in NATO and NORAD. Due to international trade agreement restrictions it's difficult enough to get the information we mush have now to contribute anything to our agreements. If we don't play ball with the big guys we'll be defending all that we love, with slingshots. What other aircraft would be in contension? F-18F, Euro fighter (first flew in 1986 when I was at a NATO Air Meet), Russian, Chinese, Brazilian? Not much out there except maybe the f-22 and even the US isn't buying any more of those. Nope, buy something alot of others are buying, plus with the 40 year production run we may get some bang for the buck.

The original letter of intent on the F-35 was signed by the Liberals and we are morally committed to finalize the purchase. I resent the suggestion from Michael that this deal is somehow connected to oil which I expect to most Easterners means nasty old Alberta.(which , by the way, funds a very large part of that silly equalization program). I would like to hear what those fabled Liberals would do to replace our current fighter jets which are very close to their past due date. How embarrassing would it be for Canada if this deal was cancelled? How long to run a "proper contest" for an alternative fighter jet? How long till the alternative can be delivered? I don’t see the liberals looking before they leap (or open their yaps either.) I can't see any citizens falling for this again. As I see it since we paid to get in on the development of the fighter we had way more input than if we were "shopping around" for a replacement fot the CF/18.Before anyone asks I do not support any Canadian political parties at the moment as I find they are all in it for the parties good and screw the citizens.

Liberal opposition to this purchase is hypocrisy of the highest order. The problem they have is that the Liberal party didn't get to make this announcement. We should all remember how much Chretien's spiteful cancellation of the helo contract cost us, only to order the same helos years later and announce their purchase with "great pride". The Liberals are worrying about a 54 billion dollar debt, well stop worrying, the EI fund and Public Service Pension fund are building up again so the government can walk in and steal it again any time they want to. What they are really worried about is that the present government might do that before they get a chance to, but you will hear the Libs and NDP scream bloody murder if they do.

Enough of the left wing whining about the cost. Yes, its a lot of money. As big as the dollar value is the international commitment this country has to its allies. We have routinely underspent our share of the GNP every year since PE Trudeau began to systematically dismantle the armed forces over thirty years ago.Time to get back on track and at least meet our NATO commitments. I do not need some politically appointed hack, who never had to work an honest day except for shuffling paper to obstruct and hinder timely replacement of our military equipment....Mr. Harper has actually based his account on fact....Until the sun rises on one day and the politically correct, foresake the time honoured practice of replacing military equipment "enblock ", maybe we can dpo a phase in and keep the costs of such replacement more manageable to the taxpayers. The research on the F-35 was painstaking and credible....If you want toknow what is not credible, just look any day in the skys over halifax and marvel at our 50 year old Seaking Helicopters...A marvel of Liberal purchasing policy...Mr. Harper....you win on this issue, thankyou for taking the defence of our great nation with the severity, dignity and respect it deserves.

In 2002 Canada spent $160 million on the development of these jets. The Liberals where in power in 2002. The liberals had planned to buy these jets & probably still would if they were in power. Harper refuses to debate the issue, is all Ignatieff wants to do is debate the matter & look at the options to see if Canadians are getting a good deal. We pay the opposition parties to try to keep the government honest, accountable & demand debates on issues to make sure Canadians are getting a good deal. Harper's fear mongering tactics are disgusting, knows full well the people that vote for him are a little short on the learnin & he uses fear to take advantage of them. You have to be a few bricks short of a full load to build more prisons for unreported crime. What's next Steve giant ray guns to protect us from the unreported aliens. When Harper loses the next election you can guarantee it will be because of the unreported votes he didn't get. If it's unreported then it doesn't exist.. In the middle of a 54 billion dollar deficit is no time to be making this deal. I know many people do not understand the real political system here in Canada, and I don't really care much for politicians and their parties either, but PM Harper has been cleaning up Ottawa since he became PM.The Liberals for many years have instilled this 'Parental State' system, which would, if the Liberals were to be voted in at this time, will bankrupt this country and make it a third rate player on the world stage. Don't be fooled south of the border with, "Yes we can" mantra BS.Times have changed my fellow Canadians, and the world is headed toward a global consolidation(New World Order if I dare say), and in my opinion only PM Harper can only make Canada a serious and major shareholder under the new global system that will be upon us.Harper's got my vote.

No the right time to do this deal right now even if it was started by the Liberals back in 2002. Things completely changed since then. Canada is part of the West. Our National interest lies largely in line with those of our traditional allies, the US, the UK and Australia. I love what the Government is doing to re-inforce those ties to our natural allies, including the purchase of these much needed fighter aircraft. It is important for Canada to invest in its armed forces. The F-35 fighter project is one way that the government is protecting Canadians and defending our interests at home and abroad. There is when people around the world see a soldier with a maple leaf on there arm they know they can be trusted and depended upon. Also in regards to the former comment (Will), we have a deficit not solely because of defense spending but because Canadians wanted a stimulus plan. If you do the math, there would not have been a deficit (or any one of significance) if there was no stimulus program.

Let's forget about about the monetary loss that will happen if the Liberals force a cancelation of the CF-35; which will be over $1 billion. To Ignatief, I can't call him Iggy as that pen-name is reserved for the original Iggy of the Calgary Flames, what is the dollar value of the lives of the Hornet pilots that you will force to continue to fly the now 30 plus year old aircraft which will be 40 years old upon delivery of the CF-35. Our military was once stripped to the bones thanks to your previous Liberal party leaders. Today, Canadians will not stand for that. Our military has a proud history and deserves the toolage required to keep it one of the best in the World. So yes, Harper is 100% correct when he says it would cause economic damage to turn down the F-35: the fighter plane of the future. Those who are against it are shortsighted, are Liberal apologists and have no idea what they are talking about.

The only problem with Harper's 'blame the Liberals' excuse is that they wouldn't have signed the deal when in a $54 billion deficit.

I think he was pushed to take matters into his own hands. I have a teenage son and if he was involved with a drug dealer I would be furious and try anything to save him like this father did for his daughter. Why do police often say they can't do anything until it's too late? Whether it be a drug dealer or an abusive spouse, the police can't seem to do anything until something really bad happens. In this case they could have raided the drug dealers home and arrested him. The whole town knew what was going on in that house but yet the police chose to do nothing. Release this man and give him a medal for doing the right thing by his daughter. I can't wait to see the episode on W5, I will certainly be watching this one.
